ITBPs new project
The 'Red Corridor', extending from 'Tirupati to Pashupati'
(Andhra Pradesh to Nepal), has long been one of the major aspiration
of Maoists. Maoist ambition in India which is now established to the
farthest reaches of the country, and this is not just a fantasy or an
aspiration, but a strategy, a projection, a plan and a programme under
implementation.
Sensing this and realizing the future trends in fighting the Maoist
menace, Indo Tibetan Border Police has launched its own CIJW School
at an altitude of 6100 feet near Uttarkashi in the Himalayan environ
of Uttarkhand to train its troops in Counter Insurgency and Jungle Warfare.
Vikram Shrivastava, IPS, (UP-73) Director General ITBP inaugurated this
School on 26th September 2008. The School is headed by Sanjeev Raina,
DIG ITBP, ably supported by a directing staff of 55 personnel. The School
aims to train about 2000 personnel, including officers and men in a
year. Various methods of Jungle survival, Handling of explosives, Rock
craft, chasing the insurgents and destroying them and better firing
skills will be some of the special features of this specially designed
45 days course. Rajiv Mehta, IPS IG North Zone will be the overall nodal
officer for this course, who himself is a veteran of Jungle warfare.
UT cadre IAS officer joins Uttarakhand Government
2003 batch UT cadre IAS officer Neeraj Semwal has joined
the Uttarakhand Government on deputation.He has been posted as Additional
Secretary Home.

B K Srivastava Member Appellate Tribunal (Prevention of Money Laundering

to 62 years
Manmohan Singh Government approved the proposal to rise the superannuation
age of Indian Council for Medical Research (ICMR) from 60 to 62 years.

Cabinet approves AV Singh Committee Report
for Defence Services
The Union Cabinet approved the Ministry of Defence's proposal for effecting
upgradation of 1896 posts in the Services. Known as Phase-II of the
Ajay Vikram Singh Committee Report, the proposals approved would result
in reduction in stagnation and improve career mobility combat effectiveness
by bringing down age profile of commanding officers. The upgradation
will be carried out in the Army over a period of five years, in the
Navy over the next ten years and in the Air Force over a period of five
years.

Vijay Chauhan is all set to join as OSD to Finance
Minister P Chidambaram in a couple of days. He is 1992 batch IRS (CE&C)

Crayons bag Congress Party's ad campaign
The Congress Party's ad campaign for the upcoming assembly elections
and general elections to the Lok Sabha has been bagged by the Delhi
based advertising Agency Crayons. It is estimated that the volume of
business for the campaign would be anything upwards Rs. 150 crore. Crayons
had in the past handled campaigns for Bhartiya Janata Party (BJP), Samajwadi
Party and Akali Dal.

Wrath of the armed forces shifted from IAS to IPS quite smartly
Lets not talk of equating ranks for Class I services. Lets just
say that envoluments be the same for all officers based on the years
of service. Many points brought out re armed forces are strictly not
Correct.
a. Sahayak, is only provided to Orgs on WE, and not to all.
b. Army has been in the forefront of doing welfare for their men. eg
AGI started group Insurance and AWHO started house building for them.
These are necessary since they are posted away from their homes. All
the travel concessions mean little since at best the jawan can be at
his home only for very short periods of the year. He has to stay in
the Cantonement. Unlike his civillian counterparts, he cannot buy a
house stay in it and have it financed from his HRA. Typical is the case
in NDA Khadakvasle, where all the Civillian Instructors are doing a
9-5 job and staying in town, and have built and paid for their houses
out of the HRA.
Service people are transferred every 2-3 years with each posting station
being at least 1000 KM apart.
And Moreover................. they are the only ones who take the oath
and live upto -

