Kamal Nath inaugurates CII's Excellence centre in Chhindwara (UPDATED)
Indian Minister for Commerce & Industries Kamal Nath inaugurated India's and CII's first National Centre of Excellence for Skill Development in Chhindwara district, Madhya Pradesh recently. This is the first initiative of its kind in the country set up by CII through Private Private Partnership and a small but unique step to try and bridge the skill gap.Speaking on the occasion, Minister Kamal Nath said, "When we talk about 6 to 7% growth rate in major cities, I do not see this growth in Tier 2 & 3 cities". He also said that in the race of getting employment, youth in the districts always lose out in the last mile. The CII National Centre of Excellence for Skill Development in Chhindwara will attempt to ensure that employability increases, he added. Kamal Nath also said that with the CII National Centre of Excellence for Skill Development, Footwear Design & Development Institute and NIIT centre, Chhindwara has become one of the very few districts in the country to be offering so many skill development courses.Outlining the activities of the Skill Development Centre Rajendra Prasad Chiarman CII Madhya Pradesh State Council said initially training will be imparted in the trades of masonry, bar-bending, welding, excavator operators and fitters for a period of 1 to 3 months. Each batch will have 15-30 students per trade and will be run by CII member companies namely, Ambuja Cement, JCB, L & T, Punj Lloyd among others. Training in the areas of automechanic, security guards and drivers would be included in due course. Ms Supriya Banerjee Deputy Director General, CII was also present on the occasion.

Many State banks are turning reverse of this phrase too into reality by the new rule that Checkbooks will be issued only by HQ offices and will be sent to customers by post. Imagine you have to get a Checkbook in Raipur or Katak by post from Mumbai HO of State Bank Of India which takes not less than 3 to 7 days by post ! Is this not interesting in this Internet age! So you don't have a smile for days, as you don't have the checkbook, though you have money in the bank!

Fresh Recruitment in Delhi Police
While recruiting the additional 17,000 personnel in Delhi Police, the government should aspire to modernise the force and make it really cosmopolitan.
Firstly, the new recruits should be from selected all regions of the country and not merely from Haryana, UP and Punjab as has been the case so far. Delhi is truly a mini-India but the police force does not reflects the diversity.
Secondly, emphasis should be on recruiting experts in telecommunications and IT. Clearly at a time when the white collar criminals and terrorist are net savvy, ordinary matric pass constables can't be expected to do the job.
Finally, their training needs to focus on the emerging challenges in view of the changing nature of crimes in Delhi. The training should also include human rights issues so that the new recruits treat the citizens with dignity and respect due to every law abiding Indian.

