Panjiyar gets Additional charge as Secretary Power
Government has appointed Secretary Water Resources Umesh NarayanPanjiyar who sits in the Shram Shakti Bhawan as Secretary Power in place of V S Sampath. Panjiyar has been given additional charge. He is an IAS officer of the 1973 batch who belongs to the Bihar cadre.V S Sampath has already taken over as an Election Commissioner(EC).

As the grapevine has it a panel of three incumbents is still pending for the slot of Secretary Power in the PMO,even though government has appointed Secretary Water Resources Umesh Narayan Panjiyar as Secretary Power in place of V S Sampath. Panjiyar has been given additional charge.He is an IAS officer of the 1973 batch who belongs to the Bihar cadre.V S Sampath has already taken over as an Election Commissioner(EC).
Bonanza for IPS officers of the rank of DGP & ADGP
The Government of India (GOI) has constituted a board for promotion of IPS officers, which consists of following retired Director General of Police: Kamal Kumar, K.M.Singh , Dr. Trinath Mishra ,E. N. Rammohan & I. Gobind. In future the above mentioned officers will consider the empanelment of IPS officers for the rank of Additional Directors General of Police and Director General of Police on merits. Now this has come at par with the empanelment procedure adopted for selection of IAS officers. Ministry of Home Affairs(MHA)in GOI has approved the above proposal and has been implemented with immediate effect.
Board for IPS promotions to meet on April 25, 2009
The first meeting of the five member Board constituted for promotion of IPS officers is scheduled to take place in Central Secretariat, New Delhi on April 25, 2009.

Pension and to & fro fare
Today's whisper about pension some 40 years ago makes interesting reading and also spurs additional information in a purely informative way. Earlier than 40 years, pensions granted by the Government of India, to some categories of Indians, were continued even after independence. However, the amount was, in several cases, aadha rupee or half a rupee. Disbursal was through the treasury. I am sure, it must be continuing even now. Government pension being such an honourable (!!!) recognition of one's status, it was being collected without bothering slightly about the to & fro, to & fro fare involved in collecting the money (two minimum trips giving allowance to traffic jams, strikes, rallies, dharanas, pradarshans or undeclared holidays as by Delhi government establishment on phool-wakon-ki-sair day).It would have not been interesting but for this gem of the British commitment to rules! Like now, then also, women were getting pensions. But unlike the present times, they could not come out in the open to the treasury office, being pardanashin. So what to do. The rules were framed to meet the eventuality--an official from the treasury would visit the house of the pensioner. The last hurdle was to give the life certificate, as even now. Well, the English being white gentlemen, the remedy was already in place : a thread was to be tied to the wrist of the pensioner and its other end was held by the official, who on being satisfied about the existence of the pensioner, would release the pension. In order to ensure financial integrity of the official and eliminating the slightest possibility of corruption in the matter, the official was to be paid from office rupees two for his incidentals including tonga transport charges. So a pension is, afterall ,a sanad! Celebrate it whichever way seems pleasant!!

It is called mindset !
While passing the elephants, I was confused by the fact that these huge creatures were being held by only a small rope tied to their front leg. No chains, no cages. It was obvious that the elephants could, at anytime, break away from the ropes they were tied to, but for some reason, they did not. I saw a trainer nearby and asked why these beautiful, magnificent animals just stood there and made no attempt to get away. "Well," he said, "when they are very young and much smaller, we had used the same size rope to tie them and, at that age, it's enough to hold them. As they grow up, they are conditioned to believe they cannot break away. They believe the rope can still hold them, so they never try to break free." I was amazed. These animals could at any time break free from their bonds but because they believed they couldn't, they were stuck right where they were. Like the elephants, how many of us go through life hanging onto a belief that we cannot do something, simply because we failed at it once or twice before? So make an attempt to grow further.... Why shouldn't we try it again? "Your Attempt May Fail, But Never Fail To Make An Attempt From Time To Time."

It's detrimental to research organizations and the country as well !

In India many non technical, non science back ground government officers get appointed as head of research organizations and all scientists and engineers are required to work under them. This is very detrimental to the research organization and the country. It never happens in other countries. Govt. should control the urge of non science background bureaucrats to boss over such research institutions and change these officers from such posts forthwith.

ITDC is a very small PSU as compared to many other PSUs. Why it is so? This need to be thought off. These whispers are discussed beyond proposition and brings inconsistensy in the functioning of the corporation. My request to all and the concerned, not to discuss much about it for the welfare of corporation. let the things decided and brought to the notice of all.

IRS transfer policy

1.It is learnt that the HRD directorate has submitted its recommendation on transfer policy of IRS officers to the Member P&V. It is surprising that the member is sleeping on this important file, giving an impression that he has a vested right in perpetuation of the mess created by flawed present transfer policy. 2.Ideally the Board and Rev Secretary should deliberate on it and should finalise it. 3. If the consent of minister is required even then, the preliminary work of consensus building on the alternative policy should be completed before the new FM takes charge. 4.faulty transfer policy has demoralised officers of IRS cadre and has led to demotivating officers and sub optimal performance. 5.Will the CBDT and Rev Secretary ,wake up and take note.

Facts about IRS Transfers It is strange that someone else other than CBDT is mentioning about the guidelines for posting to Delhi or Mumbai charges at the level of CIT. How is the person privy to this is not known, but he seems to have forgotten that there is a clear cut transfer policy for A,B C category stations and ,the criterion mentioned by him is not part of the Policy. Infact ,such aberrations lead to court cases and I am sure that the CBDT would steer clear of such controversies. Officers who have worked in C or B stations alone could be moved to A stations ,if they have completed their due stay in B or C stations. Now that a wind of change is blowing, CBDT should now free itself from the shackles of Commissioners ,who on one pretext or the other have been managing to stay in MUMBAI or Delhi or ,by propounding new concepts, want to move from one cat A station to the other cat A station. Seniority should only be the criterion for posting within the station and not otherwise. If the criterion suggested by my friend is to be followed ,then all those ,who missed out becoming members ,should in all fairness be also moved out of Metros and posted as CCIT in B stations
