Now no Rakesh Mohan or Anil Razdan,Secretary to Prime Minister Manmohan
Singh, Pulok Chaterji will be new ED of the World Bank. Appointment
of 1974 batch IAS officer of UP cadre Pulok Chaterji will be effective
from January 31,2009.
Will Balakrishnan be Secretary Tourism ?
Now the name of C Balakrishnan has started doing the round for the post
of Secretary Tourism in the Government of India. He is 1974 batch IAS
officer of Himachal Pradesh cadre.
Will Dua be Chairman of Competition Commission
?

Prime Minister Manmohan Singh has cleared the empanelment file of 1987

Petroleum Ministry has reportedly sought a panel from the Department
of Personnel for filling up the vacancy of Executive Director(ED),Petroleum
Conservation Research Association(PCRA). At present D. N. Narasimha
Raju, Joint Secretary in Ministry of Petroleum & Natural Gas is
holding additional charge of ED ,PCRA. He is an IAS officer of the 1984
batch who belongs to the Karnataka cadre.

SCI gives final Dividend of Rs. 90.47 crore
Indian Minister for Shipping, Road Transport & Highways TR Baalu
received from S Hajara, Chairman & Managing Director (CMD) of the
Shipping Corporation of India (SCI), a cheque for the final dividend
of 40% declared by the Company for the Financial Year 2007-08, amounting
to Rs.90,47,68,920/- (Rs. 90.47 crore). This is in addition to Interim
Dividend of 45% amounting to Rs.101,78,65,035/- (Rs. 101.78 Crore) paid
earlier, thus making a total amount of dividend paid to the Government
of Rs. 192,26,33,955/- (Rs. 192.26 Crore).This dividend amount reflects
the earnings on the 80.12% shareholding of the Government of India in
the SCI. It may be recalled that SCI has declared a net profit of Rs.
814 Crore for the financial year 2007-08.It may be recalled that the
Shipping Corporation of India, was recently been granted the coveted
"Navratna" status.

Downright derogatory
Some of the recent posts on your website against the service chiefs
for having demanded parity and removal of certain anomalies are not
only lacking in good taste but also downright derogatory. One should
think several times before using harsh words against those who lay down
their life in the line of their duty and suffer every kind of deprivation
silently and smilingly while serving in remote and inhospitable terrains
in the country away from their families and loved ones. Small concessions
like CSD are inconsequential compared to the hardships they undergo.
The concerns of the services are genuine and demand urgent corrective
action.
Hard reality is that those who are getting maximum benefits in terms
of pay, promotions, perks, lucrative foreign assignments and post retirement
jobs are the ones who while not taking any responsibility for the state
of affairs characterised by all pervasive corruption, poor state of
service delivery, inefficiency, poverty, unemployment and hunger and
host of other ills are quite vocal in criticising the services pseudonymously.
Since this site is mostly visited by civil servants that does not mean
it can be used freely to hit below the belt against the services .One
should see through the game and not fall in their trap.

Civil Aviation scenario - an employee viewpoint
Airlines are suffering a slump, and there is no denying it. Steep hike
in fuel prices have taken a toll, no doubt. Airlines have pared their
costs, and searched for all ancillary revenues, to boost their chances
of survival through this downturn.
What went wrong in the growth plans for all airlines? Did they wrongly
assess their own growth based on 2005-07 rapid increase in travel, particularly
due to the very competitive low cost entrants expanding the market breadth?
Did they underestimate the decline in global economies? Could no one
foresee the rising demand and speculative power operating in the futures
market for oil supply ?
The employees at Indian and Air India were observing rapid loss of market
share to the new entrants who were armed with new technologies, foreign
know how and dynamic managements, and full support of the civil aviation
ministry, and friends elsewhere. We saw Kingfisher flamboyant entry,
and purchase of Airbus fleet just like Indian Airlines, while a much
more established Jet Airways bought Boeing aircraft, almost the same
type as those being purchased by Air India.
Meaning was seen in this strategic purchase strategy. This was fuelled
by talks of a sale of stake, or a management takeover of Air India and
Indian by private entities. It was therefore very little surprise when
NACIL was populated almost exclusively by management of Indian, with
a lions' share of Executive and Functional Director appointments, while
Air Indians were sidelined.
Coming back to the recent aviation scene: Jet had in the interim swallowed
Sahara with some indigestion on the payment terms, which was eventually
settled by political, bureaucratic and judicial interventions. Kingfisher
then swallowed Deccan with a few hiccups, some being heard even now
when the former promoter of Deccan speaks.
Many other airlines have been floated with travel industry players acting
as promoters. The financing of all the private airlines have always
been questionable, with several governments refusing entry into their
sovereign domain, till the Government of India pushed Air India to give
a piggy-back ride to Jet aircraft into USA, and later negotiated with
US government to give security clearance to Jet. We do seem to be living
in interesting times, where marriages whether forced, or arranged, seem
to be falling apart.

