As the grapevine has it, at least 15 Indian Revenue Service(IRS) officers
have sought voluntary retirement(VR).
Ms.Neera Saggi quits
Mrs.Neera Saggi who was earlier Department of Commerce as Development
Commissioner Santa Cruz Electronics Export Processing Zone (SEEPZ)Mumbai
has quit the job by seeking voluntary retirement.Mrs.Saggi is an IAS
officer of the West Bengal cadre & belongs to the 1980 batch.Her
parent cadre gave her clearance recently.She was on leave during the
period.

Task Force to check terrorism
A task force headed by the Chairman of the JIC is reported to have been
set up to deal with terrorism in the country.IB Chief,RAW Chief,DRI

Working in GOI comes under a cloud
Working in the Government of India(GOI)has come under a cloud as it
has made a mockery of itself.The CSB for empanelment of IAS officers
belonging to 1989 batch in GOI has proved be a non starter for about
last three months. The CSB that was slated for September 22, 2008 was

India Post's new logo unveiled (UPDATED)
India Post has launched a new logo that will now be seen across all
post offices and postal services of the country. The changed corporate
logo for the Department of Posts was launched by the Minister of Communications
& IT, A. Raja in Delhi on September 23,2008.Raja announced that
India Post will very soon acquire a number of aircrafts to carry letters,
parcels and logistic consignments for making overnight delivery in major
towns of the country. India Post had launched its first Aircraft last
year to provide these services in the North East.The Minister also announced
a host of new customer services to be launched by India Post very soon.
These will include Express Parcel Post Retail service, Gift Parcel Post
service, Logistics Post Air service, Sale of Gold coins through Retail
Post, express Money Order service, Speed Post Call Centres and a range
of new international services.Raja informed that major technology initiatives
have been planned to bring Automatic Mail Processing systems to process
the mail faster; to equip the postmen with hand-held devices that will
capture and transmit the signature of the addressees digitally; to establish
mechanised hubs to process the parcels efficiently; to build logistics
and warehousing centres for providing supply chain solutions to the
businesses.Raja said, the unveiling of the logo marks a new beginning
in the journey of India Post; it marks a new commitment in the ethos
of the Department of Posts and sets the vision for a world class postal
services. Speaking on the occasion, the Minister of State for Communications
and IT, Mr. Jyotiraditya Scindia described the new logo as a synthesis

Indian Minister for Commerce & Industries Kamal Nath inaugurated
India's and CII's first National Centre of Excellence for Skill Development
in Chhindwara district, Madhya Pradesh recently. This is the first initiative
of its kind in the country set up by CII through Private Private Partnership
and a small but unique step to try and bridge the skill gap.Speaking
on the occasion, Minister Kamal Nath said, "When we talk about
6 to 7% growth rate in major cities, I do not see this growth in Tier
2 & 3 cities". He also said that in the race of getting employment,
youth in the districts always lose out in the last mile. The CII National
Centre of Excellence for Skill Development in Chhindwara will attempt
to ensure that employability increases, he added. Kamal Nath also said
that with the CII National Centre of Excellence for Skill Development,
Footwear Design & Development Institute and NIIT centre, Chhindwara
has become one of the very few districts in the country to be offering
so many skill development courses. Outlining the activities of the Skill
Development Centre Rajendra Prasad Chiarman CII Madhya Pradesh State
Council said initially training will be imparted in the trades of masonry,
bar-bending, welding, excavator operators and fitters for a period of
1 to 3 months. Each batch will have 15-30 students per trade and will
be run by CII member companies namely, Ambuja Cement, JCB, L & T,
Punj Lloyd among others. Training in the areas of auto mechanic, security
guards and drivers would be included in due course. Ms Supriya Banerjee

Fresh Recruitment in Delhi Police
While recruiting the additional 17,000 personnel in Delhi Police, the
government should aspire to modernise the force and make it really cosmopolitan.
Firstly, the new recruits should be from selected all regions of the
country and not merely from Haryana, UP and Punjab as has been the case
so far. Delhi is truly a mini-India but the police force does not quite
reflect the diversity.
Secondly, emphasis should be on recruiting experts in telecommunications
and IT. Clearly at a time when the white collar criminals and terrorist
are net savvy, ordinary metric pass constables can't be expected to
do the job.
Finally, their training needs to focus on the emerging challenges in
view of the changing nature of crimes in Delhi. The training should
also include human rights issues so that the new recruits treat the
citizens with dignity and respect due to every law abiding Indian.

