Now there is going to be mandatory mid-career training programme for
the IPS officers in the country. Training will be imparted at the National
Police Academy, universities abroad and also at the IIMs.
Cabinet reshuffle likely next month
As the grapevine has it much awaited reshuffle of the cabinet being
headed by Indian Prime Minister Dr. Man Mohan Singh is going to take
place after Dr. Singh is back to India from the US. Chances are that
reshuffle will take place once the nine day festivity of "Navratri

Waiting list be scrapped
All the Waiting List prepared in the Directorate of Estates on the basis
of basic pay on 01.01.1996 should be scrapped immediately and new application
should be called from officers eligible for Type VA and above for drawing
up new waiting list on the basis of revised pay as per 6th CPC as on
01.01.2006.It is wrong and unfair to continue the present waiting list
drawn on the basic pay 12 years old. It does not take into account the
cadre reviews, appointments and promotions which took place during these
12 years in DS or higher scales after 01.01.1996.

Government vide OM of DOPT NO. 13018/2/2008-EStt.(L), dated 11th Sept.
08, has substantively increased the quantum of Maternity Leave and introduced
the Child Care Leave for women. This is good news for the family who
has a employed lady but what about the male. Is he not responsible for
child birth or child care. I think male parents are more involved in
child care in today's nuclear family norms, as the housewife has to
perform almost all household works and get a few time for child care.

officers are in SAG since last two years.
To state that the promotion is in-situ again is misleading as so many

The original UPSC recommendation for appointment has been altered and
so many of 1985 and 1986 batch officers have superseded 1984 batch officers.
ISS cadre management has concealed many things than they revealed.

Let us resolve to be more reasonable
It is strange that we have to depend on reports from some organisation
to know the corruption level in country. At least, we the officers know
everything and still pretend this country is being run according to
the constitution. Who does not know how the officers are being posted
by paying money to the ministers. The chief secretaries have little
role other than signing the whims and fancies of political bosses. Can
he dare to oppose any order, however unreasonable it be when he knows
he can be shifted out any moment. In other departments too the fate
of Ojha, Bihar DGP, is an indication how things work on ground. If the
top bosses are so helpless, imagine the plight of junior officers like
us. The so called all india services to which we belong have betrayed
the very objective for which they were constituted. Now we are more
concerned in protecting our posting in state rather than the principles
because there are a whole lot of equally competent and more close to
ministers, "son of the soil" officers waiting to occupy our
chairs. Rather than slinging mud on each others services, let us together

If corruption is legitmised?
Think if a proposal is move for legitmising corruption, then what
would happen? Legislatures would be too happy to pass such a legislation
after all they are in any case not expected to be honest. Bureaucracy
would be too happy to make rules for the same of course while taking

IRS officers would also be pleased as it both reduces their workload
and increases the perks of the job. Judiciary may also react positively
as all this ongoing talk of judicial accountability would then rest
to peace. Come on people now let us pass this one legislation which
pleases everybody and all this embarrassment of doing it under the table
should be ended once for all.

Usually it is said that ideal cadre structure should be pyramidal
but the kind of structure which has now emerged oflate for ISS would
confuse all mathematicians to define it as against a pyramidal set-up.
In view of the present scenario, one would wonder if ISS officers would
crave at all for any 2-year parity at Joint Secretary level with IAS.

An ingenious example of speech and politics occurred recently in the
United Nations Assembly that made the world community smile. A
representative from India began: 'Before beginning my talk, I want to
tell you something about Rishi Kashyap of Kashmir, after whom Kashmir
is named.
When he struck a rock and it brought forth water, he thought, 'What
a
good opportunity to have a bath.'
He removed his clothes, put them aside on the rock and entered the water.
When he got out and wanted to dress, his clothes had vanished. A
Pakistani had stolen them.'
The Pakistani representative jumped up furiously and shouted, 'What
are you talking about? The Pakistanis weren't there then.'
The Indian representative smiled and said, 'And now that we have made
that clear, I will begin my speech.'
