Arun Ramanathan, a 1973 batch TamilNadu cadre IAS officer, has been appointed as Finance Secretary. Ramanathan will also continue as Secretary, Department of Financial Services.
Chatterjee to be Secretary in GoI

Pathak to be CEO, DMIC?
The prestigious Delhi Mumbai Industrial Corridor (DMIC) Corporation is likely to get Shailesh Pathak as CEO & MD, if sources are to be believed. Pathak is a private equity investor in infrastructure, with ICICI Venture, Mumbai. A search committee, chaired by Cabinet Secretary, and including Railway Board Chairman and Secretary Commerce is believed to have sent a three member panel, with Pathak at the top. The others are believed to be S K Maheshwari of L&T Finance, and Parvez Umrigar of Gammon Infra Projects. DMIC is a $90 Bn mega infrastructure project, with Japanese help, over the next 6 years, involving 6 states. DMIC Corporation is a private sector company, formed to implement this project.

India Post's new logo unveiled
India Post has launched a new logo that will now be seen across all post offices and postal services of the country. The changed corporate logo for the Department of Posts was launched by the Minister of Communications & IT, A. Raja, in Delhi on September 23. Raja announced that India Post will very soon acquire a number of aircrafts to carry letters, parcels and logistic consignments for making overnight delivery in major towns of the country. India Post had launched its first Aircraft last year to provide these services in the North East. The Minister also announced a host of new customer services to be launched by India Post very soon. These will include Express Parcel Post Retail service, Gift Parcel Post service, Logistics Post Air service, Sale of Gold coins through Retail Post, express Money Order service, Speed Post Call Centres and a range of new international services. Raja informed that major technology initiatives have been planned to bring Automatic Mail Processing systems to process the mail faster; to equip the postmen with hand-held devices that will capture and transmit the signature of the addressees digitally; to establish mechanised hubs to process the parcels efficiently; to build logistics and warehousing centres for providing supply chain solutions to the businesses. Raja said, the unveiling of the logo marks a new beginning in the journey of India Post; it marks a new commitment in the ethos of the Department of Posts and sets the vision for a world class postal services.
Speaking on the occasion, the Minister of State for Communications and IT, Jyotiraditya Scindia, described the new logo as a synthesis between service proposition and modernity. He said, the launch is a landmark and the new corporate identity will unfold higher level of customer services.
The new logo is inspired by the fact that India Post carries emotion across physical distance. At first glance, it is an envelope and at the next glance, it is a bird in flight, unhindered and unrestricted. The following bold strokes convey free flight.
The choices of colours are Red and Yellow. Red has been chosen for its traditional association with the Postal Service. It embodies passion, power and commitment. Yellow communicates hope, joy and happiness. Evidence of the combination of the two colours is found across the country.

Earlier she was in the Department of Commerce as Development Commissioner Santa Cruz Electronics Export Processing Zone (SEEPZ)Mumbai. She had quit the job by seeking voluntary retirement. Mrs.Saggi is 1980 batch IAS officer of the West Bengal cadre. Her parent cadre had given her clearance recently. She was on leave during the period.

Will Judiciary take cognizance ?
I compliment A K Saxena for making a bold revelation about the banking scam in the SBI at its Domariaganj branch (and the sharp reactions of several readers thereon in this great website on 22-9-08) and how the political parties are misusing this novel technique to convert their black money into white. Since the MPs will not take action, I would request the Judiciary, which is our only hope in this country, to take suo motu cognizance of this bold revelation and order the CBI to conduct comprehensive investigation into this scandal and give a report to the Judiciary for appropriate action. This is only the tip of the iceberg.

Burning of churches - my sixth sense

It is really a shameful for our country in which churches are being burnt in such a way. As a patriotic Indian, I think the people who are burning these churches on the issue of conversion of caste by Christians, may be right in their view but have they thought what would have derived them to take this step (conversion as Christian)? In my view, all who have converted themselves must have been passing through bad period of their life, either of starvation, liabilities etc. which is the result of bad managing of our managers (Government) or you may say due to over population. Think of a person who do not have bread to feed for himself and his family, and suddenly a person comes to his help, will he ask his caste before taking that help? I think the answer will surely be a big 'No'.
These people should think that at least this minority (Christians) is not involved in spreading terrorism in this country. Therefore, I appeal to these hard liners, to first start help people in need in this part of world so as to avoid them to convert themselves to Christianity, and secondly, they should use their power to destroy the filthy minds/terrorists responsible for blasting our country at will or are they waiting this community to mingle with terrorists to further deteriorate law and order situation which will make lives of Hindus miserable.

Elimination of Group D category.

Pay Commission and the PM's recommendations on the said merger are encouraging because it will motivate the employees group 'D' employees whose contribution in the government always goes unnoticed. It is this class which never gets appreciation as far as their contribution and the process of nation building is concerned. Right from Minister to a lower functionary, without their cooperation and contribution, it will be difficult to get the requisite output. Let's recognise their worth, and acknowledge their unsaid contribution in any govt. It should also be acknowledged that by virtue of their designations, they suffer from lack of self esteem. It is perhaps this awakening of minds that, elimination of group "D" category has been recommended. It, is, therefore, yet to be seen whether the PM's recommendations on the subject are going to be implemented, or remain a theory on papers as various committees have started working on the said recommendations. If executed, it will go a long way in raising of their social status and self esteem. Secondly, while taking them into Group 'C', it should also materialise into granting them a respective scale. Mere merger will not materially help them, but giving them upgradation in scale will actually be a soothing recognition of their contribution. The upgradation may, however, be considered on some criteria like, whether the employee possess the academic qualification/equivalent technical qualification equal to matriculation or so. In such cases, they should be promoted, especially, given the conditions, wherein govt. has stopped filling up of vacancies at the entry level in clerical cadre. The exercise must also not lose its foresight on changing the left out employees designations as has also been recommended in other cases like LDCs/UDCs/Assistants/PAs/PS/PPPS/Sr.PPS etc. giving them an identity at par with corporate sector.

IRS resignations

This is going to happen in many other services. If our leaders listen only to IAS officers then day is not far when people who are actually working for this nation i.e. those who are collecting taxes, implementing financial policies of the Government, serving at the borders, taking care of the leaders will leave the service and government will be left only with some looters who will strengthen their position by sheer chamchagiri. The 6th CPC is the main cause which clearly indicates that Government has care only for IAS, they are near when persons working in other services will get dejected and leave the services and discourage others to join it. I myself advise every only that if they want to serve the nation then there is only one service IAS. All other services are slaves to the politicans and IAS lobby.

Recruitments in Delhi Police should be a blend of all states

Regarding recruitments in Delhi Police, somebody raised very rightly that the cadre should be a blend of all states rather than typical culture of Haryana or Punjab. Being a central service, it should reflect people with humble tongues not a stereotypical Haryana language where even a constable usually denote all dignified citizen using really very derogatory language. Either the recruited people should be with good academics or should be trained to speak elegantly. Policing should be made IT/Tech Savvy. Currently only honest people fear police not the crooked and corrupt ones. The scene should be changed so that people don't get deterred to approach police. Being a senior officer with GOI many times I feel humiliated by even constable of Delhi Police because they have got the whip.
