Avoid touching the Armed Forces
How cheap of anyone to start writing about senior officers of the
Armed forces. Please be warned; the day Armed Forces become political
the country will have a tough time. Feel good that they are really dumb
when it comes to manipulating the corridors of power. Fear the day they
learn to do it. It wouldn't take long for them to get nice glossy on
most of the bureaucrats and use it for their gains. I would suggest
however corrupt or anti-national you may be, please avoid touching the
Armed Forces and light a few agarbattis everyday praying they remain
as they are.
Defense Officers going into politics after retirement is a very positive
step. It would be a welcome change from people like Kanshiram who created
a divide in the country on lines of caste and others who have done it
on lines of religion. An Army officer is very neutral when it comes
to caste or religion so he would be a good choice to rid the Indian
politics of this scourge.
The politicians and bureaucrats have made the country a beggar. Every
one is expecting alms in the form of grants, aid, compensation and many
other forms. There is no self pride left in the common man. In the Armed
Forces, I have seen of instances of when the general has been checked
at the gate and he has appreciated the guard and rewarded him for not
getting overwhelmed by the flashing lights and stars.
I would suggest : please grow up so that this country also grows. Get
over the personal agenda.

God save our democracy
It is the political decadence caused by Darbargiri in Delhi under
the tutelage of Sonia that brought a man like Antony as our Defence
Minister. His lack lustre regime in Kerala resulted in Congress losing
all Parliament seats for the first time in Kerala in the last election.
The only thing he is bothered is his perceived image and not national
security. Navy Chief would not have dared to take such a open stand
against Government policy if any other Defence Minister was there. God
save our democracy.

Their demand is reasonable
I am following the debate on this forum on armed forces vs civil
servants (some of our esteemed writer has changed it to IAS vs armed
force, may be, due to his /her own interest. The way many of the writers
were critical --it was surprising .
In my view their demand is reasonable. The only mistake the chiefs had
done that they aired their pain on air. It was not required .
I am of the view that civil servants should confine in their areas of
work. There is no point in looking into others'.
Some may say put IAS at the top of the armed forces (like putting them
on brig and above level ,Defence Secretary should be the reporting officer
(RO) for service chiefs etc but this is not going to solve the present
issue.
Please don't be negative. Normally the problem with the government servants
,and IAS in particular, is that over the periods they become arrogant.
Normally they don't like no to their order. Time has changed.
I feel Committee for this ,which has been formed by PM ,will address
the pains positively.
We should feel proud that we are having steel frame (civil servants)
and steel armed forces.

Appointments bungling in GoI
The process of appointment to posts in GoI in higher echelons is
a mystery wrapped in enigma inside a riddle! The official bodies like
the Civil Services Board (CSB) headed by the Cabinet Secretary, is a
complete farce. I had some occasions to attend a few meetings of the
CSB in the absence of my Secretary. I was totally disillusioned. The
data bank maintained by the DOP&T containing details of experiences
of officers of organised services, is hardly ever tapped. There is no
transparency. Since decisions are taken in some important cases, well
before the meetings of CSB and on the directions of some invisible,
superpower , every thing is shrouded in secrecy. Approval of CSB is
merely a procedural formality .The Cabinet Secretary who is the top
most civil servant is supposed to be neutral-which, unfortunately, he
is not !The pro- IAS inclinations of ministerial Secretaries, more often
than not, results in returning the panels with the request to DOP&T
to send fresh panel of IAS officers only. Factors like cadre affinity,
proximity to ministers-in-charge or Cabinet Secy. orders from some invisible
superpower(It is anybody's guess) become prime considerations. This
is how the strength of officers belonging to non IAS services has been
gradually eroded at the Centre. While the promotion panels of IAS officers
at SAG level upwards are being processed with religiouregularity other
services are being ignored.

Sixth Pay Commission - Enough is enough
As we seem to be completely occupied with Sixth Pay Commission in
this forum, why not take up a new event which is also topical :
'The Chandrayaan - India's first mission to moon'
Assuming sufficient interest will arise for this topic, let us begin
this discussion with some start comments :
1. The First Mission to Moon was made in July 21, 1969 almost 40 years
ago, with the famous words of Neil Armstrong "That is one small
step for (a) man but giant leap for man kind". However, we are
yet to see any great leap for mankind just with this mission. All great
communication inventions and improvements in space technology have to
do with scientific studies and technology on the earth rather than the
soil of the moon.
2. It is not known how many missions to moon have been made subsequent
to this till date and what have been the definite benefits by way of
new technology or new discoveries.
3. However, there does not seem to be any amount of interest in the
world space community now to explore moon, any further, apart from academic
interest. If such is the case, what is the need for the mission, apart
from satisfying the Indian Psyche ?
4. One foreigner (Australian) recently told me that the west sees this
mission more as a symbol of someone's (read "politician")slogan
or dream of "Reaching for the moon or stars" than for anything
practically useful or scientific.
5. One reason also cited for the mission is that "India is becoming
Global power and this will promote this image". Do we need to spend
such a huge amount of money for this mission, when the majority of the
country is still in poverty and nowhere compared to developed countries
even for basic human needs ?

introduced by fifth pay commission .However, Department of pension Clarification
of Oct,03has destroyed this parity putting pre-2006 retiree basic pension
loss of Rs165 to7200 for various grades. I request the affected ind

If you have difficulty understanding the current world financial
situation, the following should help...
Once upon a time in a village in India, a man announced to the
villagers that he would buy monkeys for $10.
The villagers seeing there were not many monkeys around, went out to
the forest and started catching them.
The man bought thousands at $10, but, as the supply started to
diminish, the villagers stopped their efforts. The man further
announced that he would now buy at $20. This renewed the efforts of
the villagers and they started catching monkeys again.
Soon the supply diminished even further and people started going back
to their farms. The offer rate increased to $25 and the supply of
monkeys became so little that it was an effort to even see a monkey,
let alone catch it !
The man now announced that he would buy monkeys at $50! However, since
he had to go to the city on some business, his assistant would now act
as buyer, on his behalf.
In the absence of the man, the assistant told the villagers: 'Look at
all these monkeys in the big cage that the man has collected. I will
sell them to you at $35 and when he returns from the city, you can
sell them back to him for $50.'
The villagers squeezed together their savings and bought all the monkeys.
Then they never saw the man or his assistant again, only monkeys everywhere!
