Rajasthan Government gives 6th pay panel scale
Rajasthan Government being headed by Chief Minister Ms.Vasundhara Raje has decided to give pay scale as recommended by the 6th Pay Commission for Central Government staff.A decision to this effect was taken in Jaipur on September 11,2008.Accordingly Rajasthan Government's officers & employees will benefit from the 6th pay panel recommendations with effect from September 2006.Arrears will be given in two installments it is learnt.The first installment of 60 per cent will be given during the current financial year while the remaining 40 per cent arrears will be paid in the year 2009-2010,said an official announcement.

NMDC pays final dividend of Rs. 210 crore to Ram Vilas Paswan (UPDATED)
The National Minerals Development Corporation (NMDC) presented final dividend cheque of Rs. 210.64 crore to Indian Minister for Steel, Chemicals and Fertilisers Ram Vilas Paswan in Delhi on September 12,2008. Speaking on the occasion, the Minister said that NMDC paid interim dividends of Rs. 430.37 crore earlier this year. With this the total dividend paid by NMDC to the Government for the year 2007-08 become Rs. 631 crore, which is the highest ever, dividend paid by NMDC.Presenting the cheque, Chairman and Managing Director of NMDC Rana Som said that NMDC has not increased prices of iron ore since October 1, 2007 & are much lower than the international market. The price revision is due from April.

Amul donates Rs. One Crore Worth Milk Powder
The Gujarat Co-operative Milk Marketing Federation (Amul), the apex body of 13 Milk Unions of Gujarat having a membership of 27 lakh farmer members has extended a helping hand to the flood victims of Bihar. During its meeting held on September 9,2008 the Board of GCMMF has decided to provide assistance to flood affected victims in Bihar in the form of Skimmed Milk Powder and UHT Milk, amounting to Rs. one crore.

