the nation. During the year 2007-08,LIC completed 375.90 lacs new policies with first premium income of Rs.43812.86 Crores with this the total number of inforce policies of LIC crossed the mark of 23 crore in individual insurance. More than 2.21 Crore persons were covered during the year 2007-08 under various social security schemes managed by LIC. Newly introduced Scheme "Aam Admi Bima Yojna also registered excellent response and more than 46 lakhs heads of the rural landless households have been covered till date under this scheme. As at 31st March 2008, LIC has invested Rs 82,022 crore in the Infrastructure and Social Sector. LIC has been ranked as the most trusted service Brand in the Economic Times Brand Equity Survey for the fifth consecutive year in 2008. LIC's overall ranking across all categories has gone up from 27th to 12th in this survey. Out of the total Maturity Claims settled over 97 per cent are settled on or before the date of maturity and over 92 percent of the total Non Early Death Claims are settled within 20 days of intimation. LIC is the largest user of Information Technology in the insurance sector and it has networked all its 2048 branches and 340 satellite offices to provide the convenience of anytime premium payment to all its policyholders. For the benefit of customers, LIC has also made available various alternate channels of premium payment like internet, ECS and ATMs. Recently ,another facility has also been given to the policy holders to pay their premium by just sending an SMS. Currently this facility is available to the account holders of Corporation Bank only. The world class LIC portal has a facility of online registration and policyholders can get information regarding their policies and effect simple transactions like change of address etc.. sullied!!!! Forum I wish to highlight through your esteemed website (whispersinthecorridors.com) a discrepancy observed in the implemetation guidelines issued for 6th pay commission. Please include the following in the FORUM section of the website: The implementation guidelines issued by Department of Expenditure (Implementation
Cell) vide F.No. 1/1/2008-IC dated 30-8-08 seem to have ignored the
grade pay while calculating the initial pay. Case of NFSG (S-24) scale
of Rs. 14300-400-18300 may be seen. The table is on page 29 of the referred
letter. For basic 14300 & 14700 as on 1-1-06, the revised pay in
pay band is shown Rs 37400 i.e. lowest of PB4. This is correct as 14300*1.86
= 26598 is lower than the lowest of the pay band (PB4). Now for 14300+2
or 3 increments i.e. basic 15100 & 15500 on 1-1-06, the revised
pay in pay band is shown as Rs. 38530 i.e. 3% has been increased only
on the pay in the pay band ignoring the grade pay (37400*1.03 = 38522
rounded to next 10 is 38530). As the grade pay is 8700, so the correct
pay in pay band for basic 15100 & 15500 (on 1-1-06) should be 38790
i.e. 3% should be increased on pay in pay band+ grade pay (37400+8700
= 46100; 46100 *1.03 = 47483 i.e. 47490; 47490-8700 = 38790). This is
confirmed by the illustration no. 5 on page 64 of the gazette notification
issued on 29-8-08. This illustration clearly shows rate of increment
as 3% of pay in pay band+ grade pay. As there is discrepancy between
the gazette notification and the implementation guidelines, so someone
should officially ask for clarification form Department of Expenditure
otherwise the implementation guidelines may become de facto rules and
would have implications on the annual increment calculations also. Regards Avinash Agarwal ITS-1992 Batch Does CBDT really neeed a transfer policy Any sane person would say no to the type of policy we have .We have
experts in foreign taxation, in investigation, assessment of various
trades and business and professions and also those who have over a period
of time developed various competencies which remain to be recognised
because of the subjective element and the infighting in the cadre. These
experts are sought after by private set ups because no where can you
have an expert in administration, expert in various aspects of taxation,
and expert in dealing with government set up which is the icing on the
cake. Those business houses who have realised this ,are quick to grab
the taxman but it is unfortunate that the government does not realise
the value of such an experience which can never be there with an officer
of any other service .The Taxman deals with a large no of persons from
different vocations or trades and also with servicemen and so called
legal luminaries who claim to work in the interest of taxpayers, but
the same guy is able to lift the veil and break the racket and detect
evasion,in view of his experience. Under the circumstances, it is highly
illogical to waste the expertise by applying the thumb rules of transfer
guidelines and posting the competent officers in far flung places after
they have gained in experience, It may be good to have the A B C city
concept up to the level of assessing officers ,because in the process
they get exposed to different environments, but it is fool hardy to
apply the same to higher levels of additional commissioner and above.
The CBDT transfer policy makes various exceptions but they are mostly
being misused either on account of wrong claims or for reasons which
are easily understood.Thus the exceptions far out weigh the do's in
the policy.Most of the officers who need a change ,but have not hit
the upper ceiling when they ought to be transferred out have their requests
rejected or not considered because they are not familiar with the system.
In fact we do not require a transfer policy but a guideline to deploy
the experienced officers in various positions so that their expertise
is of use at a place where it matters and not at a place where the investment
in such officers is wasted by the department. There is no fun in posting
incompetent officers in MUMBAI or DELHI and posting our most experienced
officers in places like Orissa or Bihar or any other state where the
expertise acquired by them over a period of time which is only relevant
to some of the important places is wasted. It is a shame that such competent
officers ,who are experts in their own right ultimately suffer ,on personal
and professional account just because of the transfer policy which has
more exceptions for favorites, ladies and cheats and none on the basis
of seniority or for expertise in different specific fields . Ranjan Sahay IDES Shantanu Ms. Shabana Azmi It is important to change the mindset of everyone ( Hindus and Muslims
)so that the religious identity of a person does not come in the way
of any one in accessing the benefits which the state or society offers
to the citizens. More than 60 years after independence if anyone from the minority community
points out to a discriminatory practice, the grievance should be objectively
looked into and, if found to be genuine, it must be redressed. Asking
the person to migrate to another country is just the kind of prejudiced
response, which should not find place in civilized discourse. P K Lahiri I do not agree with Joyal and Bhimani. I think majority of the Hindus
feel the same way. A large majority of the Muslims are patriotic, they
love India and have no desire to leave their motherland. Misunderstandings
are not uncommon among siblings, families and communities. What is important
is that communal colour is not given to individual grievances by blowing
them out of proportion. Shabana Azmi is a Social activist and she and
her celebrated husband Javed Akhtar have contributed to the cause of
communal harmony in the country and have always raised their voice against
Muslim fundamentalists at a grave risk to their personal security. There
are millions like them though they may not be speaking out like them.
Contribution of Islam to the cultural richness of India cannot be belittled.
We will be a peaceful Nation only if self serving politicians masquerading
themselves as secularists and proclaiming themselves as the messiahs
of the Muslims do not exploit their raw sentiments. Undertone of my
comments appearing today in Forum is the same. We need to get a lesson
