What Bureaucrats think about the formation of next government at the centre?
The general elections are round the corner and the bureaucrats have started making their own assessments as to who would rule the country in the days to come. Whether it will be the Congress, the BJP or the respective fronts - UPA and NDA - lead by these parties. Will it be a third Front that will govern the country? We tried to elicit the views of bureaucrats across the country. They feel …………

Cong treating loyalists badly
It is very sad that the Congress party has treated Arjun Singh badly by denying tickets for his children. This is quite in contrast to the tickets given to children of others like Deora, Pilot, Dutt. etc. These three and for that matter even Rahul have no special abilities.
Earlier, the Congress also treated another loyalist Natwar Singh badly but he had the guts to revolt and quit. Arjun Singh should show some guts even at this stage instead of taking it lying down.

Lalu should part ways with Cong to become PM
I know Lalu for many years. He has learnt a lot over the last 20 years when initially he used to live in Patna in a peon's quarter. His one aim is how to go up politically and in these uncertain times there is no harm if he dreams of being the Prime Minister of India. Though he has no more than 2% chances of being a PM they become 0% if he continues with Congress. One has to understand the psychology.

PSE officers… Dirt Cheap' approach
To increase promotion prospects for its officers, the government, in addition to recommendations of 6TH pay commission, added one more pay scale at senior level, i.e. HAG+, i.e. Rs.75500 to Rs.80000.

For PSEs, instead of adding, govt. removed one scale i.e. E10 at senior level, thus curtailing PSE officers' promotional chances as compared to what was recommended by Justice Rao committee.
True, Justice Rao's recommendations have been dumped by govt., but justice should not have been dumped.

It is disgraceful for non- IAS Officers !!!
Ten IAS and one IFS officer has been selected for the Prime Minister's Awards for Administrative Excellence. My congratulations to all of them! But, I feel seriously concerned about the non-IAS officers for their 'intellectual bankruptcy' and lack of 'Excellence 'for being ignored 'across the board'. It is hard to believe that the non-IAS officers are totally devoid of leadership qualities and are not achievement-oriented! The reasons, perhaps, are not far to seek. It is said that the Selection Committee constituted for these awards, comprised of senior- most IAS officers and that the criteria for selections were tailor-made to suite the candidates belonging to the elitist Service only. Political canvassing, it is rumoured, could also not be ruled out. What could be the quid pro quo for such pre-election bonanza? The office of the Election Commission(The CEC and ECs are former IAS officers)may like to investigate whether the Model Code of Conduct is attracted in this case. In the meanwhile, let the non-IAS officers do self-introspection to console their bleeding hearts! Better luck, next time!

I was serving in Goa in 1978 but Banerjee was not the Lt. Gov. then. It was Gill. I think his initials were P.S. and name Pratap SIngh. He was father of MS Gill who was Election Commissioner few years later.

I totally agree with the grievance of Chopra. The restructuring done is really going to prove detrimental to the department. However, the DoPT has stated clearly for cadre review that "Matching savings may be provided from within the cadre and financial implications of the proposal (which should be budget neutral) should be amplified". This has to be weighed judiciously. Before going for cadre review, the service should manage its own cadre properly. Not having any PD in any command is surprising, which is hampering promotion prospects of SAG officers. Moreover promotions of JAG/NFSG has been astonishingly delayed, which is beyond comprehension, and may be the result of consistent negligence of the cadre controlling authority. No wonder, if this state of affairs continues, this department may see some Jaswant Singhs with axe in coming years.

TAIL-PIECE
Why do we read Bhagvad Geeta?

This is a beautiful story - if inspired please forward, or else keep it . Can't say when it might inspire you!

An old Farmer lived on a farm in the mountains with his young grandson. Each morning Grandpa was up early sitting at the kitchen table reading his Bhagavat Geeta.

His grandson wanted to be just like him and tried to imitate him in every way he could.

One day the grandson asked, 'Grandpa! I try to read the Bhagavat Geeta just like you but I don't understand it, and what I do understand I forget as soon as I close the book. What good does reading the Bhagavat Geeta do?'

The Grandfather quietly turned from putting coal in the stove and replied, 'Take this coal basket down to the river and bring me back a basket of water.'

The boy did as he was told, but all the water leaked out before he got back to the house.

The grandfather laughed and said, 'You'll have to move a little faster next time,' and sent him back to the river with the basket to try again.

This time the boy ran faster, but again the basket was empty before he returned home.

Out of breath, he told his grandfather that it was impossible to carry water in basket, and he went to get a bucket instead.
The old man said, 'I don't want a bucket of water; I want a basket of water. You're just not trying hard enough,' and he went out the door to watch the boy try again.

At this point, the boy knew it was impossible, but he wanted to show his grandfather that even if he ran as fast as he could, the water would leak out before he got back to the house.
The boy again dipped the basket into river and ran hard, but when he reached his grandfather the basket was again empty. Out of breath, he said, 'See Grandpa, it's useless!'
'So you think it is useless?' The old man said, 'Look at the basket.'
The boy looked at the basket and for the first time realized that the basket was different. It had been transformed from a dirty old coal basket and was now clean, inside and out.

'Son, that's what happens when you read the Bhagavat Geeta. You might not understand or remember everything, but when you read it, you will be changed, inside and out. That is the work of Krishna in our lives.'
