Rajasthan Government gives 6th pay panel scale

Rajasthan Government being headed by Chief Minister Ms.Vasundhara Raje has decided to give pay scale as recommended by the 6th Pay Commission for Central Government staff.A decision to this effect was taken in Jaipur on September 11,2008.Accordingly Rajasthan Government's officers & employees will benefit from the 6th pay panel recommendations with effect from September 2006.Arrears will be given in two installments it is learnt.The first installment of 60 per cent will be given during the current financial year while the remaining 40 per cent arrears will be paid in the year 2009-2010,said an official announcement.

SAIL facing a tough challenge, says Chairman
Anticipating the "numerous challenges and opportunities", emerging from the rapidly changing steel landscape of the country with India entering a steel-intensive phase of development, Steel Authority of India Limited (SAIL) is reorienting its approach and strategies accordingly, said SAIL Chairman SK Roongta at the company's 36th Annual General Meeting held at Subroto Park in Delhi on September 10,2008. "The challenge of growth is well recognised," and SAIL is decisively proceeding towards long-term sustained growth, he told the company's shareholders attending the meet. The company and the Indian steel industry has come, informed Roongta, "under the conflicting pressures of contending with sharply rising input costs, yet need to contain its product prices in order to check inflation. The industry has responded to the Government's concerns on steel price rise. However, with the country again becoming a net importer of steel, as a long-term solution it is imperative that new production capacities come up. Moderating prices in spite of substantial increases in input costs and yet maintaining margins to generate resources for further investments, is going to be a tough challenge for the steel players." The record turnover and profit, best-ever operating efficiency parameters and highest-ever production and sales achieved by SAIL during 2007-08 and in the first quarter of the current financial year indicated the success of the company's strategies, especially relating to improvement in equipments and labour productivity, aggressive cost cutting and jump in value-added steel production, felt Roongta. SAIL's confidence about sustained growth in steel consumption in the country remains intact, in view of "the steel-intensive development being witnessed in the Indian economy and the major steel-consuming industrial sectors", he remarked, and reiterated SAIL's plan to proceed with the ongoing modernisation & expansion programme to take hot metal production capacity to 26 million tonnes. Sharing at length the measures taken in this regard, Roongta told the company's shareholders that SAIL is strengthening raw material security and distribution network, giving impetus to new business initiatives through collaborations and joint ventures, and developing new and superior grades of steel to provide enhanced value to customers. In addition to the various strategies being implemented for meeting SAIL's raw material needs, Roongta informed that the company has already started the process for development of a four million tonne per annum capacity coking coal block with captive washery at Tasra and development of Sitanala coking coal block.

Apropos to the allegation made by Abhinav that the Expenditure Secretary has subverted the Cabinet orders on the 6th CPC, I have never heard such rubbish in my life. Trade unionism, including going to the same political executive whom you may happen to be investigating in corruption cases for your sectional demands, is all very well but let us not use whispers for disinformation campaigns on top of that. As for the particular AIS to which the writer obviously belongs, they should first respect the Cabinet orders by removing "orderlies" from their houses or deduct that person's pay from their next salaries. And only thereafter talk about others not distorting cabinet orders, which in any case is a pretty blatant and absurd lie.

Confusion about pay fixation
There is a confusion about pay fixation of officers who got promoted after 1.1.2006. The Para 11 (i) of the Notification gives a confusing picture. Whether the Pay fixation Tables given by Alok Saxena in his OM dated 30.8.2008 would be available to officers opting the revised scales after 1.1.2006, is not very clear. It seems there are other sub-paras like (ii) and (iii) which have been omitted inadvertently. Attempts to contact Saxena have failed. Will Implementation Cell look into it and clarify the position?

Injustice done by CPC
Now a days in the central secretariat all officials talk about injustice done by CPC and UPA government with UDCs. LDCs/UDCs equated to Peon/Daftary by this Commission and UPA government. It is obvious that they feel frustrated and urge the PM/FM for earliest action and removal of this anamoly. There is huge gap of salary between Assistant and UDC which keep them unhappy because both of them work as dealing hand in secretariat.

