Effective Friday, September 19, 2008, all United States Consular
Sections in India will adjust the consular exchange rate from Rs. 46
to the dollar to Rs. 48 to the dollar.This rate change is effective
for all rupee-denominated costs of applying for visas and passports,
including the nonimmigrant visa application fee paid at HDFC branch
banks prior to the scheduling of visa appointments. The new application
fee for nonimmigrant visas is Rs. 6,288 (equivalent to USD $131). Receipts
issued by HDFC Bank prior to September 19, 2008 that reflect a payment
of Rs. 6,026 will be honoured and there will be no need for a supplemental

NMDC
pays final dividend of Rs. 210 crore to Ram Vilas Paswan
The National Minerals Development Corporation
(NMDC) presented final dividend cheque of Rs. 210.64 crore to Indian
Minister for Steel, Chemicals and Fertilisers Ram Vilas Paswan in Delhi
on September 12,2008. Speaking on the occasion, the Minister said that
NMDC paid interim dividends of Rs. 430.37 crore earlier this year. With
this the total dividend paid by NMDC to the Government for the year
2007-08 become Rs. 631 crore, which is the highest ever, dividend paid
by NMDC.Presenting the cheque, Chairman and Managing Director of NMDC
Rana Som said that NMDC has not increased prices of iron ore since October
1, 2007 & are much lower than the international market. The price
revision is due from April.

"ACR Fear : Need To Be Avoided
The ACR plays a vital role in the career of a government servant. So
DoPT should evolve such transparent Performance Appraisal System, which
should have least subjectivity and no room of unfairness and prejudiceness.
Our duty is to provide congenial environment to the officers so that
they could perform effectively. There are examples in some ministries
that some officers are not allowed to get adjusted in the new environment.
First of all, provide them stage only then they can perform better.
Moral of the story is that one should play with anybody's career. Moreover
in the recent judgement of Supreme Court (CA No.7631 of 2002: Dev Dutt
Vs Union of India), ACR, in no more confidential document. It can be
shown to the concerned official. The Supreme Court has held, "Non-communication
of entries in the Annual Confidential Report of a public servant, whether
he is in civil, judicial, police or any other service (other than the
military), certainly has civil consequences because it may affect his
chances for promotion or get other benefits. Hence, such non-communication
would be arbitrary, and as such violative of Article 14 of the Constitution."
The DoPT is requested to issue, in this regard, necessary directions
to all the Departments/ Ministries in the interest of the country as
fear of ACR grading travels in the mind. The transparency in the ACR
System will bring efficiency in the working of Government. Can anybody
through light whether DOPT is acting upon the latest decision of Supreme
Court on ACR?

A big anomaly
A big anomaly regarding government guidelines is regarding railway spouses
who are also employed in Government. It has been stated that they will
not get LTC as their spouse is entitled to a few passes. The thought
behind the statement is clearly clouded as it is not only against the
principle of equal pay and privileges for equal work but also refuses
to address the fact that railway pass does not entitle a person to air
journey which otherwise a person on LTC can do. Officer's family are
denied entitled higher grade status in their travel in Railways as well
which otherwise in LTC they can do. They are also denied the opportunity
to visit places like Leh, Andman, Nicobar and Lakshwadeep islands available
to other employees in Central Govt. on LTC. With the introduction of
encashment of leave upto 60 days on LTC railway spouses are at a further
loss due to oversight concerning this rule in Central govt.
It is worth noting that if the spouses are working in the Central Govt.
organizations, both of them are entitled for LTC and if the spouses
are working in the Indian Railways, both get their facility of passes
independent of each other. But when both are separately in Central govt.
and railways, the rule suddenly gets skewed. High time this anomaly
was addressed and working spouses are not denied privileges like House
Building allowance, LTC on the ground of the other person having obtained
it. After all, the other person has got it on the grounds of his or
her hard hours of work and did the other spouse work any less?

G Sinha observed that all file work including preparation of noting,
drafting etc., explaining rule position and suggesting best option is
done by the Group-'B' & 'C' officials and only signing is left to
Group ' A' officer. This is not fully correct in respect of all categories-
A, B and C. Most of the lower officials simply put up the case and conclude
the notings as- " If approved, we may take action....." (OR)
simply write- " Submitted for orders pl." Here everything
is left on the competent authority to take decision. So decision making
is not simple signing, it is quite significant and includes courage,
authority and accountability.

It is contrary to the Resolution on pension
Department of Pension & PW's O.M. dated 02.09.08' para 5.4 is contrary
to the Resolution on pension. It does not distinguish between length
of service for full pension and amount of pension on the basis of average
emoluments or last pay drawn whichever is more beneficial. Resolution
in item 3 distinctly states that decision on 20 years length of service
for full pension is the only decision which will have prospective effect.
But the O.M. makes a sweeping statement that paras 5.1.to 5.3 are effective
prospectively and that retirees between 01.01.2006 till date of O.M.
shall be governed by old pension rules. This means that despite categorical
decision in item 2 of the Resolution, retirees between 01.01.2006 and
date of O.M. will be denied pension on the basis of average emoluments
or last pay drawn whichever is more beneficial. Since revised pension
orders are to be issued by various Ministries it would be appropriate
if the Department of Pension modifies its O.M. and makes the provision
regarding amount of pension for such retirees in accordance with item
2 of the Resolution.

Merge CSS and CSSS
In reference to the question of Kausal, "Now what option should
CSSS fellow?", I would like to invite all learned readers to comment.
I think the only option left is go merge both the CSS and CSSS instead
of fighting with each other (the policy of divide and rule left by the
British and followed by us). First of all we should whole heartedly
support the merger irrespective of us being CSS and CSSS (since both
of us will be loosers in the long run). Once both the cadres are merged
we should stand united for a better career prospects and fight from
the single ground for the same. I believe that everyone will support
my demand and if not let us shed our differences as it was done in the
days of our nations fight for independence from the British rule. United
we stand, divided we fall.
