Bureaucrats opinion : How will be the next Lok Sabha
The details of the "whispers in the corridors" opinion poll undertaken to learn about the bureaucrats take on the outcome of the 2009 general elections to the Lok Sabha suggests a hung parliament with no political party or alliance able to reach the magical figure of 272 required for simple majority to form the government. The opinion polls conducted in March second and third week of 2009 are in line with our earlier polls held in October 2009 in which the bureaucrats had predicted a hung parliament.
The only change between October 2008 and March 2009 is the fragmentation of the Congress led United Progress Alliance (UPA) and the National Democratic Alliance (NDA) and the emergence of third front and the so called fourth front of Laloo Prasad Yadav (Rashtriya Janata Dal), Mulayam Singh Yadav (Samajwadi Party) and Ram Vilas Paswan (Lok Janashakti Party).
The details of the polls are as follows-
The outcome of the opinion poll has thrown up a fractured and fragmented Lok Sabha and most bureaucrats believe that the new government would not last beyond two years and mid-term polls would be held sooner than later. The Congress led United Progressive Alliance is slightly ahead with about 199 to 205 seats.(Provided Laloo Yadav, Mulayam Singh Yadav and Ram Vilas Paswan stays with the UPA).
There is bad news for the NDA which might end up getting 169 to 187 seats. Nearly 100 MPs short of the simple majority of 272 seats. The Third front comprising of the Left parties, Bahujan Samaj Party (BSP), Telugu Desam, Praja Rajyam Party, AIADMK are likely to get about 130 seats. If the two Yadav's Laloo and Mulayam stick around alongwith Paswan forming the fourth block they might end up with a block having about 40 seats.
If the opinion of the bureaucrats fall in place as they think formation of a new government would urn out to be a herculean task unless the Congress or the BJP extends support or all alliance partners of the UPA and NDA break away to form a non Congress and non-BJP government.

Is Sexual Harassment a Human Rights violation?
The appellant raised a number of querries in respect of a complaint of
sexual harassment and the inquiry done from the CPIO of the Research
and Analysis Wing (RAW) of the Cabinet Secretariat.
The information was refused on the ground that the agency is included
in the Second Schedule and it is not a case of human rights violation
or corruption. The first Appellate Authority upheld the decision of
the CPIO noting that as the allegation of sexual harassment / human
right violation had been withdrawn by the appellant, the first proviso
to Section 24 (1) was not attracted.
The Commission observed that overt gender discrimination amounts to
violation of human rights.
Comments
As per proviso to Section 24 (1) of the RTI Act, in case of
information sought in respect of allegations of human rights
violations by the agencies included in the second schedule, it shall
only be provided after the approval of the CIC within forty-five days
from the date of the receipt of request.

Election 2009
Though at present the National Parties like Congress and BJP do not have that much importance as that of the Regional Parties; still the voters should think about these two parties first. Presently, the congress(UPA) has not done anything special during its tenure of 5 years except always struggling for its stability and it was only a repeat of the same which it was when it had run the government for about 50 years before NDA took over. But NDA really did something extraordinary like nearly completing the big projects like Golden Quadrilateral etc., which were not completed timely by UPA who had taken over from NDA. Now they are talking about Indo-US nuclear deal which will be known only after about 10 years.
So at present, in the interest of the country; it is better to go for a change and since UPA had been there for 5 years; a chance again should be given to NDA. This will really give us also a chance to understand the capability of these persons instead of simply gauging them by name.

Not a great prediction

Your's is not a great prediction after seeing the actions and behaviour of the people whom we call leaders in this country('politician' is somewhat dignified word and most of them do not deserve to be called so) Depending upon how many seats Congress and BJP are able to get, any thing and every thing can happen, after the elections, except two-three things (i)Congress and BJP will not support each other; (ii) Left will not support BJP, and (iii) DMK and AIDMK will not go together. Rest is open game of the crooked.

CAG's performance audit report on policing system in the country is quite professional one. It has dealt with the subject without touching any sensitive issues and still narrated the issues very well. Ideally if the report had also covered the areas like transfer & postings of key police officials and success ratio of chargesheets filed by police then it could further provide more insight to the effectiveness of our police system. All in all it is a good report and hope its recommendations would be implemented by the concerned authorities.

The report is an eye-opener and shows that it is not lack of funds that stands in the way of better policing. Imaginative use of resources seems to be the real need which cannot be fulfilled if the top brass continues to occupy itself solely with the twin goals of career advancement and currying favours with the political masters.

It is the IAS which leads from the front and rest of the crowd is just a support group for the IAS. Now IAS cannot be compared with all the sundry Central Services most of which have failed to deliver any thing concrete. Look at our taxation system which has led to creation of so much of black money that Swiss banks are stashed with Indian money. Then you have all kinds of accounts services like IA&AS, IDAS IRAS etc etc. How can they be even compared with IAS. What work they do? What are their credentials to be considered for this prestigious award. Let us not debate this issue too much. IAS is number one and shall remain so whatever may the others say about it.
