E K Bharat Bhushan Joint Secretary Financial Advisor(FA) in the Indian Ministry of Civil Aviation will hold additional charge as Chairman cum Managing Director(CMD),Air India (AI) in place of Raghu Menon. Bharat Bhushan is an IAS officer of the erala cadre who belongs to the 1979 batch.

E K Bharat Bhushan Joint Secretary Financial Advisor(FA) in the Indian Ministry of Civil Aviation who will hold additional charge as Chairman cum Managing Director(CMD),Air India (AI) in place of Raghu Menon, will assume the charge on April 27,2009. However,its an interim arrangement till a full timer was appointed as CMD,AI. Bharat Bhushan is an IAS officer of the Kerala cadre who belongs to the 1979 batch.

Had, Ms.Vilasini Ramchandran would have continued as Additional Secretary Civil Aviation & FA then now she would have become the CMD of Air India(AI). However, she had shifted to Ministry of Expenditure as Additional Secretary in February 2009.

Raghu Menon who is being replaced by E K Bharat Bhushan Joint Secretary Financial Advisor(FA) in the Indian Ministry of Civil Aviation will hold additional charge as Chairman cum Managing Director(CMD),Air India (AI) , will become a Secretary in Government of India(GOI.Menon who is an IAS officer of the 1974 batch , belongs to the Nagaland cadre. A suitable post is being looked for him. It is notewortyhy that Raghu Menon did not resign as CMD Air India nor did he apply second time for the post of Chairman in the yet to be constituted Airports Economic Regulatory Authority (AREA). He has been removed as he had incurred wrath of top brass in the Civil Aviation Ministry. As the grapevine has it he may either be Secretary Information & Broadcasting (I & B) or Secretary Parliamentary Affairs.

N. K. Raghupathy, IAS on April 24,2009 took over the charge of Chairman of Staff Selection Commission (SSC). Prior to joining as Chairman of Staff Selection Commission, he was the Additional Secretary and Financial Adviser, Ministry of onsumer Affairs, Food and Public Distribution. Raghupathy has held various senior positions in the Central Government and in the Government of West Bengal prior to this assignment. He belongs to the 1975 batch.

The Government of India (GOI) has constituted a board for promotion of IPS officers, which consists of following retired Director General of Police: Kamal Kumar, K.M.Singh , Dr. Trinath Mishra ,E. N. Rammohan & I. Gobind. In future the above mentioned officers will consider the empanelment of IPS officers for the rank of Additional Directors General of Police and Director General of Police on merits. Now this has come at par with the empanelment procedure adopted for selection
of IAS officers. Ministry of Home Affairs(MHA)in GOI has approved the above proposal and has been implemented with immediate effect.

IRS transfers
How come ,beginning each April,fidgety IRS officers start ghost writing on the pro and cons of the transfer policy and make a clamour for amendment to the policy ! If this is not known, substantive amendment to the transfer policy has come about in each of the last 5 years , so much so that Gujarat is now part of central region , and Madhya Pradesh is part of the Western !! If any thing,IRS should take care of its geography, lest it becomes history .

The CSS officers are interested in only their own promotions & therefore blame the DOPT but forget that when they sit in the various Ministries & control the fate of other services they put all kind of objections in file and try to delay or even scuttle the promotions of officers despite being eligible.
