?
Dr. K. L. Khurana has relinquished the charge of Director,
Animal Husbandry, Govt. of NCT of Delhi after completion of 6 years
of deputation and joined as Senior Scientist at ICAR Headquarters Krishi
Bhawan. The main issue is that, who will be the new Director, Animal

cheque was presented by Dr. Arvind Pandalai CMD, STC, to Kamal Nath
Indian Minister for Commerce and Industry in Delhi on September 4,2008.Also,
a cheque of Rs.50 lakh was handed over by Sanjiv Batra CMD, MMTC, to
the Commerce and Industry Minister for the same cause.
India Tourism, Tokyo Receives Awards at Busan
International Travel Fair 2008 (UPDATED)
India Tourism (Tokyo), Indian Ministry of Tourism participated in the
11th Busan International Travel Fair 2008. The Fair which is currently
on (5th to 8th September, 2008) in Busan, South Korea was attended by
more than 200 organisations from over 30 countries. In a Presentation
Ceremony at the Fair, India Tourism, Tokyo was awarded the following
awards:(i ) Best Tourism Promotion Award(ii) Best Tourism Publicity
Award & (iii)Best Folklore Performance Award.The Indian Pavilion
was well appreciated by the Mayor of Busan. In addition to this promotional
event India Tourism (Tokyo) also launched a month long India Promotional
Exhibition in the Busan Tower. The inauguration ceremony of this function
was attended by the Vice-Mayor of Busan and other dignitaries. Simultaneously
an advertising campaign has been launched in Seoul and Busan in the
print media. Last year 70,000 visas were issued to the Korean tourists
i.e an increase of 51% during the last three years. A double digit growth
is expected in 2008 also.Tourist Arrivals from East Asia are expected
to be on an upswing and Japan will contribute substantially in this
regard. India Tourism (Tokyo) is participating in JATA 2008 - a travel
fair from 19th September 2008 to 21st September 2008 and Namaste India
from 27th September 2008 to 28th September 2008. In addition the Ambassador
of India, Japan will be flagging of 10 velo-taxis wrapped in the Incredible

CSS vs CSSS
This is with regard the ongoing discussion about CSS and CSSS and especially
to comments made by Suman Keshari as to 'how many officers of CSSS can
put up cases duly examined with rules and suggestions etc intact!'.
The statement made by Suman Keshari is deceptive. The quality of work
produced by stenographers is the one which is appreciated by one and
all bureaucrats of the world. I hope Suman Keshari is aware of the selection
process of a stenographer in Central Sectt. Selection process [written
+ 10 minutes dictation] itself is enough proof of their being capable
enough to react to any situation. In the examination dictation process
is minimum for 10 minutes and missing a sentence would mean out of the
selection. Then after selection they are attached to IAS/IFS etc etc.
brass who are cream of the country. It is not easy to deal with top
brass of the nation in deceptive manner. Can anybody imagine that an
inefficient PA working with Cabinet Secretary or Defence Secretary or
Foreign Secretary??? Now the question is "how many". Can Suman
Keshari tell that how many CSS officers have the opportunity to discuss
anything with cabinet/defence/foreign secretary? Putting up cases and
examination is a stereo-type job and can be done by anybody sitting
in offices whereas dealing with big bosses cannot be handled by everybody.
If CSS officers are not suspicious of my statement then why they are
sabotaging the merger process. Let the merger be and if the system feels
that CSSS are not able to put up cases [as felt by Suman] then they
should be dismissed. Or why not government conducts a combined test
for CSS and CSSS for selection to US. As far as Keshari's comment whether
"superiors" want to share their berth with PS - please be
aware that they are not prepared to share it with CSS either. These
berths are fought and taken and not at the mercy of superiors. Let me
tell you and all through this platform that gone are the days when stenographers
were limited to telephone, shorthand and dictation. Now Stenographers
cadre personnel are multi-skilled, well-versed in office management,
liaison and coordination at the top level and work with distinguished
bureaucrats and political executives. They are well-versed in rulings
because they have to advise their bosses on daily basis. The time is
ripe for GoI to focus on multi-skilled manpower in order to achieve
long-term objectives in an efficient and effective manner. Such a unified
cadre in all these cadres will put an end to ongoing conflicts between
the two cadres, and, thereby reduce the amount of stress and strains
on government resources: money, material, time and productive use of
human mind resulting in more cohesive, competitive and congenial work
environment. Post-merger, their vast exposure in 'must do' work environment
will further benefit the nation. The work environment under which stenographers
have to discharge their duties always remain challenging, diverse, unconventional
and arduous in nature which necessarily make them a natural choice for
the comparatively easier job responsibilities of a CSS Officer. On the
other hand, nature of work of CSS Officers is rather a routine one,
which has been discharged easily by CSSS members for years.

It has become a prestige issue
It has become a prestige issue for the merger of CSS and CSSS. Anyhow
I want to bring out one thing i.e. if an LDC who is simply a Matric
can rise to the position of an SO/US, why can't a Steno. A steno is
more capable than an LDC who rises to this position. From times unknown
the Steno's have been the suferers at the hands of of these so called
CSS. Moreover where is the nationalism now-a-days I mean if there is
a Bihari Boss he will always go out of his way to help a Bihari, if
it is a Bengali it the same thing, so there does not exist any kind
of nationalism now-a-days. The merger of CSS with CSSS is the best thing
and by this way the govt. is to benefit in the long run.

