Believe it or not, Communication Minister D Raja is in a hurry to appoint
new Chairman of the TRAI. Though the present Chairman Nripendra Mishra
is scheduled to complete his term in next April, the Minister has reportedly
constituted Selection Committee seven months ahead to select the successor
of Mishra. What is the significance of the move ?.

Dr S K Panda is likely to join the Government of India as Joint Secretary

Two vacancies of Addl Secretaries in Lok Sabha

There will be two vacancies of Additional Secretaries in the Lok Sabha
Secretariat by October 1, 2008. One vacancy will arise after SK Sharma
is promoted from Additional Secretary to the post of Secretary. Second
post will fall vacant as Ms.Sandhu, another Additional Secretary in
the Lok Sabha is due to retire on September 30, 2008.
IAS officers from UP in a quandary
Bureaucrats from Uttar Pradesh, particularly those IAS officers
who have been empanelled with Government of India (GoI) are in a quandary.
Reason for this is simple. They cannot go to Delhi to seek their postings
in GoI.
Orders of Ranjit Sinha this month
Formal orders of Ranjit Sinha, for the post of DG - Railway
Protection Force (RPF), are expected to be issued in a week or two.

Pandey sent back to parent department
A K Pandey, an Indian Forest Service (IFS) officer, holding

Bizarre incident compels MP Govt's DPR to change
its working
A bizarre incident has compelled the Directorate of Public
Relations (DPR) of the Madhya Pradesh Government to change its pattern
of releasing advertisements. Commissioner Public Relations (CPR) Manoj
Shrivastava has shot a missive to Editor in Chief of the "Frontline"--a
fortnightly magazine. Its marketing representative in Bhopal Awdhesh
Bhadoria took release order(RO) for publication of advertisement but
used ad material directly by downloading it from MP Governmenrt's website.
The matter was in Hindi which was got translated from outside and printed
in the magazine. Manoj Shrivastava who is an IAS officer of the 1987
batch in his communique informed the "Frontline's Editor in Chief
that English used in that ad is horendous. In the wake of this the CPR
to MP Government has instructed that from henceforth no release order
(RO) will be issued until or unless the concerning publication has taken
approval for publication of ad material from the CPR.
Chawla joins as Secretary DEA
Ashok Chawla, IAS-1973 batch of Gujarat Cadre, has joined
as Secretary, Department of Economic Affairs, Ministry of Finance on
Wednesday. Chawla is considered as a veteran in economic affairs and
has held the post of Deputy Secretary, Director, Additional Secretary
and Special Secretary, Department of Economic Affairs before joining
as Secretary, Ministry of Civil Aviation from 1st Feb, 2007. He has
also worked as Joint Secretary and also Additional Secretary & FA
in the Ministry of Chemicals & Fertilizers. For a short duration,
he also held the additional charge of Secretary, Ministry of Information
& Broadcasting. Chawla has held important assignments in the Government
of Gujarat. Chawla is Post Graduate in Economics.
Nambiar assumes charge as Secretary Civil Aviation
Special Secretary Information Technology M. Madhavan Nambiar who was
appointed new Secretary Civil Aviation assumed his charge on September
17,2008. He is an IAS officer of Tamil Nadu cadre who belongs to the
1974 batch.

Relaxation by MP Housing Board
MP Housing board has relaxed cent percent penalty imposed
on the holders of its property under hire purchase scheme, on interest
on installment delayed as well as penalty on interest on installments
delayed. This relaxation will continue till 31 March 2009. It has come
in force after the Chief Minister of Madhya Pradesh Shivraj Singh Chauhan's
declaration in the cabinet meeting on September 2nd.
Ministry of Housing, Jayant Malaiya has officially announced on September
16, 2008 that MP Housing board has given cent percent relaxation on
penalty imposed on the holders of its property under hire purchase scheme,
on interest on installment delayed as well as penalty on interest on
installments delayed. All MPHB colonies, viz. EWS, LIG and MIG, will
be given this relaxation. This relaxation will be provided to only those
residents who will make payment of principal amount along with general
interest levied on hire purchase of MPHB houses.

