I am a regular visitor to your site. I feel that, of late, you are
giving undue importance to the postings OF IAS and IPS officers, while
completely ignoring current issues of national importance. What do you
get by cultivating proximity with these services? There is a need to
change your existing policy as otherwise the decline in your popularity
will increase faster. I expect you to place my viewpoints on this if

As the grapevine has it Uttar Pradesh Chief Minister Ms.Mayawati who
is also supremo of the Bahujan Samaj Party(BSP) & founder chief
of Bhartiya Janshakti Party Ms.Uma Bharati have joined hands for forthcoming
assembly polls in five states of Mizoram,Madhya Pradesh,Rajasthan,Chhattisgarh
& Madhya Pradesh. As part of the deal the former will support the
latter on her home turf of MP while Ms.Bharati will support Ms.Maywati
at the Central level.

Construction of a Greenfield Airport at Pakyong,
Sikkim
The Cabinet Committee on Economic Affairs today gave its
approval for construction of a Greenfield Airport at Pakyong, about
35 kms from the State capital (Gangtok). The new Greenfield airport
at Pakyong with 1700 mtrs. long runway and with two parking bays will
be operational for ATR 72 type of Aircraft operation in fair weather
condition. The Terminal building would be able to handle 100 passengers
(50 arriving and 50 departing) at a time.

Can a service be collectively depressed?
One CIT has now been posted from Chennai to Mumbai by diverting
a post from Kolkatta on health grounds. Glad to see the kinder face
of CBDT for a change where punishment postings are the norm in an attempt
to teach officers, especially lady officers, a lesson as a result of
which the IRS as a service is going through a depression. The results
will show in the revenue collection for 2008-09.

Haryana cadre 1980 batch IAS officer Ashok Lavasa has been
nominated by the union ministry for power on a steering committee for
the implementation of the Restructured Accelerated Power Development
and Reforms Programme in the 11th Plan.

EC's work goes up
Election Commission's(EC's) work has increased in the wake of model
code of conduct being enforced in five states where assembly polls are
to be held next. These states are Delhi, Rajasthan, Mizoram, Chhattisgarh
& Madhya Pradesh. In these states no transfers can be affected without
prior approval of the EC.

In a minor bureaucratic reshuffle the Maharashtra Government has transferred
Mrs.Ranjana Sinha (IAS-1975 batch)Secretary Finance(Treasuries) to Secretary
Textiles.The slot fell vacant as her husband Ashok Sinha who is also
an IAS officer of the 1975 batch had become Secretary Food Processing
in Government of India(GOI).Others who were transferred on October 18,
2008 were Mrs.Kavita Gupta (IAS-1985 batch) on her return from training
to Commissioner Employment & Self Employment, B.R.Jadhav Commissioner
Sangli Municipal Corporation to Commissioner Women & Child Welfare,Mrs.Shaila

SCI gives final Dividend of Rs. 90.47 crore
Indian Minister for Shipping, Road Transport & Highways
T.R. Baalu received from S. Hajara, Chairman & Managing Director
(CMD)of the Shipping Corporation of India (SCI), a cheque for the final
dividend of 40% declared by the Company for the Financial Year 2007-08,
amounting to Rs.90,47,68,920/- (Rs. 90.47 crore). This is in addition
to Interim Dividend of 45% amounting to Rs.101,78,65,035/- (Rs. 101.78
Crore) paid earlier, thus making a total amount of dividend paid to
the Government of Rs. 192,26,33,955/- (Rs. 192.26 Crore).This dividend
amount reflects the earnings on the 80.12% shareholding of the Government
of India in the SCI. It may be recalled that SCI has declared a net
profit of Rs. 814 Crore for the financial year 2007-08.It may be recalled
that the Shipping Corporation of India, was recently been granted the
coveted "Navratna" status.

NK Piplani, Vice President (VP) with ITDC, who looks after
Duty Free trade, is due to retire on November 30,2008.At present such
trade is being done at airports located in Goa, Hyderabad, Chennai Bangalore
& Thiruvanthapuram. Such shops in Delhi & Mumbai are being run
by private operators.

A welcome step by GoI
Government of India's decision to allow Indian Navy to patrol Somali
waters to ensure safety & release India crew from a ship hijacked
by Somalian pirates is to be welcomed by all. It is hoped that Navy
will be able to secure release and good sense will prevail upon the
pirates and they do not resort to any drastic action on expiry of 48
hrs. as threatened. In view of the recent spurt in number of sea piracy
cases, there is urgent need to firm up a policy for quick effective
action to secure the release of captive crew. Efforts of Seema Goyal
in highlighting the issue are really laudable .

It is sad that contribution and efforts of the three Armed Forces
in organising those camps and abject failure of administration in the
flood relief is deliberately missed out. Please give the devils their
due.

Flood could have been avoided
If Nitish Kumar's government deserve credit for running such a large
number of relief camps, then please allow to give credit to the same
government for this flood. This flood could have been avoided by a sensitive
,timely and prompt action by it. This situation was looming there for
many years together. After 54 years, my village at Saharsa got flood,
of course, after this maha pralaya government of Bihar reacted promptly.

This is a request to Alok Saxena, Director, Department of Expenditure
to consider allowing PAs and Assistants to opt for revised Pay scales
w.e.f 15.09.2006 or consider the upgradation of pay scale i.e. 5500-175-9000
to 6500-200-10500 w.e.f. 1.1.2006 itself. When we are prepared to lose
our arreras, there should not be any objection to this.

SCPC, this is the promotional schedule for all Group A services except
Defence forces what would you say ?
1. Promotion to Senior Time Scale (Pay Band-3 / Grade Pay 6600)
: 4 years for all
2. Promotion to Junior Administrative Grade (Pay Band-3 / Grade Pay
7600) : 9 years for all
3. Promotion to Selection Grade (Pay Band-4 / Grade Pay 8700) : 13 years
for all
4. Promotion to DIG in the IPS and Conservator in IFS (Pay Band-4 /
Grade Pay 8900) : 14 years. This grade does not exist in the IAS
5. Promotion to Senior Administrative Grade (Pay Band-4 / Grade Pay
10000) : 16 years for IAS, 18 years for IPS and IFS is it justified?
or you are still hell bent upon justifying this as correct.
Hope good sense prevails.

The United States is sending troops to help.
Saudi Arabia is sending oil.
Latin American countries are sending supplies.
New Zealand is sending sheep, cattle and food crops.
The rest of the European community (except France ) is sending money.
The Asian countries are sending labour to assist in rebuilding infrastructure.
Australia is sending medical teams and supplies .
The Brits, not to be outdone, are sending two million replacement Pakistanis.