Don't increase force on following counts
Further to Sudhir Chopra's opinion on increasing the strength of the
Delhi Police, I have additional justification not to increase the force
on the following counts:
The general impression of the people is that front level force in Delhi
police are largely responsible for mushrooming growth of vendors/sellers
occupying pavements in the markets, roads even inside residential areas
ostensibly to collect more money from them. Their efforts are directed
more to fill their pockets than to do proper policing as mandated.
I have seen that senior police officers are largely more active, slim
and trim, but front level force who are put to field duties are pot
bellied and physically not in the position of taking quick action if
desired from them.
In fact if the existing Delhi police force are more sensitized about
moral, ethics and dedication through proper training from time to time,
I am sure the existing strength will do wonders. In order to bring proper
assimilation of dedication , honesty selective manpower from central
police organisations like ITBP& Military Police etc be brought in
the Delhi police on rotational/deputation basis and send proportionate
Delhi Policemen to those organisations. Instead of increasing the existing
strength of Delhi police. I feel that a single policeman who is honest
and dedicated can be very effective in a particular beat instead of
a dozen inefficient and corrupt policemen. Let the Delhi police generate
the impression that they are the lifeline for the citizen of Delhi.

Hope you have not suffered at the hands of Police for violating traffic
rules. If so it will be better you educate yourself about them. Your
observation about orderlies etc may be partially true but you conveniently
forgot about chaprasis etc available with hundreds of departments. If
they are also similarly withdrawn, perhaps government will be able to
come upto the half-way mark in fulfilling the guidelines of the National
Police commission regarding the strength of the police force which is
presently highly over-worked-working on an average 14 hrs at constable
level and 17 hrs at SO level.

Whither internal security
I do not agree with Sudhir Chopra' views in the today's (21-09-2008)
column. Internal security is no longer a mere cross- border phenomenon.
It is now an internal phenomenon with foreign roots including conduits
for uninhibited funding. Police force is already too unwieldy. Larger
the police force, more widespread will be the corruption by way of recruitment,
creation of logistics etc. We should have more brave hearts like late
M C Sharma who laid down his life fighting the terrorists. The announcement
of measures by the Home Secretary after the Cabinet meeting is merely
an eyewash to distract public attention from the core issues. I am not
the least casting aspersions on the Police force. But, first, look at
their working conditions! What we need today is a slim and trim police
force with a sharp Israeli like mindsets. Outsourcing through private
security is another source of corruption. Keeping in view the existing
worldwide security scenario, it is high time that we have now a full-
fledged ministry of internal security directly under the Prime Minister
to work as a as a canopy or an umbrella organisation to whom all internal
and external intelligence agencies must report including the National
Security Council Secretariat. In fact the position of the NSC Secretariat
which has been in existence for a little too long merits to be reviewed.
Its function as a 'think tank' must be taken over by the proposed Ministry
of Internal Security. If it is decided to retain the NSC Secretariat
then its accountability and functions should be clearly redefined. There
should be no place for superannuated bureaucrats in the NSC Secretariat
for appointment as Consultants who have been vested with power but without
responsibility. During the past about seven years, the NSC Secretariat
has overgrown in size in pursuance of the principle of Parkinson's Law.
As far as I understand, there is no accountability in this organisation
in matters of public exchequer as well as appointments, and that too
, in the name of security. And, last but not the least, let us withdraw
all the so called security guards and orderlies from all ministers ,
Police Officers and the undeserved civil servants for whom these are
all status symbols. Exceptions are always to be made in the case of
President, PM, Chairman UPA, HM, etc depending upon the genuine threat
perceptions and not as mere status symbols which is sheer waste of skilled
manpower. This will clearly release about three thousand police personnels,
who could be deployed more meaningfully elsewhere. May I request Dr
Suresh Mehrotra, the Chief Editor of this site to convey the above suggestions
to the Prime Minister for giving a serious thought in national interest
before long

I do agree with author on "Mere increase in strength of police
force will not suffice". I am surprise that when ever some serious
crime occur or election time is near there is only one statement ' shortage
of staff'. On the other hand if a common man draw the attention that
his/ her item(s) is/ are stolen, no one take attention and the sufferer
is always under fire from police official.