SAIL leads the Vishwakarma Rashtriya Puraskar-2007

Continuing with its glorious tradition like previous years, employees
of Steel Authority of India Limited (SAIL) bagged 15 out of total 28
Vishwakarma Rashtriya Puraskars -2007 (Perfomance year-2006), winning
53% of total VRP Awards presented by the Union Minister of State for
Shipping, Road Transport and Highways, K.H. Muniyappa at Vigyan Bhawan
in Delhi on September 17,2008. The Vishwakarma awards are given every
year to workers of industrial undertakings for their innovative suggestions
leading to cost reduction, improvement in quality, productivity and
working conditions, etc.Out of the 15 groups totaling 68 employees from
SAIL's five plants, four are from SAIL's Bhilai Steel Plant (BSP) and
Rourkela Steel Plant (RSP) each, while three are from Durgapur Steel
Plant (DSP) and Bokaro Steel Plant (BSL), and one from Salem Steel Plant
(SSP). SAIL employees won the award in three different categories --
two awards under class 'A', six under class 'B' and seven under class
'C'. The winners under these classes received cash prizes of Rs. 75,000,
Rs. 50,000 and Rs. 25,000 respectively alongwith a certificate of merit.
These 15 innovative suggestions of the awardees has helped SAIL accrue
total annual savings of Rs 78.5 crore.
Felicitating the Vishwakarma awardees at Ispat Bhavan here today, SAIL
Chairman S.K. Roongta appreciated the innovative spirit of the employees
and exhorted them to take up more projects at their individual level.

'Signature is significant' also interesting
Y Mishra's comments regarding 'Signature is significant' on your column
on 16.9.08 are interesting. I think, it is more interesting to read
and significant for a common rural person and not for a person who is
working in a Government office. He is correct to say that G Sinha's
observations are "not fully correct in respect of all categories-
A, B and C". I would like to add that Y Mishra is also not fully
correct when he said that....lower officials simply put up the case
and conclude the noting as- " If approved, we may take action....."
(OR) simply write- " Submitted for orders pl." I have quite
long experience of working in Central Secretariat and can say with certainty
that even when a lower officer submits a file for an order, the order
never come forth. Instead files come back with comments either "pl.
speak" or "your comments please" etc. That is why perhaps
Y Mishra has stated that "decision making is not simple signing,
it is quite significant and includes courage, authority and accountability".
And Y Mishra will explain how many of so called Group A officers have
these high sounding characters of "courage, authority and responsibility".
In every day life we see that when a train accident occurs, a lineman
or train driver is made scapegoat, when a crime takes place a humble
constable is suspended and in Secretariat if something goes wrong, a
clerk is found out to be the culprit. That is why perhaps Y Mishra is
of view that signature is significant and it needs courage, authority
and responsibility to simply sign. Because the Group A officers who
needs to take decision knows that the person who puts up a file can
easily be made scapegoat and a Group A officer knows how to do that
because he is courageous, has authority and a sense of great responsibility.

Govt should undo injustice done with the UDCs of CSCS Cadre
In agreement with the comments posted by Prabhaker Mishra, I also wish
to join his hands and urge the government to have a sight on the disparity/injustice
done by the pay commission with the UDCs of the CSCS Cadre. In the report,
the wide gap between grade pay of UDCs (2400) and Assistants (4200)
is quite disheartening. In the Central Secretariat Office Manual there
is not much difference between the work profile of these two while on
the salary front the difference is quite visible. In the Secretariat
UDCs are handling equivalent work with Assistants. I would like to add
here that in the ongoing process of cadre restructuring by DoP&T
the cadre of UDCs should be merged with Assistants on the basis of their
work profile or should be given proper promotion channel via departmental
examination/time-bound promotion. The stagnation in the UDC cadre is
very much frustrating for the meritorious candidates. Most of the UDCs
are graduates and after entering this cadre they become helpless/frustrated
on the front of their promotion. The cadre restructuring committee of
CSS should take it seriously and provide a chance for atleast graduate
candidates to get rid of this stagnation. I would be very much thankful
to your site if my voice will reach to the concerned authorities.

Better late then never !
The decision of the government to give two years leave to meet the needs
of children is welcome as it will enable them to bring up happy, healthy
children & avoid undue stress of juggling & undue feeling of
guilt as a mother. It will encourage more ladies to join & serve
the government. There is no question of increased workload on male colleagues
as there are enough of us to work. The house wives concern to have husband
back early [to attend dinners & partys ?] is uncalled for ....time
they thought of the lady officers balancing act & work load !
