Bureaucrats think about the formation of next government at the centre?
The general elections are round the corner and the bureaucrats have
started making their own assessments as to who would rule the country
in the days to come. Whether it will be the Congress, the BJP or the
respective fronts - UPA and NDA - lead by these parties. Will it be
a third Front that will govern the country? We tried to elicit the views
of bureaucrats across the country. They feel

Former civil servant from the erstwhile ICS cadre in the country B.D.
Pande has passed away following brief illness. He was 93.
Naini Jayaseelan joins Planning Commission
Naini Jayaseelan has joined the Planning Commission as Advisor.
She is 1980 batch IAS officer of UT cadre.
Surendra Kumar is Director DONER
Surendra Kumar has joined as Director ,Development of North
Eastern Region. He is 1985 batch IFS officer of Manipur-Tripura cadre.

Unique experiment in Manipur and Tripura
There is a unique "experiment" in the state bureaucratic
circle of Manipur and Tripura where in one person is principal secretary
finance, planning, power and agriculture all rolled into one and is
also taking care of the chief secretary's responsibility in his absence
which is more of absence than presence. How can it be justified to "load"
one officer with all these responsibilities even if they seem to be
related just because we are an agrarian economy.
Ajai Singh to retire in May
Member of the CBDT, Ajai Singh, is superannuating by May
end. He is 1972 batch IRS officer.
Rajesh Chandra of Bihar cadre empanelled for
JS post
1985 batch IPS officer of Bihar cadre Rajesh Chandra has
been empanelled for the post of Joint Secretary in the Government of
India.
Seven 1989 batch IAS officers of TN cadre empanelled
for JS post
As many as seven 1989 batch IAS officer of Tamil Nadu cadre
are reported to have been empanelled for the post of Joint Secretary
in the Government of India. They are S Krishnan, K Rajaram , Harmander
Singh, Shiv Das Meena, Anita Praveen, Md. Nasimuddin and SK Prabakar.

Indian Defence Accounts Service Officer Sulabha Menon of
2005 batch has been promoted from Junior Time Scale officer to Senior
Time Scale and shifted from Main Office to PCDA (SC) Pune.

Woes of CSSS
I want to bring the attention of the cadre controlling authorities,
particularly DOP&T, towards the pathetic and humiliating condition
of Personal Assistants of Central Secretariat Stenographers Service
(CSSS) through your website.
First of all, they are facing acute stagnation in regular promotions
in our career e.g. the officials appointed as Stenographer Grade 'D'
on the basis Competitive Departmental Examination held in October, 1983
have not yet been promoted as Stenographer Grade 'C' on regular basis
despite repeated representations and written requests from the respective
staff unions. It has created lot of frustrations among the officials.
It may be mentioned, in this connection, that the adhoc promotions were
made in 1993 on restructuring of the cadre but till date, we have been
working as Personal Assistants (Stenographer Grade 'C') on ad-hoc basis.
Even the new ACP due to be announced under Sixth Pay Commission has
not yet been announced to give at least financial relief. It is, therefore,
requested that the concerned authorities may kindly take necessary actions
for regularising the services from the date the officials had been appointed
as Personal Assistants on ad-hoc basis.
The 6th Pay Commission's recommendations granting three upgradations
during 30 years service period accepted by the Government in principle
be announced and the formal orders yet to be issued so far by the Department
of Personnel and Training be issued urgently. The DP&T, while issuing
necessary instructions, should take care of the interests of all concerned
employees so that it may not snatch away the benefits already available
in the existing ACP scheme granting two financial upgradations during
the entire service period.
Hope the authorities will wake up and issue orders at the earliest.

It seems that the Congress virus has reached the common man who
thinks only the people (Sonia Gandhi etc.) belonging to the Gandhi family
can could deliver and do justice with them. It is sad that other parties
don't look beyond their vote bank politics - religion and caste to survive
and rule this country. Modi has demonstrated all the good qualities
of able and committed administrator. He too has committed mistakes.
As Congress has left behind Sikh riote and left of nandigram massacre,
Modi is also entitle that his past must be forgotten for betterment
of Indian and India as is linked to other political parties. Sadly these
so called secular parties are doing all sorts of mischief of dividing
the nation but blame BJP of communal.

Voting by Govt. employees
Almost cent per cent Polling staff members are unable to cast their
vote. Election Commission should make arrangements so that not a single
member of polling staff is denied this right, rather than the official
concerned applying for postal ballot to the relevant Returning Officer
of the area. E.C. should provide all assistance in this regard e.g.
providing postal ballot with stamp exempted envelope as immediately
as possble before the Polling date, searching Voter's Regn. No., etc.
