The general elections are round the corner and the bureaucrats have started making their own assessments as to who would rule the country in the days to come. Whether it will be the Congress, the BJP or the respective fronts - UPA and NDA - lead by these parties. Will it be a third Front that will govern the country? We tried to elicit the views of bureaucrats across the country. They feel …………

Aaj Ki Aawaz

Advani chants, "Mohna is weak and meek'!!!!
Mohan says, "Advani changes his agenda every week'!!!
One day its Ram Mandir and next day Jinnah!!!
To the gallery Mohna says Advani does 'takk takk dhinnah'!
Mohna went after the Nuclear Deal and saw it through!!!
He did not bother as resentment on the Deal within the Party and UPA grew!!!
After all Pawar and Laloo were willing to sacrifice the Deal at the alter of power!!!
Even Congressis were worried that Commies would pull the plug any hour!!!
Mohna stuck to his guns and though today little benefits of the Deal are on show!!!
But down the road there will be huge benefits as Nuclear power 'starts to really flow'!!!
Advani on the other hand has little to show when he was Home Minister!!!!
Though he does show he was Vajpayee's 'principal assister'!!!
Okay Mohna is answerable to Sonia and Sonia is answerable to no one!!!
And many say Mohan is keeping the PM's chair warm for Sonia's son!!
But do keep a track of the good he's done!!!!!
If you ask me a lot of respect Mohna has won!!!
And for Mohna its Sonia who we have to thank!!!
Because he would not have become PM if Sonia nahi karti Mohna pe bank!!!
On tax havens Advani has made a hue and cry!!!!
If he were pragmatic on settling NPAs he'd try!!!
If true NPA position of Financial Institutions all revealed all will be shocked!!!
Presently by Financial Institutions via magic of window dressing this reality is being blocked!!!
It's like a sub prime time kind of bomb ticking away!!!
It's for these NPAs that Advani should first bay!!!
SP feels that India should go into the dark ages!!!
They want to turn back the pages!!!
The SP's Manifesto should have a disclaimer …. not valid for SP Netas!!!
And also for their Betas!!!
The manifesto shows the double standards of SP!!!!!
Shamming Party is the actual meaning of SP!!!!
It's in SP's interests if its vote bank remains uneducated!!
Because SP's bound to loose those that get educated!!!

In Shiela's book if Dawood stood for election and got elected,
Then all is black deeds are washed as by public he's been selected!!!

Just because Tytler and Sajjan got elected the last time,
Does not mean this has whitewashed their heinous crime!!!

Confucius says..... Isn't it graceful to accept one's wrong rather than fib and fob!!!!
And tomorrow on this fibbing they'll fib and fob and say ' we were just doing our job'!!!

CAG's new performance compendium on police departments
I would like to invite readers' attention to CAG's new performance compendium on police departments all over India at www.cag.gov.in (link in blue on bottom right of this page). No small wonder that India remains prone to repeated terrorist attacks and is branded a 'soft' state.

Dr. Man Mohan Singh should contest
We suggest that with a view to gaining credibility and political legitimacy Dr. Man Mohan Singh should contest Lok Sabha election from any constituency in India which may be considered safe for him by the Congress President. He is obviously liked ( as PM ) by coalition partners because not being Leader of the Party in the Lok Sabha he is not in a position to restrain the regional stalwarts in the government from doing any wrong they want to do for their personal benifit. In his present position he seems to be one among the equals while other equals not paying any heed to him. It is a real tragedy that a country like India with a long and continuous democratic tradition does not have an elected MP (LS) as its Prime Minister. The next Lok Sabha must not suffer any such ignominy.

Let us work for a class-less and caste-less society!!!
We got independence in 1947!Sixty years on, we are still waiting for emancipation from the evils of class, caste, creed and religion. We are divided against ourselves. The only missing link in our psyche is 'Indian hood'. The ills like Corruption, exploitation, casteism, religious intolerance, class discrimination, political opportunisms etc. have affected a "majority" of our countrymen. The Indian was a "silent minority"! Against this backdrop, I had the privilege to interact with a large number of Indian youth recently. Much to my pleasant surprise, their responses enhanced my feel-good factor. I would be happy to share my experiences with my fellow browsers. It was noted with relief that a large number of young men and women belonging to upper strata of socially and economically depressed sections were per se against the existing policy of reservation. They favoured the benefits of reservation policy to be primarily extended to all economically backward persons irrespective of their caste, creed, class and religions. More importantly, the Muslim youths felt proud to be addressed as "Indian Muslims" and NOT "Muslim Indians". They were Indian first! They also felt that the comfort levels of Indian Muslims were far above those of Pakistani Muslims. A welcome change indeed in the perceptions of modern Indian youth! Let our unscrupulous politicians learn a lesson from this!It is never too late!

What great work non-IAS officers do?
In fact do they actually matter? In fact they are no longer relevant and only second grade citizens a fact now officially acknowledged by VIth pay commission and endorsed by cabinet. Its surprising how an IFS officer has featured in the list? How can an IFS officer share the same podium with gods? May be next time this error would be corrected? God save this nation!

Abject poverty of thought of the system
These things were imminent when the CBDT, while accepting the decision of CAT, Lucknow, in regard to principle of suppressions, did not deliberately comply and give effect to the same so far ,because it would have upset the present arrangement. Further ,there is no one to really appreciate that the grading and benchmarking system now introduced for promotions and for elevation as Member should not be retrospective because the person writing the ACR in the past may not have understood the gravity of the grading given by him. The result is for everyone to see and so many good officers have missed getting promoted as CCIT or becoming Member CBDT.I feel that the decision of CAT ,Lucknow ,probably in the context of 1976 batch officers ,should be given effect in the spirit ,it is intended to ,and further ,the grading system be followed, with suitable modifications ,keeping in mind that the officers in Revenue Service are not only ,Tax Managers, but Tax Collectors also for the country, whose morale has to be kept up so that they can perform there functions without fear ,in the larger interests of the country ,and do not buckle down in the race for promotions.
