IPS reshuffle in Rajasthan likely this week
Due to oncoming state assembly elections a major change of almost all
the senioe IPS in the PHQ is going to take place by weekend, shuffling
almost all ADGs and many IGs posted in PHQ. There are also rumours about
change of guards at the top level too due to recent failure of police
in handling of blast cases in state. This will be done before announcements
of election dates for the Rajasthan.

First ever break through in liver Transplant
Surgery at Army Hospital
Army has successfully accomplished in situ liver transplantation. On
27 Aug 2008, 30 year old wife of a serving Major of the Indian Army
was battling for her life in the ICU of Army Hospital R & R, New
Delhi. Despite all possible medical efforts, she was declared brain
dead and her husband desired her wish of organ donation to be fulfilled.
Surgeons at Army Hospital (R & R) honoured this noble gesture by
embarking on an "in situ" split liver transplant surgery,
the first ever in India, thus giving a new lease of life to two patients
suffering from end stage liver disease. The novel technique of "in
situ" splitting of the liver involves dividing the donor liver
during retrieval into two parts, so that two patients can be benefited
from one donor organ. The surgery resulted in two liver grafts. The
smaller graft was transplanted into a 14 month-old baby suffering from
Biliary Atresia and the larger right part was transplanted into a 26
year old soldier with cryptogenic cirrhosis. Both patients are doing
well postoperatively. This unique surgical feat was undertaken by a
team of 20 doctors and paramedical staff and took 18 hours to complete.
Incidentally, the 14 month old boy was conceived by in vitro-fertilisation
technique and is amongst the youngest liver transplant recipients in
the country. As his parents were unsuitable as living donors, an "in
situ" liver split from a compatible brain dead donor offered the
only chance for his survival as he was born with congenital absence
of bile duets causing deepening jaundice since birth. The kidneys and
coronus from the donor were also harvested and transplanted, one kidney
being flown to Command Hospital, Lucknow. The liver transplant team
at Army Hospital (R & R) is trained in Adult as well as Paediatric
Liver Transplantation and has performed seventeen liver transplants
since the Inception of the programme in Mar 2007.

of India to the Republic of Iceland. He will be the first resident Ambassador

WAPCOS presents dividend to Prof. Soz
A dividend cheque of WAPCOS for the year 2007-08 was presented to Prof.
Saifuddin Soz Indian Minister of Water Resources by the CMD, WAPCOS
D. Dutta in Delhi on September 2,2008. U.N. Panjiar Secretary, S Manoharan
Additional Secretary and senior officers of the Ministry of Water Resources
were present on the occasion. WAPCOS has declared dividend of 155 %
of its paid up capital amounting to Rs. 3.10 crore for the year 2007-08,
which is the highest ever since its inception in 1969. Based on audited
data, it has achieved a unique score of 1.0 which is the highest achievable
score as per the MoU evaluation system of the Department of Public Enterprises,
Government of India. It is now eligible to be placed for the excellent
time in succession.
Net direct tax collection
Net direct tax collections in the first five months in the present fiscal
(up to August 2008) stood at Rs.84,409 crore, up from Rs.61,030 crore,
registering a growth of 38.31 percent. Growth in Corporate Taxes was
43.49 percent (Rs.48,450 crore as against Rs.33,766 crore), while Personal
Income Tax (including FBT, STT and BCTT) grew at 31.79 percent (Rs.35,840
crore as against Rs.27,195 crore). Growth of Fringe Benefit Tax (FBT)
was 31.85 percent (Rs.1,339 crore against Rs.1,015 crore); Securities
Transaction Tax (STT) was 15.10 percent (Rs.2,730 crore against Rs.2,372
crore); and Banking Cash Transaction Tax (BCTT) was minus 21.36 percent
(Rs.274 crore against Rs.348 crore). Among regions, tax growth in Delhi
and Mumbai was 76.23 percent and 32.49 percent, respectively. Other
regions with high tax growth are Nagpur (88.75 percent); Kochi (58.07
percent); Kolkata (56.82 percent); Bhubaneshwar (53.59 percent) and
Bangaluru (48.87 percent).
Overall growth in tax deducted at source (TDS) was more than 40 percent
but growth in corporate TDS was 55.22 percent. Corporate TDS collections
stood at Rs.26,445 crore as on 31st August 2008 against Rs.17,037 crore
during the corresponding period last year. This was also the result
of several TDS verifications / surveys carried out by the Income Tax
department, which led to detection of hundreds of crore of rupees not
deducted or not paid to the government account after deduction. Robust
growth in direct taxes has been maintained despite substantially higher
relief to individual taxpayers announced by the Finance Minister in
the Union Budget 2008. Therefore, higher growth in TDS collections indicates
good health of the Indian economy and indicates further improvement
in tax administration and tax compliance levels. The cost of direct
tax collection, on the other hand, which had declined to an all-time
low of 0.54 percent during fiscal 2007-08, is likely to further decline
to about 0.43 percent during the current fiscal, the lowest among all
large economies in the world.
Robust growth of over 35 percent in direct taxes during the past few
years has helped the central government in meeting FRBM targets, focus
on developmental and social programmes, and declare higher pay and allowances
for its employees.

