Consequent of recent change of guards in the apex position
of two organisations of MOS&PI, there is a lot of hope of fair statistical
leadership. However, some insiders feel that the MOS&PI will continue

REC pays 30% dividend for the year 2007-08

P. Uma Shankar,Chairman cum Managing Director (CMD), Rural
Electrification Corporation, (REC) presented a dividend cheque for Rs.210.76
crore to Sushilkumar Shinde Indian Minister of Power for the year 2007-08,
in a brief ceremony held in the Ministry of Power, Government of India
on October 3, 2008. On this occasion,Anil Razdan, Secretary (Power)
and senior officials of REC and the Ministry of Power were also present.The
Company has registered robust performance, creating an all-time record
in all key operational parameters. The amount of loans sanctioned increased
by 63% over the previous year to Rs.46,770 crore from Rs.28,630 crore,
excluding Grants under RGGVY. The amount of disbursements increased
by 19% to Rs.16,304 crore from Rs.13,733 crore, which included Grants
under RGGVY. The recoveries increased by 37% to Rs.9,042 crore from
Rs.6,585 crore. The Operating income increased by 27% to Rs.3,378 crore
from Rs.2,652 crore. The Profit before Tax increased by 30% to Rs.1,312.42
crore from Rs.1,006.19 crore. Similarly, the Profit after Tax also increased
by 30% to Rs.860.15 crore from Rs.660.26 crore.
Direct Taxes register growth (UPDATED)
Net direct tax collections during first six months of the
present fiscal (up to September 2008) stood at Rs.147,197 crore, up
from Rs.111,055 crore, registering a growth of 32.54 percent. Growth
in Corporate Taxes was 35.65 percent (Rs.95,283 crore as against Rs.70,240
crore), while Personal Income Tax (including FBT, STT and BCTT) grew
at 26.94 percent (Rs.51,701 crore as against Rs.40,729 crore). Growth
of Fringe Benefit Tax (FBT) was 62.23 percent (Rs.3,580 crore against
Rs.2,207 crore); Securities Transaction Tax (STT) was 2.72 percent (Rs.3,182
crore against Rs.3,098 crore); and Banking Cash Transaction Tax (BCTT)
was 17.65 percent (Rs.320 crore against Rs.272 crore).Growth in corporate
tax deducted at source (TDS) remained above 52 percent; and PIT TDS
grew at 28 percent despite substantial tax relief allowed to individual
taxpayers in the Union Budget 2008. Corporate TDS collections stood
at Rs.30,810 crore as on September 30,2008 against Rs.20,210 crore during
the corresponding period last year. PIT TDS stood at Rs.33,276 crore
as against Rs.26,002 crore in the same period. Self-assessment tax paid
by both corporate and non-corporate taxpayers, voluntarily before filing
their tax returns, registered substantial growth at 111 percent and
71 percent, respectively.Continued high growth in TDS and FBT collections
indicates inherent strength of the Indian economy and continued improvement
in tax administration. Higher growth in self-assessment tax indicates
continued improvement in tax compliance levels.

