Justice Mathur is chief of the Armed Forces Tribunal
Justice Ashok Kumar Mathur, a retired judge of the Supreme Court has assumed the charge as First Chairperson of the Armed Forces Tribunal. His tenure will be for a period of four years.Born on August 7, 1943, Justice Mathur was enrolled as an advocate of the Rajasthan High Court in 1967. He served as Assistant Government Advocate and Deputy Government Advocate and later as Government Advocate of Jodhpur from 1969 to 1978. He was appointed as Additional Advocate General of Rajasthan in 1981. Justice Mathur became Additional Judge of Rajasthan High Court in 1985 and Permanent Judge of the same court in 1986. He transferred to the Madhya Pradesh High Court in 1994 and was appointed as Chief Justice of the same court in 1996. Justice Mathur was transferred to Calcutta High Court in 1999. Justice Ashok Kumar Mathur was elevated as Judge of the Supreme Court of India on June 07, 2004 and retired from there on August 6,2008. Pramod Agrawal to join GoI (UPDATED)

First ever break through in liver Transplant Surgery at Army Hospital (UPDATED)
Army has successfully accomplished in situ liver transplantation. On 27 Aug 2008, 30 year old wife of a serving Major of the Indian Army was battling for her life in the ICU of Army Hospital R & R, New Delhi. Despite all possible medical efforts, she was declared brain dead and her husband desired her wish of organ donation to be fulfilled. Surgeons at Army Hospital (R & R) honoured this noble gesture by embarking on an "in situ" split liver transplant surgery, the first ever in India, thus giving a new lease of life to two patients suffering from end stage liver disease. The novel technique of "in situ" splitting of the liver involves dividing the donor liver during retrieval into two parts, so that two patients can be benefited from one donor organ.The surgery resulted in two liver grafts. The smaller graft was transplanted into a 14 month-old baby suffering from Biliary Atresia and the larger right part was transplanted into a 26 year old soldier with cryptogenic cirrhosis. Both patients are doing well postoperatively.This unique surgical feat was undertaken by a team of 20 doctors and paramedical staff and took 18 hours to complete. Incidentally, the 14 month old boy was conceived by in vitro-fertilisation technique aned is amongst the youngest liyer transplant recipients in the country. As his parents were unsuitable as living donors, an "in situ" liver split from a compatible brain dead donor offered the only chance for his survival as he was born with congenital absence of bile duets causing deepening jaundice since birth.The kidneys and coronus from the donor were also harvested and transplanted, one kidney being flown to Command Hospital, Lucknow. The liver transplant team at Army Hospital (R & R) is trained in Adult as well as Paediatric Liver Transplantation and has performed seventeen liver transplants since the Inception of the programme in Mar 2007.

Capt. Mohan to head National Shipping Board
Captain P.V.K. Mohan, the senior-most member of National Shipping Board, has been nominated as Chairman of National Shipping Board (NSB) for a two year term with immediate effect. The Board consists of four members of Parliament from the Lok Sabha and two members of Parliament from the Rajya Sabha, besides some technical people.Captain Mohan is the youngest and also the first Master Mariner to become the Chairman of the National Shipping Board. In his vast experience on the Board for over 11 years, he is well-versed with all subjects in the shipping and port sectors besides having an intricate knowledge of the global shipping industry.The National Shipping Board is constituted under the Merchant Shipping Act and was first formed in 1959 and headed by illustrious people like late G.L. Mehta,C.H. Bhatia and C.M. Stephen. Apart from Members of Parliament, the National Shipping Board has representatives from the Trade Unions, Ship Owners, Director General of Shipping, Ministry of Defence, Ministry of Commerce as well as the different sectors like Commodore M. Jiterndran, CMD of Kochi Shipyard, from Ship Building Sector, S. Velumani, Chairman Ennore Port from Port sector, Dr. Vijayan, Dirctor, National Maritime Academy from the Maritime education sector and Prof. Ramaswamy a renowned scientist. The Board has been instrumental in contributing towards several developments both in the shipping and port sectors. The Vallarpadam project, the expansion of container terminals in other major ports in the country like JNPT, Chennai and Kandla are some of the examples. Issues relating to training, man-power shortages and dredging activities were also taken up by the Board in recent times.
WAPCOS presents dividend to Prof. Soz (UPDATED)
A dividend cheque of WAPCOS for the year 2007-08 was presented to Prof. Saifuddin Soz Indian Minister of Water Resources by the CMD, WAPCOS D. Dutta in Delhi on September 2,2008. U.N. Panjiar Secretary, S. Manoharan Addl. Secretary and senior officers of the Ministry of Water Resources were present on the occasion.WAPCOS has declared dividend of 155 % of its paid up capital amounting to Rs. 3.10 crore for the year 2007-08, which is the highest ever since its inception in 1969. Based on audited data, it has achieved a unique score of 1.0 which is the highest achievable score as per the MoU evaluation system of the Department of Public Enterprises, Government of India. It is now eligible to be placed for the excellent time in succession.
Net direct tax collection (UPDATED)
Net direct tax collections in the first five months in the present fiscal (up to August 2008) stood at Rs.84,409 crore, up from Rs.61,030 crore, registering a growth of 38.31 percent. Growth in Corporate Taxes was 43.49 percent (Rs.48,450 crore as against Rs.33,766 crore), while Personal Income Tax (including FBT, STT and BCTT) grew at 31.79 percent (Rs.35,840 crore as against Rs.27,195 crore). Growth of Fringe Benefit Tax (FBT) was 31.85 percent (Rs.1,339 crore against Rs.1,015 crore); Securities Transaction Tax (STT) was 15.10 percent (Rs.2,730 crore against Rs.2,372 crore); and Banking Cash Transaction Tax (BCTT) was minus 21.36 percent (Rs.274 crore against Rs.348 crore).
Among regions, tax growth in Delhi and Mumbai was 76.23 percent and 32.49 percent, respectively. Other regions with high tax growth are Nagpur (88.75 percent); Kochi (58.07 percent); Kolkata (56.82 percent); Bhubaneshwar (53.59 percent) and Bangaluru (48.87 percent).
Overall growth in tax deducted at source (TDS) was more than 40 percent but growth in corporate TDS was 55.22 percent. Corporate TDS collections stood at Rs.26,445 crore as on 31st August 2008 against Rs.17,037 crore during the corresponding period last year. This was also the result of several TDS verifications / surveys carried out by the Income Tax department, which led to detection of hundreds of crore of rupees not deducted or not paid to the government account after deduction. Robust growth in direct taxes has been maintained despite substantially higher relief to individual taxpayers announced by the Finance Minister in the Union Budget 2008. Therefore, higher growth in TDS collections indicates good health of the Indian economy and indicates further improvement in tax administration and tax compliance levels. The cost of direct tax collection, on the other hand, which had declined to an all-time low of 0.54 percent during fiscal 2007-08, is likely to further decline to about 0.43 percent during the current fiscal, the lowest among all large economies in the world.
Robust growth of over 35 percent in direct taxes during the past few years has helped the central government in meeting FRBM targets, focus on developmental and social programmes, and declare higher pay and allowances for its employees.

