6th Pay Panel pension benefit from September
2, 2008
As per recommendation of the 6th pay commission's report, 50 per cent
amount of the last salary drawn as pension will be given to those GoI
officers & employees who retired on or after September 2, 2008.This
means those who sought voluntary retirement (VR) & were relieved
from their job before September 2,2008, will get pension as per the
current pension rules.
Kumawat appointed DG BSF
Special Secretary Home in the Government of India M L Kumawat has been
appointed new DG of the BSF.Kumawat is considered to be competent and
Straightforward officer in the country.1972 batch Andhra Pradesh cadre
IPS officer Kumawat who is alumni of National Defence College had also
been ADG BSF.He will succeed A K Mitra who is superannuating by this
month end.

Ghansham Bansal, Director (Vigilance)/Railway Board, bagged

US Embassy adjusts Consular Exchange Rate
Effective Friday, September 19, 2008, all United States Consular
Sections in India will adjust the consular exchange rate from Rs. 46
to the dollar to Rs. 48 to the dollar. This rate change is effective
for all rupee-denominated costs of applying for visas and passports,
including the nonimmigrant visa application fee paid at HDFC branch
banks prior to the scheduling of visa appointments. The new application
fee for nonimmigrant visas is Rs. 6,288 (equivalent to USD $131). Receipts
issued by HDFC Bank prior to September 19, 2008 that reflect a payment
of Rs. 6,026 will be honoured and there will be no need for a supplemental

Bizzare incident compels DPR, GoMP to change
its age-old advt. practice (UPDATED)
A bizarre incident has compeled the DPR GoMP to change its age-old pattern
of relasing advertising. Public Relations department has shot two missives
to the Editor-in-Chief and Manager Advertising of a reputed English
Forthnightly. What has happened in the instant case is that the marketing
representative of the magazine took Release Orders (RO) for publication
of advertisements but instead of using the ad material to be given by
the departmetal authorities he directly downloaded material from MP
Govt's website. The matter was in Hindi but the Manager Advertising
instead of using Hindi advertisements in an English Magazine thought
it fit to get it translated from outside and without prior of the DPR
and got it printed in the magazine. The English used was awful to say
the least. The moment the concerned issue of the magazine reached Bhopal
DPR authorties were furious.

SAIL leads the Vishwakarma Rashtriya Puraskar-2007

Continuing with its glorious tradition like previous years, employees
of Steel Authority of India Limited (SAIL) bagged 15 out of total 28
Vishwakarma Rashtriya Puraskars -2007 (Perfomance year-2006), winning
53% of total VRP Awards presented by the Union Minister of State for
Shipping, Road Transport and Highways, K.H. Muniyappa at Vigyan Bhawan
in Delhi on September 17,2008. The Vishwakarma awards are given every
year to workers of industrial undertakings for their innovative suggestions
leading to cost reduction, improvement in quality, productivity and
working conditions, etc.Out of the 15 groups totaling 68 employees from
SAIL's five plants, four are from SAIL's Bhilai Steel Plant (BSP) and
Rourkela Steel Plant (RSP) each, while three are from Durgapur Steel
Plant (DSP) and Bokaro Steel Plant (BSL), and one from Salem Steel Plant
(SSP). SAIL employees won the award in three different categories --
two awards under class 'A', six under class 'B' and seven under class
'C'. The winners under these classes received cash prizes of Rs. 75,000,
Rs. 50,000 and Rs. 25,000 respectively alongwith a certificate of merit.
These 15 innovative suggestions of the awardees has helped SAIL accrue
total annual savings of Rs 78.5 crore.

While calculating the revised pay of doctors as per the Sixth Central
Pay Commission there is an error in the illustration notified by the
Government of India with the result that a doctor with basic pay of
Rs.10000/- will get Rs.1938/- less than he should actually get. Whereas
the total prerevised emolument of a doctor drawing a basic pay of Rs.
10000/- come to be Rs.25188 (Rs.10000 BP+Rs6250 DP on BP&NPA+Rs4063NPA+Rs.4875as24%DA
on BP+DP+NPA).
While calculating the revised pay Basic Pay has been multiplied by 1.86
and 24% DA on NPA coming to be Rs.976 has been added making the revised
pay in Pay Band-3 as Rs.19576 rounded to Rs19580.In these calculations
the fact that DP for doctors with basic pay of Rs. 10000/- is Rs.6250/-
whereas by multiplication of 1.86 with basic pay has taken into account
only Rs.5000/-as DP. Which means Rs.1250 DP and Rs.300 as 24% DA on
it has not been taken into account resulting to a loss of Rs.1550 BP
+Rs388 NPA payable on it making the total loss as Rs.1938/-.The actual
Calculations should have been as Rs. 10000/-BP +Rs.6250DP+Rs.3900as
24%DA (on BP+DP) + Rs.976 as 24% DA on NPA making the pa in PB-3 as
Rs.21129 (rounded off to Rs21130) plus Rs.6600 as Grade pay plus Rs.6933/-
(25%0f BP+GP) making the total salary as Rs.34663/ against Rs.32725/-
as calculated in the illustration.

