Spiralling Rhythm made with Salem Steel depicting the growth of SAIL,

I would like to share my views !
As the WIC is receiving a lot of views/comments on the 6 CPC, I would
also like to share my views on the subject especially with reference
to the posts of PPS and Senior PSS in the Central Secretariat with reference
to the views of Sudhakaran Retired Government Servant.
COMMENTS
As Sudhakaran is right in his own way. However, I would like to share
with all the viewers of this Reputed Site the following:-
The IAS Officers have intentionally upgraded the next posts of Private
Secretary as Principal Private Secretary and Senior PPS to nurture their
ends. However, the next pormotion of PS as per CSS Rules, 1962 is Under
Secretary, Deputy Secretary, Director and above not PPS or Senior PPS.
Sudhakaran being the senior citizen and during his service career had
he not even noticed that there is Rule 12 (2 and (4) of the CSS Rules,
1962.
This rule stipulates that the feeder grade promotion of the Private
Secretary shall be Under Secretary by merging the SO and PS into one
single list.
The officials at the level of Deputy Secretary especially the DR SOs
that too Bihari in the DOP&T have misled the Cabinet by putting
wrong rules to successive Secretary(DOP&T) like Prityush Sinha,
L.K. Joshi and present one Satya Nand Mishra that there is no such Rule.
It is a matter of same to the DOPT Secretary that they have misled the
Cabinet and got restructured the service without giving the evidence
of Rule 12 (2 ) (4) to Pranab Mukherjee etc..
You would be surprised to know that in the PS grade there are no Biharies.
This service require smartness and common sense, which they lack by
virtue of genetic disorders.
Though I am Section Officer, I personally request to all the Personal
Assistants, Private Secretaries and for that matter all the PPS and
Senior PPS to come forward for merging the CSSS and CSS cadre into one
Cadre i.e. CSS Cadre. Please give individual representation, without
any hesitation, to the Cabinet Secretary for merging these two cadres
and it is your legitimate right to take the post of Under Secretary,
Deputy Secretary immediately. It is high time to get the cadre merged.
The CSS officials have taken away your legitimate right by politicalizing
the service in connivance with the political leaders especially Biharies.
I also request all the Senior Citizens who retried as PA, PS, PPS to
give their representation to the Cabinet Secretary to pay respect to
Personal Assistants and Private Secretaries constitutional rights given
by Subordinate Legislation to them and the Cabinet Secretary should
suo motto inquire into the misleading facts given to the Cabinet Committee/
Cabinet/ Prime Minister by Deputy Secretaries/ Directors/ Additional
Secretaries of the CS Division and accordingly initiate disciplinary
proceedings against such culprits.

Sudhakaran deserves praise !
I am highly impressed by the recommendations made by Suhakaran. I would
also like to know how will the performance of bureaucracy improve once
they start carrying their own briefcases, Tiffin's & water bottles(no
provision of drinking water at their offices ?!!!). As it is, we expect
them to deliver results as good as private sector without paying them
as much. That's why all the competent bureaucrats/technocrats(who deserve
enhanced salary acc to Sdhakaran) are quitting to join private sector.
With the cutting down of whatever fringe benefits are available to them,
we can only increase the speed of resignations. Very soon, government
sector will be left with people who are either not competent enough
to be caught by private sector or are corrupt enough to cover the monetary
disparity through other means. I hope our learned friend recognise the
fact that if you plan to pay peanuts then you can only get monkeys to
work for you. Hiring of vehicles etc have already been privatised in
many departments. To curtail government expenditure, one can start by
replacing government provided medical facility (CGHS, Railway Medical
depaartment, etc) by collaborating with private hospitals. This has
been successfully incorporated by many PSUs. Instead of penny-pinching
techniques, let us concentrate on areas which account for a big chunk
of expenditure.

