Risk Management System Wins Prime Minister's Award On the occasion
of Civil Services Day 2009, at a function held at Vigyan Bhavan, New Delhi on
April 21, 2009, Hamid Ansari Vice President of India presented the Prime Minister's
Award for Excellence in Public Administration, for the year 2007-08 to the Director
General of Systems and Data Management, Central Board of Excise & Customs.
The award was given for the initiative "Implementation of Risk Management
System in Customs". Starting with Air Cargo Complex, Sahar Mumbai in December,
2005, the Risk Management System (RMS) has been implemented in 23 major Customs
ports/airports covering about 85% of India's international trade. It has revolutionized
the customs import clearance process by cutting down the clearance times drastically.
Instead of routine assessment and examination of all cargo, only selected consignments
are taken up for scrutiny and examination. It is a tool to balance facilitation
and enforcement which has been widely appreciated by the trade. Due to the introduction
of RMS, the importers have greatly benefited by way of reduction in dwell time
and transaction costs, which has improved their competitiveness. There has also
been considerable reduction in the need for physical interaction between importers
and Customs officers. Clearances without assessment and examination and the facility
of direct delivery of cargo have been given to eligible Accredited Clients of
Customs. Importers today are able to plan their logistics and supply chain as
per global standards and follows "Just in time" principles. Due to the
RMS, Indian Customs have also collected extra revenue of Rs 2363.22crores in 2008-2009.
The RMS Project has been designed and developed in house by a small team of
Customs officers, at the Risk Management Division, Directorate General of Systems,
Mumbai with the help of M/s Birlasoft, a leading IT company. Thanks to remote
filing using the internet web portal of Indian Customs www.icegate.gov.in , facility
of e-payment and RMS, today the Indian importers are able to clear their goods
within a few hours. Due to these efforts, the Indian Customs have been able to
provide higher standards of service to the trading community. In the photograph

People of other services are jealous of CSS officers because they remain posted
in one place throughout their career. But people who belong to services having
better prospects of promotion than CSS should note that they had also had the
opportunity of being in CSS. CSS officers are not in the habit of writing negative
notes rather they are guided by the rules. It should also be noted that the most
of the senior posts in the Central Secretariat are manned by the officers of other
services mostly from the IAS. If the latter feel that the CSS officers are negative
they are free to overrule them. There is no point in cribbing that 'I want to
have the cake and eat it to'. If you have joined any better service compared CSS
be ready to face the music of transfer, wrath of politicians, hard work and being