The other day, a person has pleaded to stop writing about 6th pay commission's
topic. Humourously, I found the following words in Hindi 'a Sher' to
explain why this topic cannot be stopped on this forum which is basically
redresses the grievances of government employees :
Reh na paoge kabhi humhe bhula kar dekho, Yakeen nahin aata ho to azmakar
dekho, har waqt mehsoos hogi hamaari kami, apni sooni mehfil ko kitna
bhi saja kar dekho.
So, I request that let this forum live long and let us discuss the issues
related to pay commission, which again I express in humouours words
of hindi :
Koi gila na koi shikva rahe aapse (pay commission's report) ye arzoo
hai ek silsila bana rahe aapse (with whispersinthecorridors forum) bus
ek baat ki ummid hai aapse (with finance minister) khafa na hona agar

Injustice with UDCs of CSCS
I would like to once again raise our voice regarding injustice done
with UDCs of CSCS by this government and pay commission. It is very
sad to say that while UDC and Assistant, both work here as dealing hand
and their work is similar but there is too much disparity of wages and
promotion. We want to urge DoPT through this esteem site that all graduate
UDC of CSCS should be upgraded to Assistant on the line of minimum qualification
possessed group D employees get one time upgradation to group C. Such
type of courage would be must shown by PM/FM and other officer concerned
to cadre restructuring of CSS.it is our earnest request to all of them
that once again think about us and give us our due as soon as possible.
All of us (UDCs of CSCS) demands justice from Prime Minister and UPA
Government. Please refer my case to cadre restructuring committee of
CSS for miserable conditions of UDCs of CSCS as there is no departmental
examination while all other organisation give them opportunity but in
secretariat we feel too much stagnation.

IAS are already getting mid term training abroad. Training refreshes
the trainees. It would be much better for the Government to impart such
training to CSS officers also as they are working as backbone at the

Recent order have been issued on this. The main motive of this Order
is to help the ladies who really have genuine problem with their son
or daughter. But this is not going to work as it is going to be misused
and all the ladies will avail this facility as a matter or right and
routine and the overall disciplinary working condition would deteriorate.
Some guidelines or instructions for the reasons to determine the so
called leave applied for should be issued. Right now itself; before
the order had been issued; they have already gone on this leave as their
son/daughter is about to complete 18 years. Hope some rule is also passed
for the benefit of Housewives as their husband are bound to be affected
to do these ladies work when they go on leave.

Child Care Order:
Is such an illogic order necessary and that too when ladies have their
own time for coming to office and leaving from office. A working lady
along with her husband's income on an average will be certainly more
that 60,000. Simply they have to spend some money for taking care of
their children. Because of this order; now the persons available in
office will be overburdened with more work and what would be the plight
of his wife; if she is a housewife. What compensation that housewife
is going to get? She also is a lady and in no way inferior to a working
lady and just because she is a housewife it does not mean that this
housewife should alone do the household work without the help of her
husband. Now that this order has been issued; a corrigendum also should
be issued bringing out clearly that as a matter of routing without any
genuine reason their should not be accepted. By giving them more freedom;
indirectly the freedom of a housewife is restricted. This is because
I am a housewife and if my husband is retained in office just because
his lady colleague goes on this leave; then what benefit I am going
to get from this. Why should my husband do somebody's work at my cost.
We housewives should get together against this order.

Indians mentioned or even those not mentioned in the letter in improving
the situation in the country? Can they face the fury of the feudal fraternities
that make the governments & administration in India and still succeed?
They should be grateful to the brave and honest Indians who chose to
remain in India and serve the people over lucrative prospects abroad
at the very beginning of their careers! Moreover, even for the really
successful Indians abroad, the number of inventions, patents of new
products and processes are few and far between, even though they are
living in the most congenial atmosphere--developed infrastructures,
rule based social order etc. Subjected to an honest investigation on
the same lines on which India has been in the letter, it will transpire
that most of these Indians are living highly restrictive lives in open
civil societies abroad--maintaining a mindset of caste, community, province,
language, khandaan etc while taking advantage of the opportunities thrown
open in societies that have evolved and civilised themselves. What great
contribution these Indians have made to the countries of their work
and residence? They are thinking only of their matribhumi (motherland)
forgetting their karmabhoomi (place of work) altogether. The English
have left something to be proud of in the colonies they ruled, for which
they are loved and hated in equal measure.What monumental symbols have
been left by Indians abroad, whose list of honours the letter reveals?
There are Indian gene banks that have colonised geographic locations
and risen from indentured laborers to rulers and contributed to the
development of those territories. There can be no two opinions that
Indians have made tremendous success abroad. It is another to say that
people of a particular region in India have not only made tremendous
progress outside that region but failed to do any notable improvement
in their own state!
This site is the only clinical laboratory of public administration in
India where thorough examination of the limitations and excesses of
administration as in practice in India needs to be done. The author
of the letter to the Economist being in the field of research, must
come out with alternative models of good governance. All our surfers
who have been contributing meaningfully ought to devote time to build
alternative models of administration. We are already too late--today
those heading the administration are behaving most inappropriately and
slavishly. This developing slavish mentality will make India a very
soft target for neo-colonisers, who will use sophisticated technology
this time to enslave India. There is no dearth of slaves waiting to
sing in praise of their masters to be!

Retirement
Working people frequently ask retired people what they do to make
their days interesting. Well, for example, the other
day the wife and I went into town and went into a shop. We were only
in there for about 5 minutes. When we came out, there was a cop writing
out a parking ticket. We went up to him and I said, 'Come on man, how
about giving a senior citizen a break?' He ignored us and continued
writing the ticket. I called him a Dumb ass. He glared at me and started
writing another ticket for having worn tires. So Mary called him a shit
head. He finished the second ticket and put it on the windshield with
the first. Then he started writing a third ticket. This went on for
about 20 minutes.
The more we abused him, the more tickets he wrote.
Just then our bus arrived and we got on it and went home..
We try to have a little fun each day now that we're retired.
It's important at our age.