VI CPC - a deliberate plot to downgrade the status of assistants of CSS
This is to bring to the notice of esteemed readers of this website about the great injustice done to Assistants of CSS and Grade C stenographers of CSSS by Ministry of Finance.
Right from the implementation of Vth Pay Commission, CSS Officers had been agitating for upgradation of Scale of Assistant from Rs.5500-9000 to Rs. 6500-10500/. In spite of recommendation of Parliamentary standing Committee, for the upgradation of pay scale of Assistant, Ministry of Finance did not agree to the request of CSS.
The situation was further aggravated in April, 2004 when Ministry of Finance unilaterally up-graded the pay scale of Inspectors of CBDT & CBEC (Gp. 'C' post) and their supervisory grade (equivalent to Section Officers of CSS) to Rs. 6500-10,500/- and Rs. 7500-12000/- respectively. Even then, Ministry of Finance did not agree to the upgradation of Scale of Assistants and Section Officers of CSS.
Ultimately, the Prime Ministry intervened in the matter and the Prime Minister's Office vide its ID Note No. 600/64/C/1/06-ES-II dated 21.06.2006 conveyed the direction of the Prime Minister to the settle the issue of pay scale of Assistants forthwith by grant of upgraded scale of Rs. 6500-10500 to Assistants of CSS and similar category of posts.
Instead of implementing the direction of Prime Minister, the Department of Expenditure vide Its ID Note No. 5/2/2004-IC dated 11.07.2006 again tried to mislead the Prime Minister by misrepresenting the facts and figures. However, the Prime Minister having being fully aware of the malafide intention of Department of Expenditure and the injustice heaped on CSS, the Prime Minister Office vide its ID Note No. 600/64/C/1/06-ES-II dated 11.09.2006 conveyed the decision of the Prime Minister reproduced below :
"……. Therefore, there is a strong case for grant of the pay scale of Rs. 6500-105000 to Assistants of CSS. The grant of this pay scale is approved and the Finance Ministry may be informed that the earlier orders in this regard stand.
Accordingly, the scale of Assistant was upgraded by Ministry of Finance vide its OM No. 5/2/2006 dated 15.09.2006.
But, the plan of Ministry of Finance was otherwise. They could not digest that the pay of Assistants was up-graded by PM despite their stiff resistance. As a natural corollary, the scale of Section Officer was not upgraded by Ministry of Finance and both Assistant and holder of promotional post of Section Officer remained in the same pay scale of Rs. 6500-10500. Not only this, they referred the decision of the Prime Minister for upgradation of scale to the VI Pay Commission for its examination ab initio in complete disregard to the authority of the Prime Minister. There is no parallel of this in the history of Independent India.
The VIth Pay Commission and the 6th CPC, vide para3.1.3 & 3.1.14 of Chapter 3.1 of its report, recommended for merger of the pay scales of Rs. 5000-8000/-, Rs. 5500-9000/- & Rs. 6500-10500/-. With their recommendation, the pay commission made an all out effort to see that the CSS is put to the dust so that by any effort they should not be able to regain even their earlier position either in status or pay scale. The following recommendation made by 6th CPC for CSS would reflect this point:-
The pay scale of Assistants i.e. Rs. 6500-10500/- was merged with the pay scale of Rs. 5500-9000/- & 5000-8000/- and all these scales were recommended replacement in PB-2 (starting from Rs. 9300/-) with grade pay Rs. 4200/-.
The pay scale of Section officer was recommended in following manner:-
On initial appointment.-- Rs. 7500-12000/- (in PB-2 with grade pay Rs. 4800/-)
On completion of 4 years-- Rs 8000-13500/- (in PB-2 of service with grade pay Rs. 5400/-)
The following differential grade pay were recommended for CSS vis-a-vis other Group A services:-

* While in the pre-revised scale the Section Officers of CSS were drawing the same pay to that of Gp'A' direct entrants (JTS) , the pay commission deliberately bifurcated this pay scale in to two pay bands separate for CSS and Gp'A' entry
Fortunately, the Government while taking a decision of implementing the pay commission, understood the malafide intention of pay commission and decided that the CSS Section Officers should be given the replacement of 8000-13500/- in PB-3 (same as recommended for Group 'A' entry) and also to place all the officers (whether belonging to CSS or Group 'A') at the level of US/DS/Director in the same Grade Pay.
But Ministry of Finance ensured that the order of the prime Minister for upgradation of scale is effectively put to dustbin. The Ministry of Finance/ pay commission has done this in such a manner that without going into nitty-gritty, it would appear that no harm has been caused to the Assistants but the lower grades which (as said by pay commission) were discriminated upon for a long time have been given justice.
For better appreciation of the matter it is necessary to understand the formula for the pay determination suggested by pay commission which is as follows:-
(i) Basic pay as on 01.01.2006
(ii) Muliply by factor 1.86 (modified by Govt)
(iii) Round off to next multiple of ten
(iv) Add the Grade Pay (40% of the maximum of pre-revised scale)
(v) The amount so arrived is the basic pay as on 01.01.2006.
Now, the application of the same formula will illustrate the deceptive design of pay commission as indicated in the table given below:-

