Panel of IRS officers for CBDT is ready
A panel consisting of about half a dozen IRS officers has been prepared on Monday for the post of Members of the CBDT. 1972 batch IRS officer Narender Singh 1973 batch IRS officer Prakash Chandra Tripathi and three 1974 batch IRS officers Mssrs A K Basu,M C Joshi and Manjari Kackar reportedly figure in the panel.There are going to be three vacancies of CBDT Members this year.

1979 batch IAS empanelment meeting tomorrow !
Meeting for the empanelment of 1979 batch IAS officers to the rank of Additional Secretary in the Government of India is expected to take place on Thursday.
Who is No.2 in the Railway Ministry?

(a) Is it Minister of State Rathwa who is close to PMO due to his tribal constituency; or was it Velu who resigned recently?

(b) Is it the Chairman, Railway Board heading a technocratic organisation; or is it Secretary of the Railway Board, KBL Mittal who was given this post by Laluji without bothering about seniority?

(c) Is it Sudhir Kumar Jain, OSD to the Railway Minister, who is considered a turn around magician by some and a typical pompous IAS officer by others?

Answer is - None of the above. The advisor-in-chief to the Railway Minister is the Union Minister of State for Company Affairs Prem Chand Gupta. He visits Rail Bhawan like a railwayman and advises the Railway Minister even during cabinet meetings.

As the grapevine has it, many senior bureaucrats too figure in the list of 13 candidates who have been short listed for the proposed Airports Economic Regulatory Authority (AREA) which was supposed to be in place by March 31,2009. Main among them are: YS Bhave - Secretary Consumer Affairs in GOI, AK Singh - Member PESB, Satyanarayana Dash - Secretary, Heavy Industries & Public Enterprises in GOI & Dr K Ramalingam - ex Chairman of the Airports Authority of India (AAI).

On promotion to the SAG, Indian Postal Service officer Kachari has been posted as Chief Post Master General North East.

1989 batch IAS officer Dr. Mona Sharma of Orissa cadre is reported to have been empanelled for the post of Joint Secretary in the Government of India.

IRS officers a quite sore
As the grapevine has it, Indian Revenue Service (IRS) officers are unhappy with powers that be in Government over the delay in forwarding the Annual Confidential Reports(ACRs) and the Vigilance clearance of IRS officers (from the 1982 batch to the 1988 batch) to the Department of Personnel & Training (DOPT) for empanelment as Joint Secretary. The IRS Association had also pitched in and had made two requests, as early as 2 months back, but it seems to have had no effect on higher ups. Informed sources say that during the current year 1990 batch of the IAS would get empanelled as Joint Secretary. Even other services are far ahead than the IRS where officers only upto 1981 batch have been empanelled. For instance IDAS have been empanelled till 1987 batch; IAAS till 1987 batch; IPS till 1988 batch etc. Will the new Chairman do anything about it so that the career of at least 500 officers were not compromised?"

Frank Noronha to be DG DAVP
In all probability Frank Noronha will succeed Neelam Kapoor as DG DAVP. Noronha, is presently Director-General (Media and Communication), Press Information Bureau, New Delhi. He is 1982 batch IIS officer.

Neelam Kapoor to be PIO

Finally Neelam Kapoor is being appointed new PIO now known as DG. She is presently DG DAVP. 1982 batch IIS officer Neelam Kapoor will succeed Umakant Mishra on April 1.

Dr. Shreeranjan to be JS Child and Women Welfare
Dr. Shreeranjan is all set to join the Government of India as Joint Secretary Child and Women Welfare. He is 1985 batch IAS officer of Assam-Meghalaya cadre.

CBDT chief Moorthy wins accolades
Chairman of the Central Board of Direct Taxes (CBDT) SSN Moorthy has won many accolades for promoting Arun Kumar & posting him as Chief CIT (CCIT)-II Pune six days before his retirement. Kumar is an Indian Revenue Service (IRS) officer of the 1975 batch. Only single order was issued on March 26, 2009 regarding Arun Kumar's promotion.

CWC inks MOU with Ministry of Food
Central Warehousing Corporation (CWC), a Schedule 'B' Mini Ratna Category-I PSU signed a Memorandum of Understanding (MOU) with the Ministry of Consumer Affairs, Food & Public Distribution, Government of India setting out various physical and financial targets for the year 2009-10. The MOU was signed by B.B. Pattanaik, CMD, CWC with Mrs.Alka Sirohi, Secretary, Department of Food and Public Distribution the other day. N. Raghupathy, Additional Secretary & Financial Adviser and other senior officials from the Ministry and CWC were also present.
Under the MOU for 2009-10, among various Quantitative and Qualitative Parameters, CWC has targeted to create additional warehousing capacity of 50,000 MT, invest in creation of new CFS and Port related infrastructure, form new Company for Warehousing Finance business and achieve gross sales of Rs.910 crores. CWC also targets to train 5000 farmers on Post Harvest Manageme nt and create rain water harvesting structure at 15 of its facilities as a part of its Corporate Social Responsibility Scheme.

