NBCC GETS SCHEDULE 'A'
Government of India (GOI)through DPE has upgraded National Buildings
Construction Corporation Ltd. (NBCC), a Central PSU under the Ministry
of Urban Development, from Schedule 'B' to Schedule 'A' Public Sector
Enterprise. NBCC of which Chairman cum Managing Director(CMD)is Arup
Roy Choudhury,has already become the largest construction PSE of the
Central Government having achieved record turnover income of Rs.2025
crore, gross profit of Rs.418 crore and having paid Dividend of Rs.56
crore to the GOI. It is worth mentioning that NBCC earlier had also
received the Top Ten PSU awards twice, from the Prime Minister of India.
With Schedule 'A' status, NBCC is now rated as one of the best and top
most Central Public Sector Enterprises. This obviously is a momentous
day for NBCC, which only a few years ago, was suffering from severe
liquidity problem and financial crisis. CMD / NBCC,Arup Roy Choudhury
gave the entire credit for this turnaround & achievement to all
the members of NBCC family.

Grievances of UDCs of Central Secretariat
Once again we would like to raise our voice through this esteemed website
and want to draw kind attention of Higher officers of Department of
Personnel &Training, New Delhi. Please look into the long stands
grievances of UDCs of Central Secretariat who are forced to live in
miserable life while their batch mate in another cadre enjoying time
bound promotions.
We would like to draw kind attention of Department of Personnel:
i) Even after 20 years of regular service in UDCs grade (UDCs of 1987
batch) couldn't get regular promotion to the post of Assistant while
the work profiles of UDCs & Assistants are almost similar in Secretariat.
ii) Having not conducted any Departmental Test for UDC to Assistant
in Secretariat. But the same are available in other cadre like CBDT/CBEC/Accounts
departments where departmental examinations are available for eligible
employees and they achieved upper post through it.
iii) It is our earnest request to all concerned officers of DOP&T
to consider our case sympathetically and upgrade us to the post of Assistant
immediately so that we are also suppose to live in good condition and
without frustration.

What about enhancement in IT exemption ?
I have been following the debate on 6th CPC in this forum.
Nobody has given thought to the enhancement in income tax exemption
consequent upon revision in transport allowance (TA). The Government
had exempted TA up to Rs. 9600 annually based on the highest TA available
to an officer in the Government. This has been revised to Rs. 44544
annually. The exemption limit for TA should be revised accordingly. R

Stagnation leads to frustration
In any system stagnation leads to frustration. All the officers from
state services namely State civil service, State Police Service, State
Forest Service are the most frustrated officers in the system. They
are the biggest sufferers in terms of promotion. They are worst part
of the State System since their promotion is to happen only when there
is a vacancy in All india Services. Their counterparts in the other
State services like State Engineering Services, State Information Services
etc. get good promotions and become head of department and some lucky
ones get into the IAS despite being quite junior in State Services because
of the quota for other services. The State Civil Servants must be given
opportunity for career growth for a better administrative Structure. Sunil
Debate on 6th CPC has taken a nasty turn
The debate on the 6th CPC as applicable to the Armed Forces, have taken
a nasty "We versus They" turn. Authors from each fraternity
have accused the other of being more inefficient; more corrupt etc.
Such debates have tended to make believe that the Pay Commission's logic
in deciding financial compensation to different Government services
ought to based on their inter se relativities in corruption, incompetence,
inefficiency etc. The authors have totally ignored that "financial
compensation" ought to be based on parameters of nature of performance;
relative degrees of difficulties; functional inter-dependence and hierarchies;
and legitimacy of socio-economic aspirations. The world over, various
scientific models are applied for deciding "compensation system"
as relevant to particular occupation & trade. Invariably, the common
parameters to establish relativities amongst different trades/occupations,
in each of these models are "performance desired per unit cost
to company (Govt)"; "Lifetime earnings - since induction through
advancements to retirement until death post retirement"; and "Degrees
of Difficulty needed to be overcome in acquiring, developing and sustaining
requisite competence and later in actual performance". Nobody wants
an inefficient, incompetent, corrupt or demoralized Army or bureaucracy
or the police or a private sector executive. Hence, it is as important
that the compensation package encourages all to perform optimally and
seek national goals and objectives working together. This would not
happen by pointing fingers at one another or undermining one another's
contributions. A visionary and holistic intervention from all concerned
is required to resolve the issues to the satisfaction of all and overall
good of the nation. Short sighted, parochial responses and childish

It is indeed unfortunate
From my point of view and from past experience Defence Minister will
resign from his post. But, however, keeping his tradition, he cannot
forego the benefits of power and will thus continue. Moreover, there
is no immediate vacant slot waiting for him in Kerala for the next three
years. It is indeed unfortunate that for the first time the service
chiefs are fuming at the government for whatever matter it may be, which
is definitely degradation of authority. He has also by supporting their
various demands created a huge gap between the civilian employees and

Issues concerning AIS working in state governments
I think a lot of discussion has gone on for quite some time on the issues
of armed forces parity vis a vis the civil services and the 6th Pay
commission. I would like to draw the attention of all concerned on certain
issues concerning the AIS working in state governments - 1. The power
of suspension has been misused by successive state governments all over
the country and it is high time that this power should be exercised
only by the central government. 2. There should be stable and secure
tenures of officers, not only the AIS 3. The cadre posts of AIS officers
as regulated should be protected and 4. The post of the chief secretary
should be given legal status with fixed tenures and powers defined by
law. These suggestions are not made to enhance the powers/ privileges
of the AIS but to make the state bureaucracies work better, more efficiently

Government should guard
Government should guard against the subtle move of the IAS bureaucracy
to put the government against the Army Chief. It is matter of public
knowledge that Pay Commission is largely for the IAS by the IAS and
for the IAS. Our enemies in the neighbourhood must be keenly watching
the game and they will be quite happy to see that government is forced

