More than 2.21 Crore persons were covered during the year 2007-08 under various social security schemes managed by LIC. Newly introduced Scheme "Aam Admi Bima Yojna also registered excellent response and more than 46 lakhs heads of the rural landless households have been covered till date under this scheme. As at 31st March 2008, LIC has invested Rs 82,022 crore in the Infrastructure and Social Sector. LIC has been ranked as the most trusted service Brand in the Economic Times Brand Equity Survey for the fifth consecutive year in 2008. LIC's overall ranking across all categories has gone up from 27th to 12th in this survey. LIC has won various other prestigious awards during the year which consist- Reader's Digest Trusted Brand -2008,Skoch Challengers Award, Most Preferred Life Insurance Co. of the Year by CNBC-Awaaz-(Third time in a row),Outlook Money-NDTV Profit Best Life Insurance Award 2007,Golden Peacock Award for Corporate Governance etc. LIC has defined the world standard in the field of Claim Settlement. During the year 2007-08 LIC settled Over 1.39 crore claims for an amount of Rs 37,206 crores in individual life business. LIC thus settles on an average 48,097 claims every working day. Out of the total Maturity Claims settled over 97 per cent are settled on or before the date of maturity and over 92 percent of the total Non Early Death Claims are settled within 20 days of intimation. LIC is the largest user of Information Technology in the insurance sector and it has networked all its 2048 branches and 340 satellite offices to provide the convenience of anytime premium payment to all its policyholders. For the benefit of customers, LIC has also made available various alternate channels of premium payment like internet, ECS and ATMs. Recently ,another facility has also been given to the policy holders to pay their premium by just sending an SMS. Currently this facility is available to the account holders of Corporation Bank only. The world class LIC portal has a facility of online registration and policyholders can get information regarding their policies and effect simple transactions like change of address etc.. LIC's Enterprise Document Management System project to make the organization paperless is already in progress. Aaj Ki Aawaz Congress a sole proprietorship is being Corporatized to Congress Pvt. Bharat Kumar Forum Poor Officer being compensated by 6th CPC After Notification of this, poor officers; i.e., from the level of Under Secretarr/Principal Private Secretary and above have been compensated by another increase of Rs.500 and Rs.1000/- in their grade pay. Their request that since they are poor and cannot afford for a good living has been adhered to. They will also be getting TA of Rs.3200, out of which at the most they will be spending for their cars only to the extent of Rs.1500/- towards petrol and save the remaining amount and enjoy with their family. they are poor because they own car etc. Wherelse the needs of a non-gazetted officials has been listened and on the contrary their scales have been dumped to the worst. This is only to say that officers will leave home after 5.30 to enjoy with their family members from the pay they get; but the non-gazetted officials will stay late during exigency and parliament session though they are underpaid. Excellent: What a British rule. May long live this 6th CPC. R Raju Arrear payments would be deposited in the Provident Fund ? There were rumours that the 6th Pay Commission Arrear payments would be deposited in the Provident Fund. Now Government in its wisdom has decided to pay the arrears in cash in two instalments. The GPF Rules do not provide for one time deposit in the Fund. Why cant the Government think of a one-time dispensation to its employees to deposit such portion of the arrears as they would like, in their General Provident Fund Account? This would also reduce the strain on the Govt. Funds. Kannan. The pay Commission ! 1.The pay commission had recommended that higher bureaucracy can get treatment done with private hospitals.This was a great step proposed as CGHS run dispensaries are providing very poor quality of health care.As a result officers have to pay from their pocket to get treatment done.Unfortunately this recommendation has not been accepted.It is really sad .I wish this recommendation should be acted as soon as possible,if Govt has to promote employee satisfaction,efficiency and honesty. 2.Central servises will get SAG grade two years after IAS gets impanneled at centre.It means while say 95 bactch of IAS will get SAG after 16 years,IFS in 16 years,IPS and IFos in 18 years but central service after 21 years.This is sad and not based on any logic .Give us SAG after 18 years as in the case of IPS if not on the lines of IAS and IFS.I request all central service officers to make a strong representation on this issue. 