As the grapevine has it, two member panel has gone to the
ACC for selection of new Director General (DG) Shipping. The slot fell
vacant as Ms. Kiran Dhingra former DG, Shipping, has assumed her charge
as Secretary, Housing & Urban Poverty Alleviation (HUPA), in the
Government of India (GoI). She is an IAS officer of the AGMUT cadre
& belongs to the 1975 batch. It may be stated here that Ms. Laxmi

Rahul Gandhi is down to earth
Rahul Gandhi has shown, through his activities, that he is down
to earth while addressing publicly and keeping himself engrossed within
the poorest of the poor masses besides viewing/discovering India in
actuality. Perhaps, Rahul has thoroughly gone through Pt. Jawahar Lal
Nehru's book 'Discovery of India' and making it to see practically before
taking on record the whole issues being experienced/faced by the general
masses.
I wish Rahul Gandhi all the best to go ahead with all round efforts
to uplift his family's traditional best efforts to offer leadership
to India in the coming days. I am also assured that under the dynamic
mother-Mrs Sonia Gandhi and powerful simplicity of PM Dr. Manmohan Singh,
Rahul will, certainly, learn too much for going ahead towards his popularity

Personnel ministry should do justice immediately
Makhijani has given very perceptive and insightful views on the
OMs issued on the revised pension rules perpetrating unwarranted discrimination
against the 1.1.2006-2.9.2008 pensioners depriving only them of the
benefit of the extant principle of pension at 50% of last pay, when
neither the sixth CPC report nor the cabinet decision envisaged such
a mindless and baseless interpretation. The Personnel ministry should
remove this injustice immediately.
In fact, there is no rationale given even in the CPC report for justifying
the recommendation that the 20 year-full pension provision should be
only prospectively implemented. It says vaguely that recommendations
on pay scales will also affect the pensions because the latter is paid
as a percentage of the average salary but that this, however, does not
hold true in respect of the recommendation regarding payment of full
pension on completion of 20 years of qualifying service for employees
other than PBORs. This rationale is not convincing because the principle
of pension as a percentage of the average salary has been abolished
after 1.1.2006 (unless it is beneficial to the pensioner).There is therefore
no problem whatsoever at present in computing pension at 50% of last
pay for those who have completed the minimum qualifying service of 20
years even in the case of the pensioners of the period 1.1.2006-2.9.2008
now that the new pay scales have been implemented by government effective
from 1.1.2006. Hence, as a benign and large-hearted reform, the GoI
is requested to implement this liberalised provision also giving effect
from 1.1.2006 (like all other decisions based on the Sixth CPC)instead
of from an arbitrary and irrelevant prospective date, merely denying
this benefit to a small number of retiring employees of this period
whereas it is going to apply to millions of employees retiring in future.
Their pension files will in case have to be reopened for refixing the
pay/pension as from 1.1.2006.

"Will any organised service allow lateral entry to their service?"
The Government of India (GoI) is one of the biggest organized sectors.
Lateral entry was prevalent in GOI for more than four decades. Still
it is continuing in some form or the others in various departments of
GoI.
It may be observed that CPCs are considered expert bodies in cadre matters
and hence constituted from time to time. The 6th CPC has vehemently
recommended merger of both general and stenographic cadre with a view
to envisaging multi-skilling in GOI so that present-day 'conveyor belt'
system can be done away with, and a single official is assigned the
job presently being done by PA-Assistant/PS-SO/PPS-US/Sr.PPS-DS etc.
How can we negate this fact?
In this connection the verdict by Madras High Court on Writ Petition
No. 6550/2006, Government of Tamil Nadu, vide its order dt. 18.5.2007,
has allowed lateral entry of steno-typist to the post of Superintendent.
The said order has been signed by LK Tripathy, Chief Secretary, Tamil
Nadu.

NDTV reporter has taken his argument on civilian military debate
to ridiculous level. In a democracy, if he understands basic concepts,
there is something called permanent executive. The concept of military
directly reporting to politicians is farfetched. In case of emergencies
and crisis in the field, the local defence chaps will then interact
with the Chief Minister or the MLA rather than the DM.