Benefit of 6th CPC
For gazetted officers:
1. Juicy salary and increased grade pay for gazetted officers.
2. Free official tours(mostly personal in nature but making it official)
3. Free telephone reimbursement(mostly personal calls but claiming it
official)
4. Free paper reimbursement(2-3 newspapers for their use but showing
it as official)
5. Usage of mileage points for self and family gained be being a member
of frequent flyers(actual tours undertaken for official purpose at the
expense of government)
6. Timely promotion and other related benefits.
7. Transport Allowance(Rs.3200/-) Hal the amount they will be able to
save. In case of officers availing transport; that transport is being
used by family etc.
8. Government quarters allotted to them in excellent living condition
and good maintenance and timely allotment without any bungling.
9. Next Pay Commission will recommend foreign official tours for these
persons.
For non-gazetted officers:
1. Normal pay just for mouth to hand existence.
2. So much interpretation in pay fixation; that all the benefits limited
to bear minimum contrary to the announcement.
3. 3 ACPs announced. But actually this has nullified the earlier two
ACPs which were an antibiotic to some extent. This 3 ACPs actually without
any benefit is really mad in sense as there is no clarification till
date as to whether it is on designation and its respective grade pay
or on grade pays in the hierarchy existing in the pay band. If it is
on designation; then to some extent it is OK; otherwise if it is as
per grade pay in the pay band; it means we have been declared half-mad.
4. No telephone reimbursement - must pay from pocket if your are contacted
at home.
5. No newspaper reimbursement.
6. Transport Alowance - non gazetted staff are forced to stay late and
also come on holidays during exigency and parliament sessions. They
have to pay ateleast 50% more than the TA they are being given.
7. No promotional chances except being fooled as DOPT time and again
constitutes a committee for cadre restructure without any purpose.
8. Even SOs and PS have been given the benefit of NFS Scale; whereas
we have been demoted by three ACPs.
9. Very good life for Sr.PPS and PPs as they have got nothing to do;
simply attend telephones; no dictation because they call themselves
US and Deputy Secretary and leave office at the pathetic cost of non-gazetted
stenos.
10. Poor maintenance of the govt. accommodation we live. Our HRA is
for the maintenance of Type-IV and above. A lot of bungling by the Directorate
of Estates in allotment and given technical acceptance because we are
non-gazetted.

Happy with the arrears you will be getting? Happy with an enhanced salary?
Wait till you understand how the DoE (read IAS) has by its notification
and resolution on Pay Commission favoured IAS over other services. It
is not a matter of pay, it is a matter of fairness and fighting injustice.
Will Associations of other services wake up and raise a voice? Understand
the following, to illustrate the point:
Fitment issues:
The DoE has fixed pay drawn by IAS officers and that drawn by officers
of other services differently for the same pay drawn. Look at these:
a. As per the fitment tables (S-24 and S-25), an IAS officer drawing
a basic pay of Rs 15100 will get Rs 39690, whereas officers of other
services drawing the same basic pay of Rs 15100 will get Rs 38530.
b. The basic pay of Rs.16300/- for IAS Selection grade has been fixed
at Rs 40890/- (Fitment table S-25), whereas basic pay of officers (Brigadiers/Conservators/DIG/Superintending
Engineers/Scientists, etc) drawing Rs 16400/- has been fixed as Rs.39690/-.
(Fitment tables S-26 and S-27). More pay drawn earlier, gets less pay
now!!
Going beyond the mandate of the Cabinet in operationalising the edge
to IAS:
The Cabinet's decision on the Pay Commission reads as under:
"The edge presently granted to IAS/Foreign Service officers at
middle level to continue in the form of 2 increments in the pay band
at the existing three levels."
The notification, however, has given the IAS more edge than was decided
by the Cabinet as follows:
a. STS level for IAS has been given 2 additional increments over other
services - this conforms to the decision of the Cabinet.
b. JAG level for IAS has been given 4 additional increments over other
services, whereas the Cabinet decided on only 2 additional increments.
c. NFSG level for IAS has been given 2 additional increments over other
services- conforms to the decision of the Cabinet.
d. SAG and HAG+ levels of IAS have been given 2 additional increments
over other services, whereas the Cabinet did not decide on any additional
increments at these stages.
The Cabinet has approved grant of 2 increments at 3 middle levels only
to the IAS.
The proposed operational procedure not only increases the edge to 4
increments at one middle level, but also extends an edge of 2 increments
at all higher levels. Hence the IAS will be drawing more pay than mandated
between 10th to 13th year and beyond 17th year.
This has happened because the 2 additional increments given to the IAS
at the STS grade in the running pay band PB3 and at the NFSG grade in
the running pay band PB4 continue to get carried forward to JAG grade
in PB3 and SAG/HAG+ grades in PB4, respectively.
In effect, IAS has been given at least 2 additional increments over
other services throughout their career. This is against the Cabinet
decision to limit the edge to middle levels.
IAS, indeed deserve an edge - they are the Sovereign and not the Government.
They finally decide, not the Cabinet.
An Aware officer
Anomaly in allotment of accommodation
There is one big anomaly in the matter of allotment of accommodation
vis-a-vis giving of HRA to one of the spouse. There are a number of
Government offices who are not eligible for allotment Directorate of
Estates Accommodation and thier organization also does not have any
accommodation of its own. If one of the spouse is having a Directorate
of Estates Accommodation, the other spouse is not eligible for payment
of HRA even if the fact that the office of the latter is not eligible
for allotment of Government accommodation. Suppose a husband, having
a Directorate of Estates Accommodation, dies then the wife is thrown
on the streets just because her office is not eligible for Directorate
of Estates accommodation. No heed is also paid to the fact that the
wife all through had not been taking HRA. The Government should consider
sympathetically such cases.

