ADB to invest for tourism in Himachal Pradesh
Prof. Prem Kumar Dhumal, Chief Minister, Himachal Pradesh, said that the Asian Development Bank (ADB) has prepared a detailed Roadmap for Tourism Infrastructure Development in the country, which included Himachal Pradesh also, covering tourism endowments, market trends and tourism potential. He said that the Bank has identified various tourism circuits and other allied tourism promotion activities. He said that the Bank intended to create and enhance institutional and regulatory frameworks useful for promotion of environmentally and culturally sustainable, socially inclusive and financially viable tourism. He said that the Bank has agreed in principle to invest a sum of US$ 90 million in building tourism infrastructure, restoration and conservation of heritage properties and also in the community development related projects. He said that the state has welcomed the proposal of the Bank in giving renewed momentum to the tourism promotion activities and creation of quality infrastructure in the state to cater to the all economic level tourists requirements.

NHDC awarded with Rashtriya Rajbhasha Sammaan

Central Secretariat Clerical Services deceived
Once again we want to raise our voices against injustice done by sixth CPC to the employees of Central Secretariat Clerical Services, especially with UDCs. DOP&T must consider our case seriously because frustration level in UDC/Assistant grade is going out of control. After going through the recommendations of Sixth Pay Commission, it seems that this was set up for all services except UDC/Assistant of Secretariat. It shows that these categories are the worst in Government Services. We feel that after implementation of Sixth Pay Commission, employees of these categories are not working upto their capabilities. Our grievances must be looked into and we should in no way be made to feel discriminated. In the ongoing process of cadre restructuring of CSS by DoP&T the graduate UDCs should be upgraded to the post of Assistants on the basis of their work profile or should be given proper promotion channel via departmental examination/time-bound promotion. We would be very much thankful if my voice will reach to the DOP&T and they consider our case seriously.

Gross Injustice in implementation of 6th CPC recommendations - Discrimination between pensioners
The Department of Pensions & P.W. issued Resolution dated 29.8.08 conveying Government decisions on the recommendations of 6th CPC on revised pension structure. It further issued O.M. dated 2.9.08 for implementing the decisions.
2. In the matter of application of revised pension calculation criteria, the Department has distorted the recommendation of 6th CPC as also the Government decision thereon. In Sl. No. 1 of Table in O.M. dated 3.10.08, the Department has issued a clarification which has only confounded the issue.
3. In para 5.1.33, the 6th CPC recommended (i) Full Pension after 20 years' qualifying service (in place of 33 years) and (ii) revised pension criteria @ 50% of Last Pay Drawn or past 10 months' Average Emoluments, whichever is more beneficial to the Government Servant (in place of "past 10 months' Average Emoluments"). In para 5.1.61, the 6th CPC reiterated that (i) the benefit being recommended for civilians that the pension would be based either on the pay last drawn or the average emoluments for last 10 months, whichever is more beneficial, would, however, need to be extended to the Defence Personnel as well and that (ii) this recommendation will take effect retrospectively from 1/1/2006 because the running pay bands shall take effect from this date."
4. Further, in para 6.5.3 of the Report, the 6th CPC recommended that (i) the recommendation regarding payment of Full Pension on completion of 20 years of qualifying service will take effect only prospectively from the date it is accepted by the Government and (ii) all other recommendations relating to pension will take effect retrospectively from 1.1.2006. The Government has accepted the aforesaid recommendations, as contained in Sl. No. 2 and 3 of the Resolution dated 29.8.08. As per the Resolution dated 29.8.09, the revised pension structure will take effect from 1.1.2006.
5. While as per 6th CPC's recommendation (para 6.5.3 of Report) and Govt. decision (Sl. No. 3 of Resolution dated 29.8.08), only the recommendation on "Full Pension after 20 years" is to be given prospective effect, the Department's O.M. gives prospective effect also to the recommendation on revised pension criteria. To this extent, the Implementation O.M. dated 2.9.08 has transgressed the 6th CPC recommendation and Govt. decision thereon, thereby discriminating against thousands of Govt. Servants retiring between 1.1.2006 and 2.9.08.
6. The clarification issued by Department of Pensions & P.W. in OM dated 3.10.08 is that "the recommendation in para 5.1.33 is to be taken as one package and in view of para 6.5.3 of the report of 6th CPC, the whole recommendation in para 5.1.33 has been given prospective effect". This clarification defies both facts as well as logic. In para 6.5.3, the 6th CPC has very categorically recommended that only the recommendation about "Full Pension after 20 years" will be given prospective effect and, therefore, all other recommendations forming part of revised pension structure should be effective from 1.1.2006. The recommendation in para 5.1.33, read with para 6.5.3, is package only for those retiring after 20 years and not for those retiring on superannuation after 33 years. The revised pension criterion is part of revised pension structure and it should take effect from 1.1.2006.
7. In view of the above facts, the Government is again requested to immediately issue corrigendum to the effect that the revised pension criteria of "50% of Last Pay Drawn or past 10 months' Average Emoluments, whichever is more beneficial to the Government Servants" will apply to all post-1.1.2006 Pensioners.
8. The issue raised above will arise in the case of Armed Forces also. Further, this discrimination between pensioners, if not redressed, might lead to unnecessary litigations also.