Comparison is demeaning
I have read with great pain, on your esteemed website, some very
vitriolic criticism about our armed forces in connection with pay structure
made applicable to them, which they felt to be not appropriate. I think
every institution needs to be respected and issues like pay etc. can
not and should not be linked to the extent of corruption etc .Addressing
corruption is an altogether different issue. As per Transparency International
, India ranks around 70th in the scale of corruption(score 2.5/10).
What are we doing about this? Further which institutions in India including
higher judiciary are free from corruption. The armed forces, basically
and rightly want a respectable treatment, which their experience must
be showing, is not being meted to them by the babudom in the ministries.
The cult of gaining respect by showing less/ dis-respect to the officers
of other services by a particular service occupying almost all higher
posts in the ministries (including defence) seems to be the major reason,
and not the money, of dissatisfaction / frustration of the armed forces.
This kind of comparison, through systemic manipulation to gain superiority,
is in fact making not only armed forces but most of other govt. servants
(except IAS) feel sick, discriminated against and marginalized. This,
to my mind, is one of the major reasons of low efficiency and commitment
in govt. and consequent colossus loss to the Nation.

Lateral Entry of CSSS in CSS
I would like to clarify that the Tamil Nadu State Government's verdict
is wrongly interpreted with the lateral entry of CSSS in CSS. The orders
for lateral entry is for those stenographers in Tamil Nadu Ministerial
Service and not in Tamil Nadu Secretariat Service, because they do not
have career progression upto the level of Deputy Secretary as is existing
in Central Secretariat. Moreover, the order is limited for those stenographers
worked as Steno-Typists, Grade-I & II between 1.8.92 and 21.2.2001,
and restricted to 5% of vacancies in the category of Superintendent
(equivalent to the post of Assistant of Central Secretariat) etc. in
other subordinate offices under Tamil Nadu Government. (There is no
post of Superintendent in TN State Secretariat. The equivalent post
is Assistant Section Officer) Accordingly, only one vacancy against
20 vacancy would go to a Stenographer. For further clarification read
the subsequent order dated 12-03-2008. Moreover, there is no lateral
entry of Stenographer/PA into Section Officer post in TN State Secretariat.
There is no career promotion upto the level of Director (as recommended
by 6th CPC)in Tamil Nadu Government for Stenographers. They have to
first work as Assistant (at UDC level) for one year and successfully
pass the prescribed training. For details of the TN Government services
visit their website tn.gov.in. One more important recommendation of
6th CPC is that the Executive Assistants (Assistant grade of CSS)would
henceforth discharge the functions presently being carried out by Assistants
as well as Private Secretaries. No future recruitment in Stenographer
and PA post. All the vacant posts in these grade would go to Assistant
grade of CSS. (para 3.1.12). For the remaining CSSS officers they would
progress in CSSS service upto Director level. Now, it is for CSSS service
to accept 6th CPC recommendation or to strengthen their service. Once
a cadre is declared as a dying cadre the existing incumbents would suffer
due to stagnation. This has happened with Central Secretariat Clerical
Service (CSCS). All Service Associations in Central Secretariat have
to sit together and discuss whether they want a single unified cadre
or multiple cadres with adequate promotion prospects.

It appears a decision has been taken by the Cabinet on the basis of
the misleading inputs given by MOSPI in the Cabinet. This is a serious
matter for which responsibilities must be fixed on officers . Not even
two years have elapsed since the cadre review of ISS creating a large
number of posts at higher level. Thanks to former and the present Economic
Advisors to PM. The ISS is now a top heavy structure. People have been
given promotions without additional responsibilities. Even the top brass
of ISS Officers are amazed at this second cadre review within two years.
This joke has cost the government crores of rupees.

up such issues through grievance redressal machinery of GoI rather than
this website. You should encourage including views about general issues
of national issues like corruption, terrorism etc. Please do not devalue
your website .
