ADB's assit in Khadi Reform Programme
The Asian Development Bank (ADB) has sanctioned $150 million grant to revatilse the Khadi Sector.According to Mahabir Prasad Indian Minister for Minister for Micro, Small and Medium Enterprises the ADB would provide the assistance over a period of three years from 2008-09 to 2010-11.The Reform Programme envisages introduction of modern management practices and strengthening of human resources to ensure sustainability of Khadi, enhancement of artisans' welfare, empowerment of marginalized sections of the society, growth in the non-farm rural sector and resurgence of traditional village industries,he added. The licensing conditions for the use of a khadi mark and the removal of restrictions on pricing of products is expected to help provide higher wages to artisans. Select them in armed forces first
I am out of the Army for last 4 years, and hence feel am competent to comment. In case all the services like PMF, police and the armed forces have the same level, it would be ideal to have the same scales. Since it is not, we find the Armed forces at the highest notch. Armed Forces have been recommending that all persons for all the Central India services except scientists should first be selected into the Armed Forces and later maybe after 5 and 10 years shifted to other services. It would create better coordination and reduce friction between various services. I would suggest to raise voice for this system. It would ensure better trained people for all the services who have seen - if not all at least a part of - India.

Why armed forces officers needs to be paid better ?
* Firstly, the educational qualifications for all class A services is at par.
* Secondly the recruiting agency is also the same.
* Thirdly, the number of chances and years for the preparation for entry are almost one third as compared to other Services and entries.
* Selection is purely based on merit. No reservations are applicable and vastly superior, psychological physical and medical criteria are applied for selection.
* He is taken very young / young resulting in loss of the youthfulness and beautiful enjoyable young age which others enjoy and this man is denied while defending others. He is made a man of steel and made to discharge duties of Defense when others of his age are enjoying with their girl friends in South Campus or JNU.
* No other services mandatorily undergoes that amount of training and hardships in training as he does for professionalism and national cause. For him his being graduate is not good enough. For an IAS, just being a graduate is very good.
* His "Conditions of Service" are not comparable for any Class A Services. he is subjected to separation, denial of rights, facilities, civil amenities and put under stressful conditions through out.
* He is made to retire 15 years earlier than others. Retiring at a very crucial and demanding age is his biggest drawback which is the organisational requirement but he is not Compensated for it. The Lemon is sucked and peel thrown off.

Compare these with the other Class A "Deshbhaktas" sitting in MoD who enter late by gate crashing, mounted on the crutches of reservations and four years of coaching etc.
Within 13 years he again gate crashes and paid better than 24 years service Colonel.
Again he gate crashes and paid better than 34 years Service Major General at his 16 years of service.
It pains me to say, this kind of thing can only happen in "Andher Nagri" where Gold is cheaper than iron as ordered by the King. This below canons of any justice.

Taking ugly turn
The comments regarding SPC between Civil Services and Defense services are for some time taking ugly turn in this website. Almost anyone who has some view or other says something depending on what service belongs to. In this situation, the following perceptions seem to be lost somewhere :
1. The disparity between the forces, if it needs to be addressed, will be done by the Government.
2. It is not advisable that Government should take public opinion on these matters as it is capable of resolving the issues.
3. It is just like in other situations where we see the Media (including TV and newspapers) trying to play the role of the Investigator or Cop or the Government or the Law in many events and taking sides or opinions. Informed opinion is one thing but using media as publicity and trying to mould public opinion or trying to influence the Government is not really advisable or even acceptable. Only the facts should speak and the interpretation of facts should be left to the concerned authorities only. Comparing the comments on SPC in this forum, Are we really in any way better than the media ?
4. The comments have diverged from respective SPC benefits to open criticism of both the services, corruption etc., Every one in authority knows most of these things. No need to point them at least in this forum.
5. Irrespective of the nature and mode of demand of Defense forces with respect to SPC, maligning the Defense forces is not correct. Two wrongs do not make a Right. And all said and done, Defense forces need to be spared unnecessary criticism from public. 6. Comparing the civil, defense, police and other services on any grounds does not seem to have any basis whether for SPC, service conditions, services benefits or service risks. Each service has a pre defined role to play with the plus and minus and cannot perform the other's role.