An area of concern
The news of Mukesh Ambani meeting an Additional Secretary in the Government
may be an issue of discussion for the Corporate Circles for any reasons
but this is an area of concern when this issue is being discussed by
the Political & Bureaucratic circles. It is a fact today that most
of the persons in the Indian Bureaucracy feel proud if some top business
man has met them. They will run after to get his work done and at the
same place if a poor person with his genuine problems comes to their
door even his personal staff will not entertain him. Our constitution
says every citizen has equal rights and it is the duty of Government
that every individuals rights are secured but it is really pathetic
that todays civil servants have lost that sense of responsibility. They
like politicians have also become yes man of Top Business man &
Industrialists. SS
True framework for government servants survival
The very essence and soul of Sixth Pay Commission, headed by irascible
and principled, fiercely independent and deeply patriotic Justice (Retired)
B N Srikrishna, not only provides all the three major contributors,
necessarily consistent to Government servants prosperity, productivity
and standard of living, in the form of Pay Bands for each post belonging
to a distinct functional area arranged in a hierarchical order representing
different grades or levels of responsibility but also the true framework
for Indian Government servants survival.
Truly, departing from the traditional ethos "Service Before Self",
and unprecedented in the history of the country and undesirable from
the armed forces, the three respective Chiefs of the disciplined armed
forces waging epic struggles have invariably, singularly and or in plurality
aired their "psychologically flawed" views and unfair dissent
to the government decision on sixth Pay Commission openly and publicly.
The statements are given to press pertaining to the Lt Col as the war
heroes, nay, lonely warriors, who in their opinion have been victimized
and harassed by the government. The impression is being created as if
Lt Cols/equivalents of armed forces are too senior and competent to
their counterparts in Ministry of Defence / other Ministries and departments
under GoI. These are worth looking into but it is also worth noting
that we only have this leverage with the Armed Forces. As events unfold,
however, almost all of this instant analysis will prove sensationalist,
misguided and incorrect. The anomalies committee seemed to have refusing
to endorse the more dictatorial and assertive Armed Chiefs actions and
legitimize the new facts on the ground.
The Chiefs of Staff Committee Chairman and Indian Navy Chief Admiral
Sureesh Mehta wrote a letter to Defence Minister A K Antony on 01 Sep
2008 saying these core issues, if left unaddressed, will result in "despondency"
among the armed forces. He also went to the extent that the command
and control functions will be seriously hampered between Army, BSF and
CPMF where infighting will jeopardize operations. Bold announcements
and re-announcements of initiatives and combative spirited reviews as
part of "a series of morale-boosting get-togethers" could
demonstrate strength, dominate the news for a while, entrench all serving
and retirees of armed forces and possibly even straitjacket some rivals
in the Ministries and outside the Ministries like Deputy Secretaries
and Joint Directors, by keeping them busy with new jobs. The Service
Chiefs will then briefly transplant the entire system from South Block
to well outside Delhi to try to show they have not lost their military
might and pressures over the government. Finally, though showmanship
has never been their forte, they will use the opportunities and their
influence to try to re-launch themselves and their hierarchy by pledging,
among other things, to steer their demands safely through troubled economic
waters.
The patriarchs are quoting the hardships faced by the armed forces during
hostilities and works undertaken in aid to civil authorities - the ground
to seek higher pay. The impression is being given to the country that
if the Lt Col are not placed in PB-4, there could be a serious backlash.
It was not a productive proposal. It had the paradoxical effect of making
the irresponsible statement after Sixth Pay Commission submitted its
report. Doing it pragmatically rather than ideologically produces better
results. The exhibition eschews the real facts. Making the rhetoric
inflammatory - as opposed to showing anomalies committee the cool realities
- is not helpful. The fact is that less than 50% of the armed forces
personnel are deployed in CI Ops, high altitude, facing hostile conditions
and in aid of civil administration in case of natural calamities, for
which they are adequately compensated through various allowances and
incentives.
Consequent to AVS Committee, a newly commissioned army officer becomes
Lt Col in first 12 years without facing even a single selection board,
whereas their counterparts have to face selection board for every promotion
earned. The first selection board faced by the army officer is only
at the level of colonel. Therefore, there could be no reason why a Lt
Col be put in PB-4, that simply means that an officer would reach the
highest pay band (PB-4) without facing even a single selection board.
That would not only be mockery of the system but also making the very
sanctity of highest pay band to lose, if it is given on a platter to
every armed forces officer.
The equivalence of Lt Col to the Deputy Secretary / Joint Director is
well established. In fact as per their own Army order No 8/85 of 1985
Lt Cols when posted to Army Head Quarters are designated as Joint Director.
Similarly a Colonel is designated as Director. This is the position
even today. If a Lt Col are placed in PB-4, leaving Deputy Secretary
in PB-3, the post of Joint Director, which is manned by Lt Col/equivalents
and Deputy Secretary becomes redundant, the Deputy Secretary become
junior to Lt Col. The entire hierarchy needs then to be redefined.
It is poignant to note that to prove their threatening stance adopted
now as valid, a new theory has been mooted in that for the purpose of
equivalence between Defence forces personnel and their civilian counterparts
their rank pay was to be added to their basic scale of pay. DOP&T
have clarified n number of times in the past that rank pay would be
part of basic pay for all purposes (taking care of "X" factor)
but not for the purpose of deriving equivalence. The fact remains that
pay scale of Lt Col was Rs 13500-17100 +1600 rank pay and not Rs 15100-18600
as being made out mischievously. The Lt Cols have been correctly shown
equivalent to JAG (Rs 12500-16500) by SPC on page 74 of their report.
The same relativity was given by earlier Pay Commissions as also mentioned
by SPC in their report on page 73.
With the likely implementation of AVS-II the armed forces are going
to be further diluted as everyone will reach the rank of Colonel/equivalent
without facing selection board in a time bound manner whereas counterpart
civilian officer continue to face selection board. In fact armed forces
want financial benefits without diluting their rank. Contrary to this,
they want dilution of civilian ranks by equating senior civilian officer
to their junior ranks.

