Eight IPS officers to retire this month
Eight IPS officers are retiring in the country by this month end. They
are Mssrs:- M Manoj Raj (ASSAM-Meghalaya), K R Kaushik (Gujarat), V
V Mahanan (Kerala), P M Sharma (MP), M B Shinde (Maharashtra), G C Nanda
(Orissa), A K Mitra and Ram Lal Ram (UP).
Brajeshwar Singh is NHAI chief
Brajeshwar Singh has been appointed as Chairman of the National
Highways Authority of India (NHAI). He is an IAS officer of the Tamil
Nadu cadre who belongs to the 1975 batch.

Gokul Ram goes to the Planning Commission
N Gokul Ram Chairman of the National Highways Authority of
India (NHAI), has been shifted to the Planning Commission of India (PCI).
He is 1974 batch IAS officer of the Karnataka cadre.
Post of Secretary Lok Sabha to be vacant from
next year
The post of Secretary Lok Sabha will remain vacant in the
New Year, as no incumbent will be eligible. Main stipulation for one
to become Secretary Sabha is that he/she should have served as Additional
Secretary for three years at least.
Dr Quadri appointed Ambassador to Uzbekistan
Prof (Dr), Syed Manal Shah Al Quadri has been appointed as the next
Ambassador of India to Uzbekistan.

Mere increase in strength of police force will not suffice
Following recent bomb blasts in Delhi. Delhi Police has been sanctioned
7612 more posts in addition to 5000 posts sanctioned earlier according
to HT of 19th September. While every step taken to make Delhi or any
other place in the country safe for citizens will be a most welcome
step , it also needs to be kept in view is that mere increase in strength
of police force may not necessarily make Delhi a safe place. Because
of rampant corruption,extortion and intimidation , the ordinary citizen
fears more problems at the hands of police.Combined strength of private
guards employed by individuals, companies and resident welfare associations
will be several times more than that of Delhi Police and gives some
idea of state of affairs. Instead of straight away going in for fresh
recruitment to appear to be doing something , large no policemen deployed
as orderlies /personal security officers should have been withdrawn
and retrained and put on core police duties. Alternatives like associating
private securities companies and ex-servicemen associations on a yearly
contract basis (so that renewal of contract is linked with performance
and is not automatic), along with weeding out of inefficient , corrupt
and those having nexus with criminal elements should have been considered.
Not to talk of dealing with organised high tech terror groups, Delhi
police seems not only helpless in even dealing with parking mafia in
Delhi who have occupied all the public places but also gives an impression
of supplementing their efforts by immediately towing away any vehicle
not found parked in "parking area" .(This type of efficiency
is not found in other areas of its responsibility), Performance of Delhi
Police should not be judged by its contribution in furthering the cause
of generating more employment either by swelling its own ranks or by
providing more jobs to private security guards because of its own style
of working

Anomaly in allotment of government accommodation continues
The anomaly in allotment of government accommodation by the Directorate
of Estates as per the governing policy goes on. The cut off date for
D-II accommodation is your reaching the scale of Rs 12000 . An imaginary
date 01/01/1996 has been superimposed deliberately so as to render all
principles of equity meaningless. Meaning thereby, all the applicants
should have reached the scale of Rs 12, 000 as on 01/01/1996. Therefore,
even if your basic pay as on the 1st of January in the year of making
the application is much higher than most others in the waiting list,
just because you have not reached the scale of Rs 12,000 as on 01/01/1996,
you rank lower to others. The question is why can not the date of priority
be automatically fixed to the immediately preceding year i.e, for allotment
to be made during FY 08-09, the date of priority be fixed as on 1/1/2007.
This would be apt and reflect contemporary situation. Other wise you
look at pay scale of 12 years vintage to make current allotments.
Second, the priority date for D-II even today continues to be 1/1/1996,
even though pay revisions have been effected with effect from 1/1/2006.
Probably, allotments continue to be made on the basis of priority date
of 1/1/1996 even now. The Directorate of Estates should shake off its
inertia and find for itself how patently absurd its policies are.