IAS should have compulsory tenure in Army
Besides appointing IAS officers in the armed forces as brigadiers and generals, I would like to suggest that there should be a compulsory tenure in the junior ranks as lt / Capt etc at field units and borders to get a taste and feel of the real thing ?
Secondly - the main point being missed out by most learned readers is that -- Unlike any other AIS or state service -- a large number of defence officers have formally asked to be released from duty, denied permission and are still serving against their wishes -- due to the peculiar service conditions imposed by the rules. This is not applicable to the other Government servants. In fact a stint in the armed forces is being considered by many as the most legalised form of bonded labour permissible under the constitution !!. And now -- For the defence forces, we have added the denial of an honourable exit with a degradation of status as well.
Will someone be made accountable for this avoidable imbroglio or like so many other scams -- this too would get swept under the vast bureacratic carpet -- only time will tell.

I have been reading all about 6th CPC debates favour and
anti. I would also like to contribute regarding my Ministry in which I
am working. I have seen a small group of employees of Telecom Engineering Services Group B only 100 in number going from one room to another asking what is their pay recommendation given by the pay commission. Their pay fixation has not been done so far . Their cadre controlling authorities do not know what to do with their pay scales.
As per recruitment rules 1999 they are being inducted as Junior
Engineers(JTOs) as Group B with basic qualification as Graduate
engineers and then being promoted as TES Group B . But their fate is that being small in number nobody care for them and they are suffering because there bosses have no clearcut ruling and recommendation for their pay fixation. The bosses may be getting 90,000, pay packages per month but no decision has to be taken by LDC dealing with the case- what a joke?

Time to review service condition
During the ICS days, the period of service of an ICS officer used to be till age 55 or 33 years in service whichever was earlier. This took care of the interests of those entrants of the ICS who joined a bit later and gave everyone a level playing field. It also took care of anybody getting an advantage in years because his/ her parents had been smart enough to obtain certificates of age which gave dates later than the actual date of birth. With the advent of independence, this service condition was quietly dropped. Maybe it is time to review this service condition and re-introduce such a limit, say have retirement at 60 years of age or 35 years in service whichever occurs earlier. This will also ensure a wider talent base for senior postings. As it is, only those who have a few years of service left can man senior positions (since these are obtained by rote and dotage and not on merit, it takes 33 years to become Secretary to Government of India, in comparison, Girija Shankar Bajpai of the ICS was Secretary to Government of India at age 33!), since others retire in the meanwhile.

It would turn CAG more powerful than CBI
According to a news article titled "CAG seeks change in law, wants CBI-like powers" in Times of India of 10th October 2008, CAG proposes to seek powers commensurate with those enjoyed by CBI, Department of Income Tax and Directorate of Enforcement etc.
This would turn CAG into a super investigating agency, more powerful than CBI, as it is answerable only to Parliament being a constitutional body. All this is being sought in the name of playing an important role in promoting good governance. Example of unbridled power enjoyed by the CAG in countries like US, South Africa, Australia and China has been cited.
However, what is the guarantee that after being bestowed with absolute powers CAG would not become the most corrupt organisation. Common man is well aware of level of corruption pervading in powerful organisations like Income Tax, Directorate of Enforcement, CBI and Police etc. All the government departments and public sector undertakings who have to face annual audit by CAG remain prepared to meet their demands for vehicles, guest houses, hospitality and entertainment besides privileges like getting airline upgrades and similar other facilities which that particular department can provide. With more 'teeth' these demands may turn into regular extortion (like 'hafta' by the Police) by the functionaries of CAG as they also come from the same society and are recruited through the same examination as the functionaries of other government departments.
Detecting corruption in any establishment is not a very difficult task and one does not need another investigating agency or Einstein's brain for that. Even a layman knows what happens where. One only needs to go to any office to find out the modus operandi through anyone working in or hanging around that office. Even the tea vendor and the peon of the office can tell the names of honest and corrupt officers/officials of the office.
But, our system lacks the will and determination to curb corruption. Our judicial system is ineffective in preventing corruption as it is blindfolded. It needs a sting operation to nail lawyers like R.K. Anand and I.U.Khan though it is a different matter that even a man on the street had an idea how the bail was secured to the accused in the case earlier. They even talked about the quantum of money that changed hands to secure the bail. Everyone knows that the Police and Municipal Corporation officials collect protection money from shop keepers and hawkers but no one reacts. It becomes news only when a distressed kiosk operator catches it on the camera though he knows that in future it would be difficult for him to do business in the same area.
The need of the hour is to take the bull by its horns and deal with the corruption directly rather than creating one more investigating agency which would become another cog in the giant wheel of the bureaucracy. However, this needs tremendous self discipline and strong character. Do we, as a nation, have it?

