There is a slump in private sector as far as roping in serving bureaucrats
was concerned. However, there is dearth of avenue in corporate sector
for talented officers.

As the grapevine has it Ambuj Sharma,an IAS officer of the Tamil Nadu

of Arun Singhal as Chief Vigilance Officer(CVO) in Gas Authority of

Arun Kumar Rath, Secretary to Govt. of India, Department
of School Education & Literacy, has been awarded the Degree of Doctor
of Philosophy in Business Administration by Kalinga Institute of Industrial
Technology (KIIT) University, Bhubaneswar.i Rath performed the research
under the supervision of Dr. Pritam Singh, Professor Emeritus of MDI,
Gurgaon on the topic "Towards Better Corporate Governance: Contributions
of Independent Directors to Board functions in Navratna PSUs".
The study undertaken over a period of last four years has been hailed
by experts as a pioneering piece of research in corporate governance,
which is an emerging area of the management sciences. The research is
based upon the domain knowledge of Rath in his various assignments in
managing central PSUs for last seven years. Earlier Rath has made significant
contributions as Joint Secretary, Department of Public Enterprises,
Govt. of India (2000-04) and as Additional Secretary & Financial
Advisor, Ministry of Steel (2004-07) and as Director in five leading

issued by October 31,October,2008.His file had reached the office of

get an extension then there is a possibility that N K Raghupathy who
is Additional Secretary & Financial Adviser in the Department of
Food may be given additional charge as an interim arrangement.

Its high time that all vacant posts of EDs are filled. The next of CMD,
Directors have to be insiders and known performers not only seniors.
BHEL is an organisation which in my view is EK Ratna par excellence
in its culture, committed manpower and capacity to face any challenge
anytime. The company is many diversified companies integerated in one
company hence for an outsider to understand takes a lot of time and
by that time he is about to retire. Youngsters have to be brought ahead
for long terms as EDs, Directors, CMD-they have long term stakes, then
only progressive futuristic policies would be implemented. My best wishes
to BHEL family.

Raj Thakeray factor
No one should accept the way he is doing. It is very clear from his
acts that he is a politician and his interests are only to earn vote.
The way of his protest is therefore violent because he wants quick gain
from what he is doing. But there is one very important question that
needs answer that why he is getting support. The reason lies somewhere
that the natives of that state are at loss somewhere and that is the
reason for there protest. The fault lies not with the people from Bihar
or UP but the fault is with the Politicians of those states who have
made the system a mess in their own State and poor people are being
forced to move out in search of Jobs. Has anyone seen the slums in Mumbai
and the pathetic conditions of People from Bihar and UP living in these
Slums. No one will ever move out of his home place to live in slums
of Mumbai until he has a very difficult situation at Home. It may be
noted that only are condemning the action of Raj Thackery. Why Haryana
or Punjab or Rajasthan Politicians are not condemning the action of
Raj Thackeray. It may be because they are feeling that same problem
is in their State also and their is a huge migrant Population struggling
with the local populace in their own states. We all condemn the action
of Raj Thakeray because whatever he has done is against the national
interest but at the same time we must also condemn the politicians from
Bihar and UP who have made the states a hell where its own citizens
have to move out in search of Jobs and better living conditions.

In support of Maharashtra politics
Many people advise though having limited or no understanding of issues.
This piece seems to be one of this kind. I am not propagating extremism,
but the agenda held by Raj Thackeray is echoing in everybody in Maharashtra
(Not Marathis alone). You have to see the influx of people from UP &
Bihar into Mumbai. If only their leaders had thought and worked for
their states, instead of ranting and crying now, the states would have
been self sufficient and the need for migration in hordes would not
have been required. why cant these leaders make a Lucknow or Patna into
another Mumbai. Nobody likes a stranger entering your house and eating
from your hard earned money. Yes People from Maharashtra pay a hefty
price for this. 12.5% Sales tax and Rs. 600 per month Profession Tax,
besides the Income Tax. It Pinches.

