I can say this is the only source of information. 1977 batch IAS officers to get posting Popularly known as Phase-II of the Ajay Vikram Singh Committee Report, the proposals approved today would result in reduction in stagnation. The Defence Minister Shri A K Antony had taken a personal interest in the implementation of the proposal and played a crucial role in evolving a consensus among the Services. The measures taken today will also lead to progressive promotion of junior batches without adversely affecting promotional aspects of senior batches, thereby reducing the age profile of officers in select ranks. The upgradation will be carried out in the Army over a period of five years, in the Navy over the next ten years and in the Air Force over a period of five years. The total number of posts to be upgraded will be 1051 in the Army, 342 in the Navy and 503 in the Air Force. Of the 1051 posts in the Army, 20 are at the level of Lieutenant General and equivalent, 75 at Major General and equivalent, 222 at Brigadier and equivalent, and 734 at Colonel and equivalent. The corresponding figures in the Navy will be 4 at Vice Admiral and equivalent, 14 at Rear Admiral and equivalent, 324 at Commodore, Captain and equivalent. In the Air Force upgradation will be effected for 6 post at Air Marshal and equivalent, 21 at Air Vice Marshal and equivalent, 61 at Air Commodore and equivalent, 415 at Group Captain and equivalent. The Cabinet also approved the proposal for the reduction in the regular cadre and corresponding increase in the support cadre consisting of Short Service Commissioned Officers and re-employed officers (for Army) as envisaged in the Ajay Vikram Singh Committee (AVSC) Report and as per requirement of the three Services irrespective of gender. It may be recalled that the Ministry of Defence had set up a Committee on 16th July, 2001, under the Chairmanship of Ajay Vikram Singh, the then Special Secretary with representatives of the three Services with an aim to achieve 'combat effectiveness' by bringing down the age profile of battalion / brigade level commanders. The Committee submitted its report on February 2003 and the Raksha Mantri accorded in principle approval to the report in September 2003. AVSC Phase-I in respect of non-select ranks i.e. Lieutenant Colonel and equivalent and below was implemented in December 2004. CORPORATE Aaj
Ki Aawaz Forum Creation of AIS - a boon One of the best decision the Constitution makers did was the creation of AIS. A subsequent better decision was that RAW, IB and Paramilitary forces are headed by IPS officers. The major mistake the Pakistani policymakers committed after creation of Pakistan was that ISI and Rangers are headed by Army Officers. Had they been headed by Police Officers, probably the extent of rot in Pakistan could have been avoided. It is in the interest of nation that RAW, IB, Parmilitary Forces etc.. have at least top 3 layers (IG, ADG & DG) of IPS officers only. In case of police unrest, Army unrest or civilian serious unrest in any part in the country, these organisation only matter for the centre. Although it is also necessary that Army pay must be equal to their civilian counterpart even if they get other perks etc. The recruitment of army Jawans for Paramilitary should also not be expected to maintain civilian nature of Paramilitary Forces. However, there should be some reservation of some 5 to 10% army personnel in state police force. G S Malik Pay Parity between Armed Forces and Civilians The demand of Armed Forces for pay parity with civilian counterparts is justified. There should also be reverse parity between civilians and Armed Forces in matters of facilities e.g. CSD facility, liquor at lower prices, club membership, etc. both in service and after retirement. It has been demanded that Lt. Col. should be considered equivalent to Director in Govt. of India (GoI) and, therefore, placed in Pay Band 4. If Lt. Col. is equivalent to Director, then what is the civilian equivalence of Colonel and Brigadier? Are all the 3 ranks of Lt. Col., Colonel and Brigadier equivalent to Director in GoI? The Government of India should come out with comparable ranks in Armed Forces and civilian structure. Let every level in civilian bureaucracy and Armed Forces know their comparative status. This will also facilitate new entrants in making career choice. The decision taken by the Government of India in this matter should not lead to dis-satisfaction among civilian officers. AL Makhijani Director (Retd) & Advocate Demand of Defence Services totally unjustified The demand of Defence Services are totally unjustified. This pay commission has given whatever asked by them. They put forth certain other demands like upgradation of Col and Brig to PB4, increase in grade pay of all officers etc all met by group of secretaries. Now fresh demands in form of upgradation of Lt Col to PB4 has been given. Status as existing before, now they want to disturb. On paper they have no associations, union etc but blatant blackmail by service chiefs is going on. Is it not indiscipline? Who including IAS , IPS, IRS, CPMF or other group A services, employees etc do not have grievances. But other than so called disciplined, patriotic forces who else has blackmailed like this. Following points are also highlighted (a) They are the best paid service today. A Lt Col was getting approximately Rs 4000 more than his civilian counterpart Joint Director. This is now 20000 more for a Lt Col still not satisfied . (b) They get 3 month leave as against 38 days to their civilian counterpart. (c) Free railway warrants for self and family once a year. (d) Six Concession voucher for rail travel in a year. (e) Free ration (f) Rs 5000 as technical pay for doing tech course at government cost with full pay, while their civilian counterpart don't get any such privilege. (g) A sahayak at home for which salary is given by the government. No dearth of manpower which is used at will for household chores, kitchen gardening etc (h) Free houses, free electricity, free furniture, free water. (i) Lt Col for whom now upgradation is being asked, majority of them are not considered fit for posting to Regiments (fighting unit) once they are superceded as they lack in motivation and then dumped to organisations like BRO,DRDO,MES etc. Their performance here also is poor due to lack of experience and motivation. (j) Free school buses for children, School constructed through government funds but fee going to AWES fund (Army welfare education society) and officer's wives given employment as teachers, principles etc. (k) Exclusive engineering colleges, medical