Harsh but true
It has been sad experiences to watch on TV show the retired Officers
uneducated in their own self. Harsh but true. Any response will be welcome
by our esteemed Defence Service officers, not with rhetoric but facts.
We welcome if Government gives an block 25% high pay for Army officers
with respect to IPS/IFS/IES etc benchmarked with length of service AND
withdraw all extra benefits over civil services together whatsoever
they are in service/post retirement. Even a 50% increase will save the
government a huge money in taxes exemptions granted to defence forces
etc. It will be a great service to Nation to grant that much pay hike
for difficult service. Secondly, while on civil peace posts in DRDO/BRO/MES/IMA/CME
etc/ posted to peace formations they should be paid at civil rates.
It has been too much of the Blackmailing tactics to which the Army/Navy/AF
serving and retired officers are resorting to. It has become really
shameful for senior and retired officers to have such poor knowledge
and that they are in fact misinforming the troops that post independence
successive and this government has done a great injustice to them. The
morale of troops is not low but greed of certain senior officers is
crossing the limits expected from the government servants. As a citizen
I want pose certain questions and facts to our brothers to respond.
We may appreciate that knowledge of even our many journalists is limited
wrt Armed forces and hype and love for safety of Motherland sway them.
The pool results on TV shows are clear indication of the writing on
wall that Forces are taking full advantage of sympathy coming out of
ignorance of public and it sets a very-very dangrous trend and the world
history has proved it on many occasions:-