Children Education Allowance
With reference to Meenakshi Roy's observations, it is a great opportunity for the Government to promote girl child norms in the country (at least in Government employees). I have one suggestions. If a person desires to get this allowance for his second child (already having one either boy or girl), he should get at the rate of Rs. 1000/-(or Rs. 3000/ as the case may be for hostel etc.). Also for getting this allowance for the first child as a boy, he should get @ Rs. 1000/-. But for the first child as a girl, he may opt for double the amount i.e. Rs. 2000/ (or Rs. 6000/-) by saying that he will have single girl child. He will not get any allowance for the next child, as he has already opted for twice the amount which has covered both the children. In this way if a person opts for single girl child, he will be incentivised in the form of double the amount. This will be a great incentive to the employees for opting single girl child norm. Government should immediately consider this proposal and issue orders. I hope Mrs. Renuka Chaudhary is listening. Officers of Ministry of Women & Child Development (or any other officer who can influence the Government thinking i.e. he is at top level, can move this proposal urgently.

Visuals of protesting teachers being fired upon in Rohtak district of Haryana and death of a lady teacher and merciless beating of Anganwadi Workers in Chandigarh are all indicative of highly brutal and repressive state machinery accountable to no one to whom killing and maiming comes naturally when confronted with agitating citizens demanding humane treatment. Liberal financial benefits by VI Pay Commission to some sections of "public servants" and total neglect of others are bound to create deep resentment and turmoil among sections of people. Merger of CSSS with CSS
During the last few days, I have gone through the comments of various colleagues belonging to CSS and CSSS on the above subject. I am a retired Senior PPS (CSSS). Based on my own experience of 40 years service in the Government of India, I would like to submit my views in this regard which are as under.
At the outset I would like to clarify that it is not a fact that the role of CSSS is confined to stenographic assistance at different levels. Coming to the type of job profile of CSS and CSSS Officers, I would like to say that while CSS Officers have to handle only one kind of job i.e. examination and submission of papers/files, drafts to their seniors (mostly IAS Officers) to facilitate decision making and policy formulation, the Officers belonging to CSSS have to perform multifarious duties many a times including the type of work done by the CSS officers. Just as in the case of CSS or any other services, the responsibilities of a CSSS Officer change as an officer gets promoted to higher levels.
I rather feel that the job of a CSS Officer is a bit comfortable as compared to that of a CSSS colleague because a CSS Officer can function according to his own action plan. He/She is master of his time so long as he can meet the target fixed for him. But on the contrary, a CSSS Officer always has to function within the framework of time set by the senior officer to whom one is attached. Thus, there is always a kind of pressure under which the CSSS Officer has to work and prove his efficiency and capability. Even in such tough circumstances, the CSSS Officers at senior levels are providing valuable management assistance to the top-level functionaries and facilitating the work of the Government.
The duties of a CSSS officer become more and more executive in nature; be it management and coordination of important official meetings, handling various high level delegations, submission of draft notes and briefs, maintenance of record for classified documents, taking care of the PR aspect, management of the time of the top functionaries and providing all requisite assistance and inputs to enable them to function and run the Government efficiently. With the computer age, the stenographic work has got reduced significantly at the high levels of policy and decision-making. Grade B and Grade A officers of CSSS at the level of Private Secretary (equivalent to SO of CSS), Principal Private Secretary (of the level of Under Secretary of CSS or any other service) and Senior Principal Private Secretary (equivalent to a Deputy Secretary in Government of India) are performing no less important executive, secretarial and managerial work as compared to their CSS colleagues at the same level. Simply, because in the scheme of the hierarchy, they are attached to individual officers, they do not become inferior to their brothers in the CSS. There are a number of instances where CSSS Officers at the level of PPS/Sr.PPS (including myself) have worked as OSD (at the level of Under Secretary/Deputy Secretary) in different important Ministries/Departments and have discharged their duties to the entire satisfaction of their superiors. I do not think any bigger proof of the capabilities of CSSS Officers is needed to consider them at par with their CSS colleagues.
It would only be fair that the services rendered by officers of CSSS Officers are seen and appreciated in the right perspective and suitable steps are taken to merge the CSSS and CSS cadres as recommended by the Sixth Central Pay Commission.

