New era in BJP if Advani misses PMship
There would be a new era in BJP after the general elections if NDA fails to assume power and BJP leader LK Advani misses the chance to become Prime Minister, it is believed in the party circles. In such a case, the central leadership's power in the BJP would be diluted to an extent that several regional heads would come to fore in their respective regions like Narendra Modi in Gujarat ,Yedurappa in Karnataka ,Shivraj Singh Chouhan in Madhya Pradesh, Raman Singh in Chhattisgarh and and so on. And there will be virtually no High Command at all.

Post offices to undergo makeover: Radhika Doraiswamy
Indian Post Offices that bring to memory shabby buildings dumped with filthy records and an often ignorant and arrogant staff are all set to undergo a complete makeover. Talking to whispersinthecorridors.com, Secretary (Posts) & Chairman Postal Services Board and Director General India Post, Ms. Radhika Doraiswamy, said the initiative is to ensure that the post offices connect with the modern day requirements of the local population be it postal service, electronic mails, money transfers, financial services or any other assistance.
Ms. Doraiswamy said in the first phase all major post offices in the country are being modernized with proper infrastructure, furniture, computers and trained staff. The idea is to integrate different services and make post offices nodal centre for postal services, financial services, money transfers and bill payments.
When her attention was drawn to the increasing competition the department was facing from private courier services, she said this is a feature that is applicable to urban centres in India. Rural India still depends on India Post services to reach out to its near and dear ones. "Courier services have strengthened over resolve to improve our services and compete", she added. Citing an example she said that nearly 80 per cent of the department's revenues are generated from mail service and money transfer facilities. Moreover entire government mails are routed through the India Post services.
The department is updating its computer network and hopes to connect all post offices that would facilitate the customers to keep a track of their posts. Similarly a pilot project is underway to link financial services offered by the department and introduce core banking facilities. Once successful, the project would be replicated throughout the country, she added. This will help the customers to operate their accounts and manage their deposits whether Fixed or savings or PPF accounts in post offices from anywhere in the country. The department is also considering a proposal to provide ATM cards to its customers once the facility becomes operational.
What would make the modern post offices stand apart is the fact that they would be acting as centres providing assistance to the customers rather than simply being the service providers. For this post masters and postmen are already being oriented for multi-tasks. The postman besides simply being a deliverer of posts would be the point-person who could collect bills, remittances to near ones and take down e-mail messages. The postmasters would supervise all the activities and assist the staff and customers as and when required, said Ms. Radhika Doraiswamy.

Government pensions forty years ago
Retired government employees now take it for granted that every time a Pay Commission makes its recommendations there would be a substantial increase in their monthly pension. In fact, very often the revised pension is more than the last pay drawn by the government employee (I happen to be one such lucky person). This was not always so. A major shift in policy introduced by the Fourth Central Pay Commission which became effective from the 1st January, 1986 has brought about this welcome change. Prior to this date, the situation was that once a person's pension was fixed at the time of retirement it remained so for the rest of his life! It was indeed a cruel system, to say the least. Those with no other support (children or property) faced extreme hardship.
I came face to face with the severity of the problem while being Collector in a Madhya Pradesh district in 1974 when a pensioner stated that the pension he was receiving was less than the to and fro bus fare from his village to the tahsil head quarters from where he had to collect the pension and wanted to know whether his pension could be delivered to his village.
To many administrators (District Collectors) it may seem a tall order to deliver a large number of pensions at the pensioners' door step. Since MP had a very good system of administration of land records, provided it was implemented in letter and spirit, each month all the revenue inspectors and patwaris (who are the backbone of the land records administration of the state) were to report to the tahsil headquarters with their records and reports (like condition of standing crops, progress in agricultural operations, law & order, etc.) collect their salaries, fresh government instructions (if any), replenish their supply of government stationary, etc. All I had to do was add pension payments to the list of their duties! Each patwari was given a list of the pensioners in his beat (called a halka), which typically comprised 4-5 villages, and the amount of pension payable to each. He disbursed the pension and obtained an acknowledgment from them which was submitted to the tahsil office during his next monthly visit.

CS Division of DOP&T dragging feet
The finalization of the Select List of Under Secretaries for the year 2003 is pending since long. In spite of the clear directions of the Minister of State for Personnel, Public Grievances & Pensions on the subject, the CS Division of DOP&T is dragging its feet. Is it with the intention to favor selected few in the background that a new government may take over in the near future wherein the vested interest will once again make a try for a reversal of the final decision taken by the present MOS(PP)? DOP&T is requested to finalize the select of list of Under Secretaries for the year 2003 as early as possible and ensure that no elgibile person is left out of the consideration list.