Since VI CPC has officially declared the Central Services as IInd class,
should they not be entitled to be classified as OBCs, the second tier
of the four-class Hindu caste system.? At least some more perks would
come their way, if not promotions.

Then only God can save our country
All defence service officers are selected on a strenuous entry system
including a 5 days physical and psychological analysis. IAS selection
is a sort of lottery, many suitable candidates failing in examinations
due to pure ill luck. There is no psycho analysis of their suitability.
Many get in because of reservation. And many are found unsuitable for
the posts, they just drag on. If this type of officers are posted in
command positions in the Armed Forces, God will save our country.

Historical development
Two finest institutions of the Raj bequeathed by Indian republic
were the Indian Army and ICS. Indian Army has developed from a rag tag
second world war tethered and partition effected force to a very well
organized, professional and admired Armed Forces in spite of all limitations
of economy and obstacles from the known sources. The present day IAS
is not even a shadow of the of the Gentlemen called ICS. As on the day,
it finds mention as the one of most corrupt and politicized regressive
bureaucracies in the world.

Corners of fear
The First thing the Civil Bureaucracy in this country calls Army
is "Dictatorship" as against the peoples perception of Army
being "Our Army". Many scholars researchers and Civil Bureaucrats
fail to observe the role the Civilian Bureaucracies played in bringing
in "Coups" and then sustaining the Coups in countries like
Pakistan, Bangladesh and Myanmar and other third word countries. It
was always Bureaucratic and Military collusion against the Political
leadership that brought in the Coups and never alone by one agency.
No wonder, our wise past leaders always created a rift between the two
in India.
However, they are negligent on observing another powerful collision
that has emerged between IAS and IPS / IPS controlled Police and PMF.
This nexus has already brought in the existing "Dictatorship in
the Name of Democracy" in our Country. Look carefully and one may
not come out without surprise... and surprises..
The first thing that needs to be done by the "Wise Political Class"
of the Country is to free the CPOs from the control of IPS and perhaps
militarise it with dual purposes.
This nexus has already brought an end to district level peoples institutions
thereby denial of the benefits of democracy to the People. It will ultimately
bring an end to the democracy in Delhi...Do not only watch and see,
as citizens of the country do something positive to end it....

'The Chandryaan - India's First Mission To Moon'
Assuming sufficient interest will arise for this topic, let us begin
this discussion with some start comments : 1. The First Mission to Moon
was made in July 21, 1969 almost 40 years ago, with the famous words
of Neil Armstrong "That is one small step for (a) man but giant
leap for man kind". However, we are yet to see any great leap for
mankind just with this mission. All great communication inventions and
improvements in space technology have to do with scientific studies
and technology on the earth rather than the soil of the moon.2. It is
not known how many missions to moon have been made subsequent to this
till date and what have been the definite benefits by way of new technology
or new discoveries.3. However, there does not seem to be any amount
of interest in the world space community now to explore moon, any further,
apart from academic interest. If such is the case, what is the need
for the mission, apart from satisfying the Indian Psyche ?4. One foreigner
(Australian) recently told me that the west sees this mission more as
a symbol of someone's (read "politician")slogan or dream of
"Reaching for the moon or stars" than for anything practically
useful or scientific. 5. One reason also cited for the mission is that
"India is becoming Global power and this will promote this image".
Do we need to spend such a huge amount of money for this mission, when
the majority of the country is still in poverty and nowhere compared
to developed countries even for basic human needs ? Happy to find any
takers for this discussion.