The above illustration clearly shows the truth that the people working in the pay scale of 5000-8000/- have been given only normal replacement pay in the pay band(the only increase is in their grade pay by Rs. 1000/-) and people working in the pay scale of 5500-9000/- have been given lesser pay (by Rs. 930/-) in pay band but an increase of Rs. 600/- in the Grade Pay, thereby a net loss of Rs. 330/-. It is the Assistant of CSS who has to bear the brunt of this highly discriminatory recommendation of pay commission. They will now receive lesser pay in pay band by Rs. 2790/- as there is no change in their Grade Pay.
The plight of Assistants of CSS does not end here. As it has been recommended by the pay commission that pay of all the existing officials whose scales have been merged(as mentioned above) will be fixed with reference to their basic pay as on 01.01.06 in the pre revised scale and to that of direct recruits as per the lowest level in pay band with grade pay of Rs. 4200/-. This is the crucial recommendation, which is a deliberate attempt to nullify the decision of Hon'ble PM to up-grade the pay scale of Assistants in September,2006. The following illustrations will show how it will put all the existing Assistants (who joined prior to 2006) in a more disadvantageous position and the direct recruits at the level of Rs. 5000-8000/- (reducing their level even from Rs. 5500-9000/- prior to up-gradation in September,2006):-
(A) In case of existing assistants who joined prior to 2006
Let us take the case of Assistant who was drawing the Basic Pay of Rs. 5500/- on 01.01.06. The pay fixation as recommended by pay commission:-
(i) B.P. as on 01.01.06 -- Rs. 5500/-
(ii) Multiplication by factor 1.86 -- Rs. 10230/-
(iii) Add grade pay -- Rs. 4200/-
(iv) New Basic pay as on 01.01.06 -- Rs. 14430/-
But, if we take into account the up-graded pay scale of Rs. 6500-10500/-of Assistants as ordered by PM, the fixation should be as under:-
(i) B.P. as on 01.01.06 -- Rs. 6500/-
(ii) Multiplication by factor 1.86 -- Rs. 12090/-
(iii) Add grade pay -- Rs. 4200/-
(iv) New Basic pay as on 01.01.06 -- Rs. 16290/-
16. Thus, it is clear that there will be a loss of Rs. 1860/- per month to the Assistant of CSS, even if we go by the normal fixation formula as recommended by the 6th CPC. It clearly shows that it has been ensured by the pay commission the actual benefit of PM's order should not go them. This is more glaring and forces us to believe that it was planned keeping in view the fact that the pay commission was very well aware that the Inspectors of CBDT & CBEC will not suffer due to this fixation formula as they got the pay scale of 6500-10500/- w.e.f. April,2004.
(B) In case of direct recruit assistants who will join the service in future:_
In case of direct recruits in the new scheme of things, the pay fixation as recommended by pay commission will be as under:-
(i) Pay in pay band -- Rs. 9300/-
(ii) Add grade pay -- Rs. 4200/-
(iv) New Basic pay on joining -- Rs. 13500/-
Going by the normal pay fixation formula as recommended by the 6th CPC if, we compare the pay drawn by a future direct recruit Assistant vis-à-vis an Assistant who was at the bottom of pre revised scale i.e. at Rs. 5500/-as on 01.01.06, the new entrants will be put at a loss of Rs. 930/- per month. It is more glaring when compared to the pre revised scale of Rs. 6500-10500/-, a direct recruit will get Rs. 2790/- less per month.
From the perusal of above, it is clear that Ministry of Finance headed by Mr. Chidambaram and ably assisted by Mrs. Sushama Nath, Expenditure Secretary has ensured that scale of Assistant is effectively downgraded to Rs. 5000-8000 which is below the scale of Rs. 5500-9000
Thus , Ministry of Finance has thus ensured that decision of the Prime Minister for upgrading the scale of Assistant to Rs. 6500-10,500 is literally thrown in dustbin.
