N R Das to be DG CISF ?
N R Das is likely to be appointed new DG of the CISF on November
1. He is 1973 batch IPS officer of West Bengal cadre. One theory says
that looking to the sensitivity new DG of the CISF will be from the
Intelligence bureau. CISF DG, R K Das, is retiring in October. One can
only wait and watch.
Appointment of Ranjit Sinha cleared
Appointment of Ranjit Sinha for the post of DG RPF has been
cleared. Formal orders are expected to be issued in a week or two. Sinha
is 1974 batch IPS officer of Bihar cadre.
Khanna posted in Delhi
1974 batch Bihar cadre IPS officer J K Khanna has been promoted
to the rank of DG. He has now been posted as OSD Bihar Bhawan in Delhi.
Venkataramana is Joint DG Shipping
B C Venkataramana has been has been posted as Joint Director
General of Shipping (non-technical) in Mumbai. He is 1982 batch IAS
officer of Andhra Pradesh cadre.

Prashant Kumar who is DIG in CISF is likely to be shifted

M M Praharaj is all set to take over as DGP of Orissa on
October 1. He is 1976 batch IPS officer.
Parashar is CPO CR Mumbai
RK Parashar, an IRPS officer of civil services 1982 batch,
has assumed the charge of Chief Personnel Officer(CPO) of Central Railway,
Mumbai. Now all the posts CPOs on Indian Railways are occupied by IRPS

As many as 286 Income Tax Officers (ITOs) are going to be

Lok Sabha Speaker is very busy nowadays
Lok Sabha Speaker Somnath Chatterjee is very busy nowadays,
as he wants to quickly dispose off petitions pertaining to disqualification
of 26 MPs. So far he has completed hearing in case of Jay Prakash Mohanlal
, SP Singh Baghel & Kuldeep Bishnoi. Somnath Chatterjee will be
off to Geneva for a global summit of presiding officers & return
by November 13, 2008 or so. Thereafter he will get busy with Parliament
session.
AK Ambasht to join Delhi Pollution Board as
Secretary
AK Ambasht is all set to join Delhi Government's Pollution
Control Board as Secretary. At present he is Assessor & Collector
of the Municipal Corporation Delhi (MCD). Ambahst is an Indian Forest
Service (IFS) officer of the 1987 batch who belongs to the UT cadre.

The Madhya Pradesh Government promoted two Indian Forest Service (IFS)

Madhya Pradesh Government being headed by Chief Minister
Shivraj Singh Chouhan has created a history of sorts as promotion orders
for over 75 Indian Forest Service (IFS) officers were issued last week.
It was a history in All India Services because in one cadre & in
one State never before such a large scale transfers had taken place.

IAS reshuffle in Orissa on cards
IAS reshuffle is on the cards in Orissa in a fortnight. The

of commisioner rank having previous experience of Kandhmal will be posted

CBDT extends deadline for Orissa (UPDATED)
The Central Board of Direct Taxes have extended the
last date of filing of income tax returns and obtaining tax audit report
under section 44AB of the Income Tax Act, 1961, due by 30th September
2008, to 31st October 2008 in the state of Orissa in view of the disruption
caused due to floods in the state.

"ACR: No more confidential"- Supreme Court.
The ACRs are the assets of a government servant. Timely promotion and
recognition are the basic motivations for a government servant so the
DoPT should evolve such transparent Performance Appraisal System, which
should have least subjectivity and no room of unfairness and prejudiceness.
In Central Staffing Scheme, the DoPT has fixed minimum bench-mark of
ACR as 'VERY GOOD' for empanelment of DS, Director and JS. If some officer
is appointed as DS/Dir/JS, it means his/her performance had been Very
Good and above. So such officers are fully capable to deliver the results.
Our duty is to provide congenial environment. There are examples in
some ministries that some officers are not allowed to get adjusted in
the new environment. Some high-headed people forget if such treatment
was given to them, what would have been their reaction? First of all,
provide them stage only then they can perform better. Moral of the story
is that one should play with anybody's career. Moreover in the recent
judgment of Supreme Court (CA No.7631 of 2002: Dev Dutt Vs Union of
India), ACR in no more confidential document. It can be shown to the
concerned official. The Supreme Court has held, "Non-communication
of entries in the Annual Confidential Report of a public servant, whether
he is in civil, judicial, police or any other service (other than the
military), certainly has civil consequences because it may affect his
chances for promotion or get other benefits. Hence, such non-communication
would be arbitrary, and as such violative of Article 14 of the Constitution."
The DOPT may issue necessary directions to all the Departments/ Ministries
in the interest of the country as fear of ACR grading travels in the
mind. The transparency in the ACR System will bring efficiency in the
working of Government.