Modified parity destroyed
The clarification of 3rd October has destroyed the Modified Parity introduced
by 5th CPC and endorsed by 6th CPC. This affects mainly non-IAS officers
who retired from posts equivalent to Additional or Joint Secretary (over
90% of IAS officers retire as Secretary or Special Secretary)or IAS
officers belonging to SC/St categories most of whom retire as Additional
Secretary.

IPKF Vs CRPF
In the Wake of Sri Lanka Army's Advances towards Jaffna (Yalpanam as
known to Tamils) I was reminded of my horrible days of the thick mosquito
ridden tropical jungles of Vanni (Vavuniya) during IPKF.
IPKF as a name became maligned. This time around, if India is required
to send any one, it should be named CRPF (Chalte Raho Peace keeping
Force) and only CRPF be sent there as they stand paid better than Armed
Forces.

the officers are demoralised; a coterie seems to have taken over ;rules
and merit have been given a go -bye and most unfortunate this has been
done under the garb of transparency.

Disparity between IAS and other two AIS at the SAG level
I draw attention of the readers to the strange ( but true ) insertion
of Note 3 under Rule 3 of the IPS / IFS Pay Rules, 2008 which entitles
an IPS / IFS officer of a State cadre to be given higher grade / grade
pay on non functional basis from the date IAS officer two years his
junior in the state / Joint cadre is appointed to a particular post
carrying a specific grade / grade pay in PB3 or PB4.
The real game starts from SAG ( grade pay of 10000 and 12000 ). At these
levels, grant of higher grade on non functional basis restricted it
to be based on IAS officer of the same cadre will create further disparities
among officers of various cadres. The cabinet decision in this regard
was totally different and entirely without malice to the other two All
India Services. It was however, the twist in the drama provided by certain
officials of Finance Ministry, which culminated in perhaps the most
discriminatory provision incorporated in IPS / IFS Pay Rule. Look at
the sheer PUN intended there! An IAS officer can be appointed to a cadre
post in the State to Principal Secretary's grade in 25 years but such
a step shall not benefit officers two year senior to him in the State.
It's only when an IAS officer of the cadre is appointed to a post in
the centre carrying the Principal Secretary's grade shall officers of
the other two services two years senior to him be granted the same grade
on non functional basis. In the centre officers of 1978 batch are being
considered for promotion as Additional Secretary. But, back in many
States officers of 1983 batch are already working as Principal Secretary!
Some justice this! And that too for providing some justice to the stagnating
officers of IPS / IFS in many cadres. A better way would be to amend
the Note 3 to restrict the grant of higher grade to officers on the
basis of any officer of their batch of the service junior in All India
Seniority to them appointed to higher grade / grade pay. Hope, the mandarins
concerned take due note of this plea.

Sixth Pay commission (Pre-2006 pensioners)
Department of pension's circular dated 3rd Oct. completely decimates
the principle of "Modified Parity" as recommended by the fifth
pay Commission in regard to basic pension payable to pre-2006 pensioners.
I may add that modified parity principle has also been endorsed by the
Sixth pay commission and what is more accepted by the Government.
Interestingly for the higher grades (22400-26000and24050-26000), the
parity basis has been maintained This amounts to adopting double standards
for the two categories of pensioners .Thus the clarification in 3rd
Oct. orders not only negates the modified parity basis (e.g. for pre
revised scale of pay 22400-24500 the pension works out to less than
40% as against stipulated 50%) but is also discriminatory in application
and therefore illegal. Affected persons need to act fast to undo the
damage caused