3.Other recommendations are satisfactory and welcome. The final pay implementation after VI CPC has again been very unfair to DIG/Conservators in pay scale of Rs 16400-20000 GP- Rs 8900 because now Grade Pay difference between the scale of Rs 14300-18300 GP-Rs8700 and 16400-20000 is only Rs. 200. Thus again the IAS has beaten the IPS & IFS 'Dimpy Chopra Discrepancy ? Regarding the question of discrepancy between different guidelines on pay fixation raised by Avinash Agarwal, please refer to page 35 of the Notification dated 29th August, 2008. The provison on bunching clearly states that the increment calculation for alleviating bunching will not take into account grade pay. Illustration 5 speaks of a normal grant of increment in the revised pay structure, which is quite different from the bunching scenario. N. Any sane person would say no to the type of policy we have .We have experts in foreign taxation,in investigation,assessment of various trades and business and professions and also those who have over a period of time developed various competencies which remain to be recognised because of the subjective element and the infight in the cadre.These experts are sought after by private set ups because no where can you have an expert in administration,expert in various aspects of taxation,and expert in dealing with government set up which is the icing on the cake.Those busines houses who have realised this ,are quick to grab the taxman but it is unfortunate that the government does not realise the value of such an experience which can never be there with an officer of any other service .The Taxman deals with a large no of persons from different vocations or trades and lso with servicemen and so called legal luminaries who claim to work in the interest of taxpayers,but the same guy is able to lift the veil and break the racket and detect evasion,in view of his experience.Under the circumstances,it is highly illogical to waste the expertise by applying the thumb rules of transfer guidelines and posting the competent officers in far flung places after they have gained in experience,It may be good to have the A B C city concept up to the level of assessing officers ,because in the process they get exposed to different environments,but it is fool hardy to apply the same to higher levels of additional commissioner and above.The CBDT transfer policy makes various exceptions but they are mostly being misused either on account of wrong claims or for reasons which are easily understood.Thus the exceptions far out weigh the do's in the policy.Most of the officers who need a change ,but have not hit the upper ceiling when they ought to be transferred out have their requests rejected or not considered because they are not familiar with the system.In fact we do not require a transfer policy but a guideline to deploy the experienced officers in various positions so that their expertise is of use at a place where it matters and not at aplace where the investment in such officers is wasted by the department.There is no fun in posting incompetent officers in MUMBAI or DELHI and posting our most experienced officers in places like orissa or Bihar or any other state where the expertise acquired by them over a period of time which is only relevent to some of the important places is wasted.It is a shame that such competent officers ,who are experts in their own right ultimately suffer ,on personal and professional account just because of the transfer policy which has more exceptions for favorites,ladies and cheats and none on the basis of seniority or for expertise in different specific fields . Ranjan Sahay Intention of the government is clear. after a huge hue and cry by UDC unions in the Central Secretariat to bridge the gap between the pay of Assistants and UDC, after the upgradation of the Assistants pay from 5500 to 6500, Government has once again increased the grade of pay of assistants from 4200 to 4600, whereas UDCs pay has left unchanged. grade pay of scale 5000 is 4600, which is 60% increase. it seems that government have some vested interest in keeping the lower in lower grade. they are favouring the theory of eliminating poor rather to eliminating pverty. Sarvesh IDES ? The success stories are far & in between. They have royally screwed up the functioning of Cantonment Boards and do not serve the Military for whom they exist or were created. They often take the high moral ground that they are serving national interest. Prime defence land is allowed to be encroached upon and progress is halted by taking shelter behing archaic and obsolete rules. In my opinion, DGDES and its subordinate offices have many skeletons in their cupboards and lack accountability. Arun Saigal Where is NDMA ? In case they are doing something, why cant they make a daily press briefing and tell us what they have done.