They are at it once again-the tum sangharsh karo hum tumhare sath hein
walaas. They started it with Indira Gandhi-Indira Tum Sangharsh Karo
Ham Tumahre Saath Hein. It proved to be the death knell of the real
Congress Party and fatal for Indira Gandhi later. Then the slogan rented
the Indian skies with thunderous shouts of "Rajiv Tum Sangharsh
Karo Ham Tumahre Saath Hein" and took the life out of a smiling,
happy and contented family man. Soon the tunes were changed to "Sonia
tum ....".Nobody even remembers Jawaharlal even on 27th May or
Indira Gandhi or even Rajiv, excepting some government departments.
When competing council members embark upon the journey to prove their
credentials and loyalty. Loyalty to? you may want to know. How can anybody
else then those on journey can answer such profound question. The posting
of this whisper today is to mark the latest version of this heart warming
slogan. Savour it : Rahul Tum Sangharsh Karo Hum Tumhare Saath Hein."
You may have wait for its updated version, but this one is in currency.
I have only one curiosity. When will it change to: Hum Sangharsh Karen

technical acceptance for some good areas of their choice. The major
rogues are CPWD employees like JE, AE and others who retain the vacant
quarters for repairs for a very long time or do not intimate the vacant
quarter immediately as they misuse it. It seems persons waiting will
ultimately retire before allotment. But the same is not in case of type-iv
and above as there these CPWD fellows are quick and update every thing.
But will elections around the corner, it is employees who are waiting
for quarters(initial and change) from type-I to type-III to express
their displeasure when voting

Air India Promotions
Air India has been very generous in giving promotions to its officiers.
It is a good policy but is there is any criteria to choose the officers
on merit or just seniority. The EDs and GMs must be accountable for
sales or production in their respective field. How many first class/Club
class tickets sold by such officers every month is good yardstick to
judge their performence. The Air India management must give these officials
a quota to fill the aircraft or come back to HQtrs The EDs in UK/USA/Fareast/Middle
East do not bring the revenue to the salary and perks paid to them.
Unless they are given individual target to sell first class/club class
they do not deserve to be where they are allowed to rest/enjoy
The senior managers or junior officers are good salesman be given chance.

MPLAD scheme - a fountain head of corruption
There is only one item on the agenda of Parliament where all Members
of Parliament (LS/RS)cutting across party lines, are unanimously agreed
!Is it all pervasive corruption ?Is it terrorism? Is it internal security?
No...No...No. Rather none of these. Because, these burning issues involve
national/public interests on which the political parties are sharply
divided. The issue is MPLAD Scheme administered by the Min. of Statistics
& Programme Implementation. The proposed increase in the quantum
of Grant-aid from the existing limit of Rs. 2 crores to 5 crores, per
year per MP as reported in a section of Press, amouts to perpetuating
corruption. The rationale given for justifying the raise due to inflationary
accounting is fallacious and misleading. In fact, the Scheme enunciated
by Narsimha Rao was per se wrong. He created this scheme (Plan) to wriggle
out of Harshad Mehta's imbroglio The Legislature has/ had no business
to take upon itself the role of the Executive. The report of the C&AG
is an eye opener. The constitutional validity of the scheme is itself
under question through a PIL pending before the Supreme Court for many
long years. This inadvertent delay is being exploited by the Legislature
by pressurising the Executive to raise the limit. The Supreme Court
is requested to take cognizance of this point. Moreover, we are presently
passing through a global economic crisis of unprecedented dimension.
The Country's interest lies in scrapping the Scheme altogether , which
is already generating lot of black money. Are FM , the de jure PM, and
Montek Singh Ahluwalia ,the country's three top economists listening?

Yes, we all should support Raj Thackeray and take his initiative
ahead by doing more...
1. We should teach our kids that if he is second in class, don't
study harder.. just beat up the student coming first and throw
him out of the school
2. Parliament should have only Delhi'ites as it is located in
Delhi
3. Prime Minister, President and all other leaders should only
be from Delhi
4. No Hindi movie should be made in Bombay. Only Marathi.
5. At every state border, buses, trains, flights should be stopped
and staff changed to local men
6. All Maharashtrians working abroad or in other states should
be sent back as they are SNATCHING employment from the locals
7. Lord Shiva, Ganesha and Parvati should not be worshiped in
our state as they belong to north (Himalayas)
8. Visits to Taj Mahal should be restricted to people from UP
only
9. Relief for farmers in Maharashtra should not come from centre
because that is the money collected as Tax from the whole of India,
so why should it be given to someone in Maharashtra?
10. Let's support Kashmiri militants because they are right in
killing and injuring innocent people for the benefit of their
state and community..
11. Let's throw all MNCs out of Maharashtra, why should they
earn from us? We will open our own Maharashtra Microsoft, MH Pepsi
and MH Marutis of the world
12. Let's stop using cell phones, emails, TV, foreign movies
and dramas. James Bond should speak Marathi
13. We should be ready to die hungry or buy food at 10 times
higher price but should not accept imports from other states
14. We should not allow any industry to be setup in Maharashtra
because all machinery comes from outside
15. We should STOP using local trains... Trains are not manufactured
by Marathi manoos and the Railway Minister is a Bihari
16. Ensure that all our children are born, grow, live and die
without ever stepping out of Maharashtra, then they will become
true Marathis
