As the grapevine has it P.K.Joshi is being tipped as Additional Secretary,Atomic
Energy.At present he is Principal Secretary(PS)Rural Development(RD)in
Karnataka.Joshi is an IAS officer of the Assam cadre who belongs to
the 1978 batch.
Will Arvind Mayaram be retained in DEA
As the grapevine has it there is possibility of Arvind Mayaram
being retained in Department of Economic Affairs(DEA) as Additional
Secretary.He is an IAS officer of the Rajasthan cadre who belongs to
the 1978 batch.At present he is Joint Secretary in the DEA.However,it
all hinges on Indian Prime Minister Dr.Man Mohan Singh as to what view
he takes in the matter.

G. P. Joshi who is presently Principal Secretary(PS)-Expense in Gujarat
Government's Finance Department has sought voluntary retirement(VR).Joshi

As there are many opportunities for one to avail long leave during the
ensuing "Navaratri festival" commencing on September 30, 2008
many officers have planned their trips out of station with their family
members. One will have to avail leave for two days or so & he/she
will be able enjoy holiday till October 12,2008. In the wake of such
a situation real working in Government of India (GOI) & many state
governments will resume will resume on October 13,2008.
CWC ACHIEVED HIGHEST TURNOVER
The Central Warehousing Corporation (CWC) achieved an all time high
turnover of Rs.776.23 crores during 2007-08 as against Rs.686.44 crores
during the preceding year, thus recording a growth of 13.08%. Inspite
of drop in its overall utilization, the CWC posted all time high PBT
of Rs.154.76 crores, recording a growth of 15.67% over preceding year.
Similarly, PAT of the Corporation increased from Rs.88.70 crores during
2006-07 to Rs.136.91 crores during 2007-08, an increase of 54.35%. Keeping
in view excellent performance of the Corporation, CWC declared highest
ever dividend @ 30%. Shri B.B. Pattanaik, Chairman and Managing Director,
CWC informed during 46th AGM for the year 2007-08 held on 29th September,
2008 that the improved financial result could be possible due to diversification
of the Corporation's activities into operation of Railside Warehousing
Complexes, running of container trains and increase in handling of containerized
cargo through its 35 CFSs/ICDs. Shri Pattanaik also informed that the
Corporation has plans to open a number of CFSs/ICDs as well as Land
Custom Stations, besides undertaking procurement of paddy and wheat
on behalf of the FCI in selected States as also establishment of cold
chain facilities for handling horticulture produce.

SAIL signs MOU with L&T for Power Plants
(UPDATED)
A Memorandum of Understanding (MoU) was signed between
Steel Authority of India Limited (SAIL) and Larsen & Toubro Limited
(L&T), to jointly set up, develop, manage and own captive/independent
power plant/s at suitable location/s to meet future power requirements
of SAIL. The MoU was signed by A.K.Jain ED, Corporate Planning SAIL
& R.K.Sharma Vice President and Head (Thermal Project Development),
L&T, in the presence of S.K.Roongta, Chairman SAIL & A.M.Naik,
CMD, L&T, at SAIL Head Quarters Delhi on September 30,2008.Speaking
on the occasion, Roongta remarked that this initiative would be a trend-setter
for developing large thermal power plants through Public-Private partnership.
Naik stated, " A cherished dream of mine for setting up large plants
in joint venture with a premier navratna company like SAIL has come
true today."

Is it a preview of rebellion?
Ban on trade unionism by the armed force personnel is very fundamental
and it cannot be compromised in any country. However, in the context
of the 6th Central Pay Commission, the armed forces in India demonstrated
blatant form of trade unionism and still continue to do so. It is not
just clamor for more pay for the already pampered armed forces but an
organized act of indiscipline to civil authority, bordering rebellion.
They have patently disobeyed the decision of the Cabinet and are pressurizing
the Cabinet to yield to their unjust demands. This does not bode well
for the democracy. Any indulgence shown to trade unionism in armed forces
(directly by officers and men or by proxy through retired personnel
and family members) may do irreparable damage to the civilian rule in
the country. Already in a few public places, the armed forces have deployed
"military police," even though civilian population in India
under normal circumstances cannot be directed by the military. We should
not forget that the officers of armed forces get free ration, subsidized
canteen facility, subsidized liquor, free home travel, free lavish parties,
club facilities in the guise of officers' mess and free security aids
etc, whose monetary equivalent may be more than the take home salary
of civilian officers. The armed force personnel must be made to pay
income tax on all these perks. In the interest of equality, non-discrimination
and civilian rule in the country, all these facilities must be extended
to all civilian officers also. Civilian officers should not be put to
disadvantage just because they do not clamor. Any extra benefit in the
armed forces must go only to the family members of those killed or injured
in action, and not to any other officer or men.

Pay Hike for Armed Forces
The intransigent attitude adopted by the Armed forces is an ominous
sign. Even if all their demands are justified; defying the orders of
Union cabinet is gross indiscipline. After the pay commission report
was presented, the police hierarchy created similar noises in the media
about injustice meted out to DIG level officers (equivalent to Lt. Col.)
and DGs (equivalent to Lt. Generals). Now that government has conceded
the demands of policemen, armed forces are bullying the government.
It seems the uniformed forces (police and army) are virtually blackmailing
the government. In a democracy such a challenge to the political and
civilian supremacy portends ill for India.

Let Them Work in BSNL/MTNL on Deputation
The Department of Telecomm gave options in October, 2005 to the
officers of the Indian Telecom Service and Indian P&T Accounts and
Finance Service to opt Government or BSNL/MTNL. But the ITS officers
did not exercise their option fully. Hardly 1% ITS officers opted BSNL/MTNL.
There are more than 2000 ITS officers, who are still in government but
working in BSNL and MTNL. All these officers are maintaining the government
status but availing PSU benefits. Again the option letter with the same
terms and conditions has been issued to all Group-'A' Services (ITS,
IP&T AFS, Civil/Electrical Wings). All ITS officers have decided
to opt the Government. So the Government should review its decision
that in case these officers are withdrawn from the PSUs of DoT (BSNL/MTNL/TCIL
etc.), how the PSUs will survive in the absence of these officers. Fresh
recruitment will take time and enforcing these ITS / IP&T AFS officers
to sit idle in surplus pool shall be the double loss to the Ex-chequer.
The ITS officers who have opted BSNL and MTNL are also not happy, they
have moved to the High Court, Delhi challenging the terms and conditions
of the Option. The frustration among the officers is badly affecting
the profits of the BSNL and MTNL. The Government should take final and
firm decision in this regard in the interest of the public and the nation.
The best option is that government should allow these officers to work
in BSNL/MTNL on deputation as they have rich experience in Telecomm
Department. These officers have contributed a lot in making the BSNL
and MTNL. If government can feed 50 lakhs employees, how these 2000
officers will affect the budget of the government?

Delhi - the hottest target for terrorists has lot of problems
DANIPS officers, who are recruited as ACP through Civil Services
Exam are the most unfortunate lot in the list of civil services. They
are stagnating in the same rank of ACP for more than 23 years. No Deputy
SP rank officer of any state in India remains Deputy SP for such a long
time as the ACP of Delhi Police. The DANIPS officers as ACP are the
most important field officers of Delhi Police. Their motivational level
needs to be maintained which is at its lowest at this point of time.
Rather, DANIPS officers would have been proud to be under the direct
control of MHA but now due to continuous indifference of MHA, DANIPS
officers feel humiliated when they interact with state police service
officers of other states much junior in service length but senior in
the rank. Each and every ACP in Delhi Police, feels to be frustrated
now and the way service is being managed and promotional avenues denied,