I do not agree at all with Lahiri's comments about Muslims not getting flats.
How can so many muslims be living in Mumbai or Delhi or for that matter any other city if they did not get flats.
It is possible that they may not get flats in co-op. societies where traditionally 100% HIndus are staying. This may be simply because they may all be vegetarians. But such isolated cases have to be accepteds gracefully. You cannot insist that you will stay only in a particular society otherwise you will shoud 'discrimination'.
We have had enough of such people crying foul at the slightest pretext. People like Shabana are hypocrites.
Khan 6th CPC:
I would compare this to the the verdicts given in the court. In most of the verdicts, the culprit is spared with created evidences and the innocent is accused. Here, the benefit has gone to the Under Secretary/PPS level officers and above as it seems this commission was set up for them only. Most of of the thousands of crores is being absorbed by them. But in the eyes of the public; the poor non-gazetted and lower level innocent employees have become the target because actually they have got nothing but only rubbed for asking. Special mentioned should also be made in regard to the post of Sr. PPS and PPS in steno line. Only a very few of these really work. Others simple give excuse that since they are class I officer, they are not supposed to take dictation and other works and simply fool the officers if they are technical in nature and not IAS. In the process the poor Grade "D" and PAs/adhoc PAs are rubbed without any logic and are forced to say late by their senior officers. The purpose of creating this Sr.PPS and PPS post was to remove stagnation at lower levels. This position remains the same at the lower level in spite of creation of these posts and instead the persons holding these posts have added nuisance and more problems to the Grade "D" steno and PA. Some experienced PAs really keep these persons at a distance but not all. Anyhow my sympathies are always with them as one can only watch a Sr.PPS and PPS drawing a pay more than Rs.50,000/- per month. My request is that any journalist or someone in any leading newspaper; if he comes over this comment; kindly publish the same on my behalf with due regard to me as a senior citizen.

Some employees really deserve enhanced salary, but some inefficient and carefree lot need to be compulsorily retired from service to give way for the deserving. This not only includes some from group C and B, but from elite cadres too. Moreover, the British legacy of bureaucracy should be given up. Officers should carry their brief cases, water bottles and Tiffin carriers themselves. Vehicle system should be privatised, and mileage earned from official air travels should be used exclusively for official purpose. personal staff for Ministers and senior officers should be deployed strictly as per sanctioned strength.

An option should have been made available to employees to have the arrears or a portion of that to deposited in their GPF Account which would have eased the burden on Govt. Finances.
The uniform date of increment of 1st July adversely affects those who are promoted say in January, etc in the first half of the year who would have to wait for almost one and half years to get their increment. Ideally two dates could have been laid down namely, the 1st Janurary and 1st July so that the dates falling in the respective half year could have been brought to these dates.
