Rationale behind DPE insensitivity
It is not difficult to understand why DPE is against those recommendations of Justice Rao Committee which are for A+ category of PSEs.
It is because none of the PSEs in A+ category e..g. NTPC, BHEL, SAIL, BSNL, ONGC, IOCL, BPCL, HPCL, fall under ministry of heavy industries, the parent ministry of DPE.
