POWERGRID declares highest ever dividend of
Rs.505.08 Crore
Power Grid Corporation of India Ltd. (POWERGRID), the young Navratna
PSU, has declared a dividend of Rs.505.08 Crore for the Financial Year
2007-08. This is the highest ever dividend paid by POWERGRID.A cheque
of Rs.247.35 Crore towards final dividend for the year 2007-08 was handed
over by S. K. ChaturvediChairman cum Managing Director (CMD), POWERGRID
to the Indian Minister for Power Sushilkumar Shinde recently in Delhi.Those
present were Anil Razdan, Secretary (Power), senior officials of Ministry
of Power and POWERGRID Board Members. In addition to this, an interim
dividend of Rs.176.68 Crore was earlier paid to the Ministry of Power
for the year 2007-08.The total dividend of Rs.505.08 Crore declared
by POWERGRID is 36.94% higher than the last year's dividend of Rs.368.82
Crore. The dividend amount of Rs.505.08 Crore is approximately 35% of
the profit after tax of Rs1448.47 Crore. POWERGRID has been consistently
paying dividend for more than a decade. POWERGRID has registered a net
profit of Rs1448.47 Crore over a turnover of Rs.5081.53 crores in the
FY 2007-08, registering a growth of 24% in turnover and 18% in net profit
compared to FY 2006-07.At present POWERGRID is operating about 68,000
ckt. kms. of transmission lines along with 116 Sub-stations with transformation
capacity of more than 74,000 MVA. With the use of state-of-the-art preventive
maintenance techniques, average availability of transmission systems
during the year 2007-08 was maintained at 99.65%. POWERGRID continues
to wheel about 45% of total power generated in the country through its
transmission network.

REC pays 30% dividend for the year 2007-08
P Uma Shankar, Chairman cum Managing Director (CMD), Rural
Electrification Corporation, (REC) presented a dividend cheque for Rs.210.76
crore to Sushil Kumar Shinde, Indian Minister of Power for the year
2007-08, in a brief ceremony held in the Ministry of Power, Government
of India on October 3, 2008. On this occasion, Anil Razdan, Secretary
(Power) and senior officials of REC and the Ministry of Power were also
present. The Company has registered robust performance, creating an
all-time record in all key operational parameters. The amount of loans
sanctioned increased by 63% over the previous year to Rs.46,770 crore
from Rs.28,630 crore, excluding Grants under RGGVY. The amount of disbursements
increased by 19% to Rs.16,304 crore from Rs.13,733 crore, which included
Grants under RGGVY. The recoveries increased by 37% to Rs.9,042 crore
from Rs.6,585 crore. The Operating income increased by 27% to Rs.3,378
crore from Rs.2,652 crore. The Profit before Tax increased by 30% to
Rs.1,312.42 crore from Rs.1,006.19 crore. Similarly, the Profit after
Tax also increased by 30% to Rs.860.15 crore from Rs.660.26 crore.
Direct Taxes register growth
Net direct tax collections during first six months of the
present fiscal (up to September 2008) stood at Rs.147,197 crore, up
from Rs.111,055 crore, registering a growth of 32.54 percent. Growth
in Corporate Taxes was 35.65 percent (Rs.95,283 crore as against Rs.70,240
crore), while Personal Income Tax (including FBT, STT and BCTT) grew
at 26.94 percent (Rs.51,701 crore as against Rs.40,729 crore). Growth
of Fringe Benefit Tax (FBT) was 62.23 percent (Rs.3,580 crore against
Rs.2,207 crore); Securities Transaction Tax (STT) was 2.72 percent (Rs.3,182
crore against Rs.3,098 crore); and Banking Cash Transaction Tax (BCTT)
was 17.65 percent (Rs.320 crore against Rs.272 crore).Growth in corporate
tax deducted at source (TDS) remained above 52 percent; and PIT TDS
grew at 28 percent despite substantial tax relief allowed to individual
taxpayers in the Union Budget 2008. Corporate TDS collections stood
at Rs.30,810 crore as on September 30,2008 against Rs.20,210 crore during
the corresponding period last year. PIT TDS stood at Rs.33,276 crore
as against Rs.26,002 crore in the same period. Self-assessment tax paid
by both corporate and non-corporate taxpayers, voluntarily before filing
their tax returns, registered substantial growth at 111 percent and
71 percent, respectively. Continued high growth in TDS and FBT collections
indicates inherent strength of the Indian economy and continued improvement
in tax administration. Higher growth in self-assessment tax indicates
continued improvement in tax compliance levels.

