Rights Commission (NHRC) are going to be issued within a week's time.
He will be Joint Secretary in NHRC. He is an IAS officer of the 1983
batch & belongs to the Assam cadre.

DG (Audit) & CIT appeals at loggerheads
The Director General of Audit has proposed to have an 'Entry Conference' with Commissioner of Income Tax (Appeals) in Delhi on the April 29, 2009. The purpose of the proposed conference is to audit 'Monitoring of filing of appeals and implementation of appellate orders'. This has created resentment amongst the Commissioner (Appeals) in as much as their job is that of quasi-judicial nature which cannot be audited. The Constitution of India makes a clear divide between the legislative, executive and judicial wings. In fact the Commissioners have already communicated to the DG (Audit) that he may contact the administrative Commissioners for the same who is mandated with the job of Monitoring of filing of appeals and implementation of appellate orders.

Prior to this, Mina was Executive Director (Consultancy & Business Development) in NHPC. Born on January 12, 1957, Mina did his Bachelors degree in Electrical Engineering in 1979. He also holds MBA degree with specialization in Financial Management and Human Resource Development. Mina started his professional career as Engineer Trainee in Indian Petro Chemical Corporation Ltd. in 1980. His carrier with NHPC began in 1981 as Engineer (Electrical). He again joined NHPC in 1998 as Chief Engineer and held important positions. Shri Mina has over 28 years of rich and varied experience to his credit. LIC launches a unique Health Insurance Plan "HEALTH PROTECTION PLUS"
Health is a major concern on everybody's mind these days. With sky rocketing medical expenses, the possibility of any illness leading to hospitalisation or surgery is a constant source of anxiety unless the family has actively provided for funds to meet such an eventuality. Financial planning regarding Health is, therefore, very important as any emergency might force one to dip into one's savings which would have been reserved for other goals. The purpose of health insurance is to help you in any such a situation. Most families rarely provide for health insurance, and even if they do, it is grossly inadequate.
LIC has always been sensitive to the changing needs of the Society and has responded suitably by introducing matching products to suit these needs. Its latest offering on Health front is "Health Protection Plus". LIC's Health Protection Plus plan is a unique long term health insurance plan that offers health insurance covers for the entire family (husband, wife and the children) - Hospital Cash Benefit (HCB) and Major Surgical Benefit (MSB) along with a ULIP component (investment in the form of Units) that is specifically designed to meet Domiciliary Treatment Benefit (DTB) / Out Patient Department (OPD) expenses for the insured members. Hospital Cash Benefit (HCB) is a daily benefit payable in case of hospitalization . It can range from Rs.250/- to Rs.2500/- for the Principal Insured (the person who proposes for insurance). For the Spouse or the children, the maximum amount of HCB is Rs.1500/-. The amount of daily benefit doubles in case of hospitalization in ICU. The IDB (Initial Daily Benefit) is applicable during the first year of risk cover. The amount of daily HCB will increase @ 5% simple p.a. every year on policy anniversary until it hits a cap of 1.5 times the initial benefit.
Major Surgical Benefit (MSB): In the event of the insured undergoing one of the major surgeries defined in the the policy, a lump sum benefit (regardless of the actual costs incurred) equivalent to the percentage of the sum assured mentioned against that surgery will be payable. The sum assured for major surgical benefits will be 200 times of the HCB you choose. Domiciliary Treatment Benefit (DTB): The Principal Insured can claim an amount equivalent to the actual expense he or she has incurred in respect of any domiciliary treatment or to meet the medical expenses incurred over and above the hospital cash/major surgical benefits in respect of either oneself or the others insured under the policy. Both HCB and MSB covers are available subject to a waiting period from the commencement of the risk cover - in respect of each insured member: No death insurance cover is available under the plan. All eligible existing family members are to be covered at the beginning (proposal stage) itself. New members can however be added under certain specified conditions. Modes of Payment allowed are: Yearly, Half-Yearly, & Monthly (ECS Mode only). The premiums allocated to purchase units will be strictly invested in a Health Protection Plus Fund (Income and Growth - Low Risk).
One of the important features of the Plan that makes it doubly attractive is that the premiums paid under the policy are eligible for Tax Rebate under Section 80(D) of Income Tax Act, 1961.

IAS officer on CSS
This is in reference to the postings of Anurag Shrivastava, presumably a CSS officer and of Raghuraman on your website. I do not agree that CSS officers, or for that matter any category of services, are negative or procrastinating by nature and take pleasure in delaying the matters. They are, by training and through their nature of work, groomed only to interpret the rules strictly, and not to infer from them (the Rules) what may appear obvious to some other people. The issue is whether we have granted them (the CSS officers) this discretion. The genesis of the problem is that when we frame the Rules, or an Act or a Scheme, we pay scant attention to the details and coherence and mostly these rules are framed without consulting the stakeholders or the other relevant departments/ organizations. And then we later crib about its impracticality. For this, we all (both CSS and IAS or any one else working in the Government) are responsible. Many a times, there is a need to plug the loopholes in the Rules or Schemes, either through statute or through an administrative order. But it is never done as it involves lot of hard work and drudgery. We collectively need to do this, rather than blame the lesser mortals.
Incidentally, I am an IAS officer and do not belong to CSS (as some would suspect).

CSS officers are given the posts to man activities of administration, O&M etc not because of their own volition rather because of the vested interests of the other service officers. They advise administration because they want that in the long run the CSS officer could be made a scapegoat. Also they take away the lucarative posts in order to enjoy pleasure of both of the worlds.

Punish those who don't write ACRs
The annual confidential report is an important document. Though there are instructions for timely writing, yet it is common practice not to write ACRs for a long time and many officers use it as a tool to exploit the junior officers for their personal interests.
Many senior officers, specially Members, Secretary abd Additional Secretary level officers, do not write ACRs of their juniors till they retire and have to be requested and reminded for getting the ACRs written. There are many officers who even have the habit of writing the ACRs as a formality and do not record it the way it should be written.
All HODs must call for the list of ACRs pending and fix responsibility of the concerned Addl secy /JS/ Dir/ DS if they have failed to write the ACRs and they should not be allowed to write the ACRs showing back-date. Will the Cabinet Secretary and concerned competent authorities issue such a directive?

There are rumblings in the lower levels also as more and more partymen are feeling that sons and daughters who do not have any abilities are given more prominence and they are feeling frustrated that party is not being run properly. DS of CSS has 6% selection grade though it is a notified Gr.A service. All other services have 30%. Even CSSS have now got 15%. Posts of DS and Director functionally at same level and can be held by any service. Any further proof of step-motherly treatment by DOP&T needed?

Sir, my mother is holding a family pension in SBI. The order issued as per 6th Pay Commission on Sept., 08 to pay arrears to the pensioners in two installments, but she has been given enhanced pension alongwith first installment in Feb., 2009 only that too without any interest. May I know as per your news flash Regarding "This is what pensioners want ", that where we can approach for redressal of the grievances for payment of interest for 12% on making delay payment to the pensioners.
