SCI enters into MoU with TI for Integrity Pact
The Shipping Corporation of India Ltd. (SCI) entered into a Memorandum of Understanding (MoU) with Transparency International India for Integrity Pact in a bid to increase transparency and fairness in its procurement and contracts thereby reducing corruption. The MoU was signed by S. Hajara, Chairman & Managing Director of SCI - a Navaratana PSU and Adml. (Retd) R H Tahiliani of TII at a brief ceremony held at Maple Hall, India Habitat Center.
Integrity Pact is a tool developed by Berlin-based Transparency Int'l for enhancing the degree of fairness and transparency in procurement and contracts resulting in substantial improvement in the systems and reduction in corruption in public dealings. The Central Vigilance Commission (CVC) has suggested implementation of an Integrity Pact programme in major procurement activities in major Public Sector Undertakings.
Its implementation is observed by the of impeccable integrity, appointed by the Central Vigilance Commission (CVC).
SCI has appointed three eminent persons as its Independent External Monitors (IEMs) to monitor the process. They are D.T. Joseph (IAS:68) Former Secretary (Shipping), Sudesh Punhani, Functional Director (Retd), Air India and S.K. Singh Former MD, State Bank of Saurashtra. With the signing of this pact, SCI has become the 37th Public Sector Undertaking in the country to adopt the pact, committing to have most ethical and corruption free business dealings with the counterparties whether they are bidders, contractors or suppliers. The initiative for the pact in SCI was undertaken by M.B.Sagar, IPS, CVO.

Woes of CSSS
I, on behalf of colleagues working as Personal Assistants (Ad-hoc)and forming part of Central Secretariat Stenographers Service (CSSS),would like to draw the attention of Ms. Sonia Gandhi towards the outstanding issues relating to service matters through your website. First of all, we have been facing acute stagnation in regular promotions in our career e.g. the officials appointed as Stenographer Grade 'D' on the basis Competitive Departmental Examination held in October, 1983 have not been promoted as Stenographer Grade 'C' on regular basis so far in spite of repeated representations/ written requests from the individuals as well as requests from the respective staff unions. It has created frustrations among the officials. It may be mentioned, in this connection, that the adhoc were made in 1997 after 14 years. Till date, we have been working as Personal Assistants (Stenographer Grade 'C') on ad-hoc basis. It is, therefore, requested that the concerned authorities may kindly be instructed to take necessary actions for regularising the services from the date the officials had been appointed as Personal Assistants. Secondly, The 6th Pay Commission has recommended three upgradations during the entire service period and the Government has accepted it. But the formal orders are yet to be issued so far by the Department of Personnel and Training. The DP&T, while issuing necessary instructions, should take care of the interests of all concerned employees. It may not be construed to snatching away the benefits already available in the existing ACP scheme granting two financial upgradations during the entire service period.

I am a regular surfer of various websites launched by various offices of Income Tax Department. The website of Income Tax Department Bangalore (www.incometaxbangalore.org) shows that all annual general transfer orders for ITO's, Income Tax Inspectors, Administrative officers, Office Superintendants, Senior Tax Assistants/Tax Assistants, and Personal Secretaries/Stenographers were passed by CCIT (CCA) Bangalore on 24th March 2009.Last year also ITO's annual transfer orders were issued on 27th March2008 and others by 5th April 2008.
Congratulations to CCIT (CCA) Bangalore and his team of officers.

Shame to such voters
This refers to comment by a reader praising Mrs. Gandhi (who is not even part of Govt.) for benefits given to PSU and saying that PSU officers are waiting to vote for Congress Party. It is sad that PSU executives are showing such mentality and are ready to vote just based on getting some small benefits for themselves.
What is needed is a mature approach by our voters after 60 years of independence. They should take an overall view and vote for a party -whether congress or another- based on what they can do FOR THE COUNTRY, not just for a small section. What the reader has said confirms what the political parties know by experience i.e. throw some crumbs at the voter and he will come running wagging his tail ready to lick their feet.
Shame to such voters who are no better than those who get swayed just by a bottle of liquor and chicken biryani.

Why retd IAS as TRAI chief ?
For quite a some time, I'm reading news in your web-site regarding appointment of new TRAI chief. What surprises me most is that chief of telecom regulator is going to be some retired IAS instead of some person having good knowledge of telecom sector. In fact regulation is a highly technical matter and hence the person sitting in regulation post should be an expert in that field. This is true for regulation posts in any sector. An IAS can never do justice to such posts. If GOI has to make regulation posts as post retirement job assignments to retired IAS, it is better to close all regulatory bodies. At least this will save lot of public money.

We need more Varuns
It is the right of every person to give his opinion. Some may be strong and blunt, some may be shy and soft. Varun is like his father. Bold and straight. He has said what millions of Hindus would not dare to even utter in their dreams. Why? Even a dying man would try to defend himself if he is attacked. Varun has only talked about harming those who want to kill. In India, killing is not serious but talking about punishing killers is a serious offence and would invite NSA. What a shame?. I am not against any community. But I do stand with Varun when it comes to criminals whether Muslims or Hindus. Varun is right and I wish there are more like him who would dare to come out in the open and support him. Cutting hands which has taken lives is a very soft punishment. Hands should be cut and eyes removed. Kill those instantly who kill others. Have no pity on them. Wish every man has the courage of Varun.

A man checked into a hotel. There was a computer in his room, so he decided to send an e-mail to his wife. However, he accidentally typed a wrong e-mail address, and without realising his error, he sent the e-mail.
Meanwhile....somewhere in Houston, a widow had just returned from her husband's funeral. She decided to check her e-mail, expecting condolence messages from relatives and friends.
After reading the first message, she fainted. The widow's son rushed into the room, found his mother on the floor, and saw the computer screen which read:
