SAIL facing a tough challenge,says Chairman (UPDATED)
Anticipating the "numerous challenges and opportunities" emerging from the rapidly changing steel landscape of the country with India entering a steel-intensive phase of development, Steel Authority of India Limited (SAIL) is reorienting its approach and strategies accordingly, said SAIL Chairman S.K. Roongta at the company's 36th Annual General Meeting held at Subroto Park in Delhi on September 10,2008. "The challenge of growth is well recognised," and SAIL is decisively proceeding towards long-term sustained growth, he told the company's shareholders attending the meet.The company and the Indian steel industry has come, informed Roongta, "under the conflicting pressures of contending with sharply rising input costs, yet need to contain its product prices in order to check inflation. The industry has responded to the Government's concerns on steel price rise. However, with the country again becoming a net importer of steel, as a long-term solution it is imperative that new production capacities come up. Moderating prices in spite of substantial increases in input costs and yet maintaining margins to generate resources for further investments, is going to be a tough challenge for the steel players."The record turnover and profit, best-ever operating efficiency parameters and highest-ever production and sales achieved by SAIL during 2007-08 and in the first quarter of the current financial year indicated the success of the company's strategies, especially relating to improvement in equipments and labour productivity, aggressive cost cutting and jump in value-added steel production, felt Roongta. SAIL's confidence about sustained growth in steel consumption in the country remains intact, in view of "the steel-intensive development being witnessed in the Indian economy and the major steel-consuming industrial sectors", he remarked, and reiterated SAIL's plan to proceed with the ongoing modernisation & expansion programme to take hot metal production capacity to 26 million tonnes.Sharing at length the measures taken in this regard, Roongta told the company's shareholders that SAIL is strengthening raw material security and distribution network, giving impetus to new business initiatives through collaborations and joint ventures, and developing new and superior grades of steel to provide enhanced value to customers. In addition to the various strategies being implemented for meeting SAIL's raw material needs, Roongta informed that the company has already started the process for development of a four million tonne per annum capacity coking coal block with captive washery at Tasra and development of Sitanala coking coal block.

Glaring anomaly in pay fixation
The revised pay corresponding to the pre-revised Basic pay of Rs 16,400 in the Pre-revised Scale S-26 is sought to be fixed lower (at Rs 39,690) than those drawing lower Pre-revised basic pay of Rs 15,900 in the lower Pre-revised Scale S-25 whose pay is being fixed at Rs 40,890. This is a glaring anomaly as those drawing higher basic pay in a higher Pre-revised Scale cannot be made to draw lower pay than those drawing lower basic pay in a lower Pre-revised Scale. The matter needs to be looked into immediately to remove the anomaly.

Resentment over Cabinet decisions
There is considerable resentment across the board in the All India Services and amongst the central Services at the order issued by Ministry of Finance, Department of Expenditure on August 30, 2008, regarding the implementation of the Cabinet decisions regarding the 6th Pay Commission. It appears that the Secretary expenditure, Sushma Nath, is hell bent on perpetuating the mischief she created as Member Secretary of the 6th CPC. The Government Order clearly violates both the letter and the spirit of the Cabinet decisions on many specific points showing clearly that when it comes to protecting their primacy the IAS will not bow even before our elected political executive. The IPS Central Association is meeting today and submitting a detailed memorandum in this matter. The other services are also planning to meet and submit their protest at this blatant subversion of the cabinet decisions.

Do we really have equal pay and allowances for equal work?
Do we have equal pay and allowances for equal work in the Government - if so, are spouses of government servants working in the government getting same perks and privileges for putting in same hours of work? e.g Why one spouse is denied HBA saying that the other spouse has already been given the allowance. A big anomaly is concerning railway spouses - it has been stated that they will not get LTC as their spouse is entitled to a few passes. The thought behind the statement is clearly clouded as it also refuses to address the fact that railway pass does not entitle a person to air journey which otherwise a person on LTC can do. Officers family are denied entitled higher grade status in their travel in Railways as well which otherwise in LTC they can do. They are also denied the opportunity to visit places like Leh, Andman, Nicobar and Lakshwadeep islands available to other employees in Central Government on LTC. With the introduction of encashment of leave upto 60 days on LTC railway spouses are at a further loss due to oversight concerning this rule in Central government.
It is worth noting that if the spouses are working in the Central Govt. organizations, both of them are entitled for LTC and if the spouses are working in the Indian Railways, both get their facility of passes independent of each other. But when both are separately in Central govt. and railways, the rule suddenly gets skewed. High time this anomaly was addressed.

This commission informed that 3 ACPs (or three promotions will be given) after completion of 10, 20 & 30 years. On the reading the resolution, we came to know how we have been fooled; in the sense that these three ACP will be according to the Grade Pay in the Pay Bands and not as per the employees respective designation. This cunning interpretation has even nullified the earlier benefits of two ACPs which was there. In case of a steno; after 30 year he will get the 3rd ACP and that too a Grade Pay less than that of a PS. Before this, the scale of a PS was available at the time of 2nd ACP. In fact this is a demotion and a very clever way of hitting the lower staff below their belts. The concerned officials should be really ashamed of this stupidity. Now the interpretation of fixation of pay is such that they are trying to restrict the amount that a employee should get. After all a govt. employee has earned this amount and this should be given in full but not be limited with some illogic interpretation. But exactly, a version opposite to this has given to public and misled them. Atleast we employees though we are small in designation; but big in heart feel ashamed of this.

Children Education Allowance
The Children Education allowance (Rs.1000/- per child), as recommended by 6th CPC, and further accepted by the Government, is an important step towards increasing the education level in the country. The Pay Commission with its Member Secretary as a women and some more senior women advisors/ members in Secretariat of the Pay Commission could have had thought of giving some additional advantages and special considerations for the education of a Single Girl Child (in comparison to uniform 2 child recommendations) and promoting the very relevant cause of building into the psyche of at least in Government Personnel the importance of a girl child. The education for single girl child should be free in Govt. as well as in Public Schools. The Government may still take appropriate action in this regard.

Injustice to Group 'C' & 'B ' Govt. employees in the 6th Pay Commission
I may point out discrepancy in the Pay Commission finally accepted by the Government. In the report, there is huge increase in upper level while lower level gets meager increase
As all know, around 95% Government employees are in Group 'D'.'C' & 'B '. However, there increase is very modest. All these would get basic pay [ pay in pay band + Grade pay] less than Rs. 20,000 whereas, Directors and above would get at least Rs. 46,100. It may be added here where all Group 'D'.'C' & 'B ' Government employees are getting pay in the pay band by multiplying 1.86 factor whereas Directors and above level officers would get by multiplying 2.40-2.61. This is almost more than 10 years benefit / increment at one go for them. It is basic principle that pay should be multiplied by almost the same for all Government employees. Why the Government is giving benefits of more than 10 additional increments to Directors and above level officer. Is it not hand and glove of the senior bureaucracy who distributes benefits heavily to their kith and kin cadre whereas lower level staff got almost nothing in compared to that?
It is a decided fact that lower level staff gets some financial benefits due to promotion. However, in the present report, only one increment is granted on promotion. It is highly derogatory recommendations which give only pecuniary benefits for remaining service period for all Group 'D'.'C' & 'B ' Government employees. Needless to add, higher officer have already got fixed their pay in such a high level and got additional increment without any proper justification, that they need not to bother in this regard.
One eye-wash is made to most of the Group 'C' & 'B ' Government employees whose initial basic pay lies between 5000 to 8000. Most of the cases, pay commission recommended for up-gradation in the next pay-scale for example employees getting salary in Rs. 6500-200-13500 would get Rs. 7450-225-11500 etc. . However, their pay fixation would be made on the basis of pay drawn as on 1.1.2006. for example, in spite of upgradation to the pay scale of Rs. 7450-225-11500, if a Govt. employee is drawing Rs. 6900/-, they would get only 6900 x 1.86 = Rs. 12834/- and not even minimum of the prescribed pay scale 7450 x 1.86 = 13857/-. It is huge eye-wash made by the pay commission. Compare it this one a officer getting Rs. 18400/- would get Rs. 44700/- as its pay in the pay band i.e., multiplication of 2.42. Gr. 'A' officer getting benefits of more than 10 years /increment in the fixation whereas Gr. 'C' & 'B ' would get loss of around 3-4 years /increment in the fixation. Is not act of willful trying to sabotage career of lower staff and getting additional shine to Gr. 'A' service?

Parity between Pay of UDC and Assistant
This is in reference to the discussion in the forum about parity in pay between UDC and Assistant. I would like to add one more thing to the same, after implementation of recommendations of the 6th CPC, the existing Assistants will get their pay fixed on their basis of their existing pay i.e a minimum of Rs. 12090 in PB 2 plus Grade pay of Rs. 4200 and whereas a new promotee will get only Rs. 9300 plus grade pay. This leds to a parity of Rs. 2790 in basic per month. Therefore, the Government should immediately step up the pay of UDC based on the principles of equal pay for equal work.

Views about merger of CSSS with CSS
While confirming historic parity, Courts in various cases with regard to avoidable collision of CSSS and CSS in the matter of promotions and other benefits have maintained that such issues are better decided by an Expert Body set up by the Government. The Government of India set up the Sixth Central Pay Commission which is undisputedly an Expert Body.
The Expert Body has, after a great deal of deliberations, recommended that:
(i) With the advancement of Information Technology there is no requirement of maintaining a separate Cadre of Stenographers and that the CSSS and CSS should be merged to create a Common Cadre, the entry grade of which would be Executive Assistant;
(ii) As a purely temporary measure, the Expert Body also recommended creation of a post of Director-equivalent for Stenographers' Cadre till the merger takes place. This post was to be designated as Principal Staff Officer. The Expert Body recommended creation of this post of Director-equivalent to make good the discrepancies created by the decisions of the Government, in a cadre restructuring exercise in July 2005, to stop the four decade old system of Lateral Entry of Private Secretary as Under Secretary and then to confine the promotional avenues for Stenographers' Cadre upto SPPS [Deputy Secretary equivalent].
(iii) The Expert Body did not touch upon the issue of change in nomenclature of Stenographers at all levels because it has recommended merger and that once merger takes place, common designations will automatically come into play.
As per the Notification issued by the Ministry of Finance on the implementation of the Sixth Central Pay Commission, the decision of the Government on the above three crucial recommendations relating to Stenographers' Cadre as a whole will be notified later.
The Government might certainly be having difficulty in merging all segments of the Stenographers' Cadre. However, one simple way of merger is to restart the lateral entry of Private Secretary as Under Secretary. This would be the easiest and convenient media to commence the implementation of the merger.
Current incumbent Personal Assistants should be designated as Executive Assistant and that the option of Natural Wastage should be applied. The Natural Wastage Option will imply that upon attaining the age of superannuation or promotion as Under Secretary whichever is earlier, the posts thus vacated by Personal Assistants could be filled in by recruiting Executive Assistant. Members of Stenographer Grade 'D' and UDC Grade should straightaway be promoted as Executive Assistant as and when their promotion becomes due. Incumbent Assistants will automatically stand designated as Executive Assistants.
The total strength of incumbents in the Grade of PPS and SPPS is not much. In their case also, the option of Natural Wastage should be applied and that the post of Director-equivalent may also be given to them. However, this may be ensured that SPPS and his/her Deputy Secretary counterpart get their promotion at the same time. It should not happen that a SPPS becomes PSO before a DS or vice-versa. The post of PSO will be a purely temporary measure and personal to incumbent officer. Once a PPS/SPPS/PSO retires, post thus vacated should stand transferred to the General Side.

It is painful to read the mudslinging lowly discussions between CSS and CSSS. I think there is no comparison and every post has its dignity and respect which we should be responsible and careful and see we don't hurt others feelings and sentiments whichever cadre he belongs to. All are important elements of governance everyone is important in its own domain. J.K. Tripathi's comments refer in this regard. If we ourselves show each other's service down tomorrow you cannot stop some readers ask difficult question like what is difference between a pampered pet and the stray one - then there would be no dignity. We must learn to keep to ground and not fly if we have no feathers - such awkward situations occur when we forget what we actually are and cross our boundaries.

Three 1982 batch IPS officers in Rajasthan Laxman Lal Meena,A K Singh and K K Sharma have been promoted to the rank of ADG in Rajasthan.Meena will now be ADG Railways.
