Delhi to pursue nuclear power generation in a big way
With an eye on addressing the question of "Energy Security", UPA Government being headed by Indian Prime Minister Dr.Man Mohan Singh is going to go full throttle in the field of nuclear power generation. Soon after the return of Dr. Singh to Delhi on October 1,2008, the Government of India (GoI) will be in a mission mode. As the grapevine has it, GoI is going to start process for setting up four units of nuclear power in India. Each unit will generate 700 Mega Watts of power.

Who is responsible ?
Some DANIPS officers have been recently inducted in to IPS (AGMUT) from Delhi Police. It took more than one year to notify the outcome of DPC, which was held long back. It is even surprising that after their IPS notification, their posting orders are still to be issued. These officers are totally uncertain about their posting places in AGMUT cadre. Due to this they are totally indifferent to their work and the government work is suffering due to this delay. Normally after IPS induction, these officers are posted outside Delhi. But MHA is sleeping on their files of transfer while it acted very quickly for direct IPS officers to post them outside Delhi. MHA again showing its HIGHEST lethargy (rightly alleged as sleeper cell,) has yet not been able to issue transfer orders to these 7 promotee IPS officers. This inertia of MHA is giving enough time to these officers to manipulate their transfers to stay in Delhi. It has been heard that these officers are ready to offer huge money if they are retained in Delhi. I hope Prime Minister, Home Minister, Home Secretary of India will spare some time to do some thing so that policy guidelines regarding IPS officers in AGMUT cadre are followed and leaving no space for corruption for direct and promotee officers. These officers are approaching big politicians and MHA (connivance?) is giving them enough time to do this. Who is responsible for this non-performance?.

Defence officers move to private sector
There is likely to be a deluge of sharp and talented of middle level defence officers to private sector due to raw treatment meted out to them by the 6th pay commission report.

Delhi Police- BHA RR TI
Whenever recruitment in Police is done, it is called BHA RR TI. Wherever BHA RR TI is there, there is no point in asking for IT known persons or better behaved ones. All governments in India have set a standard for Policemen that they have to be only matriculate maximum. While in other departments the minimum qualification is set forth, but in police, it is maximum qualification. While in other departments, in an open competition, there are Graduates and Post Graduates sitting for Group 'D' posts for search of employment although, this is a pathetic condition, yet many will come forward accepting a govt. job. But in case of Police it is the physical standard and no qualification standard, because it is BHA RR TI. And BHA RR TI means catching people and inducing them into the police force. How, then, we can expect them to be polished and behaving better. No Government ever wanted to give the police force a professional touch at the Constable level. The politics compels leaders to continue with the BHA RR TI and, therefore, what looks like is BHA RR TA in Police. Otherwise, so many graduates and post graduates will be willing to join the police and giving a qualitative service.

It's a dangerous trend
This is a very dangerous trend and is evident in all the services. The seniors on account of their proximity to power centre are well equipped to tilt the scales in their favour and such glaring exceptions are easily noticed and are the cause of heartburning amongst the juniors in the cadre. In earlier times the posts were limited and so were the number of officers but with increase in numbers over a period of time, and no effort on the part of the senior functionaries or the government for cadre management ,things have reached a stage where timely promotions have given way to delayed promotions, transfers to new and small places but at the same time, concentration of powers in the hand of seniors. The ranking of performance introduced in Maharashtra, the curbs on discretion in different services, new and lopsided transfer policies in some central services (commented time and again in your column)etc are some of the features which the seniors did not have to go through and they are thus not in a position to appreciate the disenchantment amongst the juniors. The discontent in All India Services is not to the extent noticeable in other central Services and it is high time that DoPT steps in with a view to reduce/eliminate the discontent by reducing the various anomalies and bottlenecks and also help in rebuilding the Steel Frame

Seniors want to have their cake and eat it too
Yes, the seniors want to have their cake and eat it too all the time. Recent shuffling of Commissioners of Income Tax in the month of September is a case in point. CBDT fixed the targets for disposal of all High Demand appeal cases by 30th November and has now shuffled CIT(Appeals) just on continuous lobbying by the seniors. Is seniority the only criterion for postings? What about performance? Seniors have moved from one companies charge to another. Seniors want the juniors to man the ITAT posts. But how many of these seniors have worked as DRs when they were juniors? There is one set of rule for self and another for others.