CSS vs CSSS
It appears that SK Tripathi has taken my views personally. I did not mean to hurt any CSS officer, neither my language was like that. He is against calling a stenographer a CSSS officer. As far as I know CSSS is a recognized cadre and while effecting cadre restructuring and giving class 1 status to CSSS officers enough care of duties of PPS/SPPS had been taken. Moreover, calling an officer does not automatically make you policy maker. Tripathi thinks that it is only Section officer who is entitled to be called officer!!! As far as policy making is concerned, does Tripathi feel that it is CSS officers. If he feels so, he is doing a mistake and should correct himself. If CSS is policy maker then what IAS and IFS lots are doing??? Tripathi ji ankhen kholiye - we are in a democratic set up and it is not a one man show that anything can be dictated by anybody. He must think that there are specialized agencies like DOPT and from time to time CPC is constitute to make the system more efficient. A peon is fit enough to climb the ladder and become an US/DS whereas a stenographer is denied this right. Tripathi's another suggestion that PA should only get upgraded upto PS is also a mockery of the system - if a person joins as PA at the age of 22, is it feasible enough that in his 38 years career he is given one promotion???
Tripathi did not understand my version fully I did not compare a CSSS officer with that of Defence Secretary /Cabinet Secretary /Foreign Secretary. Actually I had stated that CSSS officers are the one who are manning/handling the officers of such high dignitaries like Defence Secretary /Cabinet Secretary /Foreign Secretary etc. He should visit such high offices to see for himself.

Injustice by sixth pay commission to LDCs
Through your esteemed column I take the opportunity to raise my voice against the injustice done by the sixth pay commission with the LDCs. I would like to comment that, not only the LDC but in whole structure of Pay Commission report has been made keeping in view the encouragement of the Bureaucracy. It is not understood by our democratic Government that Bureaucracy is not a acceptable measure to lead the workforce. A sincere effort with good knowledge of basic functioning and need of an organisation is more fruitful than Bureaucratic theory of Administration. Quick promotion from subordinate rank to the top can be more fruitful at in a developing country like India. It requires coordination, cooperation and sweet relation among the all categories of workforce from top to bottom. A large variation in salary between any level discourages the subordinate. It is seen in general that every superior rank has a tendency to push the responsibility to subordinate one in our system of Administration. Specialists like Doctors, Engineers, CA, Scientist must be at Higher Level always but not a simple graduate having no specialisation through an examination like Civil Services. They even unable to guide their subordinates except following some bookish rules and throwing the responsibility to them. Government and pay commission should again review their opinion and give a justified and encouraging decision. ACP Scheme is not enough solution for this. It only beneficial to certain categories only. In addition to ACP scheme, a time bound promotion scheme from one grade to next higher grade should also be introduced. Departmental examination system in various departments should also be kept in view for this scheme.

LDC and UDC
I totally agree with the comments made by Tripathi about Stenos/PAs. Definitely there is no need to waste government revenue on these type of posts which plays no role in decision making of the government. Even an LDC or UDC are doing more work than these PA/PS whose work is only to attend phone-calls & taking dictations where no competency is required. These works can easily be outsourced at less than half the amount they are being paid with better efficiency. In their entire career there is no change in their work profile then why should they demand for promotion or parity with CSS officials.

It is for this that they seek deputation or placements outside or in government of India. I understand that the same holds good for All india service and central service officers in all those states where the non local officers are less in number. Bihar, J & K , MP and UP occupy the top 4 positions. Madhya Pradesh has thus done well in these years it seems! And the report says that in Madhya Pradesh---"The survey ascertained that nearly Rs 883 crore (Rs 8.83 billion) was paid as bribes in the year 2007 by BPL (below poverty line) families to avail of these public services -which include getting a ration card as well as for admissions in schools. Of the entire bribe money, Rs 214.8 crore (Rs 2.148 billion) was paid to the police."
Now thats quite an eye opener for the politicians in MP ! Police alone seems to be doing much better(24%) than everyone else in MP!