Fixation of Pay - Staff in a fix
Pay of new entrants gets fixed at higher stage in the revised structure of band system than the existing employees belonging to same cadre drawing pay at the minimum of the scale of the post. This happens in the scales of 3200-4900 (4 initial stages), 4000-6000, 4500-7000 and 10000-15200 (1st stage in each). Distortion is the direct result of raise in the rate of increment to 3% from 2.5%.
Take an example of UDC. A new entrant will be get fixed at Rs.9910/- while the existing UDC who was on the minimum of the scale (Rs.4000/-) would get Rs.9840/-. Employees in some offices may get stepping up of pay to that of his junior new entrant, but what will happen in the CSCS where provision of direct recruitment to the UDCs cadre does not exist. Still, worst is the case of those brilliant LDCs who happen to qualify the departmental examination in early years of their service and who were getting hefty jump in their pay - professed motivation will get diluted with the introduction of Band system in replacement of scales.
Option to switch over to revised pay structure from the date of promotion will only mean forgoing the fatty sum of arrears. The option of fixation from the date of promotion is available only for promotion happened to be between 1.1.06 till date of notification. Further, those transferred from other posts have been denied right to option and are to get fixed at a very lower stage as such are bound to lose in both the cases.
With the introduction of band system, pay of the promotee henceforth is to be fixed with reference to his pay stage in the band itself. An LDC in CSCS with 6 years of service working as adhoc steno qualifies departmental examination and is promoted as UDC will be doomed as his pay will be fixed at Rs.9290/- as against initial of Rs.9910/- for the new recruit. Earlier the promotion, wider will be the gap between the pay of the promotee and that of the new recruit in the same cadre/scale. Where is the incentive left? This peculiar situation never arose in implementation of earlier CPC reports. Had the minimum for each post/scale been fixed, this situation would not have arisen.
Resolution and Notification takes care of those whose increment falls between 1.7.06 and 31.12.06 by providing increment on 1.7.06 in the revised pay band even before their completing one year besides those who are stagnating at the maximum of the scales for more than a year providing one increment in the revised pay band on 1.1.06 itself with DNI on 1.7.06. It is also noticed that OM No.1/1/2008-IC dated 30.8.08 takes care of cases where increment was due on 1.1.2006 wherein it provides for an increment in the pre-revised scale before arriving at the fixation in the new pay band structure. But these documents are silent in case of those whose increment falls during Feb 06 to June 06. There seems to be something amiss as a set of employees cannot be denied their right to increment even after completing one year service at any one stage while others have been showered benefit of increment just on completing 6 months service. Not only this will drastically reduce the arrears but would result in lowering of average emoluments for the purpose of calculation of Pension for those retiring within the period upto March 07.
Probably clue lies in OM. In all cases where increment was between Jan 06 to June 06 increment should be allowed in the old scale on 1.1.06 before fixing pay in the pay band structure with DNI on 1.7.06 as envisaged for those whose increment was due on 1.1.06.
Pension - Tension to those retiring before the date of notification even after completing 33 years of pension while Commutation Value to base on New Table.
Rule 5.2 of the OM dated 2.9.08 relating to Pension etc. provides for 50% of last pay drawn or average of 10 months pay, whichever is beneficial to the employee as Pension for those retiring after rendering 20 years of service. But Rule 5.4 states that these provisions will not be applicable to those retired between 1.1.06 and date of notification. In such cases then it is totally unjustified to make another disadvantageous 'New Commutation Table' applicable from 1.1.06 which provides very lower purchase values as compared to Old Commutation Table - causing double loss due to making one thing applicable from the date of Notification and another from 1.1.06. This is unfair to this set of employees as the constitution of Pay Commission itself was delayed. It seems the intention of Rule 5.4 was to disallow the benefit of full pension to the retirees with less than 33 years of service and not to disallow benefit of 50% of last pay drawn to those retired with full pension during this period (1.1.06 to the date of notification).
Pity those whose increment got deferred to 1.7.06 and retired between 28.2.06 to 31.3.07.
If provisions of Rule 5.2 are denied to the employees retired even after completing 33 years of service whose increment gets deferred to 1.7.06 owing to that being between 1.2.06 to 30.6.06 happened to retire within March 07, he will be hit below the belt. These employees have lower average emoluments which will entitle them to drastically reduced benefits of pension, its arrears and additional commutation value which works out lower based on New Commutation Table containing reduced purchase value than old Table. The provision of Rule 5.4 seems to be related to only those retiring with less than 33 years of service.
Unfair treatment to lower strata of employees vs. Gr. "A" officers.
Grade Pay as 40% of maximum of each of the existing scales has been granted up to the entry scale of Group 'A'. It has been revised upward in regard to higher officers in Group 'A' without justification.

Why whispers is silent about the Armed Forces representation to the PM ?
How come whispers isn't saying anything about what is happening about the Armed Forces representation to the PM, about the changes they want in the notification for the defence officers? Take e.g. Lt. Cols to be in PB4, and Lieutenant Generals to be in HAG+? I'm also curious... who is behind the spurious reports to the media that Army Commanders are in HAG+, and Chiefs of Army Staff, etc are in the same band as Secretaries to the government (Rs 80000 fixed)? It is well known in government circles that the Chiefs of Staff, since Sam Manekshaw have been in the same band as the cabinet secretary, and before, used to be in a higher band... too many of these reports have appeared for it to be coincidence. A whisper campaign?

The conclusion that there would be 208 SAG is a misinterpretation. It is in situ promotion for the most neglected service of India, where a 1980 batch officer is still at Director level. This is one the reasons why now it is getting difficult to get candidates for recruitment examination.