Proposed Armed Forces after 6th CPC
Recently we have seen the mutiny like situation created by Armed Forces
after 6th CPC recommendations and implementations. In case the political
and bureaucracy allows them to continue like this we may be heading
for another Pakistan or Bangladesh. In order to save democracy and control
the situation the following steps are suggested:
1. Cabinet Secretary to be upgraded to Principal Cabinet Secretary.
2. Defense Secretary to be upgraded to Cabinet Secretary.
3. Service Chiefs to be brought under the control of Cabinet Secretary.
4. Service personnel to be withdrawn completely from the mixed organizations.
5. In case service personnel occupy posts in the mixed organizations
the personnel from all the streams should be paid same and should enjoy
the same facilities and status as envisaged for the post.
6. Service personnel should be paid any amount as deemed fit while doing
the duty for which they have been recruited.
7. During British period also as back as 1923 through Army instruction
1014 two types of payment schemes were envisaged. Para 10 of the Instruction
very clearly speaks that in case Sappers and Miners officer (now corps
of Engineers) employed in MES shall be paid at MES rates and shall be
born on MES strength and vice versa.
8. The two rates of payment shall clear the confusion and the service
personnel relieved from the mixed organizations shall fulfill the deficiency
of the officers in the fighting formations.
9. Service personnel sitting in Delhi, Pune , Bangalore etc. should
be stripped off MSP and other service benefits while doing the duty
of a normal civilian personnel. The above steps have become inescapable
to contain the situation from becoming bad to worse. Hope political
masters and bureaucrats shall take the suggestions in a right spirit

Government must take action
The Government must take action as Service Chief has acted like Trade
Union Leader. If Government does not take action, in that case we may

especially after the Admiral Bhagwat incident. The defence forces are
already demoralised, and any such action would sound the death knell.
The chiefs would have to fight back since they have their back against

This is with reference to demand of pay by Armed Forces. It is amazing
that every one saying there should be discipline. Is it sin to demand
rightful pay. If no one is ready to listen then where is the forum for
them. They are only demand the positing they were having before the
implementation of the 6th CPC. Is it a sin. Why so much hue and cry?.
I have examples when the very efficient IAS/IPS officers have run away
from the authorities when they do not find a suitable position. Even
they resign. What is the demand. Only what the status equivalent to
those officers with whom they were equal before the 6th CPC. Their demand
is right. If FM can come to the conclusion for IRS. Then why not he
thinks so for Armed Forces. If any one finds any indiscipline in armed
forces due to 6th CPC, it is the creation of so called for super classes
of the bureaucracy. They are only to be blamed if situation goes out
of control and worsen. It is the high time to fist understand the demand

Pay anomalies
In the present scenario of total transparency and liberalisation, I
support the joint stand taken by the three chiefs of Armed Forces with
regard to pay structures. It is noteworthy that the 6th CPC did not
have any representative as a Member to project their demands. It is
an open secret that the current 6th CPC Rreport as always was authored
by the IAS service association to ensure the supreme status of their
own Service. If this is correct, then what is wrong with the Army's
protest.The Prime Minister was right in having interaction with the
three Chiefs of the Armed Forces before deciding upon their pay structures. A

No confidence in highest civil servants
Ever since the implementation of the VIth PC recommendations, your site
has been publishing the disappointments/disgusts of various services,
who feel they have been subjected to discrimination. It is true that
partiality and discrimination has become the order of the day. For proof,
catalogue the successes of the pressure groups, who had made the government
to modify the cabinet decisions. More is expected to flow from the pay
commission cell operating from the Finance Ministry. It will continue
to be in service till the appointment of the next PC a decade later.
But the grievances highlighted on this site are a clear no confidence
motion against the highest civil servants in the country, who act like
the defacto government-the CSB/COS. They are not known for their objectivity,
ethical values, conduct in accordance with the rules as laid down. The
moral authority of the Cabinet Secretary has been completely eroded
by those who were supposed to establish a reputation of the highest
ethical standards in services. There were those stalwarts till about
a decade or so ago. Cabinet Secretaries who inspired and Secretaries
who moulded their subordinates to act fearlessly as per the norms. Can
someone justify nondrawal of the panel of additional secretaries/secretaries
from other civil services since 1993?Can the government penalise the
concerned officers for such stupendous machinations and draw the panels
even belatedly and grant promotions in the same way the courts rule
when matters are contested before them? The cabinet secretary being
the chairman of the CSB is required to ensure that the panels are regularly
brought out in time as per the laid down law and if he/she can not ensure
it, government servants are bound to lose faith in the system of governance
and indulge in conduct termed as unbecoming of a government servant.
The number of grievances on whispers and the language in particular,
of these grievances are a telling no confidence in the highest authorities
headed by the Cabinet Secretary and are ill omen!

The only way out
The only way out of the current impass is induction of IAS officers
into the Armed Forces at Brig upwards level. The Army should be structured
as is being advocated, like PMF and it should be officered, Brig and
above by the IAS, the system as being applicable for the IPS Officers.
Induction below that for the oldies will not be suitable. In Police
forces, the IPS are appointed at position of DIG and above.
Armed Forces Officers should be all SSC officers and discarded at maximum
ten years of Service. In order to Command the battalions about 200 Colonels
can be important since booming economy will permit it.
That is the only way out. Or the Indian Armed Forces will be badly fractured
and tortured by the Civil Services. What is use of having a "Tortured
Army".
Let IAS play Brigs and Generals. No other solution seems to be is sight
due to powerful negative attitudes. In order to save the IAS as a Service
and the Nation, the suggestion is the only answer.