It is tip of an iceberg !
The news regarding 15 IRS Officers is not surprising. It is only the tip of the iceberg. The Pay Commission has seriously compromised on the basic status of the IRS officers. The status of the Chief Commissioners of Income tax as well as the Members of the Board have been brought even inferior to the DGP and the Principal Chief Conservator of Forests. This is in spite of the recommendations of the pay Commission. Secondly, and on the other hand the IRS officers are commanding a fat remuneration of almost One crore annually because of their specialty. Thirdly, it is common knowledge that today IPS and Indian Forest Service are not the service of choice. IRS is the service of choice in the Civil Services Exam. Lastly, the IRS officers are particularly piqued by the ungrateful Finance Minister who inspite of a buoyant tax collection has not even taken up the cause of IRS officers for justice even though they have been consistently been performing for over more than 20 years . Any other service in terms of consistent performance pales into insignificance. Certainly, how long will this country have to pay for the inefficiency and dominance of one service i.e IAS ?

Govt's inaction ---- most shameful and reprehensible
Private players ' apathy----most unethical
This is a human interest story. I was pondering today (23-09-2008) about the sacrifices made by Late Mohan Chand Sharma Inspector Delhi Police and the uncertain and grim future of those who survived him .The NCT Administration lost no time in announcing a meager compensation of Rs eleven lakhs ! On the day of Sharma's cremation ,prominent politicians including ministers could be seen at the site vying for TV coverage alongside VVIPs Thanks to media. It was sycophancy at its worst! Came the next day. More arrests. more revelations and more agony for the Sharma family. As if this was not enough, the latest is that the autopsy report of Sharma, has raised a controversy about his killing.
Now, look at the human interest side of this event. Things are back to square one! The grief of Sharma family lapses into history. The CM of NCT Delhi is busy as usual in laying the foundation stones of under bridge, over bridge and flyovers pompously taking pride in their so called achievements. Is the compensation sufficient for the Sharma family? What has happened to our PSUs? Do they not have a corporate social responsibility- a clause that the ONGC invoked allegedly under PMO's directions for renovating a mosque and a temple in Kerala, as reported by a prominent English daily ,a couple of days ago. If this is correct then why can't the same clause be invoked in the case of Sharma family. I feel most uncomfortable with this kind of double standards in the given situation. And , what has happened to the conscience of the Private Sector? As a gimmick , several state governments, PSUs and the private players showered crores of rupees on Abhinav Bindra, who fortunately, is already richly endowed. These are two contrasting situations. I have no grievance against Abhinav Bindra who has brought glory to the country. But I am convinced that the case of Sharma is certainly more deserving. Incidentally, my stand was vindicated by an opinion poll conducted by NDTV on Tuesday (23-09-2008).
May I, through Dr Suresh Mehrotra ,the Chief Editor of this illustrious website, earnestly appeal to the CEOs of all PSUs and the private sectors to be more proactive in such cases and render all possible financial assistance to the family of late Sharma .I also urge the Muslims to assist this family during the sacred month of Ramzaan. Amen!

Filling up of all deputation posts by the UPSC ?
I do not have any comments as such but their is one thing which I wanted to know in case you can help and that is about the recommendation of the sixth CPC regarding filling up of all the deputation posts under the GoI by the UPSC based on the qualification and the experience of the officers. After the cabinet approval nowhere in the press or elsewhere have I come across about the fate of this recommendation . I strongly feel that this was one of the most radical recommendations as it would have ensured equal opportunity for the officers from all the services and the GoI would have got the right man for the right job. Hope the vested interests have not got it sabotaged
