Post offices to undergo makeover: Radhika Doraiswamy
Indian Post Offices that bring to memory shabby buildings dumped with filthy records and an often ignorant and arrogant staff are all set to undergo a complete makeover. Talking to whispersinthecorridors.com, Secretary (Posts) & Chairman Postal Services Board and Director General India Post, Ms. Radhika Doraiswamy, said the initiative is to ensure that the post offices connect with the modern day requirements of the local population be it postal service, electronic mails, money transfers, financial services or any other assistance.
Ms. Doraiswamy said in the first phase all major post offices in the country are being modernized with proper infrastructure, furniture, computers and trained staff. The idea is to integrate different services and make post offices nodal centre for postal services, financial services, money transfers and bill payments.
When her attention was drawn to the increasing competition the department was facing from private courier services, she said this is a feature that is applicable to urban centres in India. Rural India still depends on India Post services to reach out to its near and dear ones. "Courier services have strengthened over resolve to improve our services and compete", she added. Citing an example she said that nearly 80 per cent of the department's revenues are generated from mail service and money transfer facilities. Moreover entire government mails are routed through the India Post services.
The department is updating its computer network and hopes to connect all post offices that would facilitate the customers to keep a track of their posts. Similarly a pilot project is underway to link financial services offered by the department and introduce core banking facilities. Once successful, the project would be replicated throughout the country, she added. This will help the customers to operate their accounts and manage their deposits whether Fixed or savings or PPF accounts in post offices from anywhere in the country. The department is also considering a proposal to provide ATM cards to its customers once the facility becomes operational.
What would make the modern post offices stand apart is the fact that they would be acting as centres providing assistance to the customers rather than simply being the service providers. For this post masters and postmen are already being oriented for multi-tasks. The postman besides simply being a deliverer of posts would be the point-person who could collect bills, remittances to near ones and take down e-mail messages. The postmasters would supervise all the activities and assist the staff and customers as and when required, said Ms. Radhika Doraiswamy.

Centenarian Major General (Retired) U C Dubey passes away (UPDATED)

Major General UC Dubey (Retired) a centenarian, passes away, today here. Born at Sujanpur in Gurdaspur district of Punjab on 26 Mar 1909 Major General ( Retired) U C Dubey was amongst the first batch to join the Rashtriya Indian Military College in 1922 and passed out in 1928. He was amongst the three cadets selected for commissioned officers training at Royal Military College ,Sandhurst (UK).Taking over the Command of 2nd Dogra , he led the battalion into Kashmir valley to successfully fight against the Pakistani marauders in Nov 1947. For the gallantry displayed by the brave DOGRAS, the unit earned Battle
Honour ‘URI” and theatre honour ‘J&K’ After relinquishing the ommand, the Gen Officer commanded 5 Infantry Brigade during which he organized a spectacular military parade at Ram Lila grounds, Delhi to raise the morale of the civil population. The parade was a precursor of the republic day parade of later years and was inspected by Pandit Jawahar Lal Nehru.Major General U C Dubey (Retired) was the General Officer Commanding of Rajasthan Area, Bombay Area, 25 Inf Div in J&K , Delhi Area and UP Area Bareilly successively. The General has had a ring side view of momentous and historical events both pre and post independence.The Gen had celebrated his 100th birthday with military precision and ethos at the Infantry Hostel on 28 Mar 09. Amongst the Dogras at Infantry Hostel Delhi, the General in his 101st year had displayed the indomitable spirit of the Indian Army.

Denial of promotion to CSS Offficers
It appears that the Department of Personnel & Training has decided to deny promotion to CSS officers in the name of reforms. Speed of these reforms would make even a snail think twice obout speed. Except for a few promotions at the level of DS , there have been no promotions since September, 2008. Any clue behind the game plan to deny these promotions ??

Facts about IRS transfers

The difficulties in posting Income Tax Commissioners to Delhi are not true. There are as many as 105 posts of CIT/DI in Delhi since posts are related to level of revenue. This year 39 CIT's have requested for posting to Delhi and 9 have opted for posting outside Delhi. So the net number is 30. There are about 17 vacancies in Delhi. The CBDT has decided to adopt the following criterion for Delhi and Mumbai:
--senior batches of Commissioners [1977 to 1980] to be in these cities;
--those nearing retirement;
--those with clean records; --those with medical grounds;
--spouse grounds;
--those who have done 8 years at a stretch to be moved out

The Voter & the voted

Democracy has been devalued in India by the booting, hooting and abusive masses and all classes of indians. Democracy can not survive unless people behave decently and use civil language instead of filthy one. There are issues of great significance, our independence and well being included. Those who are clamouring for the right to reject all the vote seeking candidates are promoting highly dangerous social behaviour--they are over-pampering the voter. If the voter can not decide from amongst tens of candidates, he/she should not expect the government to decide any issue, be it hanging a terrorist or a rapist or a murderer or a student bully ragging the new comers to death. Would the voter give the right to reject the negative voter and defranchise a voter or deprive him of fundamental rights or human rights? Since the voter chooses to reject all and vote none, the voted will also be perfectly within his rights to reject the voter similarly. It would be better to experiment with new candidates each time, particularly local social activists known to the area residents. We should not allow our elections to become mere buyer-seller meets!

Government can improve efficiency and save money as well

I wish to draw attention to a few simple administrative measures that the Government can take to improve efficiency and also save money!
1. Encashment of earned leave
The government allows 300 days of EL encashment. I will request an audit of this, as invariably the officers will have EL . How does that happen? The system playa fraud and records are fudged. Sanctioned ELs are not taken on record. I believe this can easily be rectified if the records are computerized and placed in the public domain for anyone in the depp/min/organisation to see
2. Amend CCS, CCA rules
It is noticed that many a times corrupt officials want to quit, but are left stranded in govt at the last moment due to a minor/major penalty case, that lingers on for years. the result is that the corrupt officer continues to milk the government exchequer. the rules should be amended in such a amnner that the charegd offcier should be allowed to quit service, but his pensionary/other benefits should be withheld till vigilance case is decided
3. Fast track vigilance enquiry
This is ther bane of bureaucracy. it is so designed that not even 1% of the corrupt offciers are charged and less than 5% of the charged officers are finally punished. The govt should set up designated tribunal or atleast desinagted benches in CAT to dispose off vigilance cases within 3 months.
4. 6th CPC bonanza
The 6th CPC has stopped the flow of resignations/VRS. This is the best time for government to offer VRS and reduce its burden . Yes, a few bright sops will go too but on the whole it will be the averagely performing ones who will leave
5. Encourage whistle blowing
I am aware of few cases of honest civil servants who have been harmed with poor ACR gradings or have been shunted , because they raised their voice. The honest and straight forward must be protected under any circumstances. Unless and until honesty is rewarded and the corrupt punished, we cannot expect good governance