When will Government revise the salaries of the Judges?
The Government of India have issued orders to implement the recommendations
of the sixth pay commission. When will the Government bring in the High
court and Supreme Court Judges (Salaries and Conditions of Service)
Amendment Act. to revise the salaries of the Judges.

Invest in government sponsored saving schemes
Now that implementation of the Sixth Pay Commission has been announced
and the Government employees will get handsome arrears, it is my humble
submission that they invest in various government sponsored saving schemes
like PPF, NSC, etc. Nothing will be gained by spending it on materialistic
gains. In the hour of need no one comes forward and always remember
your money is yours only.

Low achievers be given lower rate of increment
In the 6th CPC a provision is made to award higher increment @4% to
the high achievers. On the same logic of performance, the low achievers
should be given a lower rate of increment of say 2% or less. At present
there seems to be some reconition for good performance but no disincentive
for the low/ non performance. The govt. must make it clear that it means
business and is no more interested in carrying the dead wood at the
cost of public money.

Not conversant with the writing of ACRs !
There are officers at the higher level who are not at all conversant
with the writing of ACRs, value of ACRs or how to write an ACR. They
think themselves as lords and others working with them, for them and
under them as not even human beings, specially those coming from uniformed
services. They think and treat the civilians as nothing and treat them
as Average and Below Average persons whom they even do not know. They
have no knowledge of how to assess a person and simply treat them nothing
at all. This type of persons should not be allowed to enter the field
of civilians about whom they have their own reservations.

Experience vs. efficiency
This is with reference to the remarks made by Sudhakaran questioning
the utility of Senior PPS and PPS in Government of India. Though he
was right to some extent and also accepted that few of them do work
or you may say exceptions are always there. But does he mean that steno
line should not go beyond PA/PS level? For that matter, an Under Secretary,
Deputy Secretary or a Director are working on same lines (almost same
work). Manual of Office Procedure has constantly been pursuing for reduction
in level of submissions of files, but is it true in Government of India?
Contrarily, one and all can see that only officers are getting promotions
rapidly by virtue of cadre reviewing etc. (like Kalavati of Satya Narayan
Katha). So, one's working depends on one's conscious first, secondly
on the smartness of officers. If any Sr. PPS and PPS is enjoying his/her
posting by fooling officers, it should not be construed to be total
fault of that person, but more liability should be thrown on that Officer
who is unable to get the work of that level. Or Government should carve
out some method for metering the efficiency to promote or not to promote
or after one level, there line of work may be changed.

They are doing their best !
There is a Force named National Disaster Response Force established
by Government of India. They were the first to reach Bihar based on
the orders of National Disaster Management Authority on 21st August.
Roughly five hundred personnel of this force are working in Bihar in
most adverse conditions. They have rescued roughly 50,000 people till
date. T.V. is giving sufficient coverage of their works. As far as press
briefing is concerned no force personnel below the rank of IG can do
it. Still they are doing their best. Believe me.