IRS Association finding difficult to contain middle management
The IRS Association is finding it extremely difficult to contain
the middle management who are extremely incensed with the Pay Commission
. There is a segment advocating that some Cabinet Ministers should be
exposed in the press and the Income tax department has enough ammunition
with them!!! On the other hand some advocate that the IRS should strike
at the time of the Lok Sabha when they would be expenditure observers.

Army should ask for pay parity with paramilitary forces
The army should ask for pay parity with paramilitary forces and
not the civilian. If they think Lt Col should be equated with Commandants
of paramilitary forces, then they must ask for the same. By dragging
Director/ civilians into controversy, they are creating more troubles
then solutions. Instead they should reduce the number of years for being
Col to 14 years and so on. Someone has rightly said here that army enjoys
lots of incentives such as CSD, Clubs, sahayaks etc, which may be similar
to Para Military forces, so the comparison should be drawn between Army
and Para-Military forces and not with others.

Remarks fact
I am in full agreement with the factual position brought out for
comparing the civil services and the army. The army was however credited
with being a disciplined force. It is not understandable the when the
Army top brass have chosen to defy the Government in matters of pay
fixation and are even now pestering and raising the demand for their
non selection post of Lt col to be put in PB-4,which means the highest
pay band without any screening ,why no disciplinary action is being
taken for the open defiance. Such inaction on the part of the Government
will in turn lead to indiscipline in other services as well

The defence forces will have to be taken care of if are borders
have to be safe. Why are youths today shying away from joining the army,
navy and air force? It is not only money but respect and recognition
which the nation owes to a soldier. The service of a civilian and a
defence personnel should not be compared. They both serve the nation
in their own unique way. Their grievances must be looked into and they
should in no way be made to feel discriminated.

Enough is enough
We are becoming sick by daily dose of Defence Officers' ranting
about status and rankings. Why not they put up correct facts in public
domain and then argue. I am a little bit surprised. As far I know about
parity of Armed Forces with their civilian counterparts (I may be wrong,
kindly clarify the exact position) Major General is equivalent to Joint
Secretary. Going by that hierarchy, Brigadier is equal to Director,
Colonel to Deputy Secretary, Lt. Colonel to Under Secretary and Major
to Section Officers. In the Armed Forces Head Quarters as well as Ministry
of Defence Secretariat, Colonels are appointed to head Divisions (normally
headed by Deputy Secretary). Sections/Units are headed by Majors. Though
Salary-wise Majors get more salary as they are promoted from Lt. and
then Captain and then Major. (I think total time is about 8-10 years).
Now wherefrom Lt. Colonel has become Director rank and he may be placed
in Pay Band-4? I do not understand, what Army is getting by spreading
this false propaganda. If you want better pay-scales fight for it. But
do not comment on others. Regarding parity with IAS, I wonder why they
do not seek parity with other Central services and only with IAS. Do
they know how IAS is selected and how NDA/CDS exam are conducted. We
respect Armed Forces, but not to such extent that they consider themselves
GOD. Now time has come to evaluate their true contribution in nation
building compared to facilities they get. It is true that they fight
for the nation but that is done by everybody who is asked for (compare
this to the Policemen who sacrifices his life fighting terrorists).
I consider the sacrifice and duty of a policeman more adorable because
he is paid meagerly, he has no right to fire (he has to arrest the culprit,
even if the culprit is firing at him)Compare this to the Armed forces,
who are ordered to kill and have latest sophisticated weapons. Stil
Armed Forces are pampered lot!! Why this double standards. Everybody
is doing its duty and getting paid for it. Nobody is doing charity.
So much about shortage of Officers in the Army. Have you gone through
anytime the number of people applied for the NDA/CDS and how much got
selected?. There is no dearth of applicants for army officers even for
this poorly paid jobs. It is the selection procedure (SSB Interview)
which is very much tilted in favour of elite minority (English speaking)
that people are rejected in SSB Interviews and Army keeps on harping
shortage of officers. Why not Army conduct coaching classes for SSB
Interviews in villages/remote areas ( as is done in Sainik schools to
train the elite of children of Army Officers). Please for god sake do
not make Army an elite service, where jawans are from poor background
and officers are from elite (english speaking). Enough is enough! You
can not have your cake and eat it too. Army officers are so pampered
but are treated as holy cow (just like judiciary). Regarding corruption
in Army we have seen it in Tehelka case and can see any time in MES
contracts as well as purchase of weapons. How can you expect of corruption
from a jawan on border to indulge in corruption when he has no opportunity?.
Please show your real face when you get such opportunity.
Please do not take it as a disrespect for Armed Forces. We all respect
them for their contribution for the nation. But we want to adore them
only and not worship them as God as some of the Army officers (mostly
retired ones who have done nothing in their service time and now they
are strategic experts for TV studios) thinks from us.
Are we leading to Military Rule?? These Media people just do not know
that they are doing such harm to the democracy by supporting the greedy
officers. Stop before it is too late and we see another Musharraf and
Jiya-ul-Haq in India also.