1 What was the qualification to enter IMA as officer in Army earlier?
Now you want to compare IAS with that. 12th pass for all except Degree
Engineers, graduate entry etc
2 What length of service was required to become Lt Col in 1920's The
honour and equivalence being talked about. At no stage the pay of Armyofficer
was higher than ICS. It was equal to civil when they were posted to
Civil services like IPS/IFS/IES etc. But Army officers got their equivalent
rank with longer service as their qualification have always been lower
as know. 23 Years
3 What length of service was required for Lt Col in 1949 18 Years
4 What length of service was required for Lt Col in 2008 9 Years post
qualification given by Army at CME etc for engineers etc, 13/11 years
for others.
5 What was stated at AV Singh committee report 90% officers occupying
posts of Majors were given Lt Col rank and pay. Why did army kept quit
and did not object that Lt Col are being made to work at posts which
are held by Captain/Major. Only to blackmail/cheat government now? Please
realise you are not fighting war with enemy but poor common men. All
Lt Col will work on the post of Major which were upgraded en-block
6 When in history ICS/IAS were at same level as Army officer? You want
to compare a Lt Col ( 9 years working experience at the responsibilities
of 4 years which he was to do as Major) and ask for equivalence of Lt
Col who worked for 23 years and drew a pay 90 years ago in a Colony.
You want an equivalence higher that what was in a colony which was destroyed
by Mahatama . 1924 Scales were as under:-(a) Equal work equal pay concept
prevailed. When Army officers were posted to Railway/PWD/Survey of India/IPS/IFS
they were given same pay as for the civilian officers. The entire civil
service of Doctors in India was manned by Army doctors who draw same
pay as civil doctors in Railways. The length of service required was
23 years for Lt Col time scale and 25 years for Selection scale.
7 What was service required for promotion as AEE/EE/SE/DIG/ Conservator
of forest in 1920's when for Lt Col it was 23 years It has always been
the case that qualification for entry to army were much inferior to
ICS and 0ther class I services. Now it is no better. We can try that
by asking Army to recruit through UPSC only having a post selection
medical/ fitness/psychological examination of their own. 1920'S age
limits for IES officers: AEE-0-3 YEARS, EE- 7 years onwards, SE-14 YEARS
onwards. Now even after IV CPC the Lt Col were given SE in departments
like MES after 18 years while class I officers were in 9 years.
8 What qualities are required to fight wars, pay or orientation? That
way a jawan will never fight for one tenth of salary of his Lt Col Do
we think world wars were not fougt with less pay than more qualifired
civil servants.
9 How ICS compared with army? The difference has been narrowed down
post independence. The ICS officers got a pay of 2250 in 23 years service,
IPS/IES/IRSE/IFS/ARMY Rs 1350/1375. That was in 1924.
10 What is that date when the Lt Col was ever equal/superior to even
DIG/SE whose scale is being asked for? Never in Indian history
11 Sixth pay commission gave reasoned response to all queries why Army
going to press to distort public opinion on misinformation campaign?

Equivalence between Civilian and Military Officers
Whenever two systems are compared for equivalence, it starts from the
top of both the systems and then brought down to the lowest denominator.
If Joint Chief of Staffs could be equated to the Cabinet Secretary,
the three Chiefs will be equivalent to Secretaries to GOI, Lt Gen to
Additional Secretaries to GOI, Maj Gen to Joint Secretary to GOI, Brigadier
to Director in the GOI etc. If the Armed Forces considers Lt Col, Col,
and Brigadier belonging to the same equivalent rank, only then they
should be equated to a Director to GOI. Ideally, if Lt Col has been
put in PB4, its present civilian equivalent too should be allowed to
have at least the same PB and Grade Pay. Ideally, these three ranks
in the Indian Army should be separated by differential Pay Grades, the
Brigadier getting equal to that of the Director in the GOI.
The current effort to give better salary structure to the Armed Forces
officers should not result in downgrading their existing Civilian counterparts.
The reasoning that the Armed Forces are unable to attract enough number
of new recruits resulting into shortage of officers, itself is a misnomer
and confusing. Does it mean that there are less number of applicants
for fresh recruitment than the vacancies available. If it is said that
applicants could not be found with adequate OLQs, does it mean that
the training process at NDA, IMA and other similar facilities are not
geared to impart OLQs and create officers. If it is so, why is the government
spending so much on maintaining these institutions? On the hind sight,
does it mean that those who join Civil Services have the desired OLQs
right from the beginning? What about IITs and premier medical institutes
- are all those inducted have the same brilliance to become a global
trade mark in the engineering or medical education? No, they are trained
to become so. Therefore, the Armed Forces should stop cribbing about
not getting enough number of fresh recruits and change its training
concept on the basis of the changing societal environment. Remember
that those officers too come from the same society.
Let us look at another argument forwarded - each of the recruits joining
the Armed Forces do it for the security of their motherland. Firstly,
this itself is a myth as most of them join the Forces as a profession
and not only due to the urge to serve the motherland. Secondly, do the
Armed Forces officers mean to say that other officers in the civil services
are any less patriotic? I would suggest them to correct this misconception.
Different ways to serving the same motherland is taken up by various
services/professions in India and they too should not be ridiculed.
Corruption, if defined as a concept that can not be justified according
to the existing set of rules approved by the legislature or executive,
the Armed Forces too has its own share of corrupt officers and there
should not possess an attitude of holier than thou.
Let us look at these things from a different perspective. Why should
not the Civilian officers be allowed to enjoy the same facilities and
perks as given to the Armed Forces officers? How about CSD, free ration,
dedicated schools and colleges, travel concessions, leave rules etc.
Make the leave rules different for officers serving during the war and
different for those serving at the peace time stations. The later should
be the same as those applicable to any civil servant in a secretariat
environment.
Another misconception is that Armed Forces officers devote more time
to their work than their Civilian counterparts - let us compare a hard
working Joint Secretary in the Government of India to a Maj Gen in the
Indian Army. I am not trying to ridicule the later, but then the notion
that they work harder in the peacetime and therefore should be given
better rewards itself is questionable. The proportion of civil servant
facing war like situation from the fellow nationals is in no way less
than those in the Armed Forces. At least they have guns and ammunition
in their hands, the civil servants have the only power of persuasion
and pen.
At lower ranks, consider district level officers, who face war like
situations every singly day and that too from their own compatriots
- don't we need to look into their rewards better?
I hope the above paragraphs will provide some additional food for thought.