Demands of CSSS merger with CSS
I am a CSS Officer. This was my preferred choice at the time of joining service. Similar is the case with CSSS officers when they joint at the level of Grade D/C stenographer. There is no denying that the stagnation at each level of promotion in CSSS is greater as compared to those of CSS. This has happened on account of consistent efforts of the members of the CSS. With due regard to CSSS officers, if they think that there is stagnation in their cadre, why do not they fight for this on their own and get their cadre restructured so as to ensure career progression even better than CSS. CSS will not at any stage oppose this. CSS comes into picture when attempt is made to eat out the posts earmarked for CSS Officers. Is it not a fact that the Assistant Grade Examination is open to all graduates and those joining stenographic line also appear in that examination. Those who pass the exam join this service and the unsuccessful can not join CSS. There may be some of the CSSS officers who even after passing the Assistant Grade examination preferred to join CSSS. Because, this might have been their preferred job satisfaction. These officers of CSSS still want to remain in CSSS and are not supporting of the proposed merger. As regard the debate as to whose duties and responsibilities are better, I would like to assert that CSS is not demanding its merger with CSSS, it is CSSS who is demanding the merger of CSSS with CSS. I do not want to jump into the debate as which service is better- CSS or CSSS. If CSSS officers think that they are performing higher duties and responsibility, they should continue to do so as member of CSSS and they should aspire for merger with a inferior service like CSS. An honest soul searching and applying the principle of empathy will guide CSSS officers to come to the conclusion that the recommendation of Government for the merger of CSSS with CSS is nothing but a ploy to ensure that CSSS and CSS fight with each other. My humble advice to CSSS officers is to go for peaceful struggle for the betterment of the career progression in their service as was done by CSS and to leave the thinking that CSSS will be getting everything that will accrue to CSS by way of their struggle. Time has come for CSSS to come out of the comfort zone and fight for their cause of career progression. I as member of CSS wish CSSS every success in their struggle.

CPWD & CGHS posing problems
Government employees in Delhi are facing day to day problem with interaction to Government Department like CPWD & CGHS. I am also a victim of CGHS & CPWD. Those Government servants who are living in Government accommodation & avail CGHS facility are always humiliated by CPWD & CGHS employees. A lot of people have earlier wrote on this whisper about CGHS & CPWD. Now I & all government servants request Dr. Suresh Mehrotra to kindly start a voting in r/o CPWD & CGHS on this whisper that which one is the most corrupt & problem creating department. After a month, this poll result must to send to M/o - Urban Development & Ministry of Health, Government of India, so that higher authorities i.e. Minister, Secretary etc. come to know that how poor the performance of these departments is. I am sure 80% of the government employees who avail these facilities are victim of CPWD & CGHS and they would surely vote. Kindly start polling on behalf of the government employees & also for the common people who also suffer badly due to corrupt CPWD engineers & doctors.

Tatas see a great opportunity in the stalemate !
Now when matter regarding Tata's plant at Singur is reaching towards solution following conciliatory approach of Mamta Bannerjee Government of West Bengal & efforts of Governor GK Gandhi,Tatas appear to have hardened their stand and have suspended all work as per the latest news reports. It appears that following generous offers made by CMs of so many states, vying with each other, to provide land and other facilities and concessions , Tatas see a great opportunity in the stalemate and may try to further improve their landholdings in the country. In Gurgaon , Tata Housing is constructing apartments to be sold at more than Rs one crore each . Will Tata ever consider making affordable dwelling units/flats to be sold at Rs one lakh each on lines of their Nano car. While Ratan Tata, as per his own admission, was deeply moved by the sight of entire families riding on a two wheeler ,how come sight of millions of people living in sub human conditions in the metropolitan cities never moved him .

Arora was very caring and easily accessible
I could never think that I shall be writing the obituary of S K Arora former Secretary ( Youth Affairs).We were peers while serving as Joint Secretaries in DOP&T in late nineties .I was greatly impressed by his forthrightness, transparency and excellent communication skill. Very caring and easily accessible, he was to all and sundry! My heart-felt condolences to his family in this hour of crisis!

Estate Department needs to revise cut off date
The cut off date for allotment to type VA government accommodation as per the rules of the Estate Department has hitherto been reckoned as the date a person reaches the Rs 12,000 basic pay ( effective from 1/1/96). The sooner you reach the scale, the higher is your priority in the waiting list. Now, the scales have been revised and the Estate Department has to come up with a circular revising the cut off date of eligibility to 1/1/2006 and also incorporating the revised scale relevant to the old scale of Rs 12,000. All allotments beyond the notification of pay revision by the Estate Department ,by adhering to the old pay scale, may not be legal.
