LIC launches a unique Health Insurance Plan "HEALTH PROTECTION PLUS"
Health is a major concern on everybody's mind these days. With sky rocketing medical expenses, the possibility of any illness leading to hospitalisation or surgery is a constant source of anxiety unless the family has actively provided for funds to meet such an eventuality. Financial planning regarding Health is, therefore, very important as any emergency might force one to dip into one's savings which would have been reserved for other goals. The purpose of health insurance is to help you in any such a ituation. Most families rarely provide for health insurance, and even if they do, it is grossly inadequate. LIC has always been sensitive to the changing needs of the Society and has responded suitably by introducing matching products to suit these needs. Its latest offering on Health front is "Health Protection Plus". LIC's Health Protection Plus plan is a unique long term health insurance plan that offers health insurance covers for the entire family (husband, wife and the children) - Hospital Cash Benefit (HCB) and Major Surgical Benefit (MSB) along with a ULIP component (investment in the form of Units) that is specifically designed to meet Domiciliary Treatment Benefit (DTB) / Out Patient Department (OPD) expenses for the insured members.
Hospital Cash Benefit (HCB) is a daily benefit payable in case of hospitalization . It can range from Rs.250/- to Rs.2500/- for the Principal Insured (the person who proposes for insurance). For the Spouse or the children, the maximum amount of HCB is Rs.1500/-. The amount of daily benefit doubles in case of hospitalization in ICU. The IDB (Initial Daily Benefit) is applicable during the first year of risk cover. The amount of daily HCB will increase @ 5% simple p.a. every year on policy anniversary until it hits a cap of 1.5 times the initial benefit. Major Surgical Benefit (MSB): In the event of the insured undergoing one of the major surgeries defined in the the policy, a lump sum benefit (regardless of the actual costs incurred) equivalent to the percentage of the sum assured mentioned against that surgery will be payable. The sum assured for major surgical benefits will be 200 times of the HCB you choose. Domiciliary Treatment Benefit (DTB): The Principal Insured can claim an amount equivalent to the actual expense he or she has incurred in respect of any domiciliary treatment or to meet the medical expenses incurred over and above the hospital cash/major surgical benefits in respect of either oneself or the others insured under the policy.
Both HCB and MSB covers are available subject to a waiting period from the commencement of the risk cover - in respect of each insured member: No death insurance cover is available under the plan. All eligible existing family members are to be covered at the beginning (proposal stage) itself. New members can however be added under certain specified conditions.
Modes of Payment allowed are: Yearly, Half-Yearly, & Monthly (ECS Mode only). The premiums allocated to purchase units will be strictly invested in a Health Protection Plus Fund (Income and Growth - Low Risk). One of the important features of the Plan that makes it doubly attractive is that the premiums paid under the policy are eligible for Tax Rebate under Section 80(D) of Income Tax Act, 1961.

What to do of those who don't write ACRs properly

The annual confidential report is an important document. Though there are instructions for timely writing, yet it is common practice not to write ACRs for a long time and many officers use it as a tool to exploit the junior officers for their personal interests. Many senior officers, specially Members, Secretary Additional Secretary level officers, do not write ACRs of their juniors till they retire and have to be requested and reminded for getting the ACRs written. There are many officers who even have the habit of writing the ACRs as a formality and do not record it the way it should be written and simply grade them "AVERAGE'. Actually, 'Average' is no grading and what to do with the grading and under what category it should be taken and what if it is written after two-three years when it should and could not be written and why it should not be discarded and thrown in the dust bin. All HODs must call for the list of ACRs pending and fix responsibility of the concerned Addl secy /JS/ Dir/ DS if they have failed to write the ACRs and they should not be allowed to write the ACRs showing back-date. Will the Cabinet Secretary and concerned competent authorities issue such a directive?

