Bhupenrdra Kumar Dak has been appointed DIG, Kota Range. Utkal Ranjan
Sahu will now be DIG, Administration, Jaipur. Dak is an engineering
graduate and considered very close to home minister Gulabchand Kataria.
Kataria was an MLA for 2 terms from Bari Sadri assembly seat and Dak
hails from the town of Kanod near Bari Sadri.

My Dear Bureaucrat and Fauji Brothers,
You both do your job and not each others jobs. Undersatnding that will
auger very well for the society and the Country. Do not dictate terms
to each other. IAS meddling in each and every Government Department
has no good to the Country. Faujies questioning is also out of way at
times. IAS people are also our countrymen, well wishers, intellectual
and thinking people. They are paid to think good and not lord over all.
That I think is not their mandate or Job.
So far as defense of the Country is concerned, Prince Charles discharges
his National duties by serving in Afghanistan. George Bush is booed
in USA for avoiding Vietnam. More than sixty percent of the Bureaucrats
and the Politicians have had service in the Armed Forces. Since it is
a matter of call of the nation, they do not and can not avoid it.
If the present attitude towards the Armed Forces continues to be what
is exhibited on the board, then Ambani, Ratan Tatas, Manmohans or Chandrasekhars
will have to contribute to the Defense including in physical service.
No realist and sane person can have doubts about it. When the Armed
forces are sabotaged, the elites of society are put in servitude. Read
any kind of literature or ideology or history. That elite who is incapable
to defend himself or relies on other to defend him is not fit to govern.
Since you all are mature and so called intellectuals, you all must understand
the "Principles of Payment". If you pay Army Officer as PMF
officer , you have no right whatsoever to ask him to discharge duties
of Army Officer. He is morally obliged to mentally restrict himself
to PMF officer.

Behaving like union leader of armed forces
COSC is behaving like union leader of armed forces. Parity does not
exit even in three wings of armed forces. Disparity between fliers/technical
officers in IAF, Executive branch/ non executive branch in Navy and
between officers of arms and support services. Experience indicate the
pitfalls if armed forces are given independent power. The officers are
trained to thwart enemy under all circumstances logically or otherwise.3

bad example to their subordinates. Next time officers will question
the orders not to their liking. Such a situation will be dangerous for

Stop spreading the canard
The men in olive should stop spreading the canard that they alone are
guarding the nation. What about the IAS /IPS posted in J&K cadre
or for that matter BSF personnels who are guarding the borders 24 X
7 with hardly any facilities as compared to the army and with no field
peace profile. Patriotism is hardly visible in the army officers as
more and more are opting for voluntary retirement to join the private
sector.

Army Chiefs should avoid tie ups with media
Though delayed, if true, it is in the interest of Army Chiefs. They
should at all cost avoid tie ups with media, least they should fall
prey to vested group of officers within. Public is only fully aware
of bad or good points of any institution including Army. They don't
like to speak. Forces are making them to speak. Trying to create a divide
of civilian and army or politician and Army or IAS etc vs Army is very-very
unfortunate. Had it been the times of Nehru and Patel Army officers
misinforming the leadership and leaking the details to public would
have been sacked. It is the foundation stone of any service that its
cadre takes no credit of the service it renders. It is for political
leadership or people to claim credit who pay all of us.

6th PC - Pay parity
The ongoing debate regarding who is more important is both pernicious
and irrational. Armed forces might be defending the country, but can
it be said that the police and paramilitary forces are less important?
Aren't they who have to quell the civil disturbances and get targetted
by the agitating mobs, terrorists etc? Is their role any less in keeping
the country together? To say that the armed forces are more important
than the PM or the President is all the more outlandish. For that matter,
to say that they are more important than the IAS,IFS or other services
is equally ridiculous. All are important. All are doing their assigned
role and duties. Nobody would grudge paying special allowance to those
on the Siachen glacier or other hazardous locations. But the same argument
can't be extended generally to all.
Any attempt to create parity or equivalence in various services is unwarranted.
For any feelings of dissatisfaction among the IPS, armed forces, central
services or others on the CPC report, I think the IAS has to take the
full blame. They are not only expected to be fair and impartial in such
matters, but should also appear to be so. Have they proved their credentials
in this case?

That is how IAS treat all others
The Problem with IAS is - they believe that they are "Permanent
Executives" as compared to "Aya Ram Gaya Ram" politicians.
In the backdrop of their self serving beliefs of being the "Permanent
Executives", all other services, be it IPS, Defense, IRS or any
thing else are considered as "Permanent Servants". That is
how IAS treat all others. Others are not part of being "Executives"
only IAS is. IAS occupy 225 Secretary level posts in Ministries as compared
to a meager 25 by all other All India Services. If they assert themselves
to be the "Permanent Executives", on ground realities and
solid reasons do exist for that.
That is a very bad and dangerous situation for Political and Bureaucratic
health of our Country. How can our Political System allow such a "dangerous"
and autocratic or I shall say, "tyrannical" bureaucratic system
to exist. If we leave aside "Aya Ram Gaya Ram", we have other
democratic institutions in the Country, such as Political Parties, Press,
Media, Academia, Administrative Reforms Committees, Administrative Tribunals,
Interest groups, Unions, Peoples organization. How have they failed
to have a check on this "Leviathan" called IAS. It is high
time solid Checks and "Administrative Reforms" be introduces
in the Higher Echelons of the Bureaucracy and IAS Tyranny be restrained
by "those who care". IAS has no business to be in 225 Ministries
out of 250 Secretary level positions. Let there be equatable distribution
amongst all Central and even State services of the Secretary and Additional
Secretary level post.

Making a reference on Intelligence of a person like Rahul Gandhi is
really not in good taste. In fact the discussion is about his being
down to earth and this I am very sure that he must be - the way media
has highlighted his acts. In fact I would appreciate if one can tell
how many of our politicians are intelligent - don't read shrewd. We
have had enough of intelligence serving the country, let's seek services
of a down to earth and presumably unintelligent man. We have seen acts
of all so called intelligent people, I think now it is time to ask for
that change.

Permanent Executive ?
Our IAS brethren seems to be propagating concepts for our "Democracy"
which are far fetched and dangerous. The first one is that of "Political
Control". That is the prerogative of the people (that is why a
strong demand for Call Back ) then the Parliament and then Peoples Institutions
like Press, something like your website which allows opinions to be
Known and "public" to be informed. Many IAS brothers have
used this concept of "Political Control" to be used as synonym
of "IAS Control". What chheeks !!
Now I hear of a term called "Permanent Executive". Yes it
means that the current "Executives" will be allowed to continue
till the new executive takes over. If not, the Constitutional Head,
that is the President or the Governor will function as the executive.
Thus executive will not be absent.
How has a Secretary and the DM come in between. They are "Public
Servants" and one of them here calls the "Servants" as
the "Permanent Executive" in typical arrogance. God save the
Democracy and Polity in the Country if the most powerful and responsible
public servants calls themselves as "permanent executives"
and those who exercise "political Control".
Any one who thinks like that needs to be sent back to his College .
I am loosing faith on Lal Bhadur Shastri Academy, if they teach them
all this rubbish.
This pronouncement has some arrogance.....I, as a reader and Citizen,
am shattered at the thought of what these guys fancy themselves to be.
In North India there is a saying " Chuchhundar Ke Baal Men Chameli
Ka Tel " the pronouncement that "servant " is "permanent
executive" is an apt example of it...

The IRS transfers continue and the punishmetn of lady officers continue.
One senior officer has recently been given a posting "near Delhi"