A very genuine and legitimate demand has been made by the IRS for grant
of Apex scale to the Members of the two Boards(CBEC & CBDT), who
put together are only about 10 in number. Even the Chairmen of the two
Boards, who were so far drawing thier salary @ Rs. 26000/-( corresponding
to Apex scale of Rs. 80000/-now)have not been given the Apex scale!
the govt., on the other hand shown enough consideration by providing
one Apex scale post in each state of the country ,to both IPS as well
as IFoS. This has boosted up the morale of these services and the officers
would certainly have a sense of pride being part of the service. A comparison
would reveal that a number of posts at the HAG/ Apex level are now available
not only to the AIS but also to IA&AS, IRTS and IPoS etc. Given
a chance, the officers of these services except perhaps those in IAS
and IPS would have liked to join IRS as is evident from the cut off
marks of the Civil Services Examination. The two revenue services, in
terms of the senior/ Apex level posts, however, seem to have been accorded
a step motherly treatment and consequently made to feel much less significant
/ unimportant. One should not forget that almost entire revenue of the
central govt. which is spent by other services is collected through
the two services. The growth and buoyancy in the central revenues only
has enabled the govt. to offer much better salaries to its employees.
Are the two revenue services made to pay for their efficiency and effort
in revenue collection which quite often includes systematic planning
to nab the evaders of tax and operation of anti smuggling ABD intelligence
network to name a few. Besides the two revenue services have led from
the front despite all odds in making the tax administration much more
transparent and assesse friendly. No dept has undergone such a big change
for better in recent past.
Now a word for CBEC which seems to care little for its own officers.
A large no. of 1986 batch officers are yet to get SAG even after putting
in over 22 years of service as against 1993 batch officers getting it
in some services. This is despite a large no. of vacancies being available
in that grade. Whom should we blame for it? And is it not a matter of
collective shame? Who is responsible for the mess in personnel management
and cadre planning? The govt. has also provided that the officers of
the IPS and IFoS, who are two or more years senior to a particular batch
of the IAS getting empanelled for SAG posts, will be awarded SAG, on
non functional basis. The CBEC could have thuoght about its officers
who even after 22 years of service were denied SAG for none of their
fault. This, however, does not seem to have been put forth as a demand,
which, if accepted, was not only likely to benefit a large number of
officers( who in any case will now draw their salaries in PB-4 with
slightly less grade pay than SAG)but could have largely boosted the
sagging morale of the officers which badly needed at this juncture.
It was probably feared that this might weaken their demand for Apex
scale etc. It seems that they exist only for themselves and care little
for the service!!

Through this esteemed web-site, I wish to draw attention of all Ministers
of UPA Government as well as Finance Minister and Chairman of the Sixth
Pay Commission towards the Pay structure of UDC. There is a huge gap
between scales of UDC and Assistant, while their nature of work and
liabilities are same (this can be confirmed from DOPT. This is a big
anomaly and injustice with UDCs. There is no competition exams for UDCs.
Though, in past years LDCs/UDCs were very much qualified but now time
has been changed and there were highly qualified (not less than Assistants/Hindi
Translators/Primary Teachers)persons in these groups. There is NO CHARM
for them to work in this poor scale.
At last I request all Ministers and Bureaucrats to think about these
poor persons who had unluckily joined this service.
I also request all UDCs to wake up and fight together for justice.
HOPE appropriate action should be taken by the Government very soon.

Discrepancy indeed !
The discrepancy created by just one date of increment (1ST July) for
persons with increment/promotion date from Feb to June of any year is
very unfair. As such people will get their increment only after one
and a half years as compared to people of later half of the year increment
date (including Jan) who will get as soon as six months in some cases.This
is very unfair and should be rectified as it will lead to a lot of heartburn.

Lahiri's comments about Muslims not getting flats
Agree with Khan and I am happy to note that my comments originally posted
on 29/8 have generated a healthy discourse in 'forum'. All have agreed
with me , except Mssrs. Lahiri & Singal-who seem to be in awe of
Shabana's persona.While I agree with some of their arguments, they seem
to have missed the point entirely.Purely on account of her 'standing',
she should have refrained from making inflammatory comments at a sensitive
time like this- on a nebulous issue like 'buying a flat'-where the majority
opinion clearly does not agree with her.