Don't be one sided
Six PC - Military Officers vis a vis BSF ,other CPMF personnel and the district level personnel working for Law & order and the development in extremely poor conditions :
Who is right and who is wrong? Everyone sees only one side's story! So there is a definite need to make the hard efforts to relook at the things from a realistic, scientific and equally competent perspective. It is a commonplace and humane to join a job in a developing country like ours for professional reasons first and patriotism later.
It is a simple fact that the officers serving not only during the war but also who are part of infantry & likewise the other core fighting units are to be distinguished from a huge lot of personnel like of ASC, MES etc - when it comes to differentiating on the grounds of danger to life and serving in war like situations. The "despondency" among the armed forces is to be if treated, it should be of the personnel working at those actual levels in armed forces including the ones in other forces and the Government.
It is though never researched but is of common knowledge that there is a high irrationality ( "Luck" factor) in Govt distribution of work across the departments vis a vis the deserving equivalent pay for the nature of work . In fact this study in future if taken up in its earnest, may serve a tremendous deal in making Govt more efficient and save huge public exchequer- "who will bell the cat?" There are departments, offices and the posts that have no justifications to exist yet when it comes to paying, they are better off in all its sense- "Reaping the benefits of Last birth's Karmas".
The argument holds good that Why should not the Civilian officers working in difficult situations of terrorists/ naxalite affected areas also be allowed to enjoy the same facilities and perks- like free clubs , CSD, free ration, dedicated schools and colleges, leave rules, subsidised travel/assured admissions/reservation in jobs/training for post retirement job etc; as given to the also Armed Forces officers who work only as subsidiaries to the fighting units and the ones mostly posted in the peaceful stations like Metros and bigger towns and cities.

Data Entry Operators suffering

We the Data Entry Operators working in the Staff Selection Commission are suffering from all sorts of problems ie. no promotion even after 16 years of service, no justified First Financial Up-gradation vide the so-called ACP Scheme, no Departmental Tests and no cadre re-structuring etc.
The 'Swamy's News' have recognised the genuine problems being faced by the EDP staff by having published an article 'Computer Personnel were taken for a ride' in their monthly - April, 1990 -Page No. 187. But, the problem is still existing in some departments like the SSC.
The SSC had revised our pay-scale as Rs. 4500-125-7000/- after having implemented the so-called ACP Scheme as we didn't get any promotion even after 12 years of service. So, it clearly shows that the SSC have revised our pay-scale to Rs. 4500-125-7000/- once our basic pay becomes Rs. 5300/- (ie. 12 increments @ 100/- in the previous pay-scale of Rs.4000-100-6000/-).
Hence, we feel it is not 'Assured Career Progression Scheme'.
Our office colleague - a Grade D Stenographer gets his pay-scale revised as Rs. 6500-200-10500/- from this previous pay-scale of Rs. 4000-100-6000/- for having not granted any promotion. It shows that the SSC have revised the pay-scale of Grade D Stenographer to Rs. 6500-200-10500/- once his basic pay becomes Rs. 5300/- ( ie. 12 increments @ 100). Hence, it can be called as 'Assured Career Progression Scheme' which is being granted to Grade D Stenographers, UDCs and LDCs etc for whom the revised pay-scale is invariably the present basic pay.
The SSC have also failed to conduct any Departmental Tests for their DEOs even though the same was provided in the Recruitment Rules for the post of 'Hellorith/Technical Assistant revised as 'Data Processing Assistant Grade A'. In fact, the officers have intimated us that there is no provision to conduct any such Departmental Tests for the DEOs which is incorrect.
As you are aware, all the 3 departments of 'Department of Revenue' - Income Tax, Central Excise and Customs where thousands of Data Entry Operators were working, have re-designated all the DEOs as 'Tax Assistant' and 'Senior Tax Assistants' which enabled them to become 'Inspectors' after re-strucuring was over.
But, the SSC have again failed to consider the restructure the EDP cadre.
From the above mentioned genuine prevailing facts, may we humbly request you to kindly arrange for needful by publish this letter in your website in the prominent place which will benifit all the DEOs of the SSC.

ACP for DPs and LDEs
The ACP scheme dictated by 5th CPC was partial to those who had passed LDE. It equated both DPs and those who passed LDEs. Now the 6th CPC is also silent on this issue. The authorities should spell out clear-cut provision that 10 years' period be enumerated from the date of passing LDE and should not wait for 20 years from the date of initial appointment in GOI. If an official passes an LDE then his first promotion should be at the completion of 10 years from the year of passing the LDE. Otherwise he does not get due credit for passing his LDE.

Raising retirement age will neutralize feel good

The raising of age from 60 to 62 years will neutralize Take for eg. the cases all the feel good that Government has given with the pay hike. It is a politically bad decision on the eve of elections. Conress will lose votes, Govt will lose some of its best workforce who will noq quit service.

Already employees beyond the age of 55years are enjoying in the various bhawans, while the young employees are being exposed.