Bihar Floods hold several lessons
The Bihar Floods hold out several important lessons for the public and
the policy makers.
1. Creating bureaucracies in the name of NDMA/SDMA/DDMA are not going
to work.
2. Top priority should be given to a quick and effective"Response"
to any disaster. The National Disaster Response Force has done an outstanding
work in this regard. But what would 500 personnel do in a scenario where
lakhs are affected. This force should be augmneted, trained and kept
in a state of readiness at various places in the country.
3. Government should not waste money on providing money to sustaining
bureaucracies, their salaries and egos.
4. As P Sainath observed, "a goood drought/flood is a good news
for these "relief and rehabilitation" agents[dalals in hindi].
Pllease ensure that these commission-ers don't swindle money in the
name of the flood hit. In Bihar a worthy example has been set by a District
Magistrate in last floods. 4. Rescue the flood hit first. They are hardworking
enough to build their own lives. Government or no government.

Kindly refer to Extraordinary gazette of India no 304, dated 29th August
2008on the 6th Pay Commission, item (III)on page 39 whereby following
recommendation "Whenever any IAS of a particular batch is posted
in the Centre to a particular grade carrying a specific grade pay in
pay band PB-3 or PB-4 ,grant of higher pay scale on non functional basis
to the officers belonging to batches of organised Group A services that
are senior by two years or more should be given by the Government".
The necessary OM is still not issued. It would be worthy of your site
to list out which batches of IAS has been posted in centre at what scale
and which are the organised services which must be given the pay upgradation
and from which date. Is the acceptance to be done w.e.f 1.1.2006 or
1.9.2008? Will the arrears be paid along with pay comm arrears or is
the OM issuing likely to be delayed by IAS mandarins sitting in DoPT/
Min of Finance?

Here is an illustration !
In response to Sri Ram Kumar's comment, here is an illustration. "A"person
got his increment in Feb. 2005 will get his next increment on 1-7-06.Person
"B" with increment date in Dec.2005 will also get next increment
on 1-7-06."C" gets promoted on 01-01-06 and whose next date
of increment would have been 01-01-07 will also get his increment on
1-7-06.Therefore, "A,B,C" all shall get increment on same
date but with gap of 17months,7 months and 6 months. This discrepancy
can be removed by granting one advance increment to persons with increment
date between February and June before fixation in the new pay structure.
In your example the promotion in June person gets increment in next
July the difference ther is of 1 year 1 month not 1year 11 months.

What the rule says about the increment ?
In my opinion, all officials who opt for the revised pay structure w.e.f.
01.01.2006, will be given increment on 01.07.2006. Even if one is promoted
after 01.01.2006 and before 01.07.2006 after opting for the revised
pay structure on 01.01.2006, he will get increment on 01.07.2006. Therefore,
whether one's increment was in February or March, he will get increment
in July'06 provided he has opted for RPS w.e.f. 01.01.06.
The confusion has arisen simply because of complex language and it is
high time the Government clarifies many such issues. It should also
take care of detailed guidelines for ACP ensuring some improvement over
the old system. Presently, ACP from LDC to UDC has become least awarding.

A gross discrepancy which is being lost sight of is that in the case
of officers retiring before 1/1/2006 other than Secretary, the pension
is at the most 29000 and odd even though they were drawing 26000 at
the time of retirement, whereas the pension in the case of Secretary
is 40000. A full 25% increase. Is it justice?

good health. However, I am quite inclined to believe the grapevine.
IAS officers just cannot work in high pressure jobs and CEO of Air India
is one. Secondly, why should a person who reverts from the post of Chairman
of a PSU on health grounds should be given the assignment of Secretary
to the GOI?!!!!

Injustice with UDC of CSCS
It is very unfortunate decision taken by upa govt as well as finance
ministry and DoP&T along with 6cpc towards the pay of UDC. there
is a huge gap between UDC and Assistant in central secretariat while
they work almost same. We request to all concerned authority and prime
minister, minister DoP&T and other concerned authority to once again
think about UDC of CSCS. Please think and upgrade graduate UDC to Assistant
because they work same and their qualification is same. Please give
them their due at earliest.

Attention of Finance Minister and all UPA Ministers
I want to draw kind attention of Finance Minister as well as all UPA
Ministers towards injustice that has been happening with UDCs since
4th Pay Commission. The pay scale of Assistants has been revised thrice
whereas scale of UDC has been left untouched. Duties of Assistants and
UDCs in the Ministries are same whereas Assistants are getting double
amount as salary than UDCs. This is very injustice. About nature of
duties of an Assistant/UDC the fact can be confirmed from DPOT who is
cadre controlling authority. There is also no departmental exam for
UDCs whereas in the Ministries all groups except UDC are availing departmental
exam facility. Presently, about 90% of the UDCs are graduate and are
performing their duties excellently. Now the time has come when the
Hon'ble Finance Minister/Bureaucrats involved in pay structure matters
should provide justice to UDCs. We want from Hon'ble Finane Minister
to be honest towards his conscious and hope his honest view in the matter
will provide justice to a large number of employees who has been deprived
of justice since a long time. Pay scale of Assistants/UDCs should be
equal irrespective of exams on the basis of which they have been selected
as both are performing same duties.