Several infirmities in the order
It is true there are several infirmities in the orders. For instance
the employees drawing increment from 2nd Jan. to 30th June are treated
differently from those who are drawing theirs from 2nd July to 30 the
December. the later is granted advance increment the former is denied
the benefit and their increment get postponed. Similarly those who are
promoted in between periods 2nd Jan to June are denied the increment
benefit . The sole culprit being the uniform increment date. As one
time dispensation all the employees drawing their increments between
2nd Jan06 to 30th June 2006 which will do justice and to maintain the
uniform increment date in July.

These transfers are local adjustments
These transfers are not the transfers of commissioners from one city
to other but are local adjustments at some of the places only. Needless
to mention that intercity transfers on request are necessitated round
the year to take care of the large cadres interest also but even in
these local adjustments, it would have been appropriate to clear the
anomalies in all the chief commissioners charges. The CBDT has conveniently
left out adjustments for seniority in many charges, even though the
same have been repeatedly pointed out by the officers as well. The solution
lies in clearly specifying the pecking order for the different posts
of commissioners on one hand and then posting the commissioners on the
basis of seniority to the said posts. For instance, posting of a commissioner
in Administration, with 1 or 2 yrs of seniority ,when his seniors are
in Appeal or elsewhere is a mockery and misuse of the policy and discretion
vested in the competent CBDT. There are junior as well as senior commissioners
holding administrative charges ,and they have never done a posting in
Appeal or ITAT or elsewhere .By depriving them of such exposure the
authorities have done more harm than good to the system and the officers
also. It is therefore a must to identify and lay down the min seniority
for holding a particular post and the CBDT should carry out local adjustments
only on that basis in future at the earliest.

It reflects non-seriousness of CBDT
Mass CIT level transfers in the month of September reflects non seriousness
of CBDT towards Annual Action Plan Targets. Even CIT(A)s have been transferred,
on whose appeal disposal, tax recovery out of arrears largely depends.
Under the Annual Action Plan, all High Demand Appeals are to be disposed
off by 30th November. Will the new incumbents be able to achieve this?
Absolutely impossible!! What happens to all the heard appeals and who
is answerable to the taxpayers, who will have to again plead their cases
before new incumbents? Shuffling CIT level officers from one particular
CIT(A) charge to another CIT(A) charge makes no sense. If seniority
is the criterion, what about performance? And will this policy be always
followed in future, so that the displaced juniors will also be one day
getting identical treatment? Senior CITs want junior to man ITAT posts,
but how many of these seniors were in ITAT as DR, when they were junior.
There is one set of rules for self and one for others!!!

Directorate of Estate is at it agains
Directorate of Estate has again started the hera pheri as was being
done before the Supreme Court judgement. I agree that the cutoff date
has no relevance and persons who are senior in service by several years
are placed below their juniors of other services, only because promotions
in their service has been delayed. In my view seniority should be from
the year of joining the service. An officer suffers twice i.e. his promotions
are delayed and because of this delay he does not reach the required
pay scale and is placed below his junior from other service. All these
problems are only for central services and that is why no action is
taken to remedy the situation. Another racket is shifting of ground
floor houses from general pool to tenure pool accommodation. There is
no justification for this unconstitutional and discriminatory policy
and must be stopped immediately. In my view these issues should have
been brought before the pay commission as they affect the service conditions.

IAS officers nominated by government to World Bank, IMF
It is interesting to note that the officers nominated by government
have all been IAS officers, such is the cronyism of the IAS controlled
system. However, Central Service officers have been asked to work by
the World Bank to work for them under open competition. This is the
difference between the IAS and Central Civil Services. The so called
superiority of IAS is only a self created superiority. Central Civil
Services have out performed the IAS whenever there has been a level
playing field. Even in the performance of officers in Universities abroad.
Central Services have done better. Let the government replace the DOPT
Secretary with a non-IAS and we shall see which service is really superior.

Good news indeed !
Good news for the other two All India Services in the State! At least,
now armed with the Pay Commission / Cabinet decision about grant of
higher grade on non functional basis, officers of 1991 batches of IFS
and IPS can expect the same scale. But, is anyone listening? And How
about implementing the Pa Commission for the AIS! This issue seems to
be taking ages!

In a country where Home Minister gets into government through back door
, terrorists are sure to enter through front door. If UPA has to change
the Home Minister let it be done quick and soon. If he is accommodated
elsewhere in the government the country will continue to remain vulnerable
to terrorism because terrorists will believe that UPA has certain compulsion
to retain the incompetent and so they need not bother.
