A major reshuffle on the anvil in Congress
The Congress is going to do a major reshuffle in the party very shortly in which leaders up to the level of Chief Minister are going to be General Secretaries. Some big names such as Mrs. Sheila Dixit, Digvijay Singh and Vilas Rao Deshmukh are being considered for this job. Of them Singh is already one of the general secretaries.
BJP has pulled all stops for LS polls
The Bhartiya Janata Party (BJP) has put everything at stake in this general election and is considering this to be the most crucial election ever. Therefore, three election war rooms have been constituted in Delhi. The first War room is functioning from Tughlaq Crecent Road, residence of Anant Kumar which is being run under the guidance of Arun Jaitely. He is being assisted by Chandan Mitra, Sudhendu Kulkarni, Deepak Chopra, Pratibha Advani, Sidharth Nath Singh etc. The second War Room is being run from Aurangajeb Road-the residence of Venkaiah Naidu. SMSes to the people are being sent from this place and youth brigade has been deployed here to coordinate the affairs. Election material is also being supplied from this place. The third War Room is functioning from the Central Office of the BJP at Ashok Road, Delhi. Here duties such as deputing leaders for election campaigns, positioning of helicopters etc are being done. Leaders such as Nalin Kohli, Mukhtar Abbas Naqvi have been assigned these tasks. Media Cell is already functioning from here.

Orders for payment of arrears of pension and pensionary dues were issued last year, but payment has not yet been released for mysterious reasons. Either the government have no money to pay or are deliberately withholding payment to manage figures of expenditure. Otherwise, the persons holding PPOs or other payment orders must be penalised for such intentional delays. The pensioners must be paid all their dues by May 15 before end of the tenure of the present government, along with 12% interest for the period of delay from the date of issue of the orders .

DG(Audit) & CIT appeals at loggerheads
The Director General of Audit has proposed to have an 'Entry Conference' with Commissioner of Income Tax (Appeals) in Delhi on the April 29, 2009. The purpose of the proposed conference is to audit 'Monitoring of filing of appeals and implementation of appellate orders'. This has created resentment amongst the Commissioner (Appeals) in as much as their job is that of quasi-judicial nature which cannot be audited. The Constitution of India makes a clear divide between the legislative, executive and judicial wings. In fact the Commissioners have already communicated to the DG (Audit) that he may contact the administrative Commissioners for the same who is mandated with the job of Monitoring of filing of appeals and
implementation of appellate orders.

Punish those who don't write ACRs
The annual confidential report is an important document. While there are instructions for timely writing , it is common practice not to write ACRs for a long time. ACRs are also used as a tool to exploit the junior officers esp lady officers as also male officers who are in consideration zone for next promotion .
The senior officers, specially Secretary/ Additional Secretary level officers, should not write ACRs of their juniors till they have certified having written the ACRs of their respective subordinates. All HODs must call for the list of ACRs pending for last year or year before that and fix responsibility of the concerned Addl secy /JS/ Dir/ DS if they have failed to write the ACRs. Will the Cabinet Secretary issue such a directive?

IRS officers are a demoralized lot
The IRS( Customs and C Ex) Officers are a demoralized lot. The dispute of seniority among the promotees has affected their career and promotion prospects for more than 2 decades and this despite 2 clear supreme court decisions . Some of the 1986 batch officers are yet to become commissioners although half their batch got covered 4 years ago ! Even Chidambaram as FM could do nothing ! The absence of commissioners in key positions has clearly undermined the collection of duties and taxes but the government is keeping silent. It is now gathered that Adhoc promotion is proposed and officers up to 1988 batch will get covered. Here too for reasons best known to Department of Revenue some slots are being kept vacant when all slots could be filled up on adhoc basis and as and when seniority issue is resolved the list could be recast . It is hoped that the new government looks at resolving the seniority dispute by taking clarification from supreme court at the earliest and in the meanwhile fills up all the posts on adhoc basis.

A victim of ego of big wigs
I know this IAS officer for more than three decades. I am indeed surprised that he is charge sheeted for such a silly reason. We have corrupt bureaucrats enjoying at the cost of public exchequer, while a honest and upright officer like Vijayan has to suffer, just because he has not satisfied the ego of bigwigs of MHA, i.e. JS or HS, whoever it may be. If we go through the website of Ministry of Home Affairs, it can be seen that a number of officers, senior and junior to Vijayan who have not served or served very little in any hard area whereas Vijayan has done six and a half years service in Mizoram (2 years), Lakshadweep (4 and 1/2 years). May be these officers have some special qualities that Vijayan may not have.
Normally, UT officers want to be in Delhi always. In the case of Vijayan, out of a career of 27 years, he has been in Delhi for a year and a half, in the beginning of his career. In this connection, I would like to share an anecdote which I heard from him long back, once when he was fed up of his posting in Pondicherry, he requested the concerned JS in MHA requesting for a posting in Delhi. In reply, JS asked Vijayan in jest, 'Thum tho madrasi hi, thumara Dilli me kya lena dhena hi?' meaning 'You are a madrasi, what business do you have in Delhi?". Though said in jest, but this conveys the casual attitude of MHA officials.

CSS seems utterly deprived
The CSS fraternity should feel proud of the fact that they being oriented towards rule & procedures has made the system in the Secretariat in firmly grounded towards ethical business practices. Need of the hour is certainly to adopt & practice the ways for general well being and not be oriented towards distortion of sanctity of rules and procedures and make the CSS officials twist the rules for individual benefits. The larger benefits to the society and organisation should be the first priority and firmly etched in their minds than be ambitiously look for self career building as are presently the opportunity & avenues available to the services other than the CSS. Training & exposures and timely career progression certainly makes the person vibrant, positive minded and progressive. CSS seems utterly deprived of all these aspects.

Lal Krishan Advani and BJP have been continuously challenging the PM, a perfect gentleman and honest person, for a public debate. Empty vessels make much noise. This proverb fits Advani rightly. LKA is self-proclaimed 'Loh Purush'. He has himself assumed this title. His track record as HM is known to the country very well. Before the last Lok Sabha elections somebody asked him whether Government will be able to fence border with Pak in J&K, which Pak was not allowing, he said that if BJP came to power, Pak will have to fence its border and not India. See what happened - complete intelligence failure in Kargil, attack on Parliament, mute response to brutal killings of BSF jawans by BDR, just to mention a few. List is endless. I am retired Government officer & am not anti-BJP. Only once I voted for Congress and that too because of its candidate. So, I have no political motives. Facts are facts. In its manifesto BJP has promised no income tax upto Rs. 3 lakh. Last time they promised Rs. 1 lakh but did not fulfill. Their FM continued to cry for long that economy had been ruined due to 5th Pay Commission implementation. It is true that public memory is no doubt short, but not so short as BJP and LKA think.

Good to see orders of NF upgradation of Group A services... but it is not available on DoPT website? Can anyone clarify? Secondly for engineering services, there is a gap of 2 years between exam and joining e.g one who appears in 1987 engineering services exam joined the service in 1989, what would be his batch ? Would it be 1988(like the IAS , one year after exam) or 1989 (year of joining).