Committee of Secretaries
I thank Dr Mahrotra to have provided a Forum for projection of very important and meaningful issues for our society and Country.
One of the important system of arriving at a decision under the executive and for sorting out and coordinating contentious issue between Ministries is system of "Committee of Secretaries". That is fashioned after the system of " Parliamentary Committee". The Committee System reflects the idea of "collective responsibly" and arrival at a bargained consensus. Therefore, the decision is said to be in the best interests of all and the best solution available at that time. In order that it reflects those principles, it is comprised of all effected parties and members of different views like including Parties in Opposition. The system of "Committee of Secretaries" have been a failure and can not achieve the democratic results as all Secretary are from one party called "IAS". No impartial or just decision can ever be expected from this body as it violates all principles and ideas of "committee system" of decision making. They only produce an "IAS Smriti" and they are never a Committee. They are one and have their interest as supreme and capable of even sabotaging the will of the executive and violate the Constitution. I do not understand that our executives and parliamentarian are as naive not to understand that. This system under present circumstances and IAS prevalence in every ministry should not be resorted to and be done away with. Committee have to comprise of all effected parties and not "Only IAS". The recent example of the 6th CPC botch up by this body is an example. This is what leads to dictatorship and not "Army Dictatorship" canard, many irresponsibly talk about here and there. Democracy by "Committee of IAS Secretaries" is dictatorship as is evident to all.

Retirement-age of 60 years is ideal
One the one hand government has been advocating for delaying age for marriage resulting in delayed settlement of the children in their career. It is beyond comprehension whether any government servant would be able to be free from his/ her liabilities towards children in terms of their job-placement and marriage etc. in case the retirement age is lowered to 50 years or so. Perhaps the present retirement-age of 60 years is ideal and if any change is to be conceived then it should be to it 62 years rather than 50 years which is bound to further compound the family problems in the event of latter alternative.

Glorious Misinterpretation!
I am sure that every one from the ranks of "executive servants" is aware of the VI CPC's recommendation regarding grant of higher grade on "non functional basis to the organised Central Service officers once a "permanent executive" two years or more junior to them is appointed to a certain grade / grade pay in the Centre in PB-3 or PB-4! The same "elms" were accepted to be offered to the IPS & IFS also in their respective cadres. However, the Min of Personnel is maintaining a stony silence over the manner a perfectly clear cabinet decision was scuttled / misinterpreted for the IPS & IFS! I sometimes wonder whether this website is patronised by the senior most "permanent executives also! Misinterpretation apart, how about implementing what has been incorporated in the rules, expeditiously? Or shall the "executive servants" have to take the matter to the doorsteps of LAW, thereby embarrassing all and sundry! Going through the Persmin's website the other day, I came across the name of Dr. K. M. Abraham, IAS ( Kerala 1982 ), who has been appointed to an Addl. Secretary level post ( Member SEBI ) wef 17th July, 2008! WELL, that should entitle all non IAS officers of 1980 and above batches to the grant of Addl. Secretary's grade / grade pay on non functional basis from that date! Then there is Rajiv Nayan Chaube (ISA TN 1981 ), who has been working as an advisor ( Addl. Secy. level ) since June, 2006! Well friends does it make you sit up and take note? Well, other civil and All India Services appear to have been accepted as children of the lesser GOD!