Bad times for CSS
It is in response to the general perception gaining ground in the minds of CSS officers that DOPT of late has decided to stop all promotions pertaining to CSS officers. It has been seen that all promotions whether adhoc promotions of eligile officers by way of departmental promotions or by way of departmental examination have been denied. Secretary, DOPT may like to take a pragmatic and sympathetic view of the difficulties being faced by these officers. Political bosses are lost in their own wonderland and they have hardly any time for these trivial matters. Bureaucrats are running DOPT according to their own whims and fancies.

Restructuring in Government Departments :
Once upon a time, a Government Department had a vast scrap yard in the middle of a desert.
Head of the Department once thought.... - "Someone may steal from it at night."
So they created a post of "Night Watchman" and hired a person for the job.
Then senior officers of the department thought….. - "How will the watchman do his job without instructions?"
So they created a Planning Cell and hired two people, one person to write the instructions and one person to do time studies.
Then the top brass thought….. - "How will we know the Night Watchman is doing the tasks correctly?"
So they created a Quality Control department and hired two people. One to do the studies and one to write the reports.
Then the problem rises....- "How are these people going to get paid?"
So they created the posts of a time keeper and a payroll officer. Two people were hired for these jobs.
Then the top brass thought….. - "Who will be accountable for all of these people?"
So they created an administrative section and hired three people, an Administrative Officer, Assistant Administrative Officer, and a Legal Secretary.
After one year, it was reported in the Annual Report that - "We have had this command in operation for one year and we are going beyond the budget. So, we must cutback overall cost."
So, after holding a long meeting, followed by lunch, it was unanimously decided that The Post Of Night Watchman Should Be Abolished.
Moral of the story:
All restructuring proposals in the Government are finalized on this principle.

Facts about IRS Transfers
It is strange that someone else other than CBDT is mentioning about the guidelines for posting to Delhi or Mumbai charges at the level of CIT. How is the person privy to this is not known, but he seems to have forgotten that there is a clear cut transfer policy for A,B C category stations and ,the criterion mentioned by him is not part of the Policy. Infact ,such aberrations lead to court cases and I am sure that the CBDT would steer clear of such controversies. Officers who have worked in C or B stations alone could be moved to A stations ,if they have completed their due stay in B or C stations. Now that a wind of change is blowing, CBDT should now free itself from the shackles of Commissioners ,who on one pretext or the other have been managing to stay in Mumbai or Delhi or ,by propounding new concepts, want to move from one cat A station to the other cat A station. Seniority should only be the criterion for posting within the station and not otherwise. If the criterion suggested by my friend is to be followed ,then all those ,who missed out becoming members ,should in all fairness be also moved out of Metros and posted as CCIT in B stations

CBDT not facilitating empanelment of IRS officers
The CBDT , for reasons best known to them, is dragging its feet for facilitating empanelment of IRS officers to the level of Joint Secretary to the Government of India. The officers are frustrated and are awaiting the arrival of the New Finance Minister as the CBDT and the Revenue Secretary seem to be oblivious to the genuine aspirations of its officers.

There are 730 posts of Commissioner Income Tax. Out of which, a whopping 225 have applied for change of station. This shows the level of dis-content that the postings of last year had generated. Husbands and wives were split up so they had to maintain 2 households, at what financial /personal cost. The ill were left fending for themselves. Senior CITs were pushed to muffosil charges with hardly any work. Those about to retire were posted 2000 km from where they want to live after retirement. Mothers were wrested away from their children. Is this leading to efficiency? Honesty? High morale of the service? An officer living out of a suitcase is not the most efficient one. His ability to lead his team is questionable. His ability to inspire by example? His motivation to put in his best?

No trace of electoral reforms in election manifestoes
I am one of the ardent supporters of electoral reforms in our country. But there have been many distortions in elections. Electoral reforms are a long overdue issue and needs to be redressed urgently in order to deal with the malaise of defections, corruptions and criminalization of politics. We need this in order to revitalize our democracy and ensure honest, clean, and efficient people-oriented governance in our country. Politicians promise electoral reforms but they do not mean what they say due to lack of political will. Why are they afraid of bringing legislation in Parliament to curb the menace?
One cannot expect much more from a legislator who has criminal bent of mind, who is illiterate, and who has no vision for the country. It is well known that a person cannot be appointed in Government with any criminal record against him. Should we allow a politician who has a criminal record to represent people in Legislatures? Mockery! Who is responsible for this sad state of affairs? Of course, our Legislators.
I see no trace of electoral reforms in the manifestoes of political parties - National or State. In the General Elections 2009, many candidates with criminal background are in the fray and are contesting elections with their gun points. Voters are helpless and the political parties have emerged more powerful than the people.
Time has come, our Supreme Court issues binding directions to the Executive and the Legislature to consider the recommendations made by expert bodies like Law Commission of India and carry out necessary reforms to check corruption and criminalization to improve the quality of legislators. One good move - what the Legislature could not do, media and NGOs are doing. There are newspaper reports that candidates with criminal records have backed out from this election. This is a good side of media activism in public interest. Good wishes!