LIC of India launches its first credit card "LIC Card" brought out by its subsidiary LIC Cards Services Limited
Life Insurance Corporation of India (LIC) fulfilled its long cherished dream to have its own credit card by launching "LIC Card" at its Headquarters "Yogakshema" in Mumbai today. Mr. T.S. Vijayan, Chairman, LICI launched the LIC Card in the presence of CMD of Corporation Bank, Mr. J.M. Garg and senior officials of LIC and Corporation Bank. LIC of India has formed a separate company "LIC Cards Services Limited" (LIC CSL) to bring out its own credit card in the market in line with the corporate vision to emerge as a trans-nationally competitive financial institution. LIC Card has been brought out by LIC Cards Services Limited as a white labeled card. This white labeled Card is managed by Corporation Bank. It is a VISA branded Card valid internationally.
LIC Card is a unique offering from LIC CSL loaded with numerous benefits and features for the customers. LIC Card is a 'photo card' having the photo of the cardholder and signature digitally imprinted on the card for greater security. LIC Card is designed to serve various synergetic benefits to the customers of LIC of India.
The selected LIC Agents will act as Sales Representative for this project. LIC CSL plans to offer premium-payment facility to policyholders with their own LIC card. The hidden fifth front

Considering conceivement of numerous fronts in the run up to the elections and their miscarriages post election, it seems that only the fifth front really works! This invisible front is visible only to those who are gifted with the political dristi (sight) to see opportunities which the poor aam aadmi can not see. Words like progressive, samajwadi, left etc. have long ceased to inspire. What is before us in this election is the limitation of caste. People have been playing on the caste loyalties since the first general election in 1952.It was misused by petty politicians even under the then Congress. The others played communal cards using these very words. So, now affiliations are stitched by investment alone and votes are merely purchased. We are in the bloom of aayaa Raams & gayaa Raams and horse trade and its numerous other forms. Even states which have provided almost 70% reservations have failed to remove poverty by even 1 % in the past 57 years! People are offered currency notes in full public view-it is nothing under the table. It will lead to further fragmentation of people, who stand cut into caste identities. Fronts will get formed and deformed and money alone will form council of ministers. It will ultimately, attract all categories of criminals. We will see the deformed face of democracy that has made the life of people in one European country extremely insecure. So much so that the police officer avoids chasing criminals, the judge avoids hearing the case and the politician does not want to receive the action taken report. And, of course, the bureaucracy--you already know how it acts out of such difficult situations!! No one is responsible for taking the bull by the horns or belling the cat. So may we the people of India soon!

British policy followed by Cong is responsible for present mess
Divide and rule policy of the British followed by the Congress over the years is responsible for the present political mess. This is worrying every Indian. I donot doubt the patriotism of many regional party leaders. But it is second thing to them. The first priority is how to keep the society divided on religious, regional, caste, sub-caste basis. BJP as the second national party has not lagged behind whenever it got the opportunity. It is only the Congress party which can re-unite the country politically, not today, not tomorrow but some day. There is no alternative. The party should learn from its mistakes and make amends. This is the hope of many people. It seems Congress leaders have started realizing this and have decided to contest all LS seats in Bihar & U. P. God Bless them. Advani can only talk he cannot deliver. By challenging Manmohan Singh and Ms. Gandhi for a debate, he is doing no good to himself and his party.

AGT has no linkage with family obligation
Its a wonderful suggestion to have the orders of transfer finalised in Feb/March every year and make them effective from April. This would not only help the officers to shift and settle at the new place well in time but would also eliminate the yearlong uncertainty, especially when the limitation in Tax Assessments is over on 31st Dec. The CBDT has the requisite data base and they can easily accommodate officers in one of the three places/states of their choice so that the dissatisfaction level is reduced to almost zero. Even in this year the CBDT had asked for the transfer requests /options as early as Feb 2009,but they seem to have slept over or are deliberately delaying and they are still to effect the AGT for this year. Even this delay is in consequential, if the officers requests are all entertained if they have completed the necessary cooling period of 2-3 years or have some genuine ground for retention. There is an impression that officers request for retention due to ulterior motives .I am sure that the officers would not mind retention beyond the prescribed time ,even if they are deployed in Non Field charges

Stupidity and not hate!
I was really dreading to see support for Varun on this web site leave alone any other forum or platform. Varun has no right to make any Hindu feel so ashamed of himself as he indeed has done by his act (or speech). He had no right to make Hindus feel so small. That he could really say what he did, points out to his utter lack of basic intelligence, decency and maturity. He is so immature and crass that if a person like him can also win an election will be a sad commentary on our country and our voters. I hope and pray that he is really taught a lesson by the electorate, which will be a lesson for others like him and save our country the ignonimity of getting branded on the basis of what people like Varun can dish out in future.

Why contest from more than one constituency?
It has been seen that only those leader contest more than one election those are holding the president of political party. Contesting election from more than one constituency is total burden on exchequer. In the interest of saving exchequer government should allow contest from one constituency. Government should recover total expenditure from candidate those contest election more than one constituency.