colleges, management schools etc for ward of army personnel being run by AWES with active support of Army. (l) Numerous allowances for everything they do from CI OPS to Siachin to field area , uniform etc. Our CMPF are much worse and their life is much more difficult but no MSP for them and they did not blackmail either. Army's infrastructure is vast and very well organised. Do not think that honesty level is better here. It is same as they also come from same society and go berserk when they get an opportunity . All this continues when they come to civilian organisations. They get compensated for everything and still get 20000 more while working in civilian organisations and equal pay for equal work principal is violated. Officers are least bothered about their PBORs .AVSC pt I they did not give any thing to PBORs . Army is very conservative and they can not tolerate voices of dissent .they are miser when it comes to giving something. AVSC pt II is live example where all three army navy airforce could not reach an agreement on sharing of additional vacancies till date. Government should give whatever is necessary to compensate them in difficult areas but while working in mixed organisations they should be paid at par with civilians. Money so saved should go for increasing compensation of persons posted to difficult areas. Mahesh Sharma It's appreciable The move of the Government to grant two years leave for child care to female employees till the child attains the age of 18 years is appreciable. However, it is quite natural that there may be some resentment among male employees. But this is one side of the story. There are male employees whose wives died in their prime youth or have taken divorce for certain reasons and did not marry just for the cause of their children. They equally look after their wards. The Govt. must think about these fathers as well. Gaurav Jassal CSS & CSSS and GoI's policy Thanks Kaushal that you could come out with the real motive of GoI's divide and rule policy with regard to the CSS & CSSS. Actually by following this policy in many GoI Deptts. the so called Executive rule the Ministerial as a whole and gain their ends. The Ministerial are looked down like lepers in these deptts, by denying them time bound promotion, extra fringes etc...etc. not to mention a few. Why is the GoI delaying the process of the merger, while the VI PC has recommended it. Please tell the reasons. Let us be united to seek our goals and fight for our supremacy. Kelvin Kevin Discrimination against LDE for ACP It is indeed a pity that the 6 CPC did not take into consideration the fact that those officials who had worked hard to pass the LDE to move up the ladder faster than others have to wait for 20 years from the date of their initial joining the service to get the second ACP. The date of their promotion through LDE should be the start for counting the no. of years (10) for getting the ACP. What the Govt. is doing is to negate the achievements of officials who moved up through a competition with their efforts but it is now to no avail. Saxena Induction of IPS in para military I fully agree with Sanjeev that the patience of 8500 officers of paramilitary is being tested. They have compelled armed forces on war path they will now compel the paramilitary too. The competence and ability of IPS officers has been amply proved by series of bomb blasts. They are gradually finishing the professionalism of paramilitary too. Their association behaved like trade unions and had there way. There is no voice of paramilitary. How can IPS officers be members of association when their is no association in paramilitary. An IPS officer is a police officer. Police is state subject. How can he be posted to paramilitary. Being an armed force of union, out of 15 IPS officers in CRPF, none is posted in field areas of Assam, Tripura, Manipur and Jammu. Why are they being parked in Delhi, Calcutta, Mumbai and Hyderabad. What is there contribution? Instructions of ministry of home are being flouted. CRPF officers are being discriminated against. Recommendations of Pay Commission are being flouted. No heed is being paid to news reports. Two IPS officers fled away when posted to Kashmir and Chattisgarh and no action was taken. Where is the morality and principles of equity and equitability. Is Home Minister unaware? Is Home Secretary oblivious? No.It's sheer lack of empathy for officers of CRPF & BSF and scant regard for national security. Please for heaven's sake, wake up concerned policy makers before its too late. Gautam Will any organised service allow lateral entry? Appropose to all the comments regarding css vs csss, I would like to add, whether any organised service would allow lateral entry to their service from any other service. S L Shah Lateral entry provision was already there The contention about the lateral entry with respect to CSS vs CSSS, the lateral entry provision was already there and has been discontinued, so it not a new thing which has cropped up and continued for at least 3 decades and it is more relevant now and should be allowed without any ifs and buts. The entitlement of PA starts from SO onwards for smooth functioning and it is not a luxury but a necessity so when PPS or Sr. PPS who same in the hierarchy of US/DS should not be a cause of concern. Any forward looking system should not have any grudge on this. The ACP should be given to whoever is stagnating in any scale for 10 years and the criteria of one had qualified Limited Deptt. exam should be dispensed with. The ACP should not really meant for those who have not been able qualify the any exam or promotion. There are a large number of employees who are being denied this provision as they have qualified 2/3 LDE and are stagnating in their present scale for over 10 years. This anamoly needs to be given a positive thought for better working environment, otherwise it meant for late commers, non-achievers and dumb class. Raghu It is incorrect Mukesh contention that Lt Col is equivalent to DIG of police is not correct. In fact DIG is equivalent to Brigadier in army. He must realise that defence and law and order are two most important sovereign functions of a state and one must not downgrade their role. In most of other countries army and police are highly respected although their educational qualifications are nowhere near the officers especially in Police. The importance of these two vital organs can not be undermined in the name of civilian control over armed forces because state would wither in the absence of either of these and there would not be a civilian control to speak of.