Armed forces may be paid an additional amount for obeying orders to
the peril of their life as deemed fit by you.
Armed forces may be paid an additional amount for the withdrawal of
right to strike as you deem fit.
Armed forces may be paid full salary upto the age of 60 like all other
govt employees.
The average take home amount of every government employee should have
the same amount for all ranks in the armed forces and other employees
upto the age of 75
An examination would reveal that the mute faujis were cheated all along
by their countrymen!
Facts are better than opinions. Examine facts, open your eyes, don't
believe statistics tailor made to justify an opinion. Wake up Indian
population, wake.

Observations are lopsided
Mahesh Sharma's observations about the army are lopsided because he
does not have an iota of an idea about army life. I just want to repeat
for the knowledge of this poor human who know nothing about life in
the "Services".
I want to ask him what is the compensation he will take for a taking
a bullet in his chest or for that matter how much compensation does
he want for his legs getting blown up due to a mine.
However, for him to understand which I know is difficult.....I am pasting
something Kautilya had to say to Kind Vikramaditya Maurya...."

CSS & CSSS and GoI's policy
It is saddening to note that the esteemed medium of 'Forum' has unnecessarily
been dragged in the useless CSS/CSSS debate, for weeks now. It would
have been comical, if it was not pathetic, to see how their members
are portraying themselves as central to the functioning of the govt.,
with jargon like 'policy noting', drafting 'cabinet notes' etc. Fact
of the matter is that they only perform subordinate and peripheral tasks
of glorified stenos and in today's context can be dispensed with entirely.

Dearth of experienced doctors
What about doctors working in central government and autonomous institutes?.
How about increasing their retirement age to 62 .Now a days no body
is joining government hospitals. Most of the younger doctors go abroad.
There is a acute dearth of experienced doctors hence this suggestion.

There is a reason for that.
Bush is happy because he has secured the commercial interest of USA
by getting the deal passed. Man Mohan Singh is happy that he has been
arm-twisted (cartoon depicts he is leg-twisted) by Bush and not by Karat
& Co. Though not mentioned in the whisper but political fixers will
be doubly happy at the prospect of cuts in millions emerging from the
nuke deal.

UPA govt should take bold action
UPA Government should take similar bold action for Central Government
Servants also to settle all controversies what-so-ever once for all
regarding raising of retirement age to 62 years. Apart from this if
I may echo the feelings of all officers belonging to Central Group 'A'
services, the relevant office order regulating the parity concept with
IAS officers maintaining the minimum band-width of 2 years of service
is eagerly awaited by one and all.