Only transfer industry flourishing
The so called transfer industry is the only industry which is moving
ahead in the recent times. In Karnataka officers are being transferred
in a span as short as 15 days and then kept in waiting till the appropriate
money is paid to concerned ministers. Though everyone reading this site
knows it, even then it is worth pondering for what all of us have joined
the so called steel frame. I dare say that seniors in the services have
failed in their duties. When we tell them about what is going on, which
any how they know, the only help offered is the suggestion to be more
practical. But we know there are a whole lot of officers who have not
compromised who are gathering dust in some insignificant post in government.
I appeal to them to come forward and do some thing to boost morale of
this young crop of officers. I hope Saxena would help us in suggesting
what needs to be done.

also. Why are they being antagonised by not implementing cadre quota
in senior posts by home ministry.

Stem the rot in A.F.H.Q. cadre
Armed Forces Headquarters (AFHQ) is one of the organized services
in the HQ Organisation of Government of India, the others being Central
Secretariat, Railway Board, Ministry of External Affairs etc. Though
Joint Secretary (Trg) & Chief Administrative Officer, Ministry of
Defence is the cadre controlling authority, the actual power is wielded
by a bunch of half-literate bureaucrats of Dir/JD/DD level. Mismanagement
by successive administrative authorities has degraded the cadre to a
level where in spite of repeated assertions by successive Pay Commissions
about the historical parity with Central Secretariat Services etc.,
the employees are denied their legitimate dues.
Prior to the Sixth Central Pay Commission (SCPC), Section Officers/Private
Secretaries in the Central Sectt/Railway/MEA etc were granted the scale
of pay of Rs.8000-13500 notionally w.e.f. 1.1.1996, and arrears w.e.f.
3.10.2003. An attempt was made to implement the same scales in AFHQ
also. But, it was opposed by the Finance Ministry without any valid
ground and at last the issue was referred to the SCPC. The SCPC and
the subsequent GOI Notification accepted the parity and as in the case
of the other Services, SO/PS of AFHQ was initially placed in PB-2 with
Rs.4800/- Grade Pay and on completion of four years service given PB-3
with Rs.5400/- Grade Pay.
However, those ruling the AFHQ establishment are unable to digest the
good of others and are vehemently opposed to implement this GOI Gazette
Notification. They have done pay fixation of SO/PS with more than ten
years regular service (even those who have cleared UPSC Ltd Departmental
Competitive Exam) in PB-2 with Rs.4,800/- Grade Pay. GOI Notification
dated 29.8.2008 (First Schedule, Part B, Section I, page 44) is very
clear and does not need any more clarification. How can anyone overrule
a GOI Gazette Notification? If they are unable to understand such simple
language, they have no right to remain in their seats. They be thrown
out at once. I urge the superior authorities in Ministry of Defence
to take note and stem the rot. The earlier the better, because these
people have played with the career of too many people.
SO/PS should be given the scale of Rs.8000/- wef 1.1.96 notionally as
has been done in the other services.

There are more than a dozen competent Customs and Police offciers.
IAS should not even try and take the position. It is unethical. I am
sure the Prime Minister will not allow such appointments. My faith on

I understand that the cadre of commissioners in Income Tax is of 700
officers approx all over the country. This number is very small compared
to the number of officers of All India Services of equal rank working
away from their own state or families. If the said figure of 400 reported
in your column is correct and my sources in Income Tax say that the
number is much higher, then it is a cause for alarm and serious introspection
by the Top Brass in MOF. This seems to be a major contributor in the
recent trend amongst officers with more than 15-20 year experience to
look for jobs outside the government where they have a much higher premium
for their knowledge ,expertise and the superb man management and Taxation
skills acquired over a period of time, which officers in other services
may be lacking. The day is not far of ,when some enterprising officers
or others get together and organise a pool of such talented IRS officers
,who are ready to call it a day and are available as consultants even
in areas other than Tax. In such a case ,the officers moving out of
the cadre with all the experience at their command ,will only leave
the Revenue collecting agency gasping for breath. The ill treatment
meted out to them at the hands of pay commission reported in your columns
,when the senior officers of the service have been denied the scale
of secretary, unlike the other Central or All India services is definitely
bound to compound their problems. I would suggest that their Association,
if they have one, should start building a pool of those interested in
calling it a day so that such officers are available to others ,and
even the private sector so that they can really contribute to the economic
growth of the country in real sense of the term.

Why should a University get involved?
I write as an objective person on the statement of Nurul Hasan to give
University funds to the alleged terrorists to defend them. This service
is already provided by the State as per Court Rules. So why should a
University get involved?
The argument is that these people are only accused and not convicted.
It is a foolish statement as every one who breaks the law is initially
an accused only and only the Court convicts or releases him based on
the case.
The stand taken by Nurul Hasan is dangerous as any student of any university
can get involved in crimes including molestation, rape, murder, thefts
etc. and ask the University to foot the bill as otherwise the name of
the University will be spoiled.
The same thing will apply to every person in government, who may commit
any crime in future, because the right to equality says you can't discriminate.