I, being a pensioner feel that the government lead by Dr. Manmohan Singh has done a lot for the serving lot and pensioners and for that matter we all should be grageful that a respectable pension is being awarded by the present government and dues, whatsoever, may be left and are not paid due to paucity of funds or otherwise for any valid reason, we must cooperate with with the government and hope government will do its best. so far 12% interest over the delay on date, it is just a political style of saying. We must be cooperative. However, it will be in good spirit, if government release the amount before its expiry date or immediately on installation of the new government.

I do not think it is any lapse on the part of the government

I do not think it is any lapse on the part of the government, but rather it is the sheer lethargy or our erstwhile colleagues. I am certain that by now they would have already calculated their own arrears- if not already disbursed and spent. They would no doubt be waiting for a circular entitling them to honorarium/OTA for calculating the due arrears of Pensioners and those who died in harness. I fully agree that every ministry/department who do not disburse the arrears by 15th May should b e penalised and this penalty should be paid as interest to the Pensioners.

Travails of an Unsung Seema Prahari Part I

"I am a BSF prahari serving in a remote location . I have a few lines for your kind consideration.
1. We are deployed in extreme ends of our country and operate in most hostile terrain, difficult and remote areas away from our families 365 daysx24 hrs to protect the territorial integrity of our nation. We have no peace postings. We keep moving from one inhospitable border to another, Line of Control to Deserts of Rajasthan. We are provided with substandard equipment. We kept fighting with 16 Kg Bullet Proof Jacket in Kashmir since 1989 till de-induction in 2006 whereas Rashtriya Rifles which was raised in 1998 or so got latest equipment, lightweight BP jackets, better incentives, choice postings. We have lost so many brave soldiers just because we had poor equipment, not enough rest and relief, continued deployment and poor leadership in the form of officers who have not even commanded a company in peace leading us in thick of battle and taking life and death decisions.

2. Our sacrifices have been numorousin Counter Insurgency Operations in North East, Punjab and we have a major part in decimating insurgency in Kashmir valley. We are fighting shoulder to shoulder with army in Line of Control and also during hot war we are suppose to bear the first brunt of enemy onslaught.

3. Yet we are being looked down upon by our own brethrens. Army feels they are superior. Our own superior officers being from different service make us feel low. Are they superior? But superior to whom? Whom do all of us serve? The people of this country! If we don't respect own troops or people of this country how can we serve them. Same is with police and civil administrators. We have apartheid or a caste system in our entire security setup. When a commander does not belong to the troops or have no faith in its troops how can he lead.

4. Our Justice providers, like Srikrishna, does not find any thing different between civilian and a BSF soldier. Yet they could differentiate between and Armed Force personnel and civilians. BSF by its constitution enacted by the parliament is an Armed Force of the Union, it is an armed force which guards borders in peace, fights in counter insurgency, law and order duties and also fights alongside army during war and yet it is not a Armed Force in the eyes of pay commission and Government of India. It is because we are lead by civil services officers of Indian Police Service who come on deputation at the rank of Inspector General and above for brief period when atmosphere in their home cadre is not suitable for them and go back when it suits. They become IG in 18 to 20 years of service whereas a BSF officer joining as a Group 'A' officer cannot dream of becoming an IG in his own force. We are professionals who have vast experience of leading troops in most difficult conditions yet our voices are not heard we have no grievances redressal mechanism or tribunal. With strength of 4000 Group A officers we are not a recognized cadre whereas even Doctors of BSF, who are a support cadre and do not guard border which is our primary role, has an organized cadre. They enjoy much faster promotions, more avenues of deputation and growth than the feeder cadre of BSF General Duty officers who are combat soldiers. You can imagine that a doctor who joins force much later than a BSF GD officer and remains junior in initial years becomes Senior with assured time bound promotion in the same force after few years just because he has an organized cadre.

I wonder despite all this whether the party has any media control. All TV channels have been bought by political parties directly or indirectly and they have their voice edited to suit their needs. Whereas I hold the view that this party has neither control nor any people deputed for propagating what they stand for through TV. I feel in this arena they have not managed well.
