India Tourism, Tokyo Receives Awards at Busan International Travel Fair 2008
India Tourism (Tokyo), Indian Ministry of Tourism participated in the 11th Busan International Travel Fair 2008. The Fair which is currently on (5th to 8th September, 2008) in Busan, South Korea was attended by more than 200 organisations from over 30 countries. In a Presentation Ceremony at the Fair, India Tourism, Tokyo was awarded the following awards:(i ) Best Tourism Promotion Award(ii) Best Tourism Publicity Award & (iii)Best Folklore Performance Award.The Indian Pavilion was well appreciated by the Mayor of Busan. In addition to this promotional event India Tourism (Tokyo) also launched a month long India Promotional Exhibition in the Busan Tower. Simultaneously an advertising campaign has been launched in Seoul and Busan in the print media. Last year 70,000 visas were issued to the Korean tourists i.e an increase of 51% during the last three years. A double digit growth is expected in 2008 also.Tourist Arrivals from East Asia are expected to be on an upswing and Japan will contribute substantially in this regard. India Tourism (Tokyo) is participating in JATA 2008 - a travel fair from 19th September 2008 to 21st September 2008 and Namaste India from 27th September 2008 to 28th September 2008. Solution to IT deduction from arrears required
I would like to suggest to the Finance Minister to kindly find out a solution to income tax deduction from the arrears being paid for 6th Pay Commission as these arrears pertain to last more than 2 years. Some relaxation be given in this regard, all and sundry, as has been done in the case of Group D Employees.

Children Education allowance !
One may understand the rejoices and resentments with Sixth Pay commission recommendations...it is difficult to keep all happy .
One observation on a seemingly minor but quite important issue with far reaching consequences is - the Children Education allowance.
Pay commission with its member secretary as a women and some more senior women advisor/ members in Secretariat of the commission; could have had thought of giving some additional advantages and special considerations for the education of a single girl child (in comparison to uniform 2 child recommendations) and promoting the very relevant cause of building into the psyche of at least in Government Personnel the importance of a girl child. May be time is not lost !!!!

Sixth PC has done injustice
Through your esteemed column I take the opportunity to raise my voice against the injustice done by the sixth pay commission with the LDCs of CSCS. Pay Scale of LDC has been placed in PB-1 with grade pay of Rs. 1900 only 100 rupees more than peons/Gr. D while the next grade pay for UDCs and Assistant has been fixed at 2400 and 4200 respectively. It is quite evident from Pay commission's report that LDCs has been equated with peons/Gr.D and on the other hand our superiors/bosses expects us to work as a dealing hand. More than 90% of direct entry LDCs are dealing with the files in the Secretariat. A direct recruit LDC has to pass three tier examination conducted by Staff Selection Commission and most of them are graduates. They are working at par with the UDCs and Assistants in their offices. But on the salary front they are getting equal to daftary/peons. It is kindly requested to the PM/FM to have a single look at this disparity and save the dignity of clerical staffs of the Secretariat.

I entirely agree with Rajesh Kumar. I had posted similar views on the issue very recently, which were not carried by you. You may include them now in 'forum' to bring greater clarity to this important matter.

CSSS please listen!
It was a hillarious comedy to read the views of Kaushal and Kevin about CSS and CSSS. I do not know which CSSS (Officer?) is posted with Cabinet Secretary/Foreign Secretary or other IAS/IFS Officer after clearing the exam + dictation i.e. Steno Grade-D Exam. My dear friend, while pleading for your case at least factually be honest. CSSS officials are very efficient we know but do not make such comparisons on which others will laugh and that itself will show your competence as a CSSS official. Please try to understand that PA are "Personal Assistant" and nothing else. You can not make him Cabinet Secretary overnight (he will remain personal or private in the entire service). First try to remove this nomenclature from your service, if you want some respect from others.
It was also amusing to read the comments of RK Gupta in the Forum earlier, about CSS Rules and 'Biharis'. I was somewhat surprised to see such type of unethical/unparliamentary views in a reputed forum like this (Bihari etc.). Anyway, this reflects on the mentality of the writer and not on the website.
Again, I have just one suggestion. Why not we do a genuine evaluation of the work done by the stenographers. (do not just exaggerate a service by saying CSSS Officer etc... as some day peons will say they belong to Indian Peon Service). Is it not a fact that Stenographers are required to assist the Officers by taking dictations, typing letters, attending phone calls etc. only. Why should a substantive amount of Government money is wasted by creating a separate service for such type of jobs, which practically have no role to play in decision making or implementation process of the Government. Why not Government outsource this job completely and young dynamic people are taken on contract basis for manning such jobs. (However for some confidential work at higher level, you can have very small amount of PA/PS in regular service). Why to pamper a specific breed of stenos in the form of PS/PPS/Sr.PPS/PSO, just for having them as "Personal Staff". This is just demeaning for the CSSS staff also as they become "personal assistant/personal secretary" to an officer and not an official assistant.
Why should we waste government money on such type of staffing when there is already an initiative to prune the Government staff.
I would sincerely urge Government to confine the scope of PA/PS upto level of PS only (and they too be attached to very senior officers such as JS/Secretary only). For lower level officers, this job can be completely outsourced to get computer proficient stenographers from market on contract basis. The existing staff may be absorbed in CSS or any other service, keeping in view their suitability (through the process of selection by Examination/Interview etc. through UPSC). This will be a great savings on part of the Government and the war between CSS and CSSS will stop forever. ANY TAKERS for this suggestions??? I hope Kaushal , Kelvin and Gupta are listening..