One has only to find out the way soldiers/veterans are treated and respected
all over the world and then compare the heartless way people in uniform
being done down by the IAS in India. Their subjective approach to all
matters military will do down the finest fighting machine. Give the
defenders of the Nation the best the country can afford including a
say in all matters pertaining to them. Get the statistics of the bright

Why armed forces are allowed organised trade unionism?
What I am not able to understand is as to how the largest organised
uniformed workforce i.e. the armed forces are being allowed to indulge
in "organised trade unionism" spearheaded by the Chief of
Staff and the media is supporting it? How can any perceived "anomalies"
be allowed to justify this conduct?

Armed forces creating false impression of disparity
Right from submission of 6th CPC Report, the armed forces have been
creating a false impression of disparity in their pay and status vis-a-vis
the civilian counterparts. The Govt., to address any such alleged disparities,
constituted Anomalies Committee of Secretaries based on whose Report
the Revised Pay Rules-2008 were Notified. Immediately after publication
of this Report; the armed forces had expressed satisfaction and publicly
confirmed that "all their core concerns have now been resolved".
Strangely, after awhile, after noticing that the Govt. can succumb to
coercion, their ambitions rose higher and are now using all resources
at their command, including misuse of gullible media, to demand unreasonable
status in the hierarchy of the Govt. set-up. The entire content in media
has been full of one-sided rhetoric devoid of any basis and blatant
attempt to misrepresent the facts. To put the matter in correct perspective,
the facts of the entire case are submitted as under:
(a) One of the contentions of the armed forces is regarding lowering
of status of Lieutenant Colonels (and equivalent ranks) vis-a-vis that
of civilian Directors. This contention is misrepresentation of facts.
In this connection it is brought to your kind notice that the pay scales
of civilian Directors (non-IAS), Colonels and Lt Cols prior to 6th CPC
were as under:
Civilian Director : Rs.14300-18300
Colonel : Rs.15100-17350
LtCol3500-17100
As per laid down policy of Government of India, the terminal value of
the pay scale is to be compared for determining the seniority. It would
thus be revealed that the civilian Directors (having the end scale of
Rs.18300) are senior to even Colonels (who have the end scale of Rs.
17300). Accordingly, the Govt. vide Gazette Notification No.D.L.-33004/99
of 2007 had Notified the equivalence between army and civilian officers
in case of Boarder Roads Organisation was issued wherein Maj Gen has
been equated with Chief Engineer , Colonel with Director and Lt Col
with Joint Director. The demand of Defence Services is thus totally
unjustified as existing hierarchy of governance is sought to be disturbed
by them. On paper they have no associations, union etc but blatant blackmail
by service chiefs is going on. Is it not indiscipline? Every service
has grievances with the pay-commission. But other than so called disciplined,
patriotic forces who else has blackmailed the govt. like this? Following
points are also highlighted:
(a) They are the best paid service today. A Lt Col was getting approx
Rs 4000 more than his civilian counterpart Joint Director before 6th
CPC. This is now Rs. 20000 more for a Lt Col but they are still not
satisfied.
(b) They get 3 months leave as against 38 days to their civilian counterpart.
(c) Free railway warrants for self and family once a year.
(d) Six Concession voucher for rail travel in a year.
(e)Free ration.
(f) Rs. 5000 as technical pay for doing tech course at government cost
with full pay, while their civilian counterpart don't get any such privilege.
(g) A sahayak at home for which salary is given by the government. No
dearth of manpower which is misused at will for household chores, kitchen
gardening etc.
(h) Free houses, free electricity, free furniture, free water.
(i) Majority of Lt Cols, for whom up-gradation is now being demanded,
are not considered fit for posting to regiments (fighting unit) as most
of them are superseded or SL and lack motivation and are thus dumped
to organisations like BRO,DRDO,MES etc. Their performance here also
is poor due to lack of inherent quality and experience.
(j) Free school buses for children.
(k)Schools constructed through government funds but fee going to a private
AWES fund (Army Welfare Education Society) and officer's wives given
employment as teachers, principles etc.
(l) Exclusive engineering colleges, medical colleges, management schools,
law colleges, public schools etc. for ward of army personnel being run
by AWES with active support of Army. Regular army officers are being
irregularly posted to such private institutions.
(m) Numerous allowances for everything they do ranging from CI OPS to
Siachin to field area, uniform and so on. There are a total of 40 different
types of allowances. Lo and behold, there are allowances for even spectacles,
extra-duty, good service, shorthand, sea-going etc etc.
(n)Our CMPF are much worse and their life is much more difficult but
no MSP for them and they did not raise even a voice of murmur what to
talk of blackmail. Do not think that the defence forces are the paragon
of honesty. There is rampant corruption here also as they come from
same society. They in fact go berserk on the first opportunity . All
this continues when they come to civilian organisations. But they have
managed to befool the gullible civil society of being direct descendants
of Raja Harishchandra. They take full advantage of the stealth kabach
available to them in the form of OG uniform.
(o) They are miser when it comes to giving something as they have been
thoroughly been spoiled by free-ration culture and always expect every
thing for free. Steeling of electricity in cantts in rampant. Officers
unauthorizedly use numerous ACs in their houses but hardly pay any bills.
(q) They get compensated for everything and still get Rs. 20000 more
while working in civilian organisations and equal pay for equal work
principal is violated. Government should give whatever is necessary
to compensate them in difficult areas but while working in mixed organisations
they should be paid at par with civilians.

