Armed forces becoming more selfish
It is very disheartening to know that the armed forces are becoming more and more selfish. There is a saying in Hindi - ' door ke dhol sunaware lagate hai'. So, Army looks neat, tidy and disciplined from a distance. But, when seen from close quarters, it is totally rotten with corruption, red tapism and nepotism.
They claim very high ideology. In reality, they do nothing. Their productivity is nil. Every organization has corruption, only degree varies. But, I am talking of intellectual corruption. See the quality of MES constructions vis a vis other organisations like CPWD,HUDCO, DRDO ETC. The same civil engineer gets to these organisations through IES to these organisations. But out put is different, why? Every unit is hell bent on making money in the name of regimental fund in which a portion of public money also goes towards this through selling of rations, purchases etc. It is certainly illegal from legal point of view. But, It is accepted as an unwritten rule in the army. A portion of this regimental fund goes to officers kitty during transfer/ retirement. If you ask they deny. But let them undergo lie detector test, upto any rank.
Wherever , they have gone as peace keepers under United Nations, they have tarnished the image of the country by indulging in sex scandals, food for gold scam, arms for gold scam etc. But when it comes to portraying, they become Raja Satya Harishchandras. The nomination for these postings is purely based on redtapism. To qoute an example, the present brigade rotation to DRC (MONUC) is for Mahar regiment, which is cancelled and given to artillery regiment. Why? because, the chief belongs to artillery regiment. Is it not selfishness? Is it not nepotism?

6PC parity for the armed forces
I strongly feel that the Generals should be paid more than the President of India because the President of India also does not protect the frontiers it is only the Generals who are trained and take the pains too. Of course Prime Minister and Defence Minister can never be expected to know the job since they are only politicians and have never been GCs.
I really think that the Parliament must enact a law where Mukesh Ambani.. (...entrepreneurs, indusrialists..), Shahrukh Khan... (....artists), Sachin Tendulkar...(.... sports men)...IT professionals..,... Bankers.., Scientists, Musicians,.... Baba Ramdev...every one even in the private sector can not earn more than the Generals and correspondingly from Lt Col. onwards should be treated with commensurate honor and dignity in terms of pay ALONE as they are protecting the country. Only this will bring the lost glory back to the men in uniform (olive/blue/white alone).

Problem is with the Pay Commission
Lot of debate is going on in your website regarding the pay structure demanded by Army. The people from army are putting their view point and those from civil side are opposing it. In this process a lot of mud slinging has started and everyone has gone to the extents not expected from well qualified either the Civil Servants or the Army. In fact the problem is with the 6th Pay Commission and the pay commissions in the past. In fact the structure of pay commission should be such that it appears impartial and its decisions should be acceptable to all. Instead of keeping more members from civil service Government should appoint a commission which may have equitable representation to all in the government. An equitable representation may be like one member from AIS(IAS/IFS/IPS/IRS/IES/IRTS), one member from Administration (not an IAS officer), One from Police, One from Army, One From CSS, One representing the Unions, One from railways etc.

Corruption in army is not visible
Though I am part of the Army, I still feel myself responsible to acknowledge the pathetic state of corruption in the Indian Army. It is quite obvious that corruption in army is not visible due to non intrusion by media in the defence forces. But if you want to know about the corruption in the defence forces, just meet its audit department i,e Defence Accounts department, who capture the delinquencies of the army (at lower level) and are kind enough to settle their objections due to considerations and pressures. Corruption in defence forces is at two levels, one at highest level i.e MoD and other at unit level. Higher level corruption is prevalent at the Ministry level where the deals are finalised and central purchases are done. But new era of corruption has seen the light of the day at lower level due to the recent delegation of financial powers. The officers from the rank of Lt. Gen to the Col level now possess the financial powers and are now getting the taste of money which is a dangerous trend. Though the rules of purchases have been defined in the delegation of powers and an officer as financial advisor has been given to each defence establishment, even then the expenditure is in form of luxury rather than necessity, just on the pretext of "national security" and "motivation". The media doesn't knows what is happening inside the fortress and everything has been assumed to be sacred. Had this situation been in the civil set up, the media would have shattered the concerned department and the officer would have been shown the appropriate place. But alas, our government cannot dare to take any step against three organs - Judiciary, Army and Police, who have been the key players in a nation. Remember, in Indian Army, the officer enjoys the life and a soldier is like a black slave, doing either the duty of the Madam or caring for the pets. The difference between an officer and Personnel below officer rank is like a black and a white during the Abraham Lincoln days. Do you know that in an army establishment, every soldier has to dismount from his cycle/scooter/motor cycle while crossing the main entrance gate? What does it signifies? If any media has the competence and guts then do the study of the purchases by the ASC, Ordnance and AFMSD and see the results. Jai Hind

Don't degrade the status of civilian cadres
Since all this hoopla on the status comparison and pay parities is going on - I would like to highlight that no civilian would mind a pay hike for armed forces but what bothers is the misinterpretation about the status equivalence as presented by the armed forces. We have no problem in their hierarchy or what status they want to give their cadres but in this process they should not degrade the status of civilian cadres. In fact during this whole halla-bol what I find is that the real nature of Indian psyche was put forth that we can never stay united and probably that is the reason that foreigners ruled us for eras and perhaps even now situation is not better only the facets has changed. Anyway, I wish good luck to armed forces for a better deal from MoF.