India Ministry of Personnel, Public Grievances and Pensions Department
of Personnel and Training New Delhi, the 24th April, 2009 Office Memorandum
Subject:- Non-Functional upgradation for Officers of Organised Group 'A' Services
in PB-3 and PB-4 Consequent upon the acceptance of the recommendations of
the Sixth Central Pay Commission, the following orders are issued:- (i) Whenever
an Indian Administrative Services Officer of the State of Joint Cadre is posted
at the Centre to a particular grade carrying a specific grade pay in Pay band
3 or Pay Band 4, the officers belong to batches of Organised Group A Services
that are senior by two years or more and have not so far been promoted to that
particular grade would be granted the same grade on nonfunctional basis from the
date of posting of the Indian Administrative Service Officers in that particular
grade at the Centre. (ii) Grant of higher scale would be governed by the terms
and conditions given in Annex-I. (iii) Appropriate amendments in the Service
Rules may also be carried out. (iv) Establishment Division of this Department
will issue orders from time to time, in consultation with the Establishment Officer,
intimating the batch of the officers belonging to the Indian Administrative Service
who have been posted at the Centre in the various grades of PB-3and PB-4 as well
as the date of posting of the first officers belonging to the batch. 2. Grant
of higher scale (i.e. pay band and/or grade -pay) under these instructions would
be w.e.f. 1.1.2006, wherever due and admissible. (SMITA KUMAR) Director(E-I)
Terms and conditions for grant of higher pay scale on non-functional basis
to officers of organised gr.'A' services 1. The non functional up-gradation
granted under these orders will be based on empanelment and posting of particular
batch of IAS officer in the Centre. Such up-gradation would not be linked to the
vacancies in the grade. 2. The up-gradation granted under these orders will
be a purely non- functional up-gradation, personal to the officer and It would
not bestow any right to the officer to claim promotion or deputation benefits
based on non-functional up-gradation in such a manner. 3. All the prescribed
eligibility criteria and promotional norms including 'benchmark' for up-gradation
to a particular grade pay would have to be met at the time of screening for grant
of higher pay-scale under these orders. 4. A screening committee would be
formed by the Ministry for implementation of these orders. There would be three
members in committee so formed and they would at-least be one level above the
grade for which up-gradation is being considered. Secretary of the Ministry concerned
would chair the committee. 5. All instructions concerning grant of non-functional
upgradation presently applicable in the case of grant of NFSG to officers of Group
'A' Services would apply in the event of penalty, disciplinary proceedings, suspension
etc. 6. Orders will be issued with the approval of the competent authority.
Grant of higher pay scale on the non-functional basis would be from the date of
posting of the first officer belonging to the particular batch of IAS officer
at the centre. In case of any delay in the issue of orders, financial benefits
under these orders will be given from the due date. 7. (i) Pay fixation under
on grant of non-functional upgradation under these orders will be done as per
the provisions of CCS (RP) Rules ,2008 i.e. the officers will be granted one increment
at the rate of 3% of basic pay and the difference of grade pay will be added
to their basic pay. (ii) As far as similarly placed officers of organized
Gr. A Services, who are posted under the Central Staffing Scheme are concerned
, they will be granted one additional increment on account of the non-functional
up-gradation, but their grade pay will remain unchanged on the ground that
they are holding a particular post with a specific grade pay under the Central
Staffing Scheme. In such cases the officers granted nonfunctional up-gradation
may continue to draw CDTA if admissible. 8. As and when the normal vacancies
in the grade arise, the officer will be considered for regular promotions as per
the normal DPC guidelines, based on the provisions of the recruitment rules. UPSC
will be consulted wherever the rules provide for the same. However at the
time of promotion, the pay in the grade will not be fixed again for officers who
have been granted up-gradation under these orders. 9. Officers on deputation
/ study leave or any other duly sanctioned leave would also be considered and
granted higher pay-scale on non-functional basis according to the prescribed procedure.
10. Non-functional up-gradation to the next higher grade pay granted under the
scheme isa fall back option only, to be applied in cases where officers of a particular
Service have not been granted promotion to a particular grade in normal course
according to the due procedure. 11. ILLUSTRATION:- If officers of 1987 batch
of IAS are empanelled as Joint Secretary in the grade pay ofRs. 10,000/in PB-4
and an officer of the batch gets posted in the Centre ( under Central Staffing
Scheme) on 15th January 2008, all the officers of the 1985 batch of organized
Gr. A Central Services who have not been promoted to the Joint Secretary or equivalent
grade and who are eligible for the same on 11112007 for the panel year 2007-08,
would be appointed to the same grade on non-functional basis under these instructions
w.e.f. 15/112008. Same would be the case in the event of posting of an officer
of particular batch as Deputy Secretary/ Director under Central Staffing scheme. Ram
Kumar Hounding Vijayan Going through the website of Ministry
of Home Affairs, it was shocking to discover that the among the 47 supertime scale
IAS officers posted under Delhi administration 30 of them have done hard area
tenures less than that of Vijayan. Further barring one officer, the rest of them
have stayed in Delhi for more than 10 years and Vijayan has found to have done
2&1/2 years only in Delhi. Is'nt this discriminatory? S Padmanabham Their
only motto is to harass their colleagues I fully agree that CSS Officers
are indecisive and procrastinating in nature. Their only motto is to delay and
harass their own colleagues. Only for this reason, the IAS gives them non sensitive
seats like General Administration, O&M, IWSU etc. In my opinion, they are
the root cause for their own frustration. They always treat CSS as scums and second
rate citizens. Unless they change their outlook, they are bound to remain where

In India An engineer, a physicist and a lawyer were being interviewed for a
position as Chief Executive Officer of a large corporation. The engineer was
interviewed first, and was asked a long list of questions, ending with "How
much is two plus two?" The engineer excused himself, and made a series
of measurements and calculations before returning to the board room and announcing,
"Four." The physicist was next interviewed, and was asked the same
questions. Before answering the last question, he excused himself, made for the
library, and did a great deal of research. After a consultation with the
Bureau of Indian Standards and many calculations, he also announced "Four."
The lawyer was interviewed last, and was asked the same questions. At the
end of his interview, before answering the last question, he drew all the shades
in the room, looked outside the door to see if anyone was there, checked the telephone
for tapping, and whispered to the Board "How much do you want it to be?"