Vested interests at it again
The bogey of so called shortage of officers in the armed forces
is being spread by the vested interests in the Services to befool the
gullible public outside who is not aware of the goings-on behind the
iron curtain. This has become a tool to be used to coerce the Govt.
to extract maximum benefits.A study needs to be carried out as to how
the career in Armed Forces has almost become a 'pushtaini dhanda' for
the wards of the Armed Forces and why the candidates without any family
background of Services are not able to get recruited in officers' cadre
of the Armed Forces. Govt. may accordingly review the recruitment process
through SSBs (which are prone to inside influence) to tide over the
problem of alleged shortage of officers in the Services. It is also
intriguing as to why the Services are not ready to withdraw Army Officers
from mixed Organisations like MES; BRO; Coast Guard; DRDO etc. and utilize
them for the purpose they are recruited for. Their uncalled for induction
in these organizations is leading to such bickering which is eating
into the vitals of these organizations thereby seriously affecting efficiency.
This will simultaneously solve the problem of alleged shortage of officers
in Armed Forces.

Govt gesture !
It is nice of Government to approve AVSC-II to grant more higher
posts. Let us see where the officers are posted. The Brig now has to
serve as Lt Col appointment of 1924/1947. There is already so much talk
of equivalency with civilian officers without realising that it has
come by the deep degradation of posts in Army while in civil it is not
so much. The Army brothers have to realise that as a country moves from
a colony to democracy and as economy moves ahead it is but natural that
civil organisations will expand more. They have failed in devising proper
cadre for themselves. Once they is asked even though a post held by
a captain in 1947 is now held by a Lt Col. Yet equivalency is asked
as if the post held is equivalent. This is nothing but blackmailing.
Government must withdraw all benefits and grant 50% more pay as allowance
on year on year basis with civil services. This will be much cheaper.
Secondly while in civil appointments the Army officers must draw civil

of Friday 3.Oct.2008 referring to A.L Makhijani director (Retd) &
Advocate about his observation on the rank structures and facilities
given to the Armed forces.
I would like to give just one line answer to all his crabbings. The
like of A.L Makhijani shall understand the whole of rigma roll if the
Government issues just one order, like it is existing in United States
and other World Power countries, that all the government officers in
the beginning of their career shall be required to do 3-5 years of compulsory
commission services in the Armed Forces before they are reverted back
to their coveted IAS and Police Services etc.
The compulsory military service with all the risks involved shall remove
all their doubts and misgivings as only the practical experience gives
you the real feel of the whole matter.