Armed forces demands completely justified
Of late I am seeing a lot of voices here whining about the armed
forces demands. I think their demands are completely justified, and
Id like to rebut some if these whiners if possible.
1. There is a claim here that the armed forces have the best of all
the government service compensations and conditions. If this was the
case, wouldn't people from the civilian services prefer to be in the
defense sector. This does not seem to be the case. Most people prefer
civil service. Armed forces are facing a shortage of officers.
2. The armed forces are vital to the security of the nation. The police
force is for State Policing, and should not attempt to arrogate itself
to the status of the armed forces. Already too much has been done for
them, including raising their apex rank from Inspector General (equivalent
to a major general) in the 1970s to DG (Equivalent to a Lt. General
today). A state police forces job is to catch pickpockets. How are they
claiming equivalencies with the armed forces whose job is to protect
the whole country?
3. The armed forces have represented because they are not included in
the pay commission panels. If they had been, none of this would have
happened. Of course the IAS doesn't need to protest! They've set the
scales of pay! They've got SAG within 16 years of service! Why should
they complain?

Few esteemed reader of this site are writing that demand of Defence
force is un-justified and they are black mailing government. I will
like to know how many of these civilian counter parent are really asking
their sons and daughters to Join defense force to enjoy the so called
facilities given to defense officials, why not encourage them to join
these defense services. There is big shortage of officers in defense
establishment. Please come forward instead of lamenting them

Lt Col vs EE
After the implementation of AVSC Ph I Lt Col is a non select rank
where they were promoted in situ overnight in bulk and they are holding
the appointments like GE/ DCWE/ SBSo/ AO which is held in civil by STS
officer. As such their comparison of status prior to AVSC when it used
to be a select rank is certainly not justified.
Further, These officers when they are posted to civil organisations
or discharging the duties of a civilian officer they should be stripped
of the service facilities like MSP, free ration etc and they should
be paid at the rate of their civilian counterparts. This will make the
service more attractive apart from filling the so called shortage of
officers and bring the parity for equal pay for equal work.

Shortage of officers in fauz
1.For every vacancy advertised there are 20 plus applicants .it
is that fauz does not select on ground of QRs .An officer in fauz is
supposed to be spending majority of his time on training ,so why can't
you develop skills like IITs/engineering college/medical college/IAS/IPS
etc do. It is a way to raise this bogey when question of some benefits
come.
2.If there is shortage, why post officers in civilian organisations
like BRO,DRDO,MES,DGQA etc etc ,where civilian can do the job at half
the pay. And contribution of officers with no experience is pathetic
Moreover ,heartburn of parity is from these mixed organisations only
where a civilian officer feel why he should be getting half the pay
that of his fauzi counterpart and do double the work.
3.80% officers will fail in BPT/BPET tests which they are supposed to
practice everyday but do not do due to their superiority and monopoly
Offrs taking premature retirement
1.These are the officers who have finally been superceded and have
no future left in fauz hierarchy .every time fauz is to take some benefit
from government these figures are released to scare the public who is
not aware about internal reasons. AVSC pt I was also taken in this name
where now Lt Col has been made a non select rank in 13 years (non select
means 100% make to this level irrespective of vacancies) as against
16 years earlier and only 40% making. Will fauz release the figures
what reduction in no of officers seeking premature retirement taken
place after AVSC pt I ? none ,as it is only bogey and is not related
to pay/status/service conditions etc.
2.Offrs finally superceded is never posted to Regiments i.e. fighting
unit as it is almost impossible to take work from him rather he becomes
a nuisance creator . Such officers leaving actually will give lot of
savings to exchequer which can be used to give to PBORs who have no
voice in Fauz and are treated worse than slaves
3.Fauz is a very well organised machinery which has been managing the
media through government paid PROs for benefit of officers alone and
create insecurity in minds of people to get benefits.
Honesty in Fauz
They also come from same society and are no different .getting an
opportunity go berserk otherwise what explains poor quality of Ration
for jawans in fauz as the entire process is controlled by fauz only
.It is a holy cow image which is being encashed by fauz they get 3 times
salary than their civilian counterparts if all prerequisites are added.
It is high time that government media understands their game plan or
day is not far off when we will see army rule in India