Civil Servants should project their legitimate aspiration
All the civil servants especially Deputy Secretaries and Joint Directors should project their legitimate aspiration to be included in PB-4 like Army is doing for the Lt Cols.

They are trying to mislead the nation and political leadership
Army has gone over the top in its comparison with civilians as well as paramilitary counterparts. The fact that there are over 20000 officers of Lt Col and Equivalent in the defence Forces speaks volumes. They are dime a dozen. I.e. one Lt Col for every 60 persons. Compare this with a director or a commandant of PMF the difference is more than obvious. By misinterpreting the recommendations of 5th CPC where defence forces were given a different and higher pay scale they are trying to mislead the nation and the political leadership. The brave officers and men of BSF and other CPMFs are no less committed to the nations cause than the Army. In fact without an efficient civil admin the army cannot fight a war. So such unfair comparisons should stop and we should not question each others commitment.

Please Stop this Misinformation Campaign
Government of India have laid down Equivalence for Ceremonial purposes in the Table of Precedence. The lowest rung of officials mentioned are JS of Government of India and the Major General of the Army. Below that there is no equivalence. How the table of Precedence have been manipulated post 1952 and Army brasses successively brought down will make interesting history. Remember, history does not spare any one.
The ranks and file of the Armed Forces below Major General are their functional requirements. The number of Ranks below Major General are five or ten are dictated by their functional requirements and not meant for equivalence. This has been clarifies by MHA who are the authority to lay down equivalence. Various arbitrary letters issued by MoD raising the status of every Tom Dick and Harry including that of a peon of the MoD has no sanctity. As per Conduct of Business Rules, it is not their job or prerogative. One may please see this :

This has always been like this where in a Director / Commandant Police and PMF was always paid / scaled at par or somewhat near a Lt Col or in that bracket. In 6th CPC report, the position was altered on assumptions. The Committee of Secretaries engineered a Coup and upgraded all post to PB-4 except for the Lt Col. Why?? Tth mandate for the Babus was to sort out anomalies and not create many disfavoring the Armed Forces and others. They went all out to sabotage position of Lt Col in the middle rung and Lt Gen in highet rung of the Army. One fails to understand understands why. Because Armed Forces are not useful for sabotaging the democracy and manipulate political mandates in favor of Politicians?

Retirement Age
It would be foolish idea to increase the retirement age from 60 to 62 years. Yes with the recession worldwide, the out flow of retirement benefits to retirees will be saved by the Govt. On the contrary, in order to give employment to the educated youths, it would be desirable to reduce the retirement age to 58 years or even 55 years and the employees who take VRS or retire from service can be gainfully employed in private sector by utilising their experience in the Govt.

6th Pay Commission implementation
When will the accepted recommendation of 6th CPC be implemented about granting of same pay band to organised civil services gr A officers two years senior to IAS officers posted in centre. it refers to page 39 on gazette of ministry of finance.

Discrimination in Pension fixation
OMs dated 2.9.08 and 3.10.08(38/37/08-P&PW (A) wrongly rely upon para 6.5.3 of the 6th Pay Commission's recommendations to make a distinction between the employees who retire on or after 2.9.08 and those who retired prior to this date but on after 1.1.06. Para 6.5.3 ,inter, alia, reads as under:
"……the recommendation regarding payment of full pension on completion of 20 years of service will take effect only prospectively for all govt. employees other than PBORS in Defence Forces from the date it is accepted by the Govt……….
……………………………………………………………………………………………
All other recommendations relating to pension will take effect from 1.1.06."
A close reading of the above para will clearly show that the relaxed eligibility criterion (i.e. 20 years of service for entitlement for full pension) alone is intended to be prospective. Here there is no reference to the method of quantification of pension. Therefore the method of quantification which necessarily comes within the purview of " all other recommendations' should be retrospective permitting "last pay drawn" as an optional basis of pension fixation for all employees who retired on after 1.1.06.
The "unreasonable classification" by the Dept. Of P &PW (DP&PW) is in violation of the Indian Constitution.

Less corruption in Himachal Pradesh !
In Himachal Pradesh number of officers are less corrupt than other States. They are ignorable. Majority of officers are very honest particularly in IPS cadre in H.P. But this is an alarming & set back to this tinny State coming into headlines in the arena of corruption. Vigilance is doing its work. To curb corruption in this hilly State corruption cases must be finalised in a period of time frame so that corrupt officers may not get benefit of delay in investigation.

Who should be held responsible for the irrecoverable loss?
Due to lack of efficient administrative capabilities by the higher officials at SSC Headquarters Office, New Delhi, all the Data Entry Operators are forced to continue in the very same post even after 16 years of service.
The officers are failed in the following issues:
1) No promotion to the DEOs even after 16 years of service.
2) Having not conducted any Departmental Test for the DEOs. But, the same SSC conducts several Departmental Tests for other cadres like Peons, LDCs and Grade D Stenographers etc.
3) Having granted total un-justified First Financial Up-gradation under the Assured Career Progression Scheme. For instance, a DEO Grade whose pre-revised pay-scale was Rs. 4000-100-6000/- was revised to Rs. 4500-125-7000/- once his basic pay becomes Rs. 5300/-. 4) No re-structuring of DEO cadre even though there is stagnation. Income Tax, Central Excise and Customs have re-designated their thousands of DEOs as 'Tax Assistant' and 'Senior Tax Assistants' while re-structuring which enabled them to get promotions.
We feel as the total number of DEOs working in the SSC is below 20, the SSC and DOP&T are not taking any action on these genuine grievances.