Recent crisis in USA financial market is fallout of overdrive
Yesterday I was discussing with one learned professor of economics
about the possible fallouts of American financial crisis on India. The
recent crisis in the financial market of USA is the fallout of some
overdrive, boosted in the housing sector, which prompted people of USA
to purchase houses, borrowing from banks despite their weaker positions
to repay those loans. Due to this housing sector including construction
companies got big boost and the real estate sector boomed too much.
Obviously, in the short term all this was good and the philosophy of
owning a house on the basis of liberal finance provided by banks was
good. Due to this demand of houses grew manifold, which put huge pressure
on prices and real estate prices sky rocketed. Definitely in such situation
when the prices due to demand pressure start rising, the speculators
or investors etc try to enter the market to make and book profit which
further makes the prices soaring and unrealistic. It was under this
scenario that banks on mortgage basis further financed houses at inflated
cost. Since, houses were available on easy finances, those people who
had bought houses but did not have the enough repaying capacity or other
such returns from that property (bought) started defaulting in the payment
of their loans. Naturally, in this situation the speculators and investors
try to exit from the market at the earliest, as they smell first the
downfall of prices due to selling of houses to repay the mortgages.
Now those banks, which financed housing, sector at very high prices
did not find the buyers to buy those flats/houses at the earlier loan
time price rate. Consequently, the mortgage assets of banks began to
mismatch to their responsibilities making them to become bankrupt. The
securitization of mortgage papers of real estate etc further multiplied
speculators or players and Lehman brothers etc are such victims. The
entire matter can be explained in a simplistic way. Suppose, a bank
has given me loan of 20 lacs to buy a house in Delhi, later on I default
the loan payment, bank takes over that house and tries to sell that
house for 20 lacs to recover the money. But the price of that house
has come down to the level of 5 lacs. Now bank will loose 15 lacs and
this exactly happened with American banks and companies involved in
the finance of housing sector. Due to shortsighted philosophy of over
financing in the housing sector and not contemplating its fall out in
the long run in USA the American economy has come to this stage.
What can be the possible fallouts on India? I am happy that RBI and
Finance Ministry of India acting in great prudence and wisdom, had already
hardened the procedure to allow builders etc to procure loans from banks
for their projects. Had the builders etc been getting easier loans from
the banks, speculators in the real estate market would have brought
similar position in India also though not of that magnitude in India.
Increasing interest rates and hardening the procedure to allow investors
and builders to procure easy loans to build their projects and thereby
increasing the disproportionate supply in the housing sector resulting
there on a crash due to non payment of loans or non purchase of houses
paving the way of defaulting in the repayments of loans to banks by
individual customers as well as builders etc, would have been great
setback to financial sector of India like USA. But we are lucky. However
the export of software, new jobs to management students etc abroad are
going to be affected adversely. Fortunately there in enough inherent
voltage in the Indian economy and it is locally sustainable economy,
which will further enrich due to poverty of USA. For example, the medical
services in INDIA are going to be more preferred by Americans now due
to cheap and best quality. So is the education sector. The Indian economy
being good in fundamentals, forget the sensex, is bound to have forward
motion but definitely not with the same pace. Still there is nothing
fundamentally against Indian economy. Our economy may suffer only when
there is natural disaster or fluctuations in the oil economy. Fortunately,
the biggest oil refinery in the world which will refine sour crude oil
in to normal oil that is available in abundance at cheaper prices with
no takers due to heavy investments to refine such oil, has to start
in India shortly by Reliance group which will further give boost to
the energy stability in India. Recent oil/gas discoveries by Reliance
in high seas further prove to be a very good sign. The success of nuclear
deal is yet to boost the economy. To mange the economy, the government
should keep a close watch on the speculators (big) in every field whether
it is concerning commodities or sensex or housing sector. If the end
user has repaying capacity and due to this demand pressure, prices are
increasing, it is not so bad but speculator or investor driven market
shortage and the price rise or financing such things is great hazard
which American government is facing The American economy became speculators
economy creating artificial demand etc and when it became uncontrollable
due to recent crash, it fell badly. Some one rightly said that Raw Capitalism
is dead. This is the lesson Indian government has to learn from American
financial crisis.

The retirement age should not be increased as in our country there

Manmohan Singh should know that this country has more votes in the
Youth and not oldies like him. Youth need opportunities. Any increase
in age limit would be opposed by Youth and kill the chances of Congress
Party. If Rahul Gandhi really means to bring in Youth to the forefront,
then no increase in age limit of Government servants.

Age of superannuation 62 years for the scientist of ICMR only. Why
not for Administration and Technical staff of ICMR? It means, there
is contribution of admin and technical staff in Research of ICMR .

ISS officers proved oversmart
ISS officers are competent , no doubt. Any surprise! any reluctance!
Should not be, as they succeeded in putting their original 1985 and
1986 batch officers within the 1984 batch. No eyebrows are raised. They
did not display any diffidence nor any under confidence in taking this
matter to the cabinet and getting it passed. DoP&T and Department
of Expenditure failed to notice it.